Expression Of Interest (EO1) For Selection Of Architect For Providing Architectural Planning
& Engineering Consultancy Service For construction Of Medical College (Phase-I) At Etah
(UP) Under Centrally Assisted Programme)
1.a OBJECTIVE:
Construction & Design Services, U P Jal Nigam has been entrusted by the Department of Medical
Education, Government of Uttar Pradesh for planning and executing project for Upgradation of
District Hospital to Medical College (Phase-I) at District- Etah under Centrally Assisted Programme in
Uttar Pradesh hereinafter referred to as “Construction of New Medical College in Distt. Etah''. The
C& DS, U.P. Jal Nigam, invites the EXPRESSION OF INTEREST (EOI) from eligible
Architects/Architectural Firms. Bidders are advised to carefully note the eligibility/ requirements
prescribed in the notice. They should submit their Bids if they consider themselves eligible and are in
possession of all the requisite documents.
1.b BRIEF INFORMATION:
(i) Existing Facilities:
The existing District hospital Etah having 230 beds, is required to be upgraded to Medical College
including provision of teaching hospital for 100 admission, as per MCI norms, is situated at Etah in
district Etah. The site for the construction of new work at Village Siriwan is 08 Km. from the existing
District Hospital.
(ii) The site plan of both existing and new campus in PDF file is attached with E.O.I.
(iii) The approximate cost of project is 20000.00 lakhs.
2. AVAILABILITY OF EOI DOCUMENTS:
The EOI document may be downloaded from the website of department i.e. www.cdsupjn.org as per
schedule mentioned under head “Important Dates”.
3. PROCESSING FEE:
A non- refundable processing fee of Rs.1000.00 + GST (@12% i.e. 1120.OO (Rs. One Thousand One
Hundred & Twenty Only) is required to be deposited by way of NEFT/RTGS as per details below.
(attach processing fee receipt).

4. TERMS OF REFERENCE:
The work shall be for comprehensive planning and design of the Project which shall include but not
limited to the following-
a) Concept design and final architectural design for construction of a Medical College
(Upgradation of District Hospital to Medical College) at Etah.
b) To prepare Preliminary estimate of the project.
c) To provide comprehensive architectural, structural & other services like Landscaping,
Electrical, Water Supply, Sanitary, Sewerage and Drainage, Computer Networking, CCTV,
Electrical Substation, EPBX with Telephone Wiring, Passenger-cum-Bed Elevators, Solar
Heating/Power System, Medical gas System, Firefighting detection and control Systems, other
Electro-mechanical Services, HVAC, Security, complete Interiors & furniture works and their
working drawings.
d) Preparation of Detailed Project Report (DPR), bill of quantities, tender document including
specifications for all items proposed therein.
e) The DPR should contain all the required chapters/tables/ detailed designs /drawings for the
aforesaid work, cost analysis and detailed estimate, check lists, etc, as required in accordance
with applicable norms leading to the Administrative/ Financial Technical Sanction from
competent level.
f) Preparation of drawings for statutory approvals from competent/regulatory authorities.
g) Other related drawings and documents required during execution of work leading to successful
completion of the Project.
h) Periodic supervision of the Project.
i) Assist C&DS, U P Jal Nigam in completion of the Project.
5. ELIGIBILITY CRITERIA :-
The Applicant should be an Architect/Architectural Firm in which all partners should be registered
with Council of Architects. Applicant should fulfill all the eligibility requirements as described in
following paragraphs.
i. The applicant Architect/ Architectural Firm should be empanelled with C&DS, U.P. Jal Nigam
and such empanelment should be within the validity period.
ii. The applicant Architect / Architectural Firm should be registered with council of Architect, at
least 10 (Ten) years before the date of submission of bid and such registration / membership
should be live as on date.
iii. The applicant Architect / Architectural Firm should have experience of providing comprehensive
architectural services for at least one similar Medical College projects in last seven years.

for a Medical college campus including Teaching Hospital and ancillary buildings as per
MCI norms with HVAC, Fire Fighting, Lifts, and Internal and External Services etc.

