1. GENERAL
1.1. Scope
This specification sets out the minimum requirements and the inspection plan for the
design and the installation of electric plants, telephone and safety systems for buildings.
The contents of this specification shall be considered as general requirements. The
technical definition of the plant and its components shall be the responsibility of the
Contractor.
The plants, object of this specification, which shall be defined in the relevant Data
Sheets, are mainly the followings:
• Power plant
• Lighting plant
• Earthing system
• Protection plant against the atmospheric discharges
• Telephone system
• Fire detection and fire-fighting system
For all the aspects not covered by this specification, reference is made to the applicable
Normative references and to the project technical documentation, and in particular to:
• Technical Data Sheet (T.D.S)
• Inspection Data Sheet (I.D.S.)
• Requested Documentation Data Sheet (R.D.D.S.),
Any proposed alternative shall be evaluated if its operative and performance validity, as
requested by this document, is demonstrated.

In any case, all the rules, fixed by the legislative provision acts and regulations in force, if
those exist, and under the jurisdiction of which the plants are installed, should be
respected.
The Normative publications, Laws and Decrees subsequently issued after this document,
should be equally taken into consideration when required.
The measurement units shall be in conformity with the International System (SI). if not
otherwise indicated, the diameters of conduits, equipment's nozzles and fittings may be
be measured in inches.

2. FUNCTIONAL REQUIREMENTS
The plants shall be designed and fabricated for the environment conditions of the
installation site, as defined in the Data Sheet.
2.2. Design
Unless otherwise specified in the Data Sheet, the design data relevant to the electric
supplies shall be:
a) Supply point:
• a.c. voltage (Vac) = 400/230 V ±10% - 50 Hz ±5%
three phases + neutral directly earthed
• d.c. voltage (Vdc) = 110 V
• Short circuit current for single phase circuits (Icc) = 6 kA
• Short circuit current for three phases circuits (Icc) = 10 kA
b) Distribution
• Electric power = 400 V - 50 Hz - three phases + neutral
• Lighting (normal service) = 230 V - 50 Hz - phase + neutral
• Lighting (emergency service) = 110 V d.c.
• Motors > 1 kW = 400 V - 50 Hz - three phases
• Motors < 1 kW = 230 V - 50 Hz - phase + neutral
• Outlets 3P + T = 400 V - 50 Hz - three phases
• Outlets 2P + T = 230 V - 50 Hz - phase + neutral
Electric circuits feeding one single user shall be sized according to the nominal power of
that user.
Electric circuits feeding more than one user shall be sized in accordance with a
conventional load given by the sum of the nominal powers of the users, multiplied by a
service factor defined by the Contractor, which however shall not be lower than the here
below listed values:

The circuits shall be sized and protected in conformity with the normative references, on
the basis of the following maximum acceptable voltage drops:
• Power distribution : 4 %
• Lighting distribution : 2 %
• DC distribution : 2 %
• Motors start : 15 %
2.2.1.5. Lighting levels
If not otherwise indicated in the project documents, the minimum lighting levels listed
here below shall be provided.
The lighting levels in rooms not listed here below shall be defined case by case, in
conformity with their similarity with the here below listed values and with the good
engineering practice.

The general lighting uniformity shall be calculated as the ratio between minimum and
maximum lighting relevant to the area in question.

