Corporate Driving Policy

POLICY SCOPE
This policy applies to all JACOS employees, JAPEX seconded employees, consultants and corporate Directors
(collectively known as “JACOS Representatives”) who operate a company, personal or rental vehicle on company
business. In addition to the above, this policy applies to contractors, subcontractors, service providers and
visitors operating a motor vehicle on a JACOS work-site.
This Policy does not cover Commercial Vehicles. All the requirements within this document and all Alberta
commercial vehicle requirements are covered within either the Maintenance Program for Commercial
Transportation Standard or the Safety Program for Commercial Transportation Standard.

PURPOSE
JACOS is committed to promoting and protecting the safety of its Representatives conducting company business
and all people at JACOS work-sites. Accordingly, this Policy establishes the general requirements for the safe
use of vehicles while on company business, whether on public roadways, lease roads, trails, pipeline right-of-
ways (ROWs) or JACOS work sites.

DEFINITIONS
A motor vehicle includes any and all self-propelled vehicles (e.g. cars, trucks, cranes, ATV’s, track hoes, etc.)
that are utilized in the course of conducting business on behalf of JACOS on public roadways, lease roads, trails
or JACOS work sites.
A driving distraction is any activity undertaken by the operator of a motor vehicle that distracts attention away
from the safe operation of the vehicle. In the context of this policy, this includes but is not limited to, the operation
of electronic devices, personal grooming, or eating or drinking beverages that may require two hands, while the
vehicle is in motion.
Electronic devices include hand held communication devices (e.g. cell phones, satellite phones, smart phones,
two-way radios), hands-free communication devices (e.g. Bluetooth, OnStar, etc.), navigation devices (e.g. GPS);
entertainment devices not permanently attached to the vehicle.
OEM (Original Equipment Manufacturer) is the company that originally manufactured the product.
A Commercial Vehicle is a vehicle operated on a highway by or on behalf of a person for the purpose of
providing transportation but does not include motor vehicles. This includes trucks, truck-tractors, semi-trailers and
combinations thereof exceeding a registered gross vehicle weight (GVW) of 4,500 kg and buses designed to seat
more then 10 (including the driver).

While operating a motor vehicle on company business, JACOS Representatives and all people on JACOS
worksites must comply with all traffic legislation and site specific driving rules, be conscious of road safety and
demonstrate safe driving and other road safety habits.
Notwithstanding any of the requirements below, this includes the use of seatbelts at all times when the vehicle
is in motion and the strict prohibition of operating any motor vehicle under the influence of alcohol or
drugs above the concentrations specified in the JACOS Alcohol and Drug Policy. It is the duty of the driver and
of any employee, driver or not, to ensure that all vehicle occupants are wearing seatbelts.
Licensing and Training:
All JACOS Representatives operating motor vehicles shall be in possession of a valid operator’s license
applicable to the vehicle being operated. Personnel must immediately notify their supervisor or manager if their
license has been suspended or cancelled, or has had limitations placed upon it.
Personnel transporting or receiving products classified under the Transportation of Dangerous Goods Legislation
shall be trained and certified for the Transportation of Dangerous Goods.
Driver Abstracts/Acceptable Driving Records:
Drivers’ abstracts will be obtained for newly hired employees who will regularly operate vehicle in the course of
their work duties, including those who drive pooled vehicles.
JACOS Representatives with driver’s abstracts with a total of 7 or more demerit points over the past 3 year period
will undergo a risk-based review with their manager, which may result in the need to engage in advanced driver
training and or driving restrictions up to the suspension of driving privileges.
Risk-based reviews and/or yearly drivers’ abstracts may be obtained if an employee is involved in an incident with
a JACOS Motor Vehicle until the manager is satisfied with the employees driving performance.
JACOS Representatives who have been suspended from driving by either JACOS or the regulatory authorities
are not allowed to drive company vehicles or drive/operate any personal vehicles or equipment on any JACOS
work sites.
Advanced Driver Training:

 All drivers who operate a motor vehicle in the course of their work duties will have a valid defensive
driving certificate.
 Carpool drivers are required to complete an “advanced driver training” course in addition to having a valid
defensive driving certificate.
 Recertification is not required unless identified as a corrective action from an incident or a risked-based
review.
 Drivers that have had risk-based driving reviews may be asked to complete an “advanced driver training”
course or program to be eligible or to continue to drive vehicles for company business.
 Notwithstanding the above, JACOS management, in consultation with the HSE & Regulatory Compliance
teamreserves the right to determine on a case-by-case basis who shall be required to take a driving
course, as well as the type of driving course.

