Nature and Description of Program:

Project TEACH is a Community-Based Rehabilitation Program (CBR)


conceptualized by the Rehabilitation and Empowerment of Adults and
Children with Handicap Foundation, Inc. (REACH Foundation, Inc.),
established by Mr. David and the Local Government of Mandaluyong
City headed by Mayor Benjamin Abalos Jr. It utilizes an innovative
service delivery and referral system that streamlines medical, therapy,
educational and related services offered by an interagency network
composed of the City’s Department of Education, Department of Social
Welfare and Development, City Health Office, Mandaluyong City
Medical Center, Public Information Office, Day Care Center, Liga ng
Barangay and Persons with Disabilities Affairs Division. Other partner
socio civic organizations are the Mandaluyong City Parent Teacher
Association, the Kapisanan ng mga Magulang ng mga Batang may
Kapansanan ng Mandaluyong and the Hands of Mercy International.

The beneficiaries of Project TEACH are children from depressed


communities in Mandaluyong City. Families of beneficiaries are not
charged for the services but are expected to render community services
that match their interests and skills to prevent a dole-out culture.
Project TEACH adapts a cost-effective model that addresses problems
concerning the shortage of licensed specialists and professionals.
Community Rehabilitation and Education Workers (CREW) and
volunteers from depressed areas are recruited and given adequate
training to assist in the implementation of therapy and educational
programs for special children. The CREW are given an allowance to help
augment their family’s income. To ensure the quality of services, the
CREW and volunteers are supervised by the professional staff.

Beneficiaries: 600 indigent children with special needs

Title of Program: Revitalization and Coordination of Carmona Cavite’s Local Government of 2008
Rehabilitation, Education and Entrepreneurial Program for Children with Carmona Cavite
Special Needs

Role: Consultant

Nature and Description of Program:


Carmona Cavite’s programs for youth with special needs were
reviewed and restructured to facilitate efficient service delivery.
Carmona Cavite was presented with a multi-level framework which
allowed special children to transition progressively through each of
the following developmental programs: early intervention therapy

and tutorial programs; bridging special education classes; mainstream
education in public schools; adaptive skills training and
entrepreneurial programs. Central to this initiative is the principle of
empowering the community to be involved in caring for people with
disabilities across the lifespan. For instance, barangay health workers
and parents were trained how to implement therapy services to
develop the motor, process and communication skills of infants and
young children with special needs. Carmona Cavite’s government
scholars were tapped to assist special education teachers in tutoring
school-aged children with disabilities. Adolescents with disabilities
were taught home management skills and work behaviors through
sheltered workshops that entailed candy-making, laundry service and
repacking of slippers and crayons. Their products/services were
sold/offered and patronized in government agencies such as public
schools and the municipal hall. A photocopying center was
established to provide semi-supervised actual work experience to
young adults with disabilities. Fast becoming an industrial community,
officials of Carmona Cavite were encouraged to initiate a dialogue
with local investors to seek their support by employing adequately
trained adults with disabilities.

Title of Program: Community-based Rehabilitation Program for Dipolog Local Government of 2005
City, Philippines Dipolog City

Role: Partner/ Consultant

Nature and Description of Program:


A collaboration was made with the City of Dipolog in establishing a
Community-based rehabilitation program for people with
developmental conditions. This project entailed training community
helpers such as barangay health workers, social workers and
volunteers to help professional therapists and teachers implement
basic therapy and educational programs for special children. Protocols
and guidelines were institutionalized to ensure smooth service-
delivery from surveillance, screening, assessment, intervention
planning, implementation and monitoring. Basic equipment and
pieces of furniture were donated to the City of Dipolog.

Title of Program: Project Living Independently in Nurturing Communities Barangay San 2006 -
(L.I.N.C.), Barangay San Lorenzo, Makati City, Philippines Lorenzo, Makati 2007

Nature and Description of Program:


Project LINC was estabished in collaboration with the Barangay San
Lorenzo Persons with Disabilities, Inc. It had three main components.
First is the provision of free therapy services to indigent adults and
children with disabilities. A licensed physical therapist was hired by

Barangay San Lorenzo, Makati to implement this component. Second,
a sheltered workshop was introduced through a prevocational skills
training program for adolescents and young adults with
developmental conditions. This program aimed to teach essential
work behaviors through activities such as cooking and simple tasks
that entailed folding, inserting and repacking and sorting. For
example, the barangay’s sizeable mailing needs were processed by
the participants of this program. Lastly, an understanding was forged
with the Barangay San Lorenzo’s Business Association (BSLBA) to
support Project LINC’s work placement program. Included in BSLBA
are business establishments along Pasay road, the Glorieta and
Greennbelt area. The officers of BSLBA conveyed their commitment to
support the project by accepting adequately trained individuals with
disabilities for work training and/or employment.

Title of Program: Independent Living Program for Orphaned Youth with DSWD, Davao 2005
Disabilities, Lingap Center, Mintal, Davao City, Philippines

Role: Adviser

Nature and Description of Program:


The Lingap Center is a government facility that was originally
established as a haven for orphaned typical and special children from
Davao and surrounding areas. Through the years, the Lingap Center
has reintegrated numerous typically developing children with their
families or have been placed them for adoption. However, little of
this success has been achieved for resident orphans with special
needs. As a result, majority of Lingap Center’s residents that
remained, are the teens and young adults with developmental
conditions. Realizing the center’s lack of programs to cater to these
special individuals’ needs, a program to promote independence in
self-help, home-management, leisure and work was developed. To
achieve this, the special orphans’ milieu of activities was enriched and
the importance of providing these individuals the opportunity to
participate in daily tasks was emphasized to their house parents. A
milestone program that was introduced to the orphanage was the
organic vegetable farming program. Here, the special orphans helped
in planting, maintaining and harvesting the crops. Local advocates
were tapped to help the center market their produce.
