PARTICULAR CONDITIONS OF CONTRACT OF MAIN CONTRACT
Clause 1
Sub Clause 1.1.35 “Engineer”
For the purpose and interpretation of this Contract, the term "Engineer" shall be used to mean the
"Architect". The terms "Architect" and "Engineer" shall be used and applied interchangeably and shall
have the same meaning and interpretation.
For the purpose and interpretation of this Contract, the term "Performance Certificate" shall be used to
mean the "Completion Certificate". The terms " Performance Certificate " and " Completion Certificate
" shall be used and applied interchangeably and shall have the same meaning and interpretation.
For the purpose and interpretation of this Contract, the term "Taking-Over Certificate" shall be used to
mean the "Certificate of Practical Completion". The terms " Taking-Over Certificate " and " Certificate
of Practical Completion " shall be used and applied interchangeably and shall have the same meaning
and interpretation.

Sub Clause 1.6 Contract Agreement
“The Contract Agreement shall be based on the form Annexed to the Particular Conditions. The costs of
stamp duties and similar charges (if any) imposed by law in connection with entry into the Contract
Agreement shall be borne by the Employer.” Clause 3
Sub Clause 3.6 Replacement of Engineer

“If the Engineer is unable to act as a result of death, illness, disability or resignation (or, in the case of
an entity, the Engineer becomes unable or unwilling to carry out any of its duties, other than for a cause
attributable to the Employer). The Employer shall be entitled to immediately appoint a replacement by
giving a Notice to the Contractor with reasons and the name, address and relevant experience of the
replacement.”

Sub Clause 4.2 Performance Security
“The Contractor shall deliver the Performance Security to the Employer with a copy to the Engineer, within
7 days after signing the Contract.”

“The Contractor shall agree to employ a nominated Subcontractor for works against which a Prime Cost
Sum has been set aside, whom the Engineer instructs without any objection.”

Sub Clause 6.3 Recruitment of Persons
“The Contractor shall be required to obtain the Employer’s approval before recruiting staff and labour that
are not of Kenyan citizenship.”
“The Employer reserves the right to vet any persons that the Contractor wishes to recruit and further
reserves the right to approve or otherwise reject the recruitment of such persons.”

Sub Clause 8.3 Programme
The first paragraph of Sub-clause 8.3 is amended as follows to reduce the period of submission of
Programme:
The Contractor shall submit an initial programme for the execution of the Works to the Engineer within
7days after receiving the Notice under Sub-Clause 8.1 [Commencement of Works]. This programme
shall be
prepared using programming software stated in the Specification (if not stated, the programming
software acceptable to the Engineer). The Contractor shall also submit a revised programme which
accurately reflects the actual progress of the Works, whenever any programme ceases to reflect actual
progress or is otherwise inconsistent with the Contractor’s obligations.

PART ONE GENERAL SCOPE
This PV solar power system installation specification document relates to the new development, P58
in Kenya. This document forms part of the PV solar system services relating to the project and shall be
read in conjunction with all project documentation and drawings.
This specification document addresses the following items:
▪ PV modules installations complete with support structure, DC power cabling
▪ AC power distribution including cabling and inverters
▪ PV solar system installation monitoring
This document is a technical specification and does not define contractual matters.
1.2. Introduction
This specification document outlines the minimum performance specifications and requirements of a grid
tie PV solar power plant installation required for the development.
1.3. Scope of work
The proposed installation is a complete grid tie PV solar power generation system. The scope of work shall
include design, supply, install, program, test, commission and maintain the following:
• Roof mounted Solar PV modules support structure.
• PV solar modules including all associated sundry items.
• AC distribution boards.
• Inverters.
• DC cabling between PV solar modules and inverter.
• AC cabling installations from AC distribution boards to load connection electrical boards up to the including
the earthling termination.
• Control signalling to standby generator change-over to ensure solar supply is disconnected when
generators are on. Change-over by building electrical contractor.
• Integration with BMS system.
• SCADA for Solar PV system installation monitoring.
• All cable containments within roof and from roof to services riser ducts.
• Supply and delivery of all spare parts, tools and manuals specified.
The contractor shall be available to assist the end-user in the commissioning and configuration of these
systems during the project commissioning stage to ensure his installed system functions as intended.
The contractor shall familiarise themselves with the site conditions prior to undertaking or providing cost
estimates for any work. Specific conditions to be observed include, but are not limited to, the main
contractor’s site access and entry requirements, OHS requirements, qualification and identification of
personnel.

The contractor shall advise the main contractor and gain approval before undertaking any work that
may or will result in voice, data, security or other ICT network service disruption or network downtime.
Any work that may result in network down time will require scheduling with the client’s ICT
representatives.
2.3 Time elapse
Due to the time elapsing between the release of this specification and the installation and construction
works, it is anticipated that some of the equipment proposed will be superseded by later models by
construction time. The contractor is to review products and confirm the models of all equipment and
products proposed with the engineer one month prior to the procurement and installation of the
equipment, interfaces to the other equipment and systems.
The scope of work shall be for the design, supply, delivery, installation, programming, commissioning
and maintenance of the system as detailed in this specification. Ancillary works to be carried out by the
contractor shall include, but not be limited to.
▪ Project management of the scope of work.
▪ Project coordination with other services trades to ensure timely and successful completion of the scope
of work including on-site and off-site project meetings as required.
▪ Project documentation.
▪ User training
▪ Maintenance during the Defects Liability Period
The supply, construction, programming, testing, commissioning and maintenance of the installation
shall comply with all relevant Statutory Regulations, and the latest editions (current at the time of
Tender) of all applicable standards as listed in the specification.
The contractor shall operate an auditable quality assurance procedure covering the supply, construction,
inspection and testing of the installation.
The contractor shall provide all materials and equipment not explicitly mentioned in this specification
but which is obviously needed for the completion of the scope of work. This is not limited to the system
only, but also includes all tools, equipment for testing, safety equipment, working platforms, scaffolding,
ancillary materials, etc., needed to complete the design, supply, installation, programming,
commissioning and maintenance of the system.
The contractor shall make due allowance as per the schedule of quantities for the configuration, graphics,
report, staff training, etc. related to the Solar PV system installation.
The operation of the system shall be configurable per the client’s requirements
2.5 System requirements
The various system requirements shall be as detailed for each service required.
All equipment installed under this contract shall comply with the requirements of IEC 61000 Parts 1 to 6
ELECTROMAGNETIC COMPATIBILITY (EMC).
Any equipment found producing Electromagnetic interference subsequent to commissioning, shall be
suppressed or replaced to the satisfaction of the Engineer without any cost to the Employer.
2.6 Components and equipment
In addition to section specific requirements the following general component and equipment requirements
shall be adhered to.
All materials, equipment and components shall be new, of good quality and fit for purpose. The
contractor shall not provide without written approval products that are obsolete, discontinued or about
to be discontinued.

