I. INTRODUCTION
The use of technology, the availability of internet access and other alternative learning methods on the new normal of education
greatly affect the learners who are behind the glamour of luxury. The struggle to survive hunger everyday has already been the plight of
the poor community. With the massive shift on education brought by COVID-19, learners and their families are uncertain on how to
breeze these challenges. It is their hope that the implementation of RA 10929, the Free Internet Access in Public Places Act will be fast
tracked.
To ensure learning amidst Pandemic, the Basic Education Continuity Plan (BE-LCP) designed by the Department of Education to
address the gaps of the changes on the new normal of education will be executed in Lingig National High School. Secretary Leonor
Briones, emphasized, “Education must continue whatever the changes and even the dangers we confront now and in the future“.
Establishing a new sense of normalcy, the Department where innovations happen considers the issues about access to online platforms
and availability of gadgets and modality of learning delivery. As such, the school learning continuity plan serves as a guiding light on
educational continuity while giving utmost importance and priority on health, safety and well- being of the learners, school personnel
and the community as a whole.
Guided with its mantra, “Excellence is the Norm”, and its tagline, “Pageskwela Kanato Ipadayon, Sa Pagtinabangay ug
Paghiusa kontra Covid-19 kita magmadaugon”, LNHS is ready to embrace the new normal of education and prepared to navigate on
the changes brought by pandemic. With the internal and external stakeholders who share best practices to support BE-LCP, the school
is embarked to carry on the journey of continuity of learning. Dedicated to maintaining the community relationships with one another,
Lingig National High School is ready to bridge the digital needs of the teachers and learners fall 2020 classes and beyond.

Included in the School LCP are terms which are defined according to our context. Step by step process of how this LCP was developed is
discussed in the methodology part.
With thorough deliberation on all the issues and concerns posed by COVID-19 and with the analysis and interpretation of the
necessary data gathered (which are discussed on the succeeding pages), like in the SIP process, the school has identified priority
activities as areas of focus for the realization of the school LCP. Specific details are embedded in the six integral dimensions namely
Safe Operations, Focus on Learning, Hiniusang Pag-alagad sa Edukalidad Program, Reaching for the Most Marginalized,
Well-being and Protection, and Educational Financing. To ensure the success of its implementation, a monitoring and evaluation
process will be done every after the conduct of activity.
Reflected in the School LCP is a brief discussion of every dimension. In addition, to give a clear picture of how every dimension
will be realized, specific activities were enumerated with its objectives and strategies. Factors like persons involved, time frame,
resources needed, were also identified. The status of the implementation of the activities is tracked through the stated success
indicators.
As the famous adage goes, “It takes a village to educate a child,” with all the changes that we will go through as we transition to
new normal in education, and with everyone in the community working together, Lingig NHS will always uphold the right of all citizens
to quality education at all times. Hence, we are more resilient to cope and adapt to this challenge. Through the School LCP, the
difficulties and limitations of the learners will be addressed.

1. BE-LCP. This refers to a guideline on the different interventions in order to have a successful conduct of classes amidst COVID-19
pandemic.
2. BE-LCP Management Framework. This refers to the process flow and persons involved in crafting the BE-LCP.
3. Dimensions of LCP. These refer to the different areas of concern to be addressed in order to have a successful continuity of
education. Activities to be conducted in every dimension are identified through analysis of the school data.
4. Safe Operations. This refers to BE-LCP dimension which focuses to the health and safety protocols to be observed in all school
operations.
5. Focus on Learning. This refers to BE-LCP dimension that focuses on the different ways and processes to be conducted that will
ensure the delivery of quality learning among the learners.
6. Hiniusang Pag-Alagad Para Sa Edukalidad. This refers to BE-LCP dimension which is anchored on DepEd Flagship Program, the
Sulong Edukalidad.
7. Reaching The Most Marginalized. This refers to BE-LCP dimension regarding linkaging mechanisms in reaching those who are in
the far-flung areas for them to gain access to education amid this pandemic.
8. Well-Being & Protection. This refers to BE-LCP dimension which pertains to the different precautionary activities that will be
implemented to ensure the safety of the learners, school personnel and the whole community.
9. Education Financing- This refers to BE-LCP dimension which involves strategic planning and utilization of the finances and funds
in line with the activities stipulated in BE-LCP.

