    Reg: Relaxation in eligibility for Request transfer of 2016


    Batch Promotes officers.
    Ref: Revised norms for transfer CO:CIR:790 dated 07'02'17
    Our attention has been drawn towards the agony and anxiety of
    officers of 2016 batch promotes for request transfer from various
    Regions and Zones. We submit our organizational views as under:

    1. Normallv before the amendment of current transfer norms'


    the cut off dates used to vary from year to year after taking
    into account of date of last process/reporting date of
    promotion of Previous Years.

    2, The current transfer norms have been approved by the Board


    of directors in its meeting held on 04'02'20t7 and the same
    was made effective from year 2017 and onwards'

    3. To bring uniformity in cut-off date for considering request


    transfer norms suitable amendment was brought vide clause
    ' No. 4.3.2 and it says that all employees who have completed
    or are due to complete the requisite eligibility period by the
    end of March of next year, may apply for the process by the
    end of January.

    We appreciated the endeavor of the Management for bringing


    many positive changes by incorporating our views to suit the
    needs of
    officer fraternity,; in
    new changed working
    environment with certain reservation like linking APAR
    norms for eligibilitY. I

    In this context, our organization would like to submit that the
    officers of 2016 promotes Batch will be completing 3 years-

    promotion as well ai monetary benefits were given ig1j:
    April 2016. However they were given placement on 2/" Aprx
    2016 in various zones.

    In view of this situation, there is a need to re-look into the matter


    ior. giuing required relaxation for considering their request transfer
    application through HRMS in the ensuing process'

    We are hoPeful that is proactive approach of the Management will


    mitigate the suffering of thousands of officers who are away from
    home to far-off-Places.