The contractor shall provide equipment and associated accessories which are the products of
established manufacturers regularly engaged in the manufacture of such equipment applicable to the
system.
All equipment and materials used in these works shall be standard components that are regularly
manufactured and utilised in the manufacturers’ system.
Attic stock of the main components of the installed system shall be required. The final quantities and items
shall be agreed with the engineer during construction.
All system components shall operate reliably within the range of -10 degrees to +55 degrees and 98%
non-condensing humidity.
To ensure the long-term dependability of the system, the contractor shall provide all system
components with appropriate environmental protections including (as appropriate); ▪ Protective
enclosures.
▪ Seals.
▪ Insulation.
▪ Water proofing.
▪ Rust proofing.
▪ UV protection.
Any modifications to equipment to meet the intent of this specification shall be performed in a way that
does not alter the manufacturers’ warranty.
The fault current rupturing capacity of all equipment guaranteed by the manufacturers thereof must at
least be greater than the unsymmetrical fault level of the system of which it forms a part. Should this
not be the case, sufficient back-up protection must be provided by installing correctly sized HRC fuses.
▪ BMS system.
BMS system shall provide monitoring for metering only to the facility management personnel of the
connected systems as per the BMS point schedule (not included in this document. Do note that the
BMS system that will be provided by others shall not replace any of the functionality of the system
specific control system requirements (e.g. control loops, SCADA system etc.) required to make to
system functional.
The BMS system shall be installed by a specialist subcontractor and shall be an enterprise level
network-based BMS system. The PV solar subcontractor shall however be responsible for the following
items related to the BMS system:
− Interface equipment, terminals or sockets to connect to the BMS system. Preference shall be given
to a TCP/IP connection and an open protocol such as BACnet, Modbus or LonWorks. The BMS
contractor shall be responsible for the connection of the output of the installed interface to the BMS
system.
− Confirmation, at the time of tender, of the type of connection and protocol options associated with each
item in the point schedule that is to be connected to the BMS system.
BMS software representation of system and system variables. This shall include providing comment of
the screen layouts, graphic layouts, reports and trends as prepared by the BMS contractor prior to final
BMS programming.

− Confirmation that the tags, labelling and naming of each device corresponds to the tags, labels and
names used on all software screens, manuals, drawings, documentation, devices, etc. (software
representation vs real-world presentation)
− Confirm proper and error free communication with devices.
− If applicable, confirm each MAC address and that each IP address corresponds with the Client supplied
IP addresses of all devices
− Demonstrate and confirm the addresses and tags for all the data or control points on devices.
Procedures shall be established to confirm beyond any doubt that the correct data point is read or
controlled. This shall be done by creating or simulating a change in device data or fault condition and
witnessing that same change is displayed and recorded on the BMS.
− Confirm that the data types of each data point is correct and that the BMS displays and records the data
according to the correct precision and range as required by the connected system.
2.8 Installation of components and equipment
In addition to section specific requirements the following general installation of components and equipment
requirements shall be adhered to.
The Subcontractor shall be responsible for coordination with the main contractor and with other works
and trades including civil, building, electrical, mechanical, BMS and security where work is dependent
upon or carried out in conjunction with these works. This includes but is not restricted to:
▪ Segregation of services
▪ Site reinstatement
▪ Coordinate with other trades to ensure that no conflict occurs between proposed cable, cable tray and
ducting routes, pipe runs and air conditioning ductwork, hydraulics pipework and the like.
The location of all provisions such as equipment indicated in the drawings is indicative only and may
be relocated s to suit coordination with other services, finishes, architectural preference and to meet
code requirements. The exact locations are to be determined by reference to architectural plans,
sections and details and are to be confirmed with the engineer prior to installation.
The installation and mounting of all equipment shall ensure that the components remain operational
and connected to the structure and to their foundations (if applicable) throughout a seismic event by
means of proper installation of all anchors and mounting hardware. The contractor shall issue a seismic
compliance certificate at completion.
All equipment shall be securely mounted using proprietary fixtures and fittings.
The method of equipment installation shall not adversely affect the function or structural integrity of the
structure to which the equipment is attached.
The method of equipment installation shall not compromise the IP rating of the equipment.
▪ Framework and brackets shall be positioned so as not to compromise the removal and replacement of
equipment.

