SECTION – III

SCOPE OF THE WORK


SCOPE OF THE WORK:

1. Transportation of materials to Site, unloading at site, handling, storage,


associated civil works, services, permits (material related), insurance at
all stages, construction, erection, installation, testing (pre-grid and post
grid), commissioning, performance testing, trial run, training to
Beneficiary department / BESCOM nominated representative.

2. Performance testing of the complete system.

3. Risk liability of all personnel associated with installation, testing and


commissioning of the project.

4. Training on the various aspects of maintenance of the system after


commissioning for at least two persons at each location nominated by
Beneficiary department.

5. The tenderer shall submit the drawings and designs of the cabling and
other components.

6. A technical Person should be appointed by the contractor for minimum 3


months to supervise the plant and maintain the records and training to
the departmental persons.

7. The contractor shall maintain sufficient inventory of the spares to ensure


that the system can be made functional within 48 hours from the
communication of breakdown of the system during currency of the
warrantee period. Else the contractor will be penalized as per the penalty
clause.

8. The contractor shall run the system on trial basis and shall closely
monitor the performance of the system before handing over the system, so
that the assured annual power generation can be estimated for
monitoring the performance of the system. BESCOM will examine the
data of generation and ascertain whether the actual generation is inline
with guaranteed generation.

9. Detailed Project Report:


The following documents are to be submitted in triplicate berfore
start of the job for approval and the work shall be executed as per
the approved drawing and technical specification set in the tender
documents

a. Single line diagrams of the each locations


b. Detailed technical specification of all the equipment’s.

c. Schematic diagram for entire electric system
d. Action plan for completion of the project
e. Bill of materials

10. INSPECTION OF MATERIALS


All the materials shall be offered for inspection before dispatch at the
factory / godown / ware house.

11. EXECUTION OF WORK:


The equipment and materials with associated system (Typical) shall
include but not be limited to the Supply, Erection, testing &
Commissioning of the following:

I. CIVIL WORKS
 Cleaning of Roof.
 Requisite foundation and structures wherever required.
 Requisite cable routings through cable contours/ UV resistance
Pipes wherever required.
 Civil & Electrical work for mounting the inverter etc
 Fabrication, supply & erection of cable holders, support, brackets
and accessories.
 Galvanized steel rigid/ UV resistance flexible conduits and
accessories, cable pipes, lugs, glands, terminal blocks, galvanized
sheet steel junction boxes, cable fixing clamps, nuts and bolts etc.
as required.
 Supply of necessary materials for field grounding system etc.
 Suitable drainage arrangements wherever necessary.
 Any other items not specifically mentioned in the specification but
which are required for erection, testing and commissioning and
satisfactory operation of the solar power plant are deemed to be
included in the scope of the specification unless specifically
excluded.

II. SOLAR PV PLANT SYSTEM

The system shall consist of (but not limited to) following equipment:

 Suitable Nos. of Crystalline silicon Solar PV Modules not more
than approved proposed capacity

 Mounting Structures
 DC Combiner Box /Array Junction boxes / DCDB
 String Inverter total capacity should be suitably matched to the
total installed capacity of Solar Rooftop PV power plant system.
 Only BESCOM empanelled grid inverters should be used.
 Earthing system with necessary Earthing conductors
 Lightening Arrestors
 Inspection / Incidental Services
 Pre & Post Commissioning Test

III ELECTRICAL WORKS

 AC Distribution Board

 Protective Relays & Control Panel (if needed)


 AC & DC Power Cables with accessories
 Earthing System.
 Only BESCOM empanelled bi-directional meter should be used
both for net-meter and solar generation side.
 Solar logs / Modems which can communicate both from grid tied
inverter, Solar side meter and bi-directional meter should be
provided to retrieve the data by BESCOM.
 Lighting /Surge Arrestor

 All equipment & item which are not specifically mentioned but are
required for completion of work including commissioning, operation
& maintenance of Solar Rooftop Power Plant, in every respect and
for safe and efficient operation and guaranteed performance.

IV DATA LOGGER
The Bidder shall provide the Data logger for providing Automatic data logging
of generation with frequency as insisted by BESCOM including the daily load
curves of solar generation both AC and DC with analytics in case of Solar
generation falls below baseline and to ensure 100% efficiency of panels as
per design, after allowing natural degradations.