Govt. / any Govt. undertaking.
iv. The applicant Architect / Architectural Firm should have minimum average annual
turnover of Rs. 1.0 Crores during last three financial years 2015-16, 2016-17 & 2017-18
from the work of providing consultancy services. Applicant should submit copies of audited
balance sheet duly signed by the Firm’s auditor in its support.
v. The applicant Architect / Architectural Firm should have a valid PAN Card in its name and it
should have filed income tax returns for the last 3 (Three) consecutive financial years. The
applicant should submit copies of these returns along with their proposal.
vi. The applicant Architect/ Architectural Firm should be registered with Goods & Services Tax
(GST) department.
vii. Certificate of Incorporation/ Registration with Council of Architect certificate should also be
enclosed with the proposal.
viii. In case of partnership firm the proposal should be signed by all the partners. The applicant will
submit partnership deed as registered with registrar of societies/ registration agencies. The
applicant firm shall also submit a Power of Attorney in favor of authorised partner.
ix. After selection as consultant the firm shall have to deploy sufficient experts and technical staff to
meet the required schedule of the project. Time shall be the main essence of the contract.
x. Consortium: In order to fulfill its technical eligibility the Lead member may associate /form a
consortium consisting of maximum two members including the lead member. However Lead
member must fulfill the financial eligibility.
1) Authority of Lead Partner: In case the Applicant consists of a consortium/ association of
more than one entity (Not more than 2) , the Members hereby authorize ..........................
(Lead Applicant) to act on their behalf in exercising all the Applicant’s rights and
obligations towards the “Employer” under the Contract, including without limitation
the receiving of instructions and payments from the “Employer”. However, each member
or constituent of Consortium of Applicant shall be jointly and severally liable for all
obligations of the Applicant under the Contract for performance of works/services.
2) A brief description of the Applicant’s organization and in the case of a consortium, of each
partner, will be provided in Format II. In the same Form, the Applicant and in the case of a
consortium, each partner will provide details of experience of assignments which are
similar to the proposed assignment/ job as per the terms of reference. For each
Assignment/job, the outline should indicate the names of Sub-Applicants/ Professional staff
who participated, duration of the Assignment/job, contract amount, and Applicant’s
involvement.
3) Information should be provided only for those Assignment/jobs for which the Applicant
was legally contracted by the Employer as a corporation or as one of the major firms within
a joint venture.
4) Assignment/jobs completed by individual Professional staff working privately or through
other consulting firms cannot be claimed as the experience of the Applicant, or that of the

Applicant’s associates, but can be claimed by the Professional staff themselves in their
CVs. Applicants should be prepared to substantiate the claimed experience alongwith the
proposal and must submit letter of award / copy of contract for all the assignments
mentioned in the proposal.
xi. After selection of consultant, the firm shall have to open its branch office at Etah, if it does not
exist.
6. GENERAL INSTRUCTIONS:
i. Applicants must fully acquaint themselves about the scope of the Project and local conditions,
planning procedures/ local approvals as per relevant master plans (if
any), NBC, MCI (and/or other applicable regulating agencies) guidelines etc. before submitting
the ‘Expression of Interest’ (EOI). They may visit the site with prior
appointment and consultation with the concerned Project Manager, Unit-05, C&DS, U.P. Jal
Nigam , Kanpur, Mr N.P.Sharma, Phone# 09450432727.
ii. Even though an applicant may satisfy the qualification criteria / eligibility requirements, he/ she /
they would be liable for disqualification, if any misleading or
false representation or deliberately suppressed information related to technical eligibility is
noted during assessment including record of poor performance such as abandoning work, not
properly completing the projects or fulfilling the contract agreements or financial failures /
weaknesses etc.
iii. The C&DS, U.P. Jal Nigam may appoint a separate company/ Consultant for rendering Project
Management Consultancy / Third Party Supervision services during the construction stages of
the project. The selected Architect/ Architectural firms shall be required to co-ordinate with and
work along with that firm(s) during project execution period for successful implementation of
the project in all respects.
iv. No modification/withdrawal in offer shall be allowed once it is submitted.
v. Applicants are required to submit the EOI accepting as per Format-I that, if they withdraw or
modify their offers or if they are awarded the contract and they fail to sign the contract or to
submit a performance security deposit before the deadline, they will be suspended for the period
of two years from being eligible to submit offers for contracts with C&DS, U.P. Jal Nigam.
vi. The length of experience shall be counted as on the date of issue of NIT.
7. SUBMISSION OF OFFERS:
i. The EOI must be submitted in sealed cover only.

ii. All the pages of the EOI and other documents including photocopies must be signed by
authorized representative on the body of the documents with date and seal. Overwriting shall
be strictly avoided. Cuttings must be duly authenticated.
iii. The original documents must also be produced for verification when called for by the C&DS
after opening of the Technical offer, failing which the offer will not be accepted.