▪ Where it is necessary to modify on site any pre-fabricated galvanised mild steel framework, the cut
edges shall be dressed and treated immediately with an approved cold galvanising paint to prevent
corrosion.
▪ Fasteners securing equipment to framework and brackets shall be independent of those securing
framework and brackets to walls and floors.
Positioning of Equipment
▪ Equipment shall be positioned with due regard to the aesthetics of the installation

Cables
▪ Dedicated containment for the system shall be provided by the electrical contractor as per the layout
drawings within risers and shared plantrooms. Containments within roof will be designed and installed
by PV solar subcontractor.
▪ Cables shall, as far as possible, run parallel with the lines of building construction.
▪ Cables and their support systems shall not be fixed to protective barriers, guards or direct to guardrails.
▪ Cables shall be installed strictly per the manufacturers’ requirements pertaining to:
− Temperature of installation.
− Operating environment.
▪ Conduit shall be debugged and swabbed prior to cables being pulled in.
▪ No joints shall be allowed in the cables without the prior approval of the engineer.
▪ Use of PVC insulation tape shall not be accepted – heat shrink or approved equivalent method shall be
used.
▪ The sub-contractor shall take utmost care whilst pulling conductors through conduit to ensure that the
conductors are not kinked, twisted or strained in any manner. Damaged cables shall be replaced in its
entirety.
▪ Care shall furthermore be taken to ensure that conductors do not come into contact with materials or
surfaces that may damage or otherwise adversely affect the insulation and durability of the conductor.
▪ Conductors installed in vertical wire ways shall be secured at intervals not exceeding 400mm to support
the weight of the conductors.
▪ Proprietary or approved clamps shall be supplied and installed in suitable draw-boxes for this purpose.
▪ The contractor shall allow for the installation of the “last mile” conduit connection/link from the
containment infrastructure installed by the electrical contractor, i.e. from trunking/cable basket to device
location.

▪ Cables shall be delivered within 12 months of manufacture and shall be delivered to site on cable
drums or coiled with protective wrappings. ▪ Cables shall be delivered, stored and handled in
accordance with the manufacturer’s instructions. Where the performance of the cable is likely to be
adversely affected by the ingress of moisture, it shall be adequately sealed at both ends.
▪ The end protruding from the drum shall be protected against mechanical damage
▪ Fixing of cables to containment shall be via appropriate cable metallic straps, clamps and clips.
▪ Cables should be strapped to cable containment or supports every 500mm or as per the manufacturer’s
recommendation.
▪ The methods of cable support should be non-combustible and their installation should not in any way
compromise the integrity of the circuit. The cable support material should be of a material that can
withstand a similar temperature and duration to that of the fire rated cable whiles maintaining adequate
support.
Terminations
▪ Connectors recommended by the manufacturer of the cable being terminated shall be used.
Terminating equipment must be designed for the connection type and be used in the manner intended
by the manufacturer. Connections must be of compression crimp type or similar, such that it is not
possible to easily disconnect equipment simply through applying cable tension. All connections must
be located in accessible locations and protected against tampering and environmental risks.
Identification
▪ All system components shall be suitably identified with labels. Labels shall be located so that they are
easily seen from normal access adjacent to the item being marked. Labels shall not be installed on
components normally removed or replaced.
▪ All labels shall be of the engraved type and mechanically fixed. Labels shall be fixed with brass bolts and
nuts or rivets. Self-tapping screws, glue, etc. shall not be accepted.
▪ General labels:
− For indoor applications only, engraved two-colour laminated plastic, black lettering on white background.
− Engraved and black filled lettering on stainless steel or brass, minimum thickness 1mm.

Danger and warning labels, fire and safety equipment labels: White lettering on red
background.
▪ Equipment identification
− Contents: Match terminology and numbering system of the contract documents. Number
multiple items individually.
− Danger, warning and caution notices: 10mm for heading 5mm for text.

In addition to section specific requirements the following general samples, drawings and
documentation requirements shall be adhered to.
All drawings, information, and documentation shall be in English, and each item shall be identified
with the client’s name and project / scheme / contract reference title and numbers, the Employer’s
representative’s name and reference numbers, and the Manufacturer’s works / contract / order
references
Shop drawings, samples, product data submission and connection diagrams of the system
configurations shall be provided by the contractor for approval by the engineer prior to equipment
ordering.

▪ As manufactured schematics, general arrangements and single line diagrams
Shop drawings shall be submitted by the contractor for approval by the engineer prior to any
equipment ordering or installation.
The tender drawings are for concept only and do not show the exact dimensions or positions of
equipment. Contractors must satisfy themselves that the equipment offered by them will fit in the
available space and can be positioned so that access for maintenance, repair or removal is not
encumbered.
Not later than the time stated in the contract document (typically 1 week) after access to site or
receiving verbal instruction, the successful contractor shall submit to the engineer, two copies of
the detailed working drawings showing the required conduits, conduit boxes, position of
equipment, cable trays, ducts etc., should extras be required. It must also be ensured that the
complete installation is according to the specification and standards.
Approval by the engineer of these drawings submitted by the contractor shall not relieve him of
his liability to carry out the work in accordance with the requirements of the contract documents.
NOTE: Final dimensions must be taken on site before any equipment or materials is either
purchased or manufactured.
The following documentation and drawings shall be submitted to the engineer prior to the
installation of cables and wire ways and before civil construction have started on the areas where
cable routes are required:
-Cable route layout drawings showing
-Type of wire ways
-Cable junction boxes
-PV Modules general arrangement on roof
-Plant rooms general equipment arrangement
-Power distribution Schematic wiring diagram indicating connections to load boards.
▪ The contractor shall submit manufacturer’s data for all equipment, materials components and
systems to be provided including the following as applicable:
− Technical specifications and datasheets
− Evidence of compliance with specified product certification schemes
− Drawings, showing size, arrangement, operating and maintenance clearances
− Schematic layout, wiring and control drawings
− Operating weight and support loadings
− Lifting points
− Control details
− Recommendations for installation and maintenance

The contractor shall maintain and submit a monthly schedule of submissions to identify all
proposed submissions designated with the following information:
− Submission number, description, date and revision number

