The authority and responsibility for each member of the project are as listed in the
subsequent items.

for ensuring that the project objectives are clearly defined and realistic and that the
project remains viable throughout the life cycle. Other responsibilities include a

Project Manager shall have the overall authority and responsibility for the execution of
the work including anticipated job quality, effective cost control and schedule control,
and for the entire project management toward the successful completion of the project.
He shall:
Be the prime person who shall contact and maintain liaison with the client and his
representative on all project matters.
Organize a project team and assign responsibility to his supporting
managers/personnel, for the performance of work and verification activities.
Establish the work plans, schedule including subcontracting plans and mobilization
plans, and review them periodically to ensure project performance with assistance of
his personnel.
Establish and control the overall project budget.
Utilize and mobilize the required services of engineering, procurement, construction,
computer services, etc.
Conduct technical and contractual reviews to ensure that the work is being executed
in accordance with Contract Documents.
Monitor and coordinator the engineering and procurement activities.
Direct purchasing to ensure proper selection of materials of materials and on- time
receipt of materials at the Job Site.
Review periodically the performance of the works and subcontractors.
Initiate necessary remedial actions to maintain the project on schedule.
Negotiate and settle all contract changes.
Authorize and confirmation of Project's Final Account.
Finalizing of Contract and Variation Orders.
He shall have the authority and responsibility for the implementation of the establish
Quality System Program. He shall have the right to reject materials, fabrication and
construction in the case of conditions adverse to the specification requirements of
applicable code and the contract. He shall:
• Prepare the Project Quality Plan (PQP) for submission and approval.
• Monitor and check all the site activities being performed in accordance with the QA
manual/procedure and standard specifications.
• Ensure that vendors and subcontractors comply with the QA procedure, standard
specifications.
• Transit drawings to relevant parties.
• Originate and control the overall project schedule for engineering, procurement,
transportation and construction.
• Prepare monthly quality assurance report required by the contract for submission to
the client's/consultants.
• Analyze project progress and recommend any improvement of remedial actions to the
Project Manager.
• Control the project documents.
6.8 SUPERVISOR
Site Supervisor will be responsible for supervising day-to-day road construction at site.
Alternatively, the post holder will be responsible for supervising a section of works on the
road construction project reporting to the Project Manager/Site Engineer which include
but not limited to the followings:
Schedule, control and monitor all plant and materials on a weekly basis.
Ensure all work is completed to programme.
Fulfil the role of Temporary Works Co-Ordinator when required.
Liaise with Contracts Manager/Project Manager, Site Manager/Agent, and Contract
Surveyor regarding cost control, waste management, variations and confirmation of
instructions.
Carrying out safety inspections and fulfilling the health, safety and welfare
responsibilities as detailed in the Company’s Policy and in compliance with OHSAS
18001 management system.
Maintain quality and environmental control procedures in accordance with ISO
9001and ISO 14001.
Create and maintain good relations with clients, design teams and neighbours as well
as any other stakeholders.
Maintain comprehensive and accurate records of own activity related to projects on
Gateway to enable traceability.
Fulfil the role of Mentor as and when required.
Control and monitor site waste in accordance with the Company’s Site Waste
Minimisation and Management policy.
Maintain positive relations with clients, design teams and neighbours.
Fulfil company CPD requirements undertaking all relevant training and development
activities as required.
Continually develop knowledge of innovative construction techniques and products to
enhance the business and fulfil company CPD requirements.
Contribute to the Company’s Corporate Social Responsibility initiatives.
He shall assist the Section Head, Senior Engineer/Engineer.
Conduct monthly safety meeting to promote and highlight safety and hygiene matters
to management and staff.
