SMART CITY
A smart city is a municipality that uses information and communication technologies (ICT) to
increase operational efficiency, share information with the public and improve both the quality of
government services and citizen welfare.
SURAT - SMART CITY MISSION
Smart city Mission was launched by Prime Minister Shri Narendra Modi on 25 June, 2015. Surat city
was selected among 100 cities to be developed as smart city in India due to various achievements,
initiatives and all inclusive approach. Accordingly Surat city had submitted “Smart City Proposal”
(SCP) for Surat City in the given format on 15 December, 2015 to Ministry of Urban Development,
Government of India with required consent of Government of Gujarat and statutory authority of Surat
Municipal Corporation. Till deadline for submission total 97 cities had submitted their smart city
proposal to Government of India. As per the already given plan, 20 cities were to be selected in
round-1 (current year) on merit of their submitted proposal. Government of India had constituted 3
teams with expert members of World Bank, ADB and other independent members for evaluation and
marking of all the submitted smart city proposals from 97 smart cities and to select final list of top 20
cities based on marking.

On 28 January, Shri M.Venkaiah Naidu, Minister of Urban Development Government of India


announced the much awaited 20 winners of the Smart City Challenge competition for round-1 in
current financial year at a press conference. It is a matter of pride for citizens of Surat that our city is
selected among 20 winning cities at Rank No.4

Smart City Mission marks a paradigm shift towards urban development in the country since it is
based on ‘bottom up’ approach with the involvement of citizens in formulation of city vision and smart
city plans and the Urban Local Bodies and State Governments piloting the mission with little say for
the Ministry of Urban Development

Citizens Engagement is the base of four pillars of institutional, physical, social and economic
infrastructure for comprehensive development as per Smart City Mission guidelines and therefore
Citizens Engagement tool is extensively used to know the suggestions / feedback from citizens by
various online & offline methods like – Stakeholders consultation meetings with Elected
representatives, Press media, different industrial, trade & commerce associations, doctors,
engineers, architects and NGOs, Ward level meetings with citizens, Essay & Drawing competition for
students and citizens, Techno fair for informing citizens about possible smart solutions, Citizens Poll
on myGov and SMC’s website and seminars / webinars on different subjects etc.

Based on Citizens Poll for Pan City initiatives, ICT based Transport-Connectivity smart solutions are
finalized in Smart City Proposal, which will be implemented in entire area of Surat city. Selected area
is having many commercial and industrial units based on textile sector which acts as a catalyst for
greater job opportunities. For retrofitting of area development, many smart solutions in sectors of
water supply, sewerage, solid waste management, water recharging, renewable energy, street
lighting, Town planning & development, Economic development including essential Smart City
Solutions.
SURAT SMART CITY VISION
"Smart Utilization of Surat City’s potential for enhancing quality of life for the citizens by
providing equal access to best quality physical infrastructure, social infrastructure and mobility
through leveraging state of the art technology; thus making surat a futuristic global city with
focus on enhancing economy, protecting the ecology and preserving the identity and culture of
the city"

Some of the ongoing and completed smart projects have been presented on the basis of
vision, benefits and current status of implementation plan.
1. SMAC (SMArt City) Center

SMAC Center is envisaged as an administrative control center for the city of Surat for effective and
efficient delivery of all civic services.SMART City Center will operate in four layers. This center will
collect functioning information of all the departments on real time basis, as far as possible.
Automated sensors and systems will send various data sets to the SMAC Center, which are
analyzed to derive some conclusions. SMAC Center will play an important role in providing real time
information about civic facility utilization in the city. It will help all the departments in maintaining civic
service delivery standards on day-to-day basis. It will give support to the departmental heads for
taking quick decisions in restoring services while handling unforeseen disturbing situations. In case
of emergency situation, SMAC Center will play important role of coordinating all departments with
decision support system for effectively managing rescue and relief operations. Thus the SMAC
center will be able to address the issue of delivery quality civic services

Implementation Plan
Current Status: Column footing work completed. RCC super structure & Dome part plinth work
in progress. ICT part project schedule under preparation.

Benefits
 Citizens will be connected through variable message signs, website, mobile app, mobile alerts
and social media.
 In the time of any difficult/emergency situation Administration shall be eligible to control and
monitor all the services at one place. This will make the administration more efficient and
reliable.
2. SMAC CENTER (smart city center) part-1 -Smart solid waste management
vehicle tracking & RFID

Vision
Solid Waste Management comprising of solid waste collection, transportation and disposal is a
very critical activity for any ULB. SMC intends to utilize the latest technology and IT system to
further strengthen the Solid Waste Management practices.
Brief Description (Technical Details):
The goal of this project is to implement an Integrated and centralized Solid Waste Management
monitoring and tracking solution (SWM Application). The solution will be monitored centrally
from existing Smart City Center (Command & Control Center).

Specialty
a) Monitor the fleet involved in the Solid Waste Management activities in realtime, to
improve per vehicle productivity, to reduce non-compliance and to optimize fleet
utilization
b) Real-time information with regards to waste collection activity
c) Geocode and geofence stopagges/Point of Interest (POI) and routes
d) Route planning and allocation
e) Automate the transfer stations and disposal site for daily garbage inward and outward
activities
f) Utilize the technology to minimize human intervention and to improve the collection
efficiency
g) Full proof the system and prevent misuse of manual system and to induct transparency
and accountability in operations
h) Ensure complete coverage of waste collection across Surat city
i) Monitor the performance and SLA for services j) Management with dashboard and
detailed analysis reports for decision making

3. Intelligent Transit Management System (ITMS)

Surat is implementing a city wide integrated system – “Intelligent Transit Management System”
(ITMS), to manage diverse set of transportation needs for the city – this includes: (a) public
transport and (b) vehicles related to civic services like Solid Waste Management, Drainage,
Heavy Engineering, Emergency Services etc. ITMS is planned to bring in best-in-class
operational efficiency and automation to the operational capability of the city in respect to
transport.
 The Intelligent Transit Management System is an all-inclusive system that integrates
various departments of Surat Municipal Corporation for better operational efficiency and
optimum utilization of resources.
 The project is envisaged to reduce the travel time, improve reliability of public transports,
and bring operational efficiency to various departments in providing their services to
citizens with the Surat city.