 The communication between grid tied inverter and data logger system
shall follow Industry Standard like RS232 or RS485 or RJ45 LAN

 Communication between the data logger and the Application running on
system shall be based on GSM/GPRS.
 The data to be logged and made available shall be as follows:-
o Instantaneous DC Voltage
o Instantaneous DC Current
o Instantaneous AC Voltage
o Instantaneous AC Current
o Conversion Efficiency
o Voltage graph showing Volts in Y-axis and Time-of-Day on X-axis.
Similarly Current graph
o Total AC Power generated per day, per week and per month
showing Power Generation Profile graphs
o Peak Power generated
o Monthly Power generation charts showing the total power generated
in each month.
o Temperature: Temperature probes for recording the Solar panel
temperature and ambient temperature shall be provided.
o A data logging system for plant control and monitoring shall be
provided.

12. Inspection of solar rooftop power plant by third party agency:

BESCOM has the option for calling third party inspection of the Solar
Rooftop power plant after installation of the plant. During Third party
inspection, if the system installed is found faulty or not in compliance to
the technical specification, the same shall rectified/ replaced by the
successful bidder at no cost to BESCOM. The cost of third party
inspection will be borne by BESCOM.

13. Commissioning of the solar rooftop power plant


Before commissioning the Solar Rooftop power plant, necessary approval
shall be obtained from the department of Electrical inspectorate, Gok, The
necessary fee for inspection and approval shall be borne by successful
bidder.

14. Trial run


The Solar Rooftop power plant shall be deemed to be successfully
installed and commissioned after submission of relevant commissioning
certificated from the BESCOM officials. During the trial operation, the

Solar Rooftop PV power plant shall perform trouble free operation for cumulative 72
hours during which the functionality of all the plant components shall be demonstrated
and the system shall be in generating mode.

15. Handing over


All drawings shall be fully corrected to agree with the actual "as built" site
conditions and submitted after Commissioning of the project for record
purpose both in soft and hard copy.

The successful bidder must submit the information such as GPS


locations of the site and necessary photographs along with installation
and commissioning reports.

16. Training of BESCOM employees


The successful bidder shall provide training to BESCOM personnel’s
(minimum 2 nos) for smooth running of the system.
17. Operation and maintenance contract of Solar Rooftop PV System:

a. The successful bidder should submit a maintenance plan for the


operation and maintenance contract period to BESCOM.
b. The successful bidder shall provide operation & maintenance of the
plant for a period of Ten (10) years from the date of successful
completion of trial run.

c. The O & M period starts only after commissioning of all the SRTPV
plants of the respective lots.

d. Cleaning of panels shall be carried out quarterly to ensure maximum


generation. In case the dust collection or any other observation such
as cracks, fire risks etc are noticed frequently, the frequency of visits
should be increased.

e. The maintenance shall include preventive service visits monthly for


first three months and quarterly thereon for the first year and the next
year onwards once in a year till the completion of the O & M
maintenance contract period. If the Solar Rooftop PV power plant
system plant is not functional, the same should be repaired or restored
or replaced within 7 days.

f. Continuous monitoring the performance of the SRTPV Power Plant and
regular maintenance of the whole system including Modules, Grid tied
inverters, cables are necessary for extracting and maintaining the
maximum energy output from the generating Power Plant.

g. Any replacement required, for inverters, cables, junction boxes or any


other component during the entire course of Ten years should be
clearly mentioned with the expected time.

h. During operation and maintenance period of the SRTPV power plant, if


there is any loss or damage of any component due to mismanagement
or mishandling or due to any other reasons pertaining to the deputed
personnel, what-so-ever, the successful bidder shall be responsible for
immediate replacement or rectification. The damaged component may
be repaired or replaced by new component.

i. The successful bidder shall undertake to provide the operational and


maintenance manual of the system in Kannada/ English language.

j. If the operation or use of the system proves to be unsatisfactory during


the warranty period, the Successful Bidder shall replace the faulty one
or carry out necessary repairs as per the warranty terms and
conditions to the full satisfaction of BESCOM.

k. The bidding company shall be responsible for all the required


activities for the successful running, optimum energy generation &
maintenance of the SRTPV power Plant for Ten years.

l. BESCOM reserves the right to claim damages and Costs for non-
fulfilment of warranty, apart from forfeiting un-paid amount if any, in
the event of unsatisfactory maintenance.
