    INVITATION TO BID
    1. The Department of Public Works and Highways - Sultan Kudarat 2nd District Engineering Office, Lebak,
    Sultan Kudarat, through its Bids and Awards Committee (BAC), invites contractors to submit bids for the
    following Contract:

    Contract Name : Application of Pavement Markings of National Roads along Marbel

    Contract Location : Esperanza, Sultan Kudarat
    Brief Description : Application of Pavement Markings of National Roads
    Source of Fund : GAA-101-AMWPB-FY 2017-Special Maint. – 4th QTR
    ABC : Php1,935,704.00
    Duration : 24 Calendar Days

    2. The BAC is conducting the public bidding for this Contract is accordance with Republic Act No. 9184 and its
    Implementing Rules and Regulations (IRR).

    Department Order No. 03, Series of 2015, “Prescribing the Minimum Period for the Submission of Legal,
    Technical and Financial Documents to the DPWH-Civil Works Registry”, the submission of Class “A” documents
    and Financial Statements at least seven (7) calendar days and the Technical Documents (completed/on-going
    projects) at least fifteen (15) calendar days before the deadline for the submission or opening of bids to the
    DPWH-Civil Works Registry.

    Only Representatives whose names appear in the Contractor Registration Certificate (CRC) shall
    be authorized to purchase and submit/drop bidding documents.

    3. To be eligible to bid for this Contract, a contractor must meet the following major requirements: (a) Filipino
    Citizen or 75% Filipino-owned partnership/corporation with PCAB license for Size Range Small B, (b)
    completion of similar contract costing at least 50% of the (ABC) Php1,935,704.00, and (c) Net Financial
    Contracting Capacity (NFCC) at least equal to the ABC.

    4. The DPWH will use non-discretionary pass/ fail criteria in the eligibility check, preliminary examination of bids,
    evaluation of bids, post-qualification, and award.

    6. Bidders shall pay the BAC a non-refundable fee of Php5,000.00 for the Bidding Documents, upon securing
    hard copies of the Documents. Bidders that download the Documents from the DPWH/PhilGEPS website shall
    pay the fee upon submission of their bids.

    It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement
    System (PhilGEPS) and the DPWH website www.dpwh.gov.ph provided that bidders shall pay the fee for the Bidding
    Documents not later than the submission of their bids.

    Bids will be opened at 2:00 PM on the same day, in the presence of the bidder’s representatives who choose to
    attend at the aforesaid address. Late bids shall not be accepted.

    7. The DWPH Sultan Kudarat 2nd District Engineering Office, Lebak, Sultan Kudarat reserves the right
    to accept or reject any bid and to annul the bidding process any time before the Contract Award, without
    incurring any liability to the affected bidders, in accordance with the provisions of Section 41 of RA 9184 and
    its IRR.