All documentation shall be detailed and be written to enable any supplier or maintenance
organization to maintain the system.
2.14 As-built drawings
As-built drawings shall be provided by the contractor for the completed installation. “As-built”
drawings shall be computer generated through a recognised CAD software package. Drawings
submitted for acceptance shall be provided on A3 paper size.
Final “As-built” drawings shall be submitted in A0 paper format, PDF and CAD format, on CD.
Paper copies are to be neatly folded and placed in a Perspex cover sleeve.
The contractor shall supply laminated A3 layouts of the “As-built” drawings for the main control
room.
The detailed “As-built” drawings shall be provided by the Contractor showing positions of the
following.

systems.
▪ Project-specific Administrator's Guide that must detail all the functions available to the
Administrator. It must also provide a detailed record of all the system configuration and
programming settings for all programmable parameters. It must also contain all the administrator
passwords that have been programmed into the system
▪ Procedures for fault finding.
▪ Maintenance instructions for all components, including frequency, repair, overhaul, change-out
and installation procedures. Including: − Emergency maintenance procedures, including
telephone numbers for emergency services and after hour’s contacts for suppliers and
contractors.
− Detailed recommendations for preventative maintenance procedures, which should be adopted
to ensure the most efficient operation of the systems installed.
− Inspection, testing and maintenance programme in tabular form showing frequency and level
of routine checks for each item.

In addition to section specific requirements the following general end-user training requirements
shall be adhered to.
The contractor shall provide training to two separate groups of users, namely System
Administrators and System Operators. In general, the training shall include presentations,
informal discussions, demonstrations and hand-on activities on the actual system.
Training for System Operators shall cover all the functions and activities that the operators need
to carry out on a daily basis.
The training for the System Administrations shall include that provided for the System Operators
and additional training specific to system administration. Further, the System Administrators
training shall also include training on how to teach other staff members by way of a ‘train the
trainers’ approach. The System Administrators’ training shall be provided for up to 10 personnel.
The training shall be carried out up to 2 sessions with 1 or more personnel per session.
The System Operators training shall be provided for up to 10 personnel. The training shall be
carried out up to 2 sessions with 2 or more personnel per session.
Refresher training shall be provided after client occupation – typically 3 to 6 months following
completion The timing of the training shall be agreed between the contractor and the users, but
must be completed prior to the handing over of the live system to the user. The contractor shall
make provision for training of users on multiple work shifts.
Training plan and course materials shall be submitted to the engineer at least two weeks prior to
the commencement of the training for approval. The contractor shall provide all course materials,
all support equipment (e.g. computer, projector, whiteboard, flipchart, etc.). The venue for the
training shall be on the project site.

A training feedback form shall also be provided for all trainees to fill out at the conclusion of every
training session to evaluate the effectiveness of the training and for future improvement.
The contractor shall maintain a complete record of the training. The record shall
include: − Date and time of training session.
− Name of trainer.
Name of all trainees.
− Names of trainees issued with a completion certificate.
− Training feedback forms.
All trainees who have successfully completed the training shall be issued with a certificate signed
by the trainer.
In addition to section specific requirements the following general testing and commissioning
requirements shall be adhered to.
Comprehensive testing and commissioning of the system shall be required. The contractor shall
provide qualified personnel for the supervision of all inspection and testing activities.
A test plan and programme shall be submitted for approval by the engineer before any tests are
conducted
The test plans shall be developed to unambiguously demonstrate the correct operation of the
installed equipment. The contractor shall identify any testing that may impact on critical
operations and seek direction from the engineer.
At minimum, the test plan shall include the following
• Details of the equipment to be tested.
• Configuration (e.g. memory, I/O cards, power supplies) of equipment to be tested.
• Software and/or firmware versions of equipment to be tested.
• Major software configuration parameters.
• System diagram showing how equipment is logically arranged.
• Details of any interfaces to third party equipment, both high level and low level.
• Cause and effect matrix detailing all input/output relationships/results.
The test programme shall be developed providing the sequence of testing to be conducted. As a
minimum, the test programme shall indicate the relative start and finish dates for the following:
• System Commissioning Tests
• System Acceptance Tests
Upon receiving approval for the test plan and programme from the engineer, the contractor shall
conduct unsupervised System Commissioning Tests in accordance with the test plan and within
the dates defined in the programme.
Any defects shall be rectified immediately by the contractor and the system re-tested. Tests shall
be repeated until the contractor is able to complete all approved tests successfully without any
defects. Upon successful completion, the contractor shall formally advise the engineer in writing
of such, and that they are ready for the System Acceptance Tests.

The engineer is not required to witness the system commissioning tests but may choose to do
so.
The contractor shall demonstrate the functionality of the system using the approved test plan.
System Acceptance Tests shall be witnessed and signed off by the engineer or his
representatives. The contractor shall provide two-way radio communications and all equipment
required for the testing.
If the System Commissioning Tests have been properly carried out, the systems acceptance tests
should be straight forward and no defects should arise. In any case, should there still be defects;
the systems acceptance tests shall be repeated. The contractor shall bear all costs incurred by
the engineer or his/her representatives in attending system acceptance re-testing.
Report of all the test event transactions shall be provided in both soft and hardcopy. Softcopy
shall be in in the Microsoft Office Excel format for easy analysis.
The Contractor shall provide all necessary safety equipment and test instruments. All test
instruments shall be covered by a current test and calibration certificate.
All inspection and test results shall be recorded using proforma documentation (test certificates
and schedules) complying with applicable standard (e.g. BS 5839 etc.) – all test results shall be
included in the handover documentation.
All certificates to be issued once final commissioning has been completed shall be submitted to
the engineer for approval before being issued.
The Contractor shall make provision for all inspection and testing activities to be witnessed by
the engineer. Unless otherwise specified, the period of notice for witness testing shall be 10
working days. Unless otherwise agreed by the engineer, no part of the installation shall be
commissioned until all defects or omissions revealed by inspection and testing have been
rectified. Where a defect or omission renders all or part of the installation unsafe for use, the
contractor shall take approved precautions to ensure that no part of the installation can be
commissioned.
• All equipment and material is of the correct type and complies with applicable BS standards.
• All parts of the installation are correctly installed.
• No part of the installation is visibly damaged or otherwise defective.
• The installation is suitable for the environmental conditions.
• The installation complies with this Specification.
On satisfactory completion of the inspections the following tests shall be performed in the
sequence listed:
• If required by the applicable standard, or requested by the engineer, cables and wiring shall be
insulation tested at 500V after they are installed.
• The insulation resistance to earth and between conductors shall comply with the requirements
of BS 7671. Because 500V can damage electrical and electronic equipment, the insulation test
shall be carried out before equipment is connected to the cables or wire. The completed
installation shall be tested at a lower voltage, as recommended by the manufacturer.
• Earth continuity should be tested in accordance to BS 7671.
• Each system component dynamically tested to ensure that they work satisfactorily, and that the
correct indications and responses.
• A power failure shall be simulated to test system functionality in the event of the standby
generator power supply.