Benefits
Under the project, the Command & Control Centre along with Data Centre has been established
and four Bus Depots have started utilizing DMS (Depot Management System). The project
covers 30 operational routes for bus services in the city. The emerging benefits of the project
are:
1. At present, 115 BRTS buses and 200 City buses are being tracked using
2. ITMS, where ridership of – 85,000 per day (for BRTS) & 45,000 per day (for other
City Bus service) has been recorded
3. 154 BRTS Stations and more than 400 City Bus Stops have been integrated with
ITMS
4. BRTS & City Buses are now available with an average frequency of 8-10 minutes
5. There is increased information about public transit covering BRT buses and City
buses, to citizens with help of mobile app and public website
6. Citizen will get real time information of BRTS/City Buses
7. Tracking of SMC vehicles working on the field
8. Reduced travel time and operation cost of buses
9. Reduced Traffic problem in future
10. Operation of Buses monitored accurately. Information regarding route of Bus easily
made available for people in general.
11. Improved public transport connectivity across the city – increased number of buses
on BRTS as well as City Bus routes, in accordance with demand analysis through
ITMS

13. Reduction of travel time owing to dedicated BRT corridors managed through ITMS

Implementation Plan
Current Status:
 ITMS fitments installed on 154 BRTS stations, 113 BRTS buses, 275 City Buses.
 154 Stations are showing ETA (Estimated Time of Arrival), 113 BRTS buses and 243
City Buses are getting tracked in Control centre.
 Control Centre is setup and operational at SMAC Centre, Muglisara, SMC Main
office.
 Software Modules like PIS Management system, DMS, EMS, IMS are implemented
& in the process of getting operationalized.
 System generated reports for both BRTS & city buses are getting generated for all
Operators.  Installation of GPS apart from 535 SMC Vehicles, 355 installations
made and others are in progress.

4. AFCS (Automatic fare collection system)

Vision
AFCS project aims to automate the fare collection mechanism and technology within Surat’s
transport ecosystem (BRTS & City Bus Services) and enhance operational capability, citizen’s
satisfaction, reliability and ease of operations for its services offered through various transits.

 M-ticketing (Mobile)
 Integrated Ticket between City bus and BRTS

Benefits
1. This IT enabled service will make present public transport system more efficient and
citizen friendly.
2. AFCS promotes cashless smart card technology in transportation as well as in retail
areas
3. It will be helpful to citizens using the Amenities like Library, Swimming pool, Aquarium
and others.

5. Smart Street Lighting (LED)"Sector and Smart Street Lighting Monitoring System

Vision
To achieve better illumination, usage of energy efficient technology and to shoulder the targets
of National Mission for enhanced energy efficiency.

Impact/ Envisaged Impact of the project


This project gives an indirect benefit to the Citizens of Surat as there would be reduced
operating cost in street lights by usage of LED lights. These lights have been tested for optimum
LUX level with minimum energy consumption. This will reduce the overall energy demand
received at Grid, resulting in economic benefit to City Corporation of Surat which in turn would
reduce the burden on Tax payers of the city.
Area Based Development (ABD) Projects

Surat Smart City focuses on development of a particular area that creates sustainable economic
development and high quality of life by smart interventions. It is envisaged that the area under
consideration will transform into a well-planned urban space with sustainable and rationally
incremental economic development and activity.

120 MLD Water Treatment Plant & 24 MLD Zero Liquid Discharge Plant

The SMC has decided to implement of Smart City Projects related to 24x7 Water Supply in 8.84
sq.km. area of Surat City.
 To meet The Water Demand of 1099 MLD for approximately 55 Lacs population of surat
city in Year 2021.
 In zero liquid discharge plant Recycling of back wash water of WTP is done and
approximately 24 MLD water can be reused as drinking water.

Vision
To provide treated potable water to the citizens under area planned with 24 x 7 network.

Rain Water Recharging

Vision
To use every drop of water by directing it towards underground bore and to uplift the
underground water table along with improving its quality.

Biogas plant for organic waste

Vision
To treat the organic waste in decentralized model generated from APMC market, which will
subsequently reduce the transportation cost and generate the revenue in form of energy.

Specialty/ Benefits
 Production of valuable green energy in the form of electricity, heating & cooling by highly
efficient energy conversion of wet biomasses.
 Sale of biogas and bio CNG as replacement of high cost LPG.
 Reduction of the emissions of greenhouse gases.
 Sale of CO2 in solid, liquid and gaseous form.
 Sale of Organic Fertilizer produced as by- products.
 Providing chilling services for cold storage / air conditioning plants.
 Reduction of odour emissions ( manure processing plants )
 Sale of carbon credits generated through avoided methane emissions, electricity
generation and chilling services provision.
 reduction of pathogens.
 Sale of electricity at attractive price through short term contracts.
 Sale of renewable energy certificates from sale of electricity.

Current status of the project - Work Completed. Project inauguration on 22/06/2017 by CM Shri
Vijaybhai Rupani.
