TABLE OF CONTENTS
1.0 INTRODUCTION
Oil and Natural Gas Corporation Limited (ONGC) is engaged in exploration and exploitation of
oil and gas in Western Offshore of India. ONGC intend to redevelop Heera Panna Block of
Western Offshore Basin which is located about 70km South West of Mumbai High. As part of
this development 2 new Well platforms along with Topside modification of existing 7 well
platforms, 5 process platforms and laying of submarine pipelines with risers.
2.0 DEFINITIONS
In this specification, the following terms and the respective definitions are used:
Client / Company : ONGC – Oil and Natural Gas Corporation, Mumbai,
India.
Contractor/Purchaser : Federal Hardware Engineering Co. Pte. Ltd.
Vietsovpetro
Vendor/Bidder : Any manufacturer, seller or supplier who is appointed
by the Client or Contractor and responsible for the
supply of materials or equipment or services.
Third Party : All other authorized parties contributing to the
Project.
During design and/or manufacture if Purchaser/Purchaser's Consultant finds it necessary to discuss, some
matters relating to the order, then vendor shall provide competent and authorized technical and/or
techno‐commercial personnel for such discussions. Such meetings are normally held at purchaser's/
purchase consultant's premises.
Notice for such meetings in the above cases will be given as in Para 'g' above.
b) If during design/detailed Engineering/manufacture of the ordered items the vendor discovers any
discrepancies/conflicts in the purchase requisition documents, he shall obtain clarification in writing from
the purchaser / purchaser's consultant before proceeding with the work.
In the event of errors occurring during manufacture, vendor shall alert the purchaser immediately giving
all details.
c) Vendors compliance to specification does not relieve him of his responsibility to provide equipment and
accessories of proper design to meet the operations, maintenance and safety requirement of supplied
material.
d) Vendor on whom the purchase order is placed is responsible for the due compliance of the order by
himself his manufacturer, sub‐vendor, supplier etc.
e) After placement of Purchase Order, the vendor shall abide by the requirements of the purchase requisition
documents except for the deviations accepted by the purchaser vide 'Form B' enclosed to the purchase
requisition. However during the execution of the order, the vendor feels that additional deviations are
required, the vendor shall immediately request the approval of the purchaser and purchaser's consultant
of the proposed deviations giving the following details.
‐ P.O. number and description.
‐ P.O. item No., Tag No./Equipment No. etc.
‐ Drawings and documents affected by the request.
‐ Description and reason for request with enclosures as required.
‐ Effect of this request on price and time schedule.
It should be clearly understood that the purchaser is not obliged to entertain and approve such requests
from Vendor. However in the interest of work purchaser may at his sole discretion entertain and approve
such requests partly or completely. Only after receipt of purchasers written approval the vendor should go
ahead with the deviation requested in keeping with the approval received.
If the requested deviation is not accepted by the purchaser the vendor shall be bound by purchase
requisition requirements.
3.3.2 Documents to be furnished after order
a) All applicable drawings, data sheets, catalogues and other technical documents, in requisite number of
copies, as specified in "vendor data requirement schedule" shall be submitted.
Design calculations for equipment and sizing calculations for control and safety valves etc., shall also be
submitted for approval if specified.
b) After completion of manufacture, final inspection and release for dispatch, vendor shall submit in requisite
number, as specified in vendor data requirement schedule, "as built" drawings, data sheets duly signed by
final inspection authority, for inclusion into operation manual for the project to be compiled by purchaser/
consultant.
c) Operation and maintenance manual(s) in requisite numbers shall be submitted along with
equipment/supplies.
d) List of spares, tools, tackles, installation aids, chemicals, initial fill of lubricants etc. supplied shall be
submitted along with dispatch documents.
e) Details of any facilities/accessories required for erection and/or pre‐commissioning but not included in
the vendor’s scope of supply shall be furnished well in advance for erection and/or pre‐commissioning.
f) A consolidated list of all deviations raised and approved by purchaser and/or their authorized
representatives during execution of order shall be submitted prior to dispatch of equipment. This list will
also be attached as an annexure to the "Operations and Maintenance Manual" to be submitted by vendor.
g) Details of packing and protection provided for transportation of equipment to site shall be submitted. This
document should also contain detailed instructions for handling and storage at site.
h) Equipment weight certificate as per Form H (enclosed) including 'COG' shall be sent along with equipment
4.0 Supplies
a) Vendor shall supply all commissioning spares, tools and tackles, initial fill of lubricants, chemicals and such
consumables along with main equipment.
b) Items such as gaskets, gland packing seals etc. used during final testing, but needs to be changed before
commissioning shall be separately identified, packed, labeled and supplied along with main equipment.
c) Any loose items and/or equipment which are to be fitted by vendor at site before commissioning shall be
properly identified, packed, labeled and supplied along with main equipment.
d) Calibration aids, gases etc. that are in vendor's scope of supply shall also be supplied along with main
equipment.
5.0 Inspection
Vendor shall have a system to ensure that all inspection, measuring and test equipment used to produce
the product ordered are calibrated and fit for use. Vendor shall do all that is necessary to comply with
purchase requisition document with regard to Inspection/Quality Control requirements, submission of
reports, certificates etc. and provide every assistance for inspection / witnessing of tests by purchaser's
representative or by a third party appointed by purchaser.
Company/Purchaser's representative shall have the right to reject any material/equipment that is found to
be of unacceptable quality or workmanship or fails to comply with purchase requisition requirements.
5.1 INSPECTION NOTICE
Vendor shall give purchaser a minimum of ten working days’ notice of forthcoming 'Witness' and 'Hold'
activities.
The notice must be communicated by letter or telex and shall include the following.
‐ Plant location and date on which the items will be ready for inspection.
‐ The 'Witness' and/or 'Hold' activities to which the notice relates.
Note:
1. Vendor should fill in this form, the deviations to the requirements as stated in the RFQ. If no deviation is required,
Vendor should fill in “NIL” in the 'Deviation' column.
2. Deviations, not specified in this Form –B, but indicated elsewhere in the vendor offer shall not be considered for
review/approval throughout the execution of the project and it will be presumed that vendor will comply with all other
requirements stipulated in RFQ.
3. Vendor shall submit this filled in form, duly signed & stamped.

