Using and connecting to the internet is now part of our everyday lives.

Most of us used it for


communication and entertainment, while other uses it on a bad way. Even the internet gives us some
benefits in life, some uses it to bring harm to others. As the number of internet users increases, the
number of recorded cybercrimes also increases. Online label, online scam, online threat, photo and video
voyeurism, computer-related identity theft and system interference or hacking cases are some examples of
cybercrime not only in foreign country, but also in our country, the Philippines. Due to this alarming
number of cases, the National Police Commission constructed the PNP ANTI- CYBERCRIME GROUP,
as a response to the crimes happening in our country.
According to the National Police Commission (NAPOLCOM), Resolution No. 2013-220, the
Philippine National Police Anti-Cybercrime Group (ACG) has been activated as the National Operational
Support Unit to address the global threat bought by the highly technical nature of cybercrime. The
commission also issued Resolution No. 2017-348, Prescribing the Rank of the Director of the Anti-
Cybercrime Group to be at least Police Chief Superintendent, in accordance to the Implementing Rules
and Regulations (IRR) of the Republic Act No. 10175 “Cybercrime Prevention Act of 2012”, which
prescribe that the PNP shall create an anti-cybercrime unit to be headed by at least a Police Director. In
order to conform with Section 10 of the IRR of R.A No. 10175, 6 (six) operating units was created.
Digital Forensic Unit (DFU), Cyber Patrolling and Engagement UNIT (CPEU), Cyber Security Unit
(CSU), Cyber Response Unit (CRU), Cyber Crime Financial Crime Unit (CFCU) and Women and
Children Cyber Crime Protection Unit (WCCPU) are the six operating units of ACG which functions are
modified to ensure clearer delineation of their duties and responsibilities.
The PNP organized the ACG to serve as the primary unit responsible for the implementation of
pertinent laws on cybercrime and anti-cybercrime campaigns of the PNP and the national government.
The ACG functions is according to the section 10 of IRR of the R.A No. 10175. First is they need to
conduct and sustained operations against individual, high profile personalities, organized crime groups,
and syndicated groups who are involved in cybercrime activities. Second is to investigate all cybercrime
where computer system is involved. They also conduct data recovery and forensic analysis on computer
systems and other electronic evidence seized. Formulating guidelines in cyber investigation with relation
to forensic process consistent with industry standard practices is also part of their duties. Providing
technological and operational support to the investigating units of PNP and conducting vulnerability
assessment of security ICT in both public and private IT infrastructures are also done by the ACG. Next is
to maintain necessary and relevant databases for statistical monitoring purposes and collaborating with
the public and private sector and law enforcement agencies to address cybercrimes as well as enhancing
the operational capability of PNP ACG. Lastly, ACG performs other tasks as directed by the Chief, PNP.
The PNP ACG plays a big role in resolving crime cases which happens due to the exploitative
person, who are using the internet as their accessories in crime. We can help them by being careful in
everything we do especially when using internet and we should avoid having transaction on person we
did not known at all. Let’s be mindful and be observant while using internet, especially now that online
platform is the new normal method for learning.
