WHEREAS, the death of COVID-19 positive last August 13, 2020 at St. Louis Hospital
In Tacurong City who is a resident of Isulan, Sultan Kudarat has brought alarm to the people and
officials of the province;
WHEREAS, several recommendations were given to address the crisis besetting our
province but the side of the economy has been a factor for the indecisiveness and inaction in the
implementation of far-reaching lockdown;
WHEREAS, the forestalled lockdown has been reconsidered following the surge of
contaminated health workers in Sultan Kudarat Provincial Hospital and elementary grade
teachers in the Municipality of Isulan and Tacurongv City;
WHEREAS, to prevent the further spread of the virus and with the prime objective of
protecting the people of Sultan Kudarat from the contamination, there is need to declare total
lockdown in the Province of Sultan Kudarat;
1. People residing and sojourning in the province of Sultan Kudarat shall strictly observe
home quarantine where movement of people shall be limited only to accessing basic
necessities and health needs. Basic necessities include something necessary or
indispensable such as food, shelter, medicines and other necessities of life.
2. All mass gatherings of any kind (graduation exercises, congregational mass, sectarian
assemblage), except as to meetings of Sultan Kudarat Inter Agency Task Force on
COVID-19 (SKIATF COVID-19), Local Peace and Order Council (POC), Incident
Command System (ICS), shall be prohibited.
3. All establishments shall be closed, except: establishments providing food and water like
markets and grocery stores; establishments providing health needs like hospitals and drug
stores; establishments that engage in the processing and storage of food products; and
those who provide financial services like banks and pawnshops.
4. Mayors shall encourage lodging houses, hotels, inns and the like not to accommodate
new lodgers or customers. In the event of emergency cases, the proprietors of these
lodging houses, hotels, inns and the like shall secure clearance from LGU to allow
accommodations. Individuals stranded by virtue of the enhanced community quarantine
shall be allowed to check in in the aforementioned establishments.
5. The markets will remain open but will be accessed only by people with quarantine pass
issued by Barangay Chairman where they reside. One quarantine pass will be given per
household. This pass will allow the holder thereof to get out of their home for the purpose
of purchasing basic necessities.
6. In the purchase of goods, the purchaser/shopper shall be allowed to purchase one (1)
dozen per good only.
7. All business establishments which are allowed to be opened during the enhanced
quarantine period shall be closed at 5:00 pm.
8. Stricter social distancing protocols of people going to public places must be observed, i.e.
one- meter distance apart from each other, to reduce the probability of contact between
persons carrying an infection, and others who are not infected, so as to minimize the
COVID-19 transmission, morbidity and ultimately, mortality.
9. Public transport (PUVs, PUBs, tricycles, habal habal, and others) shall be suspended.
10. Public utilities providing power, energy, water and telecommunications will continue to
operate.
11. The following shall be allowed to travel within the province, to wit:
- Medical services
a) DOH Officials and Staff
b) Health workers and other frontline services, and other hospital staff
c) All vehicles bearing the Red Cross logo
d) Medical professionals
- Emergency Responders
a) BFP
b) DRRMC
c) DSWD
d) BHERT
e) LGU officials including barangay tanods
- Security Services
a) PNP
b) AFP
c) PCG
d) BJMP
e) NBI
f) BOC
g) BI
h) Other law enforcement agencies as may be necessary
i) Company security officers and security guards
- Daily Essentials
a) Bank employees
b) Armored Vehicle Crew
c) Money Transfer Services Employees
d) Groceries/Convenience Stores Employees
e) Public Market Vendors
f) Pharmacies/Drug Stores Employees
- Funeral Services
a) Immediate family
b) Imam/Pastor/Minister/Priest for the purpose of giving final rites to a deceased
c) Funeral workers
Of these allowed individuals, the policy of “No ID, No Entry” will be applied and to
be observed.
12. Drivers of the aforementioned who are allowed to travel shall show trip tickets. They are
allowed to have one (1) or two (2) helpers only.
13. Agricultural supply stores, gasoline stations and media establishments will be allowed.
14. There will be liquor ban during the lockdown period.
15. Those who are vulnerable to the virus, such as the elderly, pregnant women and those
with existing ailments and medical problems shall be put on reverse isolation procedure.