The minimum uniformity values that can be foreseen are indicated in TABLE 1.
The lamps and lighting fixtures shall be chosen, positioned and oriented so as to keep
within the limits of good practice any shadows, direct, indirect and reflected glares as well
as stroboscopic effects.
The positioning and orientation of the lighting fixtures shall be as even as possible and
thoroughly studied in order to avoid the above mentioned phenomena, especially when
narrow beam (< 15°) and medium beam (15 - 30°) projectors are used. When required,
the lighting fixtures shall be provided with opaque or semi-transparent screens or
refractors.
Generally, the safety lighting plant is designated to provide lighting in an uniform manner
for the areas and evacuation means (corridors, doors, stairs etc.), for this reason it should
be of choice the use of an increased number of luminous sources, even if of low
luminance, instead of using a small number of sources of high luminance.
If not otherwise indicated in the project documents, a panel shall be provided for the
electric distribution, in two sections:
Two lines shall be connected to the lighting distribution panel. Their voltages, if not
otherwise indicated in the Data Sheet, shall be:
If not otherwise indicated, the rooms normal internal lighting shall be controlled by a
control device located in the proximity of the entrance door.
The emergency lights shall be automatically activated lacking the normal lighting.
The relevant automatic commutation device shall be located in the distribution panel.
A single three phases plus neutral line shall feed the power distribution panel, which shall
distribute the electric power to sockets and other users placed in the building.
It should be possibile to section every circuit from power supply by means of proper
circuit breaker or section switch under load.
Protection devices against instrumentation and cables overcurrents should be provided
for every circuit, as per the standards CEI 64.8.
For the following usages the electric plants shall be realised in accordance with the
regulation CEI EN 60079-14 ( or IEC 60079-14) :
The definition of the plant type for the thermal stations, that is the rooms on which heat
generators are installed, shall be in accordance with the flammable fluid utilised as fuel.
The following requirements apply:
The protection degree of plants and materials shall be defined in accordance with the
installation site. If not otherwise indicated, it shall be defined as follows:
• outdoor circuits : IP 54
• indoor circuits : IP 23
The requirements for the protection degrees shall be always applied to plants in safety
execution.
2.2.2.1. Scope
The earthing system shall be sized in conformity with the normative references, to satisfy
the following safety and operative requirements:
A ring shaped earth system, provided by a bare wire buried at a depth of 0.5 m at least,
and integrated with rod electrodes (if required), shall be installed all around the building.
The reinforcement rods of the concrete columns and foundations shall be connected to
the ring, by means of regularly spaced earth bars, as well as all the metallic masses and
the normally de-energised items of the electric equipment.
The operative earthing, when required, shall be in conformity with the requirements of the
normative references and with a low disturbance level.

In control rooms in particular, where highly sensible electronic equipment are installed,
different earthing systems, as listed here below, shall be installed:
The two systems, which shall be installed separately and kept easily distinct one from the
other, shall be then connected to the same earthing bar, connected to a single ground
plate.
For data processing equipment for earthing plant installation the following requirements
should be met:
• for dispersion currents exceeding 3,5 mA the above shall be be installed in conformity
with CEI EN 60950 - § 5.2 or with Appendix G.
• for dispersion currents exceeding 10mA, (Rules CEI 64-8, art. 707.471.3.3) and met
all the requirements relating to directive EMC, the devices should be in accordance
with one of the following three instructions 707.471.3.3.1, 707.471.3.3.2,
707.471.3.3.3.
2.3. Materials
Materials and equipment shall be designed and fabricated in accordance with the
environment conditions indicated in the Data Sheet.
In addition, all the certificates required in the relevant I.D.S. shall be provided.
The lighting fixtures shall comply with the applicable requirements of CEI EN 60598,
Parts 1 e 2, and to the requirements of this specification.
Note: The use of led or induction lamps could be take into consideration under Eni
approval.
Signalling lamps indicating escape exits shall be provided with incorporated buffer
batteries.
All the lighting fixtures for fluorescent lamps shall be provided with a reactor and a power
factor correction capacitor.
Use of led or induction lamps could be take into account under Eni approval.
2.3.2. Cables
The electric cables shall be of the of the fire retardant type in conformity with CEI 20-22
and with a low emission of fumes and toxic and corrosive gases in conformity with CEI
20-37 and CEI 20-38.
The colours of the cores shall be in accordance with the relevant normative references.
2.3.3. Outlets
The outlets shall comply with the required types and/or shall be approved by the
Company.
The wall outlets shall be installed at an elevation not lower than 300 mm from the floor
(measured from the outlet's centre line).
The outlets for equipment which may cause hazard during the connection or the
disconnection of the plug (due to high power or special characteristics), and all the outlets
for a nominal current larger than 16A, shall be provided (upstream the outlet) with a
switch, which shall allow the connection/disconnection operations in open circuit
conditions.
The local distribution panels for the electric supply to the power circuits and to the lighting
systems inside the buildings shall comply with EN 60439-1.
The panel shall be fabricated with internal sections obtained by barriers or diaphragms as
per EN 60439-1. Its sectioning form shall be indicated in the Data Sheet. If not otherwise
indicated, the panel shall be Form 2 fabricated.
When required, the cable trays shall be in steel galvanised before machining.
The system will be designed in accordance with the Client's specifications and will be
composed of conduits, cable-trays, cables, sockets, redial operations, box with terminal
strips, telephone apparatus and all is necessary for a good system's performance.
Each telephone socket, will come from the arrival box with single cable 1x2x0.6+T.
Telephone apparatuses shall be the civil type, wall or table telephones, of the standard
digit keypad.
2.4. Installation
The installation of the plant shall be in conformity with the normative references.