• All signals from the system to ancillary systems shall be checked to ensure that the correct
actions or responses are achieved.
• After individually testing the components and equipment, system simulation tests shall be done
to commission the system and to indicate that the system is working.

2.18 Maintenance during defects liability period
In addition to section specific requirements the following general maintenance requirements shall
be adhered to.
Comprehensive maintenance shall be provided during the twelve months Defects Liability
Period. The defect period shall commence upon successful completion of system acceptance
testing and the issue of the certificate of completion.
The maintenance to be carried shall include but not be limited to the following activities: −
Consultation with user on any problems encountered and adjustment required (e.g.
adjustment of programming of system behaviour, etc.).
− Check the operation of all system components for correct
operation − Check for correct system reporting of faults,
alarms and errors.
− Check and confirm interfacing with other connected systems
− Check operation of user interfaces (workstations, etc.)
− Check the physical conditions of the installation including fixings, evidence of corrosion to
any part, signs of overheating, abrasion or physical damage.
− Check all data, control signal and power connections and terminations.
− Check all labels and signage.
− Install software updates and upgrades including patches, firmware, updates and upgrades.
− Check time and date on system clock.

PART THREE: SYSTEM DESIGN
The subcontractor shall do a general arrangement drawings for modules on roofs and design
for all installations including DC cabling and supports including support structure for the
panels as required.
Inverters will be distributed within the three buildings mentioned above.
Distribution of PV modules and inverters will be determined by both availability of effective
space for modules as well as concentration of load demand.
Cable routes from the roof to power plant rooms will be provided by others based on
requirements to be provided the solar power subcontractor. Cable ways within roof will be
provided by the solar installation subcontractor AC power from the inverters will be connected
to AC distribution boards to be installed either adjacent or away from the inverter but within
each of the tree building. Outputs from the AC distribution boards will be connected to various
boards within or outside the blocks depending with power demand. The quantity and watt
capacity of inverters Modules will be determined by subcontractor choice of design. The
quantities and size of inverters shall be clearly indicated as requested in the tender BOQ.
Subcontractor shall provide a web based solar plant monitoring and control system with a
fully functional control workstation
Schedule of the anticipated power demand per block is available (part of this document) for
subcontractor’s use for design and costing.
Also included for the same purpose are relevant plans and sections and elevations of the
three building mentioned above.

equipment offered must be submitted as part of the contractor’s submission.

3.3. Components and equipment
PV Modules

Inverter
Construction
The distribution board(s) shall be similar or equal approved to the Schneider Electric Prisma
plus P and G systems to match the Project’s LV Dbs.
The boards shall consist of separate sections, separated by bulkheads, to accommodate
power distribution, control and bypass switchgear respectively, as applicable.
The boards shall be enclosed free-standing units or wall mountable as applicable. The boards
shall not stand higher than 2.3m above floor level and shall be sized to fit in the space
provided. In certain cases where spaces will have to be share among other service equipment
such as electrical, PV solar
Subcontractor will have to coordinate with others for a suitable room equipment and cable
arrangement.
The boards shall be vermin-proof, dust-proof and drip-proof to at least comply with class IP41
of IEC 144 protection. If mounted outside, the boards shall be completely weatherproof.
The contractor shall fully acquaint himself with the limitations on access to plant rooms. To
facilitate easy transport and installation of the boards, the board may be manufactured in
separate sections. Each section must fit through the access doors and passages and must
be strong enough to avoid damage during transport. The respective sections must be
securely bolted together after installation.
Cable gland plates of sufficient size and strength to accommodate the specified cables to the
board must be provided at the top and/or bottom of the board as required.

Machine punched holes for the installation of additional circuit breakers must be provided.
These holes must be temporarily covered with purpose made cover plates.
The front panels shall be hinged to the frame and must be designed to suite the required
grouping of equipment as required and in accordance with the positions of bus bars.
Wiring
Wiring must consist of PVC insulated conductors, neatly grouped in horizontal and
vertical bundles and contained in suitable plastic channels. The size and number of wiring
channels provided must be sufficient to avoid adverse inter- heating in large groups of
conductors.
The current rating of conductors used in internal wiring must be sufficient for the current and
each relevant circuit. The ratings must comply with the requirements of the standard
regulations with the prescribed grouping factors taken into account.
The colours of insulated conductors for alternating current must coincide with the phase
colours of the supply. All control and other circuits must be suitably colour coded throughout.
All control wiring must be clearly identifiable, and the end of each conductor must be
numbered. The number must be stamped on a plastic ring fitting over the end of conductor.
The terminals to which the conductors are connected must be numbered independently of
the conductor number with the same number as that of the conductor connected thereto.
The colour codes and conductor numbers must be clearly shown on the wiring diagrams.
Bus bars
Bus bars of solid copper shall be installed for each phase and neutral conductor and must be
mounted on suitable insulators.
The current density in bus bars must never exceed 1.8Amp per mm².
An earth bulbar of 70mm² maximum sectional area must be provided over the entire width of
the board or as per the power capacity of the board.
Each busbar must be covered over its entire length with plastic shrink on material, of colour
in accordance with the relative phase colour.
All cables connected to busbars must be provided with suitable lugs securely bolted to the
busbar with cadmium plated steel bolts and washers. Three spare bolts, complete with
washers and nuts, must be provided on each busbar in a suitable position to facilitate future
connections.
The spacing between adjacent busbars must be at least twice the length of the greatest
sectional dimension, but never less than 50mm. Busbars must be installed at least 150mm
away from the nearest equipment.
The mounting, insulation and rating of busbars must be suitable for the system voltage and
short circuit capacity.
Equipment
Direct access to all equipment and wiring must be facilitated by only the removal of the front
panels of the board. Access to any piece of equipment must not be obstructed by any other
equipment, bracket or wiring.
The following requirements regarding the spacing of equipment must be strictly adhered to:
− A minimum of 100mm between any equipment and the frame or internal bulk head must be
maintained.