These vulnerable persons shall be given priority in the reduction of personnel,
rationalization of work hours and implementation of work-from-home arrangements in
open establishment and government offices.
16. The curfew hour in the province shall be from 7:00 pm to 5:00 am.
17. The Provincial Director of Sultan Kudarat Provincial Police Office and his Chief of
Police in the municipality and the City of Tacurong together with AFP with jurisdiction
over the Province of Sultan Kudarat shall ensure the heightened presence of uniformed
personnel to enforce quarantine procedures, and assist the LCEs in enforcing the
prohibition of mass gatherings, and in other LGU actions related to the management of
the COVID-19 crisis.
18. The LGUs, PNP and AFP shall designate special lanes in all check points established by
them for emergency vehicles, and others transporting essential goods and personnel in
coordination with concerned authorities.
19. LGUs must use their Local Disaster Risk Reduction and Management Fund, including
the Quick Response Fund (QRF), following the President’s declaration of a State of
Calamity throughout the Philippines due to the Corona Virus Disease 2019, to procure
and provide adequate supplies of family food packs and other basic needs for their
indigent residents.
20. The Mayors are encouraged, subject to availability of their funds, to start providing food
packs starting on August _____, 2020. In the event that the QRF will not be sufficient to
cover the needs of the LGUs for this purpose, they may request for augmentation from
the Department of Social Welfare and Development (DSWD). Nevertheless, the
provincial government shall start augmenting the same on August ____, 2020.
21. LGUs shall provide transportation services for their constituents and residents whose
work are vital to the government’s overall efforts in managing the COVID-19 situation
(such as health workers, hospital workers, emergency response personnel, among others)
and in the delivery of basic services within the LGU and the community.
22. Using all possible means, such as rekorida and the like, LGUs must conduct extensive
information dissemination in order to inform their constituents of the Enhanced
Community Quarantine procedures, proper social distancing, including proper hand
hygiene, and discourage them from leaving their respective homes unless absolutely
necessary.
23. LGUs shall encourage the private sector, especially those providing basic necessities and
such activities related to food and medical services, i.e., public markets, supermarkets,
groceries, convenience stores, hospitals, medical clinics, pharmacies and drug stores,
food preparation and delivery services, water refilling stations, manufacturing and
processing plants of basic food products and medicines, banks, money transfer services,
power, energy, water and telecommunications supplies and facilities, to remain open to
serve the public.
24. All Mayors are encouraged to coordinate with business sectors to establish or provide
rolling stores in their locality and also to provide schedule for their constituents in
accessing the same. They shall also provide security in coordination with PNP and AFP
for the smooth availment by their constituents of the goods sold thereat.
25. Should the barangay be deficient on transportation which hinders the fulfilment of its
above-mentioned objective and such fact could not be well provided by the former, the
LGU concerned shall provide the same so as not to hamper the said delivery of public
service.
26. All Mayors shall bury their dead on the following schedules, i.e. identified PUIs or
PUMs within 12 hrs. from time of death and natural death within 48 hrs. from the time of
death.
27. All Mayors shall ensure that all garbage within their locality shall be disposed, as soon as
possible, in the identified sanitary landfills to avoid spread of contamination.
28. Those found resisting and seriously disobeying any person while engaged in the
performance of his duty in enforcing this Order will be penalized in accordance with
Article 151 of the Revised Penal Code.
29. Any person who attacks, employs force or seriously intimidates or seriously resists any
person in authority or his agent while engaged in the performance of his duty in enforcing
this Order, knowing them to such, shall be liable for direct assault under Article 148 of
the Revised Penal Code.
30. This Order shall take effect on 12:01 a.m. of August 19, 2020 and shall remain effective
for seven (7) days until sooner revoked, modified or repealed accordingly.
31. All Orders and issuances inconsistent herewith, including that of the Mayor of
component City of Tacurong and Mayors of different municipalities within the Province
of Sultan Kudarat, are hereby revoked, repealed, revised or modified accordingly.
