Activity 2. Let’s Analyze!

Answer the following questions:
1. The schools are the “nurseries of the citizens of state.” What are
nurseries for? Why are schools called “nurseries of the citizens of the
state?”

The Cambridge English Dictionary defines a “nursery” as “place where babies

and young children are cared for while their parents are somewhere else.” In
horticulture, a nursery is a place where young plants and trees are cultivated and
grown. Both definitions may apply to the statement in the Code of Ethics:
“schools are the nurseries of the citizens of the state” Indeed parents leave their
children in schools under the care of teachers while they work. Like nurseries
where young plants are cultivated and grown, schools though teachers are
entrusted with the noble task of instilling pride in learners one’s cultural and
educational heritage, love of country and in sowing the seeds of national
morality. It is believed that schools are the nurseries of the citizens of the state.
Therefore, teachers must be able to fully transmit cultural and educational
heritage to their learners. Teachers must also be role-models when it comes to
human rights and responsibilities.

2. “Each teacher is a trustee of cultural and educational heritage of the

nations and is under obligation to transmit to learn such heritage.” In
what ways, can teachers do this?

In order to do this, teacher should also possess patriotism and love for their
country because "we cannot give what we do not have" so, a teacher can't
transmit or teach the learners such heritage to promote patriotism and love of
the country if he/she don't do so.

3. What ways can the professional teachers help elevate national

morality, promote national pride and cultivate love of country?
It is expected that it is the obligation of the teachers to transmit to the learners
such heritage to promote patriotism and love of the country. Through the
schools as turfs of future citizens, national morality must elevate, promote
national pride and cultivate love of country. By doing so, teachers can produce
nationalistic citizenry having great pride of being born as Filipino. In addition,
teachers have to translate into action the Department of Education’s Vision to
develop Filipinos who are passionately loving their country and making positive
contributions in the end.

4. What steps do employers take to ensure that a teacher is physically,

emotionally and morally fit?

Every teacher is expected to be fit or else cannot perform his/her function.

Pursuant to Sec. 22 (Medical Examination and treatment) of RA 4670 otherwise
known as the Magna Carta to public School Teachers, teachers shall undergo
annual physical examination free of charge not less than once a year during the
teacher’s professional life. It is a must that teachers are physically, mentally and
morally fit for them to carry out and serve best their clienteles. They have to be
mentally healthy and emotionally well.

5. Cite actions of a professional teacher that violate Section 5, Article ll.

Girlie, an elementary public school teacher, as a support to her husband who is

running for barangay captain, months before the election she was secretly giving
tracks and fliers to her students and briefing them to give to their parents and
others. If anyone can reach the quota will be given extra points in her subject. In
her actions she will be held liable against exploitation of children, an abuse to
children’s status of minority using them for a very wrongful motive and cause. As
reflected in Republic Act no. 7610, Article VI, section 10, paragraph (a) states,
Any person who shall commit any other acts of child abuse, cruelty or
EXPLOITATION or to be responsible for other conditions prejudicial to the child's

development including those covered by Article 59 of Presidential Decree No.

603, statement 8 states, improperly exploits the child by using him, directly or
indirectly, such as for purposes of begging and other acts which are inimical to
his interest and welfare as amended, but not covered by the Revised Penal Code,
as amended, shall suffer the penalty of prison mayor in its minimum period.

In addition, she also violated the Code of Ethics for Professional Teachers, article
II, section V states, a teacher shall not engage in the promotion of any
POLITICAL, religious, or other partisan interest, and shall not, directly or
indirectly, solicit, require, collect, or receive any money or service or other
valuable material from any person or entity for such purposes.

6. How can a professional teacher violate Sec. 6 and Section 7 of Article

II?

A professional teacher violates Section 6 of Article II if he/she fails to vote for no

justifiable reason. Voting is teacher's participation in the affairs of the state.
He/she also violates Section 7 of Article II if he/she engages in partisan politics.
Teachers have to preserve the dignity of the education sector by not engaging
directly or indirectly in electioneering except to vote. Engaging in partisan Politics
is teacher's abuse of authority.

7. Every teacher shall enjoy academic freedom. What does academic

freedom mean? Is this academic freedom absolute?
 The professional teacher shall enjoy academic freedom so he/she can
share the product of his/her researches and investigations in support of
the endless search for truth. However, this academic freedom is not
absolute. It has limits. If the research findings are damaging to the state,
the research results shall be submitted to the proper authorities for
appropriate action. In the practice of teaching profession, all teachers
shall enjoy academic freedom. According to US Supreme Court, Academic
Freedom is identifying who will teach, what will be taught, how it will be

taught, and who may be admitted to study. But, this academic freedom
can only be fully enjoyed in the tertiary education as the Philippine
Constitution provides. There is no effusively academic freedom in the
basic education in the country. Conversely, teachers have the privileges to
expound their knowledge. They can pursue professional advancement
studies and even do research and investigations. But then again, if
discoveries of knowledge are disparaging and will cause many lives into
danger, then it should be submitted to proper authorities.