The conduits can be placed over the floor, in the walls or externally, as required by the
project documentation and in accordance with the normative references.
Plastic conduits shall be placed under the floor, or externally at an elevation lower than
2.5 m from the floor level. They shall be of the heavy type (rigid or flexible) in conformity
with the normative references.
Conduits to be annealed in prefabricated structures shall withstand all the mechanical
stresses and the maximum and minimum temperatures expected during the pre-
assembly and erection work.
Conduits which shall not be annealed in fireproofing structures shall be in self-
extinguishing material with low emission of fumes and toxic gases.
The internal diameter of the conduits shall be at least 1.3 times the diameter of the
circumscribed circle to the cables bundle or 15 mm, whatever is the maximum.
The laying of conduits and ancillaries for explosion safe plant shall be in accordance with
EN 60079-14.
Cables shall be installed inside conduits, cable trays and junction boxes, such to not
generate any disturbance to the telecommunication, radio and television and safety
cables.
The laying and the arrangement of the power cables inside the protective housing shall
be such that any hazardous heating of the metallic parts shall be avoided.
The installation of cables on sight shall be accepted when no break hazard or mechanical
damage is envisaged.
All cables shall be identified by proper markings in conformity with the normative
references.
Shunts and terminations of equipment and machines shall be provided by pre-insulated
compression terminals.
Cables entries shall comply with the project documentation and the normative references
relevant to the reference plants and to fire-resistance, in such a way that pre-existing
class REI might be restored.
If not otherwise indicated in the Data Sheet, one of the following methods shall be utilised
for the insertion and the locking of cables:
• sleeves welded to the plate, with cable glands screwed to the external side
• sleeves welded to the plate, to be sealed with a locking compound and plugging fiber
after the insertion of cables
• sealed and threaded transits provided with a threaded locking rings for the closing
plate.
• metallic frame cable transits (MCT) complete with multiple diameter modules for the
insertion of cables.
The insertion entries, as the pipes ends, shall be provided complete with a watertight
plugs, to be removed before the insertion of cables.

All the special requirements indicated in the normative references for the selection of
materials and the execution of the plants in the classified areas shall be observed in
humid and wet environments, as bath and shower rooms.
An additional unipotential connection shall be provided, in compliance with the CENELEC
HD 384 Harmonisation Document and CEI 64-8/7, to connect all the masses of the
hazardous areas to the protection conductor.
For pipes, it shall be sufficient to connect them to the protection conductor at the room
inlet.
Electric plants in rooms intended for the infirmary shall be generally designed and
constructed in accordance with rules CEI 64-8/7 part 701 relating to rooms of group 0.
Group 0 rooms shall not require particular practice and can be constructed following the
regulations of 64-8 for ordinary surroundings.
In storage batteries rooms on the stage of complete charging, hydrogen production for
electrolysis takes place .
This fact leads to classification of the following zones:((Figure 1 – from guides CEI 64-
14):
• between the room ceiling and the penetration grid superior edge (zone with a
low degree of ventilation) classified as Z1 (however, eliminable);
Therefore, provision is made for cropped ceiling (Figure 2), whence to eliminate in any
case the zone with a low degree of ventilation.
Ventilation system should be provided in this case with two extractors, each sized for the
full capacity required and each one being stand-by for the other one.
Their availability (continuous functioning) shall be double, since two identical ventilation
systems should be installed, independent upon common failure causes, thus
guaranteeing uniform air dilution in the room, that shall be then artificially classified as
non-AD.