10. Learning Modality. This refers to the different ways of how learning will be delivered. DepEd had identified four types of learning
modalities namely: Face-to-Face, Distance Learning, Blended Learning and Home Schooling. The type of learning modality to be
implemented is subject to COVID-19 restrictions and the particular context of the learners in the school or locality.
11. Face to Face (F2F). This refers to a traditional way of teaching. A type of learning modality where the teachers and the students are
both physically present in the classroom with physical interaction and engagement in teaching and learning process.
12. Blended Learning. This refers to a type of learning modality that combines the face-to-face learning to any type of distance learning.
This limits the physical interaction of the teachers and students.
13. Distance Learning. This refers to a type of learning modality that doesn’t require physical interaction of the teachers and students
during teaching instructions. This can be classified into three: Online Learning, Modular learning and TV/Radio-Based
Instruction.
14. Home Schooling. This refers to a home-based learning delivery which is facilitated by trained and qualified parents, guardians or
tutors.

Due to the scale and severity of the COVID-19 outbreak, national emergency has been declared by the president thereby putting
the entire country into State of General Community Quarantine altering the societal norms of lifestyle in various sectors like
transportation, business, and most especially in education. Public health is given priority over education thus overhauling the
mechanism of nation’s educational system. Along with challenge to improve the quality of learning, the need to adopt and adjust to the
prevalent pandemic milieu has never been this relatively high and urgent considering that the cure for this disease is still out of reach.
It is of this light that the Department of Education instructed every school, in tandem with its Local Government Units (LGUs), to
formulate and craft a Basic Education- Learning Continuity Plan to roll-out effective ways and efficient means of delivering basic
education not just to the urban learners but even down to the most marginalized ones. In response to this call, Lingig National High
School, being a dynamic institution adhering to its mantra ‘Excellence is the Norm” has stood up to the challenge and came up with its
“Sulong Edukalidad”-anchored version of Basic Education Learning Continuity Plan or BE-LCP.
Lingig National High School Learning Continuity Plan strategically illustrates well-defined activities and programs geared toward
unceasing delivery of quality learning in basic education in the new normal context. It is the by-product of collaborative efforts of select
stakeholders, administrators, teachers, and students in response to the national public health crisis posed by COVID-19 pandemic. Its
framework suggests that it had gone through several deliberations and after multiple consultations from partners, the team harmonized
it, integrated everything and finally formed the final and comprehensive version of LCP. The activities planned are based from data
gathered attached in the manuscript which comprises the six dimensions of the BE-LCP: Safe Operations, Focus on Learning, Hiniusang
Pag-alagad sa Edukalidad Program, Reaching for the Most Marginalized, Well-being and Protection, and Educational Financing. Each
dimension embeds activities which are carefully planned and vividly equipped with details (e.g. objectives, strategies etc. - see matrix)
for its realization. These activities will also be monitored and evaluated for adjustments and improvements purposes by the same team
who did planning and implementation.
This BE-LCP is an output driven by School-Based Management Level III best practices of the school wherein stakeholders are
actively engaged in crafting the flesh of the plan. Evident in the matrices across all six dimensions are the specified strategies which
highlight the active involvement of stakeholders as persons involved in steering forward the planned undertakings. Prior to its
formulation, the team was being formed out from the School Head, select teachers, student-leader representative, and select
stakeholders representing General Parent-Teacher Association-Board of Directors and other representative from various organization or
agencies. The team conducted conferences and deliberations. School Improvement Plan (SIP) was being revisited to check and gather
data. From the gathered data, priority needs were then identified and were compared against the pillars of the Deped’s flagship program
“Sulong Edukalidad” for adjustments and target-setting. “KITE”- which stands for the first letter of four pillars of the flagship program
stands for K-12 curriculum review and update, Improve learning environment, Teacher upskills and reskills, and Engage stakeholders

for support and collaboration, was taken as blueprint for the sequence of activities in the LCP. By doing so, the team was able to come
up a comprehensive version of Learning Continuity Plan doable enough to realize its goals and objectives.
Although it seemed as if the COVID-19 crisis is still a long way to go and the realization of BE-LCP largely depends on the
unwavering commitment of the persons involved, Lingig National High School is optimistic enough that with its guiding school mantra
“Excellence is the Norm” paired with its School-Based Management best practices fueled by the proactive engagement of its
stakeholders, the right of every Filipino learner to quality, equitable and functional education will not be challenged but rather be
protected and promoted.