Distracted Driving:
The risks associated with driving while distracted by the use of hand held or hands free cell phones, texting,
eating, grooming, adjusting electronic navigation, music or gaming devices, are well known and documented as
contributing to vehicle incidents. Consequently, Alberta enacted distracted driving legislation (Bill 16), effective
September 1, 2011.
Highlights for driver restrictions of Bill 16 include:
 Using hand-held cell phones;
 texting or e-mailing;
 using electronic devices like laptop computers, video games, cameras, video entertainment displays and
programming portable audio players (e.g. MP3 players);
 entering information on GPS units;
 reading printed materials in the vehicle;
 writing, printing or sketching, and;
 personal grooming.

In addition to the above, the following JACOS standards apply:

While legislation allows the use of hands-free devices, the use of hands-free devices is prohibited while on
JACOS work sites, lease roads, trails, or pipeline Right-of-Ways (ROW) except to place an emergency call to 911,
a JACOS emergency response number, or similar service via hands free devices, or to briefly engage in two way
radio calls on a radio controlled road when mandated. Drivers must safely pull off to the shoulder or into a
parking area to operate any electronic device or perform any function that may distract the driver’s attention from
safe operation of the vehicle. Drivers are expected to avoid routine outgoing radio calls as much as reasonably
practicable.
Care and Use of Motor Vehicles:
It is the primary responsibility of the usual driver, and other occupants, of a vehicle to ensure that the vehicle is in
proper running order. Windows and lights shall be kept clean and the interior be kept clear, as reasonably
practicable, of garbage and debris to eliminate hazards and hygienic concerns. Additionally, the following
standards apply:
 Only authorized JACOS Representatives are permitted to operate company vehicles, except in an
emergency evacuation.
 Smoking is not permitted in company vehicles.

 Drivers are responsible to notify, request and advise their manager of maintenance concerns and
scheduling.
 Radar detectors must not be used in company vehicles.
 Firearms must not be transported in company vehicles at any time.

 Aftermarket parts, upgrades and changes are only allowed if approved by a site manager and
maintenance manager, and installed by the maintenance department or professional third-party.

 All drivers must adhere to the load and towing requirements stipulated by the OEM of the vehicle for
personal loading and towing use.
 Drivers using the JACOS Fort McMurray Airport vehicle must follow the operating procedures specific to
that vehicle. The Fort McMurray Airport vehicle is intended for commuting visiting employees between the
Fort McMurray Airport and or the City of Fort McMurray and site; not for use on work sites where difficult
driving conditions exist (e.g.: trails, remote sites with poor road conditions).
Drivers’ Hours and Rest:
Notwithstanding any specific legislation referring to drivers’ hours, JACOS understands that fatigue can adversely
affect safe driving ability and mandates that drivers duly regard this and not drive if they believe that in any way
they are unfit to do so.
Ergonomics and Driver Comfort:
Correct adjustment of seat, head restraint and positioning of major controls is important to minimize the risk of
personal injury in the event of an incident and to ensure good posture for the prevention of back problems and
fatigue.
Recovery of Stuck Vehicles:
JACOS has site specific procedures for recovering stuck vehicles that must be followed. If stuck, DO NOT
attempt to power through it or get unstuck by rocking the vehicle. STOP and contact a supervisor or manager for
help.
Incident Reporting:
All motor vehicle incidents while conducting JACOS business, whether occurring within or outside normal working
hours, on public roadways, lease roads, trails or JACOS work sites and including incident with no loss, must be
reported in accordance with applicable motor vehicle legislation and internally in accordance with JACOS’
Incident Management Standard.
ROLES AND RESPONSIBILITIES
This policy has the full support of JACOS Corporate Directors, who ensure that adequate resources and trained
JACOS Representatives, as required, are provided to oversee this policy.
The JACOS Director, HSE & Regulatory Compliance will ensure that this policy is maintained, including revisions
to stay current with all applicable legislation, and supported in all areas of the company’s business.
JACOS managers will support the implementation of this policy in all areas for which they have responsibilities.
All JACOS Representatives will comply with this policy while operating a motor vehicle on company business.
COMPLIANCE
All JACOS Representatives are expected to comply with this policy and to monitor and report breaches of this
policy to the manager in their area.
JACOS Representatives involved in a vehicle incident while on company business will be subject to an incident
investigation that will include confirmation of adherence to this policy.

Disciplinary action may be taken for violations of this policy in accordance with JACOS’ HSE Management
System. Consequences for even first infractions of this policy could be serious, up to and including dismissal.