iv. Applicant will clearly mention the Name of Work & Notice no. over the sealed
covers before the submission of offer. All applicants will strictly follow the instructions given
above. Application which does not fulfill the above mentioned points may be liable for
rejection without making any further communication. Any sort of canvassing will also make
the application liable for rejection.
v. The sealed offers will be opened by General Manager (HQ), at date & time fixed, in presence
of EOI opening committee & intending applicants or their authorized representatives, who may
chose to be present at that time.
vi. The EOI inviting authority reserves the right to accept or reject any or all the offers without
assigning any reason thereof.
vii. The offer will have to be submitted exactly on the Proforma annexed as Format-I to
III. Any other format will not be accepted. However the applicant may submit other documents
in support of his technical eligibility.
viii. No change in constitution of a Firm will be allowed without express approval of the EOI
accepting authority till completion of the assigned job.
ix. Firm shall provide list of professional intended to be deputed for this project with
qualifications, experience along with their consent.
x. The applications should be submitted ONLY in HARD BOUND (Hard bound implies such
binding between two covers through stitching or otherwise whereby it may not be possible to
replace any paper without disturbing the document) form with all pages sequentially numbered
either at the top or at the bottom right hand corner of each page e.g. by writing page 1 of 10 on
page 1, if total pages are 10. It should also have an index giving page-wise information of
above documents. Incomplete application or those received without hard bound, may be
rejected.
xi. The consultants are required to submit the proposal in two parts in two separate
envelopes/ packets which shall be captioned as following:
(a) Part A: Technical Proposal; and
(b) Part B: Concept Drawing/Presentation in soft copy including 3 sets of coloured hard
copies.
The applicants are required to put these two envelopes/ packets in one single outer
envelope/ packet before submitting their offer.
8. CONSULTANCY CHARGES/ FEES:
i. For the purpose of payment of consultancy fees following exclusions shall apply. Other Terms
& Conditions shall be as per departmental policy.
a) Sanctioned Contingency charges,
b) Centage /supervision charges sanctioned.
c) Payments for external power, sewer, water supply connections,
d) Earth filling as required and sanctioned by the EFC and its subsequent Government Order.
e) Sanctioned cost of bought out items.

f) Payment to authorities for various approvals and any other payment directly made to
Government agencies,
g) Any other fees sanctioned by the Govt. for which no centage charges are admissible to the
C&DS.
9. CONTENTS OF ENVELOPS:
i. Part-A (Technical Proposal) of the application shall containing following documents. The
Applicant must note that Conceptual Design/ Presentation must not be submitted in Part-A, else he
will be summarily disqualified.
a) Proof of depositing processing fee as per clause-3.
b) Submission of EOI Format-I.
c) Details of the Applicant as per Format-II including list of Human resources of the
applicant firm with qualification and experience in detail.
d) Declaration regarding eligibility in Format-III. Photo copies of the documents of
experience of the applicant in similar kind of assignment fulfilling the eligibility criteria
(clause 5) along with attested completion certificate- clearly outlining the services
provided by firm, their completion year and cost, copy of work orders and payment
certificates.
e) Copy of partnership deed (as registered with registration authorities) in case of a
partnership firm. The Applicant should note that all the partners shall be jointly and
severally liable towards services provided by them.
f) Photo copies of valid PAN, GSTN registration, proof of registration with Council of
Architecture (C.O.A.), Certificate of Incorporation.
g) In case of partnership firm the PAN/GSTN should be in the name of Firm.
h) Photo copies of income tax return for the last three financial years preceding to &
including FY 2017-18.
i) Audited balance sheet of annual accounts for last three financial years preceding to &
including FY 2016-17 along with the audit certificate.
j) Notarized power of attorney of signatory in case of partnership firms.
ii. Part-B of the application shall contain Conceptual Design/ Presentation in soft copy including 3
sets of coloured hard copies.
iii. Requirement:
Requireement of Medical college and teaching hospital shall be as per MCI norms for 100
admission.
10. METHOD OF EVALUATION:

i. In Stage-I of the selection process Part-A of the application shall be opened and the applicants
will be shortlisted based upon submission of processing fees, qualification and other
information submitted as required from clause-9 (i) (a to j). This prequalification shall be
subject to the applicant obtaining minimum 60 % marks based on criteria enumerated in
Format-IV.
ii. A list of responsive and qualified firms shall be drawn. However the applicant should note that
the department reserves the right to limit the number of shortlisted firms to any number
deemed appropriate.
iii. The shortlisted applicants shall be informed to participate in Stage-II of the selection process.
iv. On the scheduled date and time the Part-B of the envelop shall be opened. The shortlisted
firms shall make their presentation of conceptual design before higher level officers of ETA on
the designate date, time and place. The presentations will be judged on the Scale of 0 to 100.
v. The shortlisted applicants shall be ranked on the basis of combined score obtained by giving
30% age weightage to marks obtained in Stage-I and 70% age weightage to marks obtained in
Stage-II. The applicant obtaining highest marks/rank shall be selected for the Project.
vi. Work-order shall be issued accordingly and the applicant will enter in to an agreement with the
department as per prevalent T&C of the Department.
