Introduction
Capacity building refers to an enabling and empowering process of an individual/community
to improve skill and knowledge for sustainable and gainful living. Capacity building
programme for social scientists basically meant to impart and train them with the necessary
tools and networks resulting in better chances for producing substantial and excellent
research outputs in social sciences for the betterment of human society. In the light of this,
under the sponsorship of the Indian Council of Social Science Research (ICSSR), New Delhi,
a capacity-building programme for the faculty members of various social science disciplines,
who are in the beginning or mid-stage of their academic career is scheduled to be organized
at National Law Institute University, Bhopal from 06-18 of January 2020 with a view to
improving their skills in teaching and conducting research in law and social sciences.
The idea of a University lies with its teaching, research and outreach programmes.
Universities as centres of excellence in knowledge production have the enviable task of
supporting the theories with contents from research. This is possible where the academic staff
is well equipped with knowledge, motivation and capacity to carry out quality research. The
other aspect of developing an academic culture lies in mentoring and motivating young
scholars to conduct research. However, it has been found that most Universities have failed in
creating and sustaining a culture of research resulting in declining standards of teaching in
general and poor academic environment.

The reasons behind such a sordid state of affairs are many especially lack of finance,
mentoring and a lackadaisical approach to educational enrichment. The idea that education is
life learning and research only strengthens the quality of teaching-learning process has
remained deeply buried in the pursuit of money, materialism and a mental block to expand
the horizons of knowledge exceptions notwithstanding. One among these many issues
affecting academic quality is the poor capability of young scholars in carrying out researches
and the consequent inability to seek funding. Of late, there has been availability of substantial
funding but that fund remains unutilized or given to undeserving candidates as there is a
dearth of quality research proposals. Many of the younger scholars have got ideas and
motivation but lack the skills to write a good proposal.

For example, the understanding that as societies move from capital intensive to knowledge-
based economy, from traditional modes of communication to information technology-enabled
modes of communication, from a status-based social structure to a contract based milieu such
transformation is sui-generis, remains confined to the hallowed precincts of theory without
examining it in varied contexts. It is needed to be understood that these cognitive and social
transformations must be analyzed through the prism of social science in general and law in
particular does not received much attention. Law and socials sciences are enabling
disciplines in terms of liberating and emancipating the underprivileged and downtrodden
from the clutches of conditioned self-denial, social ostracization and discrimination.

The possibility of locating human freedom and autonomy beyond the boundaries of state
largesse and within the premise of increasing and unfettered human interaction provided a
new perspective. However, the ecstasy of this emerging possibility was often eclipsed by the
agony of its practitioners in their inability to develop research programme that would
encapsulate this critical development, its novelty and nuances.

It is in this context the National Law Institute University (NLIU) intends to organize a
capacity building programme for week specifically focusing on writing project proposals.
The NLIU believes that a positive and decisive academic intervention is necessary to create
and sustain an intellectual transformation through education and learning. In order to achieve
this objective the NLIU plans to develop this one week programme for young faculty
members of law and social sciences departments of various universities located generally
across the country and particularly in institutions of higher learning located in central India.

The University has put an advertisement seeking the interest and registration of candidates
which is fixed at 40 (forty). The University will reimburse AC III-tier train ticket by shortest
route of selected candidates and host them at the University Guest House located in its
premises. The University will bear the boarding and lodging costs of selected participants.
The Programme will be carried out by the Centre for Socio-Legal Studies of the University.

Centre for Socio-Legal Studies


The Centre for Socio-Legal Studies of NLIU would be implementing the proposed project. In
order to promote interdisciplinary research, teaching and training and provide comprehensive
and composite legal education seven centers has been established by the university. The
Centre for Socio-Legal Studies was established in 2007 after securing a grant from University
Grants Commission’s 10th Plan. The Centre believed that law alone would not be able to
bring necessary social change and meet the challenges of twenty-first century. The lawyers
may be social engineers but they require an understanding of societal structure and process,
its inherent meaning and operationalized symbols, in order to play a catalytic role. It is in this
context the centre was envisaged to link both law and sociology in the context of Indian
social reality.