For batteries of hermetic type in Pb, the formation of hydrogen during complete
charging is 5-10 times less than that with batteries of open type, thus the value of
current is reduced by further factor of 0,5 and in consequence, even the capacity
value.
In this case ventilation is easily obtainable with only VN, penetrations with walls
air induction (cropped ceiling) and/or doors air induction being sized in order to
guarantee natural air flow as calculated.
A (cm2) ≥ 28 x Q (m3/h)
If provision should not be made for two of them, one shall be of entrance and the
other one of exit on the opposite walls, and if possible, one shall be in the upper
part and the other in the lower part.
The choice of hermetic batteries with gas recombination or gel electrolyte, almost
barren of hydrogen production, provides for natural ventilation only (one grid on
one side in the bottom and one grid on the other side in the upper part) and for
ordinary lighting system of normal type (only Watertight type).
However, for preventive purposes, ordinary lighting system and safety lighting
system can be anyway installed in Ex execution manner.
Electric plant should be constructed in consideration of the burner thermic capacity and
the fluid used as fuel.

The Contractor shall suggest the spare parts for the start-up, on the basis of his
experience and of the used materials and components.
The Contractor shall supply a list of spare parts for the operations period defined in the
project documentation, complete with the suggested quantity for each type.
When required, the list shall be supplied on Company's forms.
The spare parts shall be equal to the installed components, and packed for a long
preservation.
2.6. Safety
The Contractor shall guarantee that the plants supplied in conformity with this
specification shall be fabricated workmanlike to comply with the safety requirements of
the normative references.
The active parts of the electric circuits shall be located and protected in conformity with
the requirements of the normative references, so that trained and authorised personnel
can carry out the following operations, while the plants are energised, without any danger
of direct contacts:
The protection shall be provided by a protection circuit connected to the earthing plant, in
conformity with the neutral system indicated in the Data Sheet and the CENELEC HD
384 Harmonisation Document.
As a consequence of the above, a protection bar (PE) shall be installed in all the panels.

If the panels have a complete insulation, the protection bar (PE) shall provide the
connection of the protection cables and the cables armours from outside the panel. It
shall remain insulated from the active items and the masses.
The electric protections shall be co-ordinated so that the timely interruption of the fault
current shall be guaranteed should the contact voltage assume hazardous values, larger
than those indicated in the normative references.
If provision is made for a network with UPS power supply, protection against the indirect
contacts of UPS must be verified under normal operating conditions and under “in island”
operation as well, IT system.
Standard configuration should provide for differential switch upstream of UPS and
magneto-thermic switches for protections downstream.
In case the static change-over switch interrupts neutral conductor or the latter is not
connected with a transformer pole, insulation control system should be installed on the
downstream line for signalling the first earth fault.
Through detectors installed outside the building for protection. Sensors will be installed,
when required, if the building is near the classified areas, at a distance that, for
processing or atmospheric reasons, does not guarantee safety.
When these conditions persist, detectors will be mounted before to conditioning intakes.
In the absence of these, they will be installed close to the building on a stake placed at
1.5 m height from the "round.
If the building consists of more rooms, each of them will have a separate plant and will be
sized according to its volumes.
In rooms protected by extinguishing systems with inert gas saturation, optical/acoustic
alert systems will be installed inside and an optical one outside next to the entrances,
with inclusion/exclusion selectors on the entrance and interceptions doors.
All instruments mounted in the cabin will be connected to electric boxes installed inside
and outside the cabins.
The type to be utilized shall depend upon evaluation that shall consider the use of
buildings, manned/unmanned and technical/economic factors.
Extinguishers to be normally utilized are as follows:
In relation to the types of plant and if required, buildings will also be equipped with
portable CO2 extinguishers as well as the above systems.
The quantity will be defined each time on the basis of dimensions and will be indicated on
the "Data Sheet".
The protection against the direct and indirect lightning discharges shall comply with the
requirements of CEI 81-1.
When required, the additional requirements shall be indicated in the Inspection Data
Sheet (I.D.S.).
The procedures for those inspections and tests which are not specified in the normative
references and this specification, but required in the Inspection Data Sheet (I.D.S.), shall
be defined on a case by case basis.
2.9. Documentation
The Contractor shall provide the Company with all the documentation listed in the
Required Documentation data Sheet (R.D.D.S.) in compliance with the stated procedures
and schedule.
The technical documentation shall be in the official language indicated in the Data Sheet.
The symbols specified in the normative references shall be utilised.
