1. GENERAL

1.1 INTRODUCTION

The Hornsea II offshore wind farm (“HOW02”) is located in United Kingdom, approximately 120km North
East of Grimsby. The RCS is located approximately 60km East of Grimsby. As shown in Figure 1

Electricity is generated from wind energy by group of offshore Wind Turbine Generators („WTG‟).

The purpose of the Offshore Substation (“OSS”) is to transfer power from the incoming wind turbines‟ MV
radial cables, transforming the power to high voltage and exporting it through export cable(s) to an onshore
substation.

The purpose of the Reactive Compensation Substation (“RCS”) is to compensate for the reactive power
generated in the wind farm power system. The RCS is located between the offshore wind farm and shore.
Both OSS and RCS are constructed as a topside structure supported by a jacket. The substructure
consists of a jacket (split Jacket) fixed to the seabed by piles (fixed bottom structure).

Scope of Work for this project is for the engineering, procurement, fabrication, integration, sea fastening
and load-out of one Offshore Substation (“OSS”) jacket and one Reactive Compensation Substation
(“RCS”) jacket.

SSPC-SP5 A white metal blast cleaned surface, when viewed without magnification, shall be free of
visible oil, grease, dirt, dust, mill scale, rust, paint, oxides, corrosion products, and other
foreign matter
SSPC-SP10 A near white metal blast cleaned surface, when viewed without magnification, shall be
free of all visible oil, grease, dirt, dust, mill scale, rust, paint, oxides, corrosion products,
and other foreign matter, except for staining which shall be limited to no more than 5 per
cent of each square of surface area and may consist of light shadows, slight streaks, or
minor discolorations casued by stains of rust, stains of mill scale or stains of previously
applied paint.
Sweep Blast A method of surface preparation where the the grit volume flow rate is reduced, the
Cleaning distance of nozzle to surface is increased and the rate of blasting is increased to
especially create an etched surface of non-ferrous surfaces such as galvanizing and
stainless steel material which require over coating for corrosion protection protection.
SSPC-SP11 Power tool cleaning to bare metal by non-woven disks followed by rotary flaps or needle
gun to impart profile and / to restore previously existing profile.
The power tool cleaned surface when viewed without magnification, shall be free of all
visible oil, grease, dirt, dust, mill scale, rust, paint, oxide, corrosion products, and other
foreign matter
Inspection Inspection is a phase of Quality Control process, and consists of organized examination
(s) or formal evaluation exercise(s) to determine the conformance of materials, supplies,
components, processes or structures to predetermined quality requirements

procedures and inspection for protective coating to be applied for the fabrication of substations as well as
for jacket type structures for offshore substations.

2. CONTRACTOR RESPONSIBILITIES

Project QA/QC Manager is responsible for establishing and monitoring the implementation of this
procedure and ensuring all the concerned parties to witness coating activities to the agreed ITP.

Construction Manager with the assistance of all discipline Lead Engineers or Painting Superintendent is
responsible for implementation of this procedure.

Painting Inspectors shall be responsible for performing daily inspections, test and generating as well as
submitting of relevant inspection reports for review, and approval of all relevant parties. Paints
manufacturer shall be present during PQT and production to control the process.

Painting operators shall have relevant knowledge of health and safety hazard, use of protection equipment,
coating materials, mixing and thinning of coatings, coating pot-life, surface requirements, etc. personnel not
qualified to tradesman level, shall document training and experience to the same level as a formalized
tradesman education. Personnel shall be test, qualify and approved by Company prior to work.

3. PROCEDURE

3.1 COATING REQUIREMENTS / SPECIFICATIONS

3.1.1 Health, Safety and Environment Requirements

 Correct personal protective equipment shall be used by all personnel engaged at the worksite.

 All coating materials and solvents shall be stored in accordance to paint manufacturer‟s
recommendations. Smoking is prohibited and no unauthorized access to the storage area shall be
allowed. Paint shall be stored in a well-ventilated area. Used paint containers shall be disposed in
accordance to the relevant approved disposal procedure.

 Safety harness with checked tag shall be worn, while conducting any work at heights.

 Check that adequate ventilation in confined space is requested.

 Mixing and handling of painting material shall be performed in areas that are not judged to be
dangerous and where air can circulate freely.

 Blast cleaning abrasives shall not be harmful to operators' health: silica abrasive, as defined in ISO
11126-2, is forbidden. The contractor shall submit details of proposed abrasives to Employer for
review at least 21 days prior to commencement of the works.