The Centre for Social Legal Studies offers courses which sensitize the students in these areas
and help the budding lawyers in defending the dignity of underprivileged, depressed and
destitute lot of their society. The Centre aims at creating awareness among all stakeholders
toward upholding the Constitutional values of equality, equity, justice, fairness and dignity.
The frontier areas of research, teaching and transfer of learning of the centre are the areas of
sociology of law in general and social exclusion, social justice, entrepreneurship, civil society
and citizenship, law and globalization in particular.

Objectives
The broad objective of the training workshop is to develop research capabilities and an
orientation towards developing good research proposals among young social science faculties
all over the country. The basic approach of the programme is to develop and enhance the
research skills of young social scientists with regards to framing of research design, overview
of literature, formulation of research questions, hypotheses, collection of information,
analysis, and writing of research paper/report/monograph, etc. from the point of view of
publication in reputed journals and books.

Specific Objectives
❖ To make the participants aware about the law and social science perspective in
research and teaching.
❖ To develop research capabilities among faculties and to turn research into publishable
material in the form of articles in reputed peer-reviewed journals or as
monograph/reference book.
❖ To develop capacity for conceptualizing and writing research
proposals/articles/books, etc.
❖ To enhance capacity for writing a research paper for publication in reputed law/ social
science journal.
❖ To develop appreciation and capability for interdisciplinary research
❖ To develop the capacity for planning and writing of text/research reference book.
❖ To enhance skills to prepare appropriate research design including review of
literature, formulating research questions and hypotheses, collection of information,
data analysis and theoretical framework of the study.

Participants
The course is open for faculty members from all disciplines of law and Social Sciences. The
participants should be a Lecturer/ Assistant Professor in a UGC recognized Indian
university/deemed university/college/institute of national importance or the ICSSR Research
Institute. The parent institution should duly forward the Application.

There shall be at least thirty (30) participants from social science disciplines of which ten
(10) must be from the city, ten (10) from the state and ten (10) from outside the state. The
participants will be provided certificates on successful completion of the course. It is
mandatory for all participants to attend all the classes (or sessions) with 100% attendance.
There is no registration fee for participating in the programme.

experience and publications. (b) 200-words write-up on how research engagement will
influence his/her teaching and engagement with the students. Kindly send your application

The seats are limited therefore the applications will be scrutinized on the basis of academic
qualifications, work experience, publications as per the ICSSR guidelines and the 200- words
write up sent by the applicants.

Travel and Accommodation of Participants
Participants will be reimbursed to and fro travel fares of III tier AC/AC Chair Car/ Volvo Bus
from point to point as per ICSSR New Delhi rules. Accommodation to outstation participants
will be provided on a twin-sharing basis in the University Guest House.

How to reach NLIU Bhopal


Bhopal is well connected by train on the central and southern railways. It is well connected
with trains from Mumbai, Bangalore to Delhi, Trivandrum etc. The Habibganj railway station
is 8.8 kms & Bhopal railway station 14.8 Km. Cabs Travel Time: 34 min (14.9 km) via
Bhadbhada Road.

The city us also well connected with daily flights from Delhi, Mumbai, and Indore. Cabs
Travel Time from Airport: 41 min (21.4 km) via VIP Road.

Places to visit in and around Bhopal
Bhopal, the capital of Madhya Pradesh, is a fascinating amalgam of scenic beauty, old historic city
and modern urban planning. It is famous for its lakes and gardens and is also known as “The City of
Lakes”. The two lakes of Bhopal still dominate the city; bordered along their shores are the old city
with its marketplaces, magnificent mosques and the new city with its verdant, exquisitely laid out
parks, gardens, broad avenues and streamlined modern buildings. Van Vihar National Park, Bhojtal,
Taj-ul-Masjid, Upper Lake, Birla Mandir, Sair Sapata, Tribal Museum, Shaurya Smarak, Bhojpur,
Bhimbetka, Sanchi, etc some of the famous tourist attractions in and around Bhopal. The city of Raja
Bhoj never fails to entice you.