The data shows that Lingig National High School cannot be used yet to conduct classes.
Subject to the approval of DepEd Caraga Regional Director, LGU can continually utilize the
school provided all stipulations under Terms and Conditions (TAC) are followed. The school will
be safe for occupation when cleared from any threats of viruses after its use.

The data accentuates that the Enrolment for the School Year 2020-2021 is comparatively larger than the
previous one. For S.Y. 2019-2020, there were 1,735 enrolled learners based on LIS data, hence signifying a
shortfall of 22% against the current SY which is attributable to COVID-19 pandemic.

remote areas particularly in Bogak, Rajah Cabungsuan, Sitio Tamsi-an of Barangay Pagtila-an,

The data presents the Preferences for Learning Modalities for School Year 2020-2021 based on the accomplished Learner Enrolment
& Survey Form (LESF) summary. Of 1,354 enrolled learners, 7% preferred Face to Face learning, 33% preferred to educate their
children at home instead of sending them to school, 35% preferred Distance Learning with 3 mediums- where lectures are
broadcasted thru tv or radio, or over the internet and or through self-learning modules- no need to attend classes in school,
and 25% preferred Blended Learning where students learn through combination of the aforementioned modalities.

The result manifests that only 51 literate parents can provide academic assistance to the students on self-learning
modules, the rest of which cannot provide thereto. Fortunately, the school identified 6 volunteers or potential
knowledge source, 1 per Grade Level to help in the delivery of learning specially to the remote areas.
However, these number of parents and volunteers would not suffice the total number of students
who needs assistance for the successful accomplishment of the learning materials.

The data exhibits that there are ICT equipment and other facilities that could be utilized by both teachers and learners.
However, if these will be distributed evenly for use off site, these would not cater everyone. With new COA Memo Circular,

However, there are some subjects that do not have books both in JHS and SHS. In S.Y. 2019-2020, the ratio of book
to student is 1:2. This would imply that not all students will have the chance to borrow available books in

The data explains that there are some subjects both JHS and SHS that do not have Contextualized Instructional Materials.
This poses the need to capacitate teachers on making contextualized IMs- A basis as well for topic inclusion in the next INSET.
Positively, the existing Contextualized IMs could potentially be used by learners. However, these would not be
enough to accommodate the total population of LNHS students.

The data shows that there are 4 hand washing facilities and 3 comfort rooms that need repair. It could be
observed in the figures that SHS do not have external hand washing facilities which manifests the need
to construct the aforementioned so that these would evenly be utilized by all students for maximal use.
The result shows commendable MPS for S.Y. 2019-2020. This is attributed to intervention programs
initiated by subject teacher which need to be sustained this S.Y. and in the coming years.

The data shows that the overall dropout rate is 1.26%. This gap from the 0% target was attributable
to the reasons of early marriage, distance from home to school and child labor.
As of June 30, 2020, the school has realigned and utilized P35,000.00 in payment for health and safety supplies and materials
related to COVID-19. So as not to compromise the budgetary requirement for other object of expenditures, the maximum
allowable amount to be realigned will only be up to P20,000. However, since travel budget was utilized less by far,
budget cutting a portion in support thereto is allowable. Moreover, remaining canteen funds and
PTA funds could also be utilized for other purpose like feeding of identified malnourished
students subject to the approval of canteen management and PTA Board of Directors.

