On April 27, 1992, God loaned us one of his most incredible, gifts of all. The gift of life!
A beyond, beautiful child of God. This gift was just what I had requested from Jesus. A
healthy, beautiful baby girl. It was so very important that I observed this gift for two
months before God gave me the name inscribed in Gods hand. It was so important that
she be given a name of her character and a meaning representing God. She was blessed
with his "Word" of my Lord and Savior Jesus Christ. The Lord knew that she was so
special that he even stamped a birthmark on her body, representing Love, a beautiful
heart!!! The definition of this baby loaned by Jesus Christ. A Child of God!

The Power is in the Blood of Jesus, was given as her first name: CHIOMA = God's
Good Blood, ATINUKE = loved cherished and protected from the womb. AMARACHI
= God's blessing, God's Grace, OGECHI = God's Time!

We must know with his power that God did not send his son into the world to condemn
it, but to save it. I give many thanks and praise for this young beautiful daughter Chio-
maezronesha... Truly, Chioma has represented her name through out her 15, years of
life.
Who is Chioma? Chioma is my daughter, whom loves Jesus. She is a very well respected and
loved girl in her community. Chioma is invited to an International event every year, for students
that have high GPA, and Excel in sports. Chioma wrote a story called "The Perfect Story". She de-
scribes how great her life is. Her love for her family is so innocent and pure. Chioma is my last
beautiful baby girl.

On December 13, 2007, as usual, Chioma was driven to school by her father and two brothers.
She was taken inside of the campus. That same day she was abducted by, Andrew Joshua Tafoya,
a convicted felon. He abducted her on the same day he was released from work furlough. If any-
one knows Chioma, she always takes a few important things with her. First her make-up, second

1lb dog "Pink," that she carries everywhere in her purse. All of these personal belongings were at

respondence between agencies in dealing with missing and unidentified persons. Billy’s
Law is named after William “Billy” Smolinski, son to Janice and Billy Smolinski, who dis-
appeared on August 24, 2004 and has yet to be found.

Summary: Help Find the Missing Act or Billy's Law - Authorizes the Attorney General to main-
tain public databases, known as the National Missing and Unidentified Persons System or Na-
mUs, to contain missing persons records and unidentified remains cases to assist in identifying
missing people and solve cases of unidentified human remains.

Directs the Attorney General to: (1) share information on missing persons and unidentified
human remains contained in the National Crime Information Center (NCIC) Missing and
Unidentified Person File database with the NamUs database; (2) update the online data en-
try format for such databases to allow states to report information to each database; (3)
establish a grant program to assist in the reporting of missing persons and unidentified re-
mains information to the NCIC and NamUs databases; (4) issue a report to the offices of
medical examiners, offices of coroners, and federal, state, local, and tribal law enforcement
agencies describing the best practices for collecting, reporting, and analyzing data and in-
formation on missing persons and unidentified human remains; and (5) report to Congress

In pursuit for answers, the Smolinski family posted missing person
flyers of Billy. Shortly they discovered that the flyers were being
vandalized and removed. Deciding to surveillance the area they dis-
covered Billy’s girlfriend was the culprit, giving them more reason
to believe in foul play.
In the Comedy of Errors, Egeon comes to the city looking for his son ...,
only to be sentenced to death for entering enemy territory
Janice, Billy’s mother entered enemy territory when she re-posted
the flyers of her missing son in the town where the two other parties
of the love triangle lived, she was arrested.
Going through many hoops and dealing with what seems to be Mur-
phy’s law, “Anything that can go wrong will go wrong”, they con-
tinue their quest to get the attention needed for their son.
The family has discovered many gaps in the system when dealing
with missing adults. With a strong family bond they have moved
forward to remove the gaps that has hindered their search for Billy.
What started as local support is now fueled by a nation of supporters
to bring forth the “Help Find the Missing Act,” (Billy’s Law).