Van Vihar National Park


Van Vihar National Park situated in Bhopal. It is a national
park in central India. It is located in Bhopal, the capital city
of Madhya Pradesh. Declared a national park in 1979, it covers
an area of about 4.45 km. Although it has the status of a national
park,Van Vihar is developed and managed as a modern
zoological park, following the guidelines of the Central Zoo
Authority.

Bhojtal
Bhojtal situated in Bhopal, formerly known as Upper Lake, is a
large lake which lies on the western side of the capital
city of Madhya Pradesh, Bhopal, India. It is a major source of
drinking water for the residents of the city, serving around 40%
of the residents with nearly 30 million imperial gallons of water
per day.
Taj-ul-Masjid
Taj-ul-Masajid is a mosque situated in Bhopal, India. The name
is also spelt as Taj-ul-Masjid. "Masjid" means "Mosques" and
"Taj-ul-Masajid" literally means "Crown Among Mosques".
It is the largest mosque in India and one of the largest mosques
in Asia.

Birla Mandir
Built at the summit of Arera hills is the Lakshmi Narayan
Temple, structured with grandiose scale and design. The Temple
is more commonly known as Birla Mandir. It's an Awe-inspiring
spectacle that showcases a panoramic view of the historic city of
Bhopal. The temple was built in the honor of Lakshmi, the deity
of wealth and her consort Vishnu (also known by the name
Narayan) the preserver of the universe, Hence the name
Lakshmi Narayan.

Sair Sapata
Sair Sapata situated in Bhopal, is a significant entertainment
zone, inaugurated On 29 September 2011. The tourism complex
is predominantly A play park which is also a good leisure space
for adults. Covering an area of 24.56 acres, Sair Sapata offers
enjoyable Activities like forest hiking, car dashing, and zorbing.
Boat rides, four kiosks and three viewpoints keep tourists
engaged.
Tribal Museum
Tribal Museum is a rich tapestry of exhaustive exhibits
showcasing the tribal art and culture. It highlights various
aspects of the tribes in Madhya Pradesh and Chhattisgarh. The
artistic displays are mesmerizing as it creates awareness about
the tribal rituals, customs, and forms of worship and so on. It is
situated in Bhopal.

Shaurya Smarak Bhopal


Shaurya Smarak is a war memorial situated at Bhopal,
Inaugurated by the Prime Minister of India Mr. Narendra Modi
On 14 October 2016. Shaurya Smarak is established by the
Government of Madhya Pradesh at Bhopal in the heart area Of
Arera Hills near M.P. Nagar and Secretariat. It is sprawled Over
large area of about 12 acres.

Bhojpur
Bhojpur is situated on the Betwa River 28 km from Bhopal the
state capital of Madhya Pradesh. The site is located on
sandstone ridges typical of central India, next to a deep gorge
through which the Betwa River flows. Two large dams
constructed of massive hammer-dressed stones were built in the
eleventh century to divert and block the Betwa so creating a
large lake.

Bhimbetka
The Bhimbetka rock shelters are an archaeological site,
exhibiting the earliest traces of human life on the Indian
subcontinent and thus the beginning of the South Asian Stone
Age. It was declared a World Heritage Site in 2003. It is 45 km
from Bhopal City.

Sanchi
The Buddhist monuments of Sanchi are one of the oldest stones
structures in India. Designated a World Heritage site by
UNESCO the Great Stupa was installed in the 3rd century BC
by Emperor Ashoka of the Mauryan dynasty. The sculptures and
monuments present at the site are a fine example of the
development of Buddhist art and architecture. The stupa sits
atop a hill in Sanchi, 46 km from the city of Bhopal.