1. SAFE OPERATIONS
Taking into account that COVID-19 continues to spread, it is important that school take actions to prevent further transmission,
reduce the impacts of the outbreak and support control measures as it continue to deliver access to education to its clienteles. The
protection of students, teachers, administrators and staff, and educational facilities is vitally important. Precautions are necessary to
prevent the potential spread of COVID-19 in school settings should face to face modality be permitted. That is why the World Health
Organization (WHO) and UNICEF strongly stand that education settings should continue to be welcoming, respectful, inclusive, and
supportive environments to all. These aforementioned salient points comprise the first domain of Lingig NHS BE-LCP. Clear preventive
measures are formulated and innovative operational mechanisms are initiated in the plan to prevent the entry and spread of COVID-19
to or by students and staff while minimizing disruption and protecting them from discrimination or stigmatizing.

2. FOCUS ON LEARNING
Considering the multiple learning modalities, this BE-LCP is designed to effectively cater learners by formulating different ways
and adopting processes that will ensure the delivery of quality learning despite the threat of the COVID-19 pandemic. This dimension
focuses on establishing strategies on the smooth conduct of classes while integrating precautionary measures to ascertain that both the
teachers and students are able to perform duties and responsibilities in a safe and protected setting. This involves multiple innovations
formulated by the school to facilitate its curricular operations particularly the teaching-learning process in a covid-free mode. This
creates an environment whereupon teachers and administrators can remotely function both effectively and efficiently while working at
home and reach out to students without the fear of exposure and even of stigma of being a probable COVID carrier. New initiatives are
also employed here which capacitates and empowers not just the parents, but also barangay officials and all other able individuals in
the community to become facilitator of learning which could help the students and improve academic performance.

Teacher’s Follow-up. The teacher will text or call those students who have cellphones and encourage parents and other members of
the family to assist them in the delivery of learning. Those who don’t have communication technologies will be reached out by
volunteers and teachers even in remote areas.
School Learning Support Program. There are three considerations in this program; the students, teachers and parents. To help the
students with different needs, the school together with its partner stakeholders, will provide assistance to cope with the academic
demands even in distance learning and home schooling especially during this pandemic. The program also supports teachers by
providing resources and capacity building trainings to facilitate the inclusion of identified students in all mainstreamed cases. The
program also outlines considerations for effective parent or guardian engagement that support distance learning.
Remediation. Those students who would have hard time and very low assessment scores using the self-learning modules will be
subjected to remediation. This can be done by given them remote remediation by way of providing them additional activities based from
least learned competencies.
Parent-teacher conferences or meetings. This is one important factor that could help boost confidence, self-esteem and performance
of the learners through constant communication with parents or guardians, and teachers learn about the learners’ home background
too.
X. SCHEDULING
A. When Face-To-Face learning will not be allowed

Since Online Learning is not possible for the students in the Municipality of Lingig, Distance Learning Modality and Home
Schooling will be followed. The proposed schedule for the Distance Learning (Modular Learning) will be assigned in certain days of
the five-day class week.
When Face-To-Face will be allowed, Blended Learning will be applied. The proposed schedule for the Blended Learning of each
grade level will be as follows:
a. Grade Seven (7) will report to school on Mondays;
b. Grade Eight (8) will report to school on Tuesdays;
c. Grade Nine (9) will report to school on Wednesdays;
d. Grade Ten (10) will report to school on Thursdays; and
e. Grade Eleven (11) and Twelve (12) will report to school on Fridays.
The other four days will be for modular and online distance learning.
For detailed class schedule, a specific class programs by grade level will be done.
The rest of the activities stipulated in D.O. No. 007, s. 2020 will be followed except amended or rescinded.

Lingig NHS adheres to the health protocols as mandated by DOH through the IATF guidelines. Physical distancing will be implemented
through the following:
a. The class size for each section will be 20 – 25 learners only;
b. The class schedule will be half day only;
c. One classroom apart will be used for the classes.
Foot bath and thermal scanner are available at the school’s entrance. The school will refuse entry to those who will register a high
temperature when scanned.
Every person which enters the school premises needs to wear mask and sanitize at all times.
A weekly disinfection will be made in all classrooms, offices and other places in the school.