 Blasting equipment shall be fitted with dead man control to start and stop the flow of abrasives.
Entire system shall be grounded, including blasting nozzle, hoses.

 Polyurethane topcoat shall be lead-free pigmentation.

 All painting pumps shall also be electrically grounded to reduce the hazard of static electricity
sparking.

 During inspection activities In confined spaces, entry of inspectors for inspection shall be only after
the ”confined space trained” class has been attended and understood. Ventilation and gas checks
with approved equipment shall be in place alongwith other safety requirements

3.1.2 Classification of Areas

 All areas on structures, jacket, piping and equipment shall be classified to comply with Annex B of
SUBTS-131.

 Manufacturer‟s equipment and Contractor Packages shall adhere to these standards.

3.1.3 CS/SS Joints

If stainless steel is welded to carbon steel, the exterior of stainless steel portion shall be painted at
least 50 mm beyond the weld zone on stainless steel

3.2 FUNCTIONAL REQUIREMENT

3.2.1 Paint Pre-qualification

Pre-qualification reports of recommended coating systems from Paint Manufacturer to be submitted


to Employer for review and approval

3.2.2 Surface Not to be Painted

Following surfaces shall not be painted unless otherwise stated:

 Other non-ferrous metal surfaces (titanium, CuNi, bronze, nickel, aluminium bronze, chrome plate,
copper, brass, plastic, Glass Fibre Reinforced Epoxy (GRE) or similar materials shall not be
blasted or painted unless specifically specified, e.g. for fire water pumps and firefighting
equipment.

 Stainless steel used for piping, HVAC equipment, etc. except other stainless steel e.g. used for
cladding.

 Machined surfaces such as flange faces.

 Surfaces used for identifications purposes, such as nameplates, serial number plates, valve
identification signs, gauge glasses and guards, gauge faces and light fixtures, valve stems and
flange bolts.

 SS instrumentation (excluding bodies) and SS tubing.

3.2.3 Abrasive

 Galvanized surfaces, which require to be coated, shall be roughened by abrasive sweep or brush
off blast cleaning.

 For items to be welded after coating, the bevelled edge shall not be blasted.

 On stainless steel surfaces, only mineral (non-metallic) blast cleaning abrasives may be employed.

 Inhibitive washing to prevent rusting after blast cleaning shall not be used.

 Abrasive grit or a mixture of grit and shots or garnet (ISO 8503-1) shall be used to blast and
remove shop primer before application of the main coating system as complied in.

4. PROJECT SPECIFIC COATING SYSTEMS

Please Refer to Appendix C

5. SURFACE PREPARATION

 Steel materials found to be contaminated with dirt shall be water washed to remove such
deposits. Solvent cleaning SSPC-SP-1 shall be done on spots found with oil and grease.

Spatter and sharp surface projections shall be removed by chipping or grinding. Sharp edges
arising from cutting steel materials for fabrication shall be rounded and smoothed level P3 (Min.R =
2 mm)

 Carbon steel surfaces shall be blast-cleaned to the required surface cleanliness and anchor profile
by utilizing either of the following grit blasting abrasives:

Garnet --- for manual field blast cleaning


Steel grits / steel shots --- for manual at blasting chamber
Steel grits / steel shots --- for auto blasting at blasting chamber

 Where no requirements are specified, the surface profile shall be graded in accordance with ISO
8501-1 and EN ISO 8503-2 to an approved ISO surface profile comparator Type (G)rit. as
measured with a replica tape technique in accordance with ASTM D 4417 or an agreed equivalent
method. as for the anchor profile as follows :
- Splash zone area 75 to 100 microns.

 Salt test reading on blast cleaned surface shall not exceed to a corresponding water soluble salts
contamination of 50 mg/m2 in accordance to ISO 8502-6&9 using Elcometer 138 Bresle Test Kit or
SSPC Guide 15 using Elcometer 130 or equivalent. The result of test shall be record.

 For the splash zone area, salt test reading on blast cleaned surface shall not exceed to a
corresponding water soluble salts contamination of 20 mg/m2 in accordance to ISO 8502-6&9
using Elcometer 138 Bresle Test Kit or SSPC Guide 15 using Elcometer 130 or equivalent. The
result of test shall be record. The result of test shall be record.

