To address the challenges met by prospective and in-service trainers regarding the
industry work experience required (IWDR), the TESDA Board Resolution 2019-34 "Allowing
Individuals with Incomplete Industry Work Experience Required (IWER) to Enroll in the
Trainers Methodology (TM) Level I and Providing Guidelines in Granting Provisional National
NET Trainer Certificate (NTTC)" was approved. The resolution aims to maintain a sufficient
number of NET trainers available in the public and private Technical-Vocational Institutions
(TVIs).
A. OBJECTIVE
The objective of this Circular is to provide guidance in the implementation of TESDA Board
Resolution 2019-34.
This Circular shall apply to all trainers of TVET programs. It does not cover the trainer
qualification in the ASEAN Mutual Recognition Arrangement on Tourism Professionals
(MRA-TP) and such other mutual recognition agreements that the Philippines may enter
into.
C. DEFINITION OF TERMS
Grace Period — the period of time provided for a trainer with Provisional National NET
Trainer Certificate (Provisional NTTC) to comply with the industry work experience required
(IWER).
Industry Work Experience Required (IWER) — the number of years of industry work
experience required for trainers to teach in a qualification as prescribed in the Training
Regulation.
National TVET Trainer Certificate (NTTC) - the Certificate issued to the Trainer who has
complied with the requirements of the PTTQF described in Section 1.4 of TESDA Circular
No. 20 s. 2014.
Provisional National TVET Trainer Certificate (Provisional NTTC - the Certificate issued to a
trainer who is a holder of a National Certificate (NC) appropriate to the training program
being handled but not lower than NC II and Trainers Methodology Certificate (TMC) Level I
but with incomplete industry work experience as may be provided in Section 3 of the
respective Training Regulations.

1. The prospective trainers who are compliant with the provision of revised Trainee Entry
Requirements Letter A, B and C of TESDA Board Resolution No. 2017- 31, even with
incomplete IWER, shall be allowed to enroll in the Trainers Methodology (TM) Level I.
2. As defined in TESDA Board Resolution No. 2017-31, the prospective trainer must have
met the following entry requirements:
a. Completed any of the minimum requirements for education and teaching experience,
as provided in Letter A of TESDA Board Resolution No. 2017-31:
b. Certified in NC Level higher than the qualification to be handled provided that such
TR exists; and
c. Must possess appropriate and effective oral and written communication skills.
1. The prospective trainers with National Certificate but with incomplete IWER shall
undergo national assessment to gain Trainers Methodology Certificate (TMC) Level I.
2. The prospective trainer with NC and TMC Level I but with incomplete IWER shall apply
for accreditation to be issued a Provisional National TVET Trainer Certificate (PNTTC).
3. Current trainers with valid NTTC but with expiring NC and incomplete IWER must renew
their NC prior to the expiration date, and afterwards immediately apply for Provisional
NTTC.
4. The Provisional NTTC of prospective trainers and current trainers with valid NTTC but
with incomplete in-service IWER shall reflect the following details — Date of Issue,
Qualification Applied For, IWER of Qualification, Industry Work Experience
Gained, and Grace Period (Annex A).
5. The Provisional NTTC shall be issued by the Regional Office. The Certification Office
shall facilitate the printing and availability of the Certificates which shall include security
features same as provided in the National Certificates.

1. The trainer with Provisional NTTC may earn industry work experience credits within the
grace period through a combination of the different industry work experience modalities.
2. The industry work experience required that can be credited shall be based on the
accumulated credit units gained from the number of years of teaching experience and
the duration of all the in-service education and training modalities the trainer has
attended.

5. To determine the equivalent number of industry work experience required, the steps are
as follows:
1) Determine the credit unit in teaching experience based on the number of years
of teaching (Table 1).
2) Determine the credit units of any or all the modalities attended by the trainer
(Table 1):
3) Get the total credit units of teaching experience and the modalities attended.
4) Get the equivalent industry work experience of the total credit units in Table 2.
Example: Determine the equivalent industry work experience of a trainer who has 3 years of
teaching experience, 2 months of industry immersion, 3 weeks of Technical Consulting, 2
weeks DTSIDTP (In-plant Program), 2 weeks of International Industry Immersion and '1 week
of International Training modalities.
6. The Provincial Technical Assessment Group (PTAG) shall assess the submitted evidences
of in-service education and training modalities attended and recommend the equivalent
number of years of industry work experience.
1. A trainer issued with Provisional NTTC shall comply with the IWER provision within the
grace period of no less than two (2) years, or no more than the prescribed duration of
the IWER for the qualification, whichever is longer.
2. The Provisional NTTC shall be valid only until the expiry date of the NC. Upon expiration
or three (3) months prior to expiration, the holder shall file for renewal for both the NC
and the Provisional NTTC. If the NC of the trainer is expired, s/he cannot apply for
Provisional NTTC.
3. Upon compliance with the IWER requirements of the Training Regulations, a trainer who
is in possession of the Provisional NTTC shall be issued an NTTC by the Regional Office.

H. SPECIAL PROVISIONS
1. The trainers with Provisional NTTC shall be assisted by their respective private or public
partner-WI in undertaking the different modalities to gain IWER within the grace period.
The partner-WI shall be given priority as provider of the TESDA Scholarship Programs
(e.g. Training for Work Scholarship Program, etc.).
2. TESDA shall support the employed trainers with Provisional NTTC through scholarships
for industry immersion and towards higher level qualification.
3. The private or public partner-WI shall submit a written contract signed with the trainer
holding a Provisional NTTC to the Provincial Office (PO). The contract shall indicate,
among others, the training modalities that the trainer with Provisional NTTC shall
undergo to gain industry work experience.
4. The PO shall use the written contract to determine the assistance that TESDA may
provide for the trainer to gain the IWER and as evidence for giving priority to partner-
TVI as provider of the TESDA Scholarship Programs.
1. The Provisional NTTC of a trainer who did not gain the industry work experience required
within the grace period shall be automatically revoked.
2. The Provisional NTTC issued to WET Trainers shall be cancelled on the following
grounds:
c. Violation of any defined procedure in the conduct of Training and Assessment; and
d. Any act resulting to serious injury of a person committed by the Provisional NTTC
holder in the practice of his/her job as a Trainer or Assessor.
1. The Certification Office shall maintain a Registry of Trainers with Provisional NTTC
which shall be uploaded in the TESDA Website on a monthly basis.
2. The private and public partner-TVI shall submit to the RO a bi-annual report on the
trainers with Provisional NTTC who were provided with in-service education and

training. The annual report shall be part of the evidences in giving priority to the WI as
provider of the TESDA Scholarship Programs.
3. The RO shall also submit to NTTA a monthly consolidated regional report on the trainers
issued with Provisional NTTC and the trainers with Provisional NTTC ultimately granted
an NTTC.
4. The NTTA shall include in the database of trainers the consolidated regional report on
the trainers issued with Provisional NTTC and the trainers with Provisional NTTC
ultimately granted an NTTC.
K. EFFECTIVITY
This Circular shall take effect as indicated and amends provisions of other issuances that are
inconsistent herewith. Wide dissemination of this Circular by all concerned is hereby
enjoined.