− A minimum of 100mm between horizontal rows of equipment. The maximum dimensions
of the equipment must be taken into account and not only that of the sections protruding
through the front panels.
− Single and double pole circuit breakers up to 60A and triple pole circuit breakers up to 30A
may be installed directly adjacent to each other.
− Free space of at least 40mm on either side of circuit breakers and isolators rated at not
more than 100A must be maintained. A minimum of 75mm must be maintained on either
side of larger circuit breakers and isolators or any other equipment.
− All other equipment must be sufficiently spaced to allow for the minimum bending radius of
the conductors to be connected thereto.
− All moulded case circuit breakers must be mounted flush in the board so that only the
operating handles project through the front panel. Circuit breakers and isolators must be
installed so that the operating handle points upwards for the "ON" position and downwards
for the "OFF" position, throughout. BMS energy meters shall be provided on outgoing
circuits to load connection boards. Such meters shall have reverse
− Contactors if used must be directly mounted on the board frame and behind the front panel.
No plastic or other types of dust shields are required.
▪ Mounting of Instruments
− All ammeters, volt meters and frequency meters and other instruments must be flush
mounted in a hinged front panel. The rear of these instruments must be covered with a
removable lid of suitable non-conductive material screwed to the panel so that the terminals
of the meters cannot be inadvertently touched while the door is open. Fuses for the
protection of the instruments must be mounted in a suitable place behind the front panels
and must be clearly labelled to denote their function and ampere rating. Labels shall also be
required on the front plate indicating fuses are installed behind. ▪ Mounting of Fuses
− Fuse holders containing fuses that form part of the power distribution must be mounted
semi-flush in the front panel with the fuse holder handle protruding sufficiently to facilitate
easy removal thereof without opening or removing the panel. Control fuses may be located
inside control panels. Labels shall be provided on the front panels indicating such, i.e.
“CONTROL FUSES LOCATED BEHIND PANEL”. A label indicating the size and amp rating
of the fuses shall also be provided
▪ Paint finish
− Care must be taken that all corners, edges and inaccessible areas are sufficiently covered.
The paint finish must comply with the standards and thickness prescribed elsewhere herein.
The cables shall be copper, tinned, finely stranded according to IEC 60228 with linked
Polyolefin insulation and Outer sheath, black
DC cable connectors of correct cable size suitable for female or male connection shall be PV
MC4 or similar and approved type with the following minimum features:

Unless specified to the contrary, the supply, installation and connection of all electrical cables
and other services between the respective components of this installation forms part of this
contract. The termination and connection to the distribution board of all incoming and
outgoing cables supplied and installed by others also forms part of this contract.
Cable containment in the risers and plantrooms will be provided by others. PV solar
subcontractor provide the necessary coordination to ensure that provisions are as per their
requirements. Armoured cables designated XLPE SWA LS0H shall have cross linked
polythene insulation, steel wire armour and low smoke zero halogen sheath.
All cables shall be 600/1000V grade and comply with BS 6724.
Single core cables shall have a non-magnetic armour of hard drawn aluminium wires.
Terminations shall be in accordance with the cable manufacturers’ recommendations using
compressing type cable glands and hydraulic compression cable lugs.
Cables shall be fixed with cable cleats where installed on ladder rack or fixed direct.
Where joints are necessary in armoured cables, these shall be carried out in accordance with
the manufacturers recommendations using Raychem jointing and heat shrink materials to
achieve a neat slim joint.
Cable joints shall be acceptable only with express authority of the engineer. Same shall only
be made by qualified jointers and precautions shall be taken to exclude moisture and foreign
matter. The cables shall be tested before and after the jointing process.
Cable glands shall be of the compression type designed for the cable to which it is fitted.
Special attention must be given to ensure complete continuity of the steel wire armouring of
cables used as the earth conductor.
The end of the tails shall be provided with heavy duty, solderless cable lugs of high
conductivity copper, electro-tinned and applied to the conductor by means of a hydraulic
crimping tool for connection to switchgear terminals.
Bends in XLPE cables shall be in accordance with manufacturer's recommendations.
Cables entering cable end boxes in switchboards, etc., shall be run straight for a distance of
not less than 300 mm from the armour clamp.
All armoured cables shall be insulation tested at 1000V.
All cables shall include circuit reference identification at each termination or joint.
Control cables shall be multi core copper conductor special PVC (self-extinguishing and flame
retardant) adapted to DIN VDE 0262/12.95 and DIN VDE 0281 part 13, with insulation
thickness for 1 kV type. They shall be resistant to UV.
Communication cables shall be low smoke and fume type suitable to communication protocol
recommended for use by devices manufacturer.
Requirement for earthing and bonding have been described elsewhere in this document.
Same shall implemented in accordance to BS 7671 current edition. All cabling, cable lugs
rods and cable, cable pits including associated civil works shall be part of subcontractor’s
scope