 Dust level check shall conform to dust quantity Rating 2 and dust size Class 2 according to ISO
8502-3.

 Stainless steel surfaces when required for coatings shall be blast-cleaned and and etched for paint
key using garnet blasting grits.

 Blasting abrasives shall be dry and clean and comply with ISO 11127-6 or ASTM D4940 in
accordance to Paint Manufacturer‟s requirement as per batch lot.

 Galvanized items which are nominated for additional protective coating shall be thoughly cleaned
for dirt, zinc ash and flux residue steam cleaning. The surface can be roughened by means of
sweep blasting. When performing abrasive sweep blast cleaning, it‟s important to avoid damage to
the zinc surface.

6. COATINGS APPLICATION

 Coatings shall not be applied when the air relative humidity exceeded 85% RH and when steel
temperature is less than 3ºC above the dew point as measured by a Electronic Hygrometers
(Elcometer or approved equivalent). Dry-bulb, Wet-bulb and Steel Temperatures, Dew Point and
Relative humidity shall be monitored and recorded by coating Foreman and Coating Inspectors at
for times per shift and when the ambient conditions are obviously changing. This practice shall be
followed at all the work sites / yards.

 On completion of primer coat and when specified by the specification paint systems, stripe coating
by brush shall be done on edges, tight corners, bolt holes, bolt & nut, and to noted weld joints
where there is a need to seal off accepted imperfections on weld profile.

 Recoating time between each coat shall be in accordance with the guidelines published in paint
manufacturers product data sheets. Applicator shall seek advise of paint manufacturer technical
representative on conditions when intended recoating time is outside of those published in the
product data sheet.

 Interval between coat must comply with coating manufacturer‟s recommendation at the prevailing
temperature in order to avoid contamination between coat. Any contamination between coats shall
be removed

 Contrasting colour is required for each coat.

 Zinc primer shall not come into contact with stainless steel, nickel based alloy or copper based
alloy.

 All coating activities shall be done in accordance with paint manufacturer‟s product data sheet and
recommendations.

 The method of application shall be in accordance to the coating manufacturer‟s recommendation


for the specific product used. Reference to Appendix B

 For mixing operation, mechanically stirred agitators shall be used. Incorrect or incomplete mixing
of two component paints shall not be used. The base and curing agents mixed shall match the
specific product to be used. Products used shall be checked against their batch numbers at all
times before use.

 All supplied two component paints shall be used within their shelf life as designated by the paint
manufacturer. Mixed two component paints shall be used within their pot life based on the ambient
temperature as stated on paint manufacturer‟s technical data sheets and/or the recommendation of
the paint manufacturer‟s technical representative at site

7. REPAIR OF COATING DEFECT

7.1 General

 All repair work shall be performed to comply with the project specification

 Paint area with damages below 100 cm2 shall be ground by slow rotating abrasive grinding
tools, until intact steel, Large area shall be abrasively blasted and the edges to intact coating
feathered with a rim of at least 50 mm.

 Spot blast clean the affected areas to SSPC-SP10 aiming the blast nozzle at an angle to chamfer
the edges around the repair area.

 When the primer coat is cured, apply the intermediate coat at specified thickness. Use paint brush
to coat and seal off the edges of repair area.

 Apply the intermediate coat on cured primer coat. Use a paint brush to coat and seal off the edges
of the repair area as well as build up the thickness.

 Apply the finish coat by conventional air spray equipment allowing the top coat to overlap
beyond the repair area to ensure it blends well with the surrounding intact coating.

7.2 Repair of Damaged Galvanized Coating

Galvanized coating damaged by cutting, heating, grinding, and welding shall be repaired by spot
blast cleaning the damaged spot to SSPC-SP10 followed by the application of zinc rich epoxy
primer. If the damage area is smaller than 4 cm2, the surface is ground to st 3.

If damaged galvanized area is part of the galvanized item to be over-coated, Coating


manufacture shall recommend an appropriate coating that needs to be applied on the damage
area

8. INSPECTION

8.1 General

 Contractor will inform Employer with advance written notice for daily schedule and activities.

 Inspection shall perform in compliance with project specification.

 Fabricated items shall be inspected by concerned structural/welding QC inspectors before release


for blasting.

 Daily activity for blasting / painting shall be recorded and kept in a daily log for references.

 DFT measurements, including calibration, sampling and acceptance criteria, shall be performed to
comply with ISO 19840.