9. Piping Design criteria section 3.3 cl.4 (Pg 11/15) states "For Smooth Pigging Operation, Attempts shall be made to keep the
ID of the piping from reducer of pig-Barrel to pipeline - piping interface as close as possible to the ID of the riser in splash zone".
However thickness of 5D Bend is maintained same as riser, Riser bend and zone-2 pipe thickness
(as specified in Vol II - Submarine Pipelines & Risers table 4.2A, Sl.No 8B).

3.0 MATERIALS
3.1 Bends shall be fabricated from steel line pipe manufactured in accordance
with the latest revision of the Company Specifications referred in Section
2.0. The type of pipe to be used for fabrication of bends shall be as indicated
in the Material/Purchase Requisition. Pipes with positive tolerance on wall
thickness shall be selected for manufacturer of long radius bends.
3.3 All mechanical properties of the bends after finishing shall be same as the
relevant pipe specification referred in clause 3.1. The test procedures shall
be as per the relevant pipe specification as referred in clause 3.1. The
following tests shall be conducted on finished bends:
One tensile test shall be conducted on the base material of finished bend for
each heat of steel used, to establish yield strength, ultimate tensile strength
and elongation. The specimen shall be taken longitudinal or transverse to the
pipe axis as specified in the relevant pipe specification.
In case of bends of Nom. Dia. 18 inch and larger, the specimen shall be taken
one at inside radius and one at outside radius of the bend.
Charpy-V-notch impact tests shall be conducted for each heat of steel used at
the same temperature as specified in the relevant pipe specifications referred
in Clause 2.0.

In case of bends fabricated from SAW pipes, one face and one root guided
bend weld test shall be performed on samples cut from one bend per heat of
steel.
The acceptance values and procedure shall be as per the relevant line pipe
specification referred in clause 2.0 of this specification.
4.0 MANUFACTURE
4.1 Bends shall be manufactured by hot bending the pipe using the following
method(s):
4.1.1 For pipe nominal diameter 4" though 16", the bends may be manufactured
either.
OR
ii. By packing the pipe with dry silica sand and hot bending.
4.1.2 For pipe nominal diameters 18" and larger, the bends shall be manufactured
by high frequency induction heating and forming only.

4.3 When bending SAW pipes, the weld shall be located at approx. 10o from the
neutral zone, measured at outside of the bend as indicated in Figure 4.3.
4.4 All bends shall be provided with a tangent length at the ends. In case the
angle of the bend is less than or equal to 45 degree, the tangent length shall
be 500 mm and for bend angle greater than 45 degree the tangent length shall
be 1000 mm.
4.5 Bend angle and bend radius shall be as indicated in the Material/Purchase
Requisition.

4.9 Bulges and dents on the body of the bends (excluding a length of 100 mm
from the ends) are permitted from the original contour of the pipe provided
these deviations do not exceed 6.0 mm. The same shall not extend (in any
direction) over a distance of more than 25% of nominal diameter of the bend.
4.10 The excess weld material at the inside of the bend in case of bends made
from SAW pipes, shall be removed over a distance of 100 mm at both ends.
4.11 Tolerances
The dimensions of bends shall be controlled to make sure that they are
manufactured according to the tolerances indicated below, in addition to the
requirements of MSS-SP-75. However the ends of finished pipe bend shall
meet the dimensional tolerances of the relevant pipe specification referred in
clause 3.1
4.11.2 The Manufacturer shall check the wall thickness of the pipe before and after
bending at four uniformly spaced points around the circumference repeated
along the entire length of bend, at intervals, either at distances approximately
equal to pipe diameter or 300 mm whichever is less. The measured wall
thickness shall be at least equal to:

Manufacturer shall give reasonable notice of time and shall provide without
charge reasonable access and facilities required for inspection, to the
Company's Inspector. Inspection and tests performed or witnessed by
Company's Inspector shall in no way relieve the Manufacturer's obligation to
perform the required inspection and tests. Under no circumstances any
action of the Purchaser's Inspector shall relieve the Manufacturer of his
responsibility for the material and quality of the bends.
7.2 All loose and foreign material i.e. rust, grease, etc. shall be removed from
inside and outside of the bends.

7.3 A coat of antirust paint shall be applied on the bends for protection during
transit and storage. Type of paint shall be as agreed upon with the Purchaser.
7.4 Both ends of all bends shall be suitably protected to avoid any damage during
transit by means of metallic or high impact plastic bevel protectors.
7.5 Package shall be marked legibly with indelible marking ink to indicate the
following:
a. Order Number
b. Package Number
c. Manufacturer's Name
d. Size (Inches) and wall thickness (mm)
e. Radius of bend (mm) and bend angle
8.0 DOCUMENTATION
8.2 At the time of bidding, bidder shall submit the following documents:
8.3 Within three weeks of placement of order the Manufacturer shall submit six
copies of the manufacturing and quality control procedures for pipe and
bends.
Once the approval has been given by Company any change in material and
method of manufacture and quality control shall be notified to Company
whose approval in writing of all such changes shall be obtained before the
bends are manufactured.

8.4 Within four weeks from the approval date Manufacturer shall submit six