PV Solar System installations control and monitoring systems installations
The solution shall comprise all hardware and software components necessary for
management, control and monitoring of PV solar system inverters installed at different
building and or level but working collectively as in group. The solution shall be scalable and
shall be designed and installed to meet IEC 61724-1 Standard and applicable KEBS
standards.
All system components such as PC and screens, UPS for clean power, surge protection, field
devices, gateways, routers, cluster controllers, network switches, smart energy meters,
communicating breakers, including an integrated SCADA etc. as necessary. The scope shall
also include for design and application software, all cabling fully connected, setup,
configuration, testing, commissioning, demonstration and training.
The solution shall mainly monitor and provide basic control of the solar PV plant to inverter
level. The systems shall provide actionable information to determine whether or not solar
plant equipment is performing as expected and provide a tool of identifying malfunctioning
equipment. Control shall include for PV power supply drop off in the event of main’s power
outage and when standby generator power supply is connected. Sub contracture shall
include for the necessary cabling and devices to achieve the goal.
It shall afford real-time data acquisition of plant devices such as inverters, meters, weather
stations, grid power distribution boards, and stores the fully customizable chronological
events register of all data and events from components in a local central server and in the
cloud (portal). Monitoring to individual PV module level shall not be a basic requirement.
However this may be provided to client’s advantage. The system shall provide a summary
of collected data to show trends and identify anomalies at distinct array string level and send
events and alerts in case of a problem to assist in troubleshooting and maintenance in form
of customizable mail notifications.
The solution shall be open for integration with third party equipment such routers etc. in
addition to those by specific equipment manufacturers such as inverters.
The solution shall be able to generate automated custom reports with free parameters
selection from a database with second, minute and hour-granularity. The system shall be
capable of being accessed via email locally and remotely, from anywhere and at any time
through a PCs, Smartphones, tablets etc. Data export shall be in spreadsheet and PDFs.
Above all the solution shall be secure from vulnerabilities and cyberattacks. The solution will
afford to isolate violations and define the amount of time such a violation did occur.
For the purpose of tendering assume 1No system monitoring unit to be installed in an office
within AB. To be agreed with the Architect and Engineers.
Shared services riser ducts for ICT and Power will be available for cable routes routing raw
power and Ethernet connection if required. Cable ways in roof and mountings for sensors/
weather station will form part scope of solar PV subcontractor. The subcontractor will
coordinate with subcontractor of other related trades where interface is required.

Sample submissions
▪ The contractor shall submit one sample of each designated item with copies of its supporting
documentation.
▪ The contractor shall submit a range of samples if choice of colour or finish is required.
▪ The contractor shall also reselect and resubmit samples which are not approved
▪ The contractor shall keep the approved samples in good condition on site, until practical
completion. The approved samples shall be checked against the installed products at
Practical Completion and will not be returned.
▪ A fully illustrated technical description containing full instructions for maintenance and repair
work to the engine, alternator and control board. Each copy must be in the form of a full
workshop manual compiled by the equipment manufacturer.
▪ A comprehensive spares list.
▪ A set of A3 size drawings showing the electrical installation and wiring, fully annotated. All
conductor numbers and switchgear components must be shown.
▪ Each manual must be prepared professionally and bound in book form. Drawings must be
drawn professionally with full annotations.
▪ The contract shall not be regarded as being complete before the contractor has fully
complied with these requirements.
3.6.4 After completion of the installation a comprehensive set of drawings must be prepared,
at least A1 in size, professionally drawn. A free-hand drawing and/or annotations shall not be
acceptable. The drawings must mainly consist of three sections as follows:
▪ A schematic layout of the heavy current switchgear, connections, busbars and instruments.
▪ A complete wiring diagram of the light current control equipment and conductors with all
components, conductors and conductor numbers clearly shown and described. ▪ A similar
complete wiring diagram of the engine mounted control panel.
▪ All conductors, conductor numbers, components and contacts must be clearly shown
exactly as installed and connected. A legend defining all abbreviations and drawing symbols,
the name of the installation, the name of the contractor, his project reference number and
telephone number for maintenance calls, must clearly be shown on the drawing.
▪ This drawing must be submitted to the engineer after preparation thereof for his written
approval. One paper copy of the approved drawing must be mounted behind a Perspex cover
at eye level against the machine room wall with four screws and Rawl plugs.
Drawings
▪ The contractor must submit working drawing to the engineer for his written approval before
commencing with the manufacture of the board. These drawings must clearly show:
− a complete circuit diagram of all equipment on the board,
− a complete layout with dimensions, showing the relative sizes, spacing and position of
equipment and the general construction of the board and positions and the fixing method of
busbars.

any of the listed subcontractors. Should any or all of the subcontractors not be approved
subsequent to the acceptance of the tender, it shall in no way invalidate this tender, and the
tendered unit rates for the various items of work shall remain final and binding even in the
event of a subcontractor not listed below being approved by the employer.

and materials found to be not compliant to the specifications.

attached” All technical brochures and technical sheets shall be provided separately form
this document.