 Adhesion test shall follow ISO 2409 and ASTM D3359 for DFT under 250μm. Acceptance criteria
shall be in classification 1 when using ISO 2409 and classification 4B when using ASTM D3359

 Paint manufacturer‟s technical representatives/inspector shall be qualified as described in Project


Specification

8.2 Storage

 Paint shall be stored in accordance with the Paint Material Manufacturer‟s recommendations and
intrinsically safe power and lighting systems shall be utilised subject to Employer approval.

 Oil, solvent, or paint coated rags shall be stored in closed labelled containers.

 Paint shall be stored in well-ventilated store room and shall be used within their shelf life and for
two pack paints; paint shall be used within their pot life as stated on manufacturer‟s technical data
sheets

Product description
This is a two component polyamine cured epoxy coating. It is a high solids, high build, glass flake reinforced
product. It is scratch and abrasion resistant. Suitable for environments with very high corrosivity. Can be used
as primer, mid coat, finish coat or as single coat system in atmospheric and immersed environments. Suitable
for properly prepared carbon steel and concrete substrates.

Specially suited in areas where high scratch resistance is required.

This is a two component polyamide cured zinc rich epoxy coating. It is a high solids, high zinc dust containing
product. It conforms to the compositional requirements of SSPC paint 20, level 2 and ISO 12944-5. It provides
very good corrosion protection as part of a complete coating system. To be used as primer in atmospheric
environments. Suitable for carbon steel, repair of inorganic zinc silicate coating and damaged galvanised steel
substrates. This product complies with ASTM D520 type II zinc dust.

Product description
Jotun Anti-Skid is aluminium oxide grains, intended to be spread into the last coat in a non-skid system. Available in
coarse, medium and fine particle sizes.

Recommended use
For use on decks, floors, gangways and other areas where additional friction properties are required. The spreading is to
take place in the wet film during application.

Recommended quantity
Fine particle size (180 - 250 µm) for coatings applied in 50 to 150 µm DFT, such as topcoats.
The recommended usage is 1,5 - 2,0 kg per 10 litres of paint

Medium particle size (400 - 600 µm) for coatings applied in 150 to 400 µm DFT, such as Jotamastic products and thick
film topcoats.
The recommended usage is 2,5 - 3,3 kg per 10 litres of paint

Coarse particle size (700 - 1000 µm) for coatings applied in 400 to 1500 µm DFT, such as Baltoflake products.

Drying and curing times are determined under controlled temperatures and relative humidity below 85 %, and
at average of the DFT range for the product.

Surface (touch) dry: The state of drying when slight pressure with a finger does not leave an imprint or reveal
tackiness.

Walk-on-dry: Minimum time before the coating can tolerate normal foot traffic without permanent marks,
imprints or other physical damage.

Dry to over coat, minimum: The recommended shortest time before the next coat can be applied.

Dried/cured for service: Minimum time before the coating can be permanently exposed to the intended
environment/medium.

The temperatures listed relate to retention of protective properties. Aesthetic properties may suffer at these
temperatures.
Note that the coating will be resistant to various immersion temperatures depending on the specific chemical
and whether immersion is constant or intermittent. Heat resistance is influenced by the total coating system. If
used as part of a system, ensure all coatings in the system have similar heat resistance.

Product compatibility
Depending on the actual exposure of the coating system, various primers and topcoats can be used in
combination with this product. Some examples are shown below. Contact Jotun for specific system
recommendation.

In some markets commercial shelf life can be dictated shorter by local legislation. The above is minimum shelf
life, thereafter the paint quality is subject to re-inspection.

This product is for professional use only. The applicators and operators shall be trained, experienced and have
the capability and equipment to mix/stir and apply the coatings correctly and according to Jotun's technical
documentation. Applicators and operators shall use appropriate personal protection equipment when using this
product. This guideline is given based on the current knowledge of the product. Any suggested deviation to suit
the site conditions shall be forwarded to the responsible Jotun representative for approval before commencing
the work.

Health and safety


Please observe the precautionary notices displayed on the container. Use under well ventilated conditions. Do
not inhale spray mist. Avoid skin contact. Spillage on the skin should immediately be removed with suitable
cleanser, soap and water. Eyes should be well flushed with water and medical attention sought immediately.

Colour variation
When applicable, products primarily meant for use as primers or antifoulings may have slight colour variations
from batch to batch. Such products may fade and chalk when exposed to sunlight and weathering.