Appendix: Schedule of quantities
For the purpose of this schedule of quantities the following words shall have the meanings Hereby
assigned to them:
Payment Item : This number refers to the relevant clause in the specification that
describes the item
This schedule of quantities forms part of the contract and shall be read in conjunction with all the other
documents comprising the contract documents.
The quantities set out in the schedule of quantities are approximate only and the quantities of work finally
accepted and certified for payment, and not the quantities given in the schedule of quantities, shall be used for
determining payments to the Contractor.
The validity of the contract shall in no way be affected by differences between the quantities in the schedule of
quantities and the quantities finally certified for payment. Work shall be valued at the rate or lump sum prices
tendered, subject only to the provisions of the general conditions of contract and the provisions of paragraphs
(k) and (l) of this preamble.
Rates and lump sum prices shall include full compensation for overheads, profits, incidentals, etc, and for the
completed items of work as specified. Full compensation for completing, and maintaining during the
maintenance period, all the work shown on the drawings and specified in the project specifications and for all
the risks, obligations and responsibilities specified in the tender rules, general conditions of contract, special
conditions of contract and project specifications shall be considered as provided for collectively in the items of
payment given in the schedule of quantities, except in so far as the quantities given in the schedule of quantities
are only approximate.
The Tenderer must fill in a rate or lump sum to each item where provision is made for it, even where no quantities
are given. Items against which no rate or lump sum has been entered in the tender will not be paid for when
executed, as payment for such work will be regarded as covered by other rates or lump sums in the schedule
of quantities.
The Tenderer must fill in a rate opposite all items where the words "rate only" appears in the "Price"
column. The intention is that although no work is foreseen under such an item, and no quantities are
accordingly given in the "Quantity" column, the tendered rate shall apply in the event of work under
this item being actually required. The attention of the Tenderers is directed to the provisions of
paragraph (l) of this preamble.
If the Tenderer should group a number of items together and tender one lump sum for such group
of items the single tendered lump sum shall apply to that group of items and not to each individual
item, or should he indicate against any item that full compensation for such item has been included
in another item, the rate for the item included in another item shall be deemed to be nil.

The tendered lump sums and rates shall be valid irrespective of any change in the quantities
during the execution of the contract.
The works as executed will be measured for payment in accordance with the methods described in the contract documents
under the various payment items, notwithstanding any custom to the contrary. Except where otherwise specified, the net
measurements or mass of the finished work in place shall be taken for payment but excluding any volume or mass of work
in excess of that ordered.
The quantities of work or material stated in the schedule of quantities shall not be considered as restricting or extending
the amount of work to be done or quantity of material to be supplied by the Contractor.
The quantities of material or work stated in the schedule of quantities shall not be regarded as authorisation for the
Contractor to order material or to execute work. The Contractor shall obtain the Engineer's detailed instructions for all work
before ordering any materials for or executing work or making arrangements in this regard. Material shall be ordered
according to the construction drawing routing, and measurements taken on site.
The short descriptions given of payment items in the schedule of quantities are only for the purposes of identifying the items
and providing specific details. Reference shall be made, inter alia, to the drawings, project specifications, general conditions
of contract and special conditions of contract for more detailed information regarding the extent of the work entailed under
each item.
Reference shall be made to the general conditions of contract regarding provisional sums.
Subject to the conditions stated in paragraph (l) below, the rates and lump sums filled in by the Tenderer in the schedule
of quantities shall be final and binding and may not be adjusted should there be mistakes in the extensions thereof. Should
there be any discrepancies between the correctly extended and totalled schedule of quantities and the tender sum, the
Employer shall have the right to make such adjustments to the tender sum as he may deem necessary in order to reconcile
the total of the schedule of quantities with the tender sum. In their own interest Tenderers should make doubly sure of the
correctness of their tendered rates, the extensions and the tender sum.
A tender may be rejected if the unit rates or prices for some of the items in the schedule of quantities are, in the opinion of
the Employer, unreasonable or out of proportion, and the Tenderer fails, within a period of seven (7) days after having been
notified in writing by the Employer to adjust the unit rates or prices of such items, to make such adjustments.
The “submission” column indicates what tender and pre-installation criteria will be adhered to by the contractor.
The contractor shall prepare an approval tracker spreadsheet as per the specification document listing
all systems and the approval status thereof. The spreadsheet shall also be used to track expected
delivery dates and actual delivery dates to site.

SPECIAL NOTES
1. The Tender Documents have been issued as one volume and shall be returned in a large
sealed envelope and addressed “TENDER FOR THE SUPPLY, INSTALLATION AND
COMMISIONING OF GRID TIE SOLAR PV SYSTEM.”
2. The bidder is required to check the numbers of the pages of these Bills of Quantities against
the contents stated on the Table of Contents and should he find any missing, in duplicate or
indistinct he must inform the Architect at once and have the same rectified.
3. The Bidder shall be required to fill out forms and submit information stipulated in Part Four of
this bidding document (Qualification Information) as part of this bid. This information shall be
used as a basis of evaluating the bidder’s ability to undertake the works. Failure of a bidder to
submit this information shall result in rejection of his bid.
4. The bidder shall be required to provide a letter issued by an incinerator manufacturer confirming
their commitment to supplying the incinerator to the bidder as part of this tender. The bidder
shall in addition be expected to provide technical datasheets of the equipment they are
proposing to use as part of this tender.
5. Should the bidder be in doubt about the precise meaning of an item or figure, for any reason
whatsoever, he shall inform the Quantity Surveyor in order that the correct meaning may be
decided before the date for submission of Tenders.
6. No liability will be admitted or claim allowed in respect of errors in the Contractor’s id mistakes
in the Bills of Quantities which should have been rectified in the manner described above.
7. The accurate ordering of materials is the sole responsibility of the Contractor in accordance
with the final drawings and the instructions from the Architect. No claim for any loss or expense
will be entertained for orders for materials based upon Bills of Quantities.
8. The Contract to be entered into shall be a Fixed Price Contract. Price Adjustment shall not
be allowed.
9. Selected drawings have been issued as part of the Tender of Documents to amplify
descriptions in the Bills of Quantities. Any other drawings that the bidder wishes to view to
clarify any item may be viewed at the offices of the Architect. Copies of other drawings may
be issued to Tenderers on application.
10. The copyright of these Bills of Quantities is vested in the Quantity Surveyors and no
reproduction in part or in whole may be carried out without their express or written consent.
11. The Bills of Quantities shall be priced in Kenya shillings and Cents. All unit rates shall be
INCLUSIVE of Value Added Tax (VAT).
