1.0 INTRODUCTION
Oil and Natural Gas Corporation Limited (ONGC) is engaged in exploration and exploitation of
oil and gas in Western Offshore of India. ONGC intend to redevelop Heera Panna Block of
Western Offshore Basin which is located about 70km South West of Mumbai High. As part of
this development 2 new Well platforms along with Topside modification of existing 7 well
platforms, 5 process platforms and laying of submarine pipelines with risers.

Brief description of the pipelines is as given below:



1) 12” WF Pipeline from HM to HRD
2) 10” WF Pipeline from HN to HRD
3) 12” Free Gas Pipeline from HM to HX
4) 12” Free Gas Pipeline from HY to Subsea WYE‐1 on 12” HM‐HX Pipeline
5) 10” Free Gas Pipeline from HV to Subsea WYE‐2 on 12” HM – HX Pipeline
6) 14” Free Gas Pipeline from HX to HRA
7) 6” GL Pipeline from HJ to HN
8) 6” WI Pipeline from HQ to HN
9) 6” WI Pipeline from HZ to HM

2.0 DEFINITIONS
In this specification, the following terms and the respective definitions are used:

Client / Company : ONGC – Oil and Natural Gas Corporation, Mumbai,
India.

Contractor/Purchaser : Federal Hardware Engineering Co. Pte. Ltd.
Vietsovpetro

Vendor/Bidder : Any manufacturer, seller or supplier who is appointed
by the Client or Contractor and responsible for the
supply of materials or equipment or services.

Third Party : All other authorized parties contributing to the
Project.

3.0 SCOPE OF WORK


This requisition is issued as part of bidding process in order to get the budgetary quotes
which complies with the technical requirement as stated herein.

5.0 INSTRUCTIONS TO VENDORS


This document outlines general information, instructions and requirements to be complied by Vendors.

1.0 DEFINITIONS

PURCHASER'S CONSULTANT :


VENDOR : Includes Bidder, Manufacturer/ Supplier/ Seller
or their sub‐agents as meant in the context in which
the word is used at Bidding stage and after order
placement.

MATERIAL / PURCHASE REQUISITION : It is a comprehensive term meant to cover all
documents, data sheets, specification, drawings,
standards, codes etc. which are enclosed with the
requisition.
2.0 GENERAL INSTRUCTIONS

2.1 English shall be used as the language in all correspondence, documents, drawings, Instructions, Manuals
etc. and they shall state the name of Company, Purchaser, Project Title, Contract No., Requisition
Number, Item number and Service, Title / Description of item etc. as appropriate.
2.2 All revised documents/drawings submitted by vendor to the purchaser till final Review/approval is
obtained shall be at no additional cost and/or time to the purchaser.

2.3 Metric units (MKS/SI Systems) shall be used unless otherwise specified.

2.4 The documents furnished shall be in standard A0, A1, A3, A4 sizes.

2.5 Vendor should send all documents in required number of copies and all other correspondence to

3.0 REQUIREMENTS: AT BID STAGE (PART A) / AT ORDER STAGE (PART B)

3.1 GENERAL

3.1.1 Bids shall accompany answers to specific questions and requirements in part A, irrespective of whatever is
stated in the body of Vendor's quotation and/or covering letter.

3.1.2 Similarly, any reservation not explicitly highlighted as an answer to this requirement in part‐B will
not be binding on purchaser/purchaser's consultant.

3.2 PART A‐ AT BID STAGE



3.2.1 Instructions while bidding

a) Vendor shall clearly highlight deviations, if any, from specifications in Form 'B' (enclosed)
irrespective of whatever is stated elsewhere in the offer. Any deviation not stated in above form
will not be considered and it will be presumed that vendor will comply with all other
requirements stipulated in the material requisition.
b) Vendor shall make a specific mention in the covering letter of his bid that "all requirements
stipulated in bid documents of the material requisition, other than those specifically stated in
deviation list covered in Form 'B', shall be met".
c) Vendor shall furnish answers to questions listed in enclosed Form A‐Technical Questionnaire and
submit along with his offer. Also required with bid, Form C to G (as applicable) duly completed.
3.2.2 Documents to Accompany Bids

a) Vendor will furnish documents in number of copies required as per VDRS.

b) In addition to documents listed in VDRS, the Vendor shall furnish such additional
documents which are essential for safe and guaranteed operation and maintenance of the
supplied equipment/material.

c) It is normally presumed that all work connected with this Material Requisition would be handled at
Vendors own premises. However, if Vendor finds it unavoidable that certain portion be handled elsewhere
at sub vendors premises, then Vendor shall provide (1) names, (2) addresses (3) track records of such sub‐
vendors along with the bid. Purchaser/Purchaser's Consultant reserves the right to accept or reject such
sub‐vendors. If the bid does not contain this list, it will be presumed that entire work of this Material
Requisition will be handled at the Vendors premises only.

d) List of bought out items like electric motors, instruments, control panels, valves, fittings, etc. needed for
this Material Requisition along with names, addresses and track records of respective sub‐vendors, along
with the bid. Purchaser reserves the right to reject any sub‐vendor. Vendor shall not change sub‐vendors
after placement of order.

e) If Vendor intends to avail services of outside party or consultant (s) for design, then the name, address and
track record of such consultant (s) should be submitted.

f) The Vendor will submit a list of similar jobs handled in past by him along with the details of client, year of
completion and copies of any feedback information received by him from clients regarding the functioning
of equipment/material supplied by him.

g) Personnel

Vendor shall provide competent and authorized technical and commercial representatives of all disciplines
for technical and commercial discussions at bid evaluation stage. Normally discussions will be held at
purchaser's / Consultant's office in India. A notice period of about two weeks for foreign bidders and four
working days for Indian bidders will be given for such discussions.

3.3 PART 'B'‐AT ORDER STAGE

3.3.1 Instructions upon placement of order

a) Personnel
Vendor shall make available competent and authorized technical and commercial representatives for a
kick‐off meeting prior to commencing work as per purchase order.

During design and/or manufacture if Purchaser/Purchaser's Consultant finds it necessary to discuss, some
matters relating to the order, then vendor shall provide competent and authorized technical and/or
techno‐commercial personnel for such discussions. Such meetings are normally held at purchaser's/
purchase consultant's premises.

Notice for such meetings in the above cases will be given as in Para 'g' above.

b) If during design/detailed Engineering/manufacture of the ordered items the vendor discovers any
discrepancies/conflicts in the purchase requisition documents, he shall obtain clarification in writing from
the purchaser / purchaser's consultant before proceeding with the work.

In the event of errors occurring during manufacture, vendor shall alert the purchaser immediately giving
all details.

c) Vendors compliance to specification does not relieve him of his responsibility to provide equipment and
accessories of proper design to meet the operations, maintenance and safety requirement of supplied
material.

d) Vendor on whom the purchase order is placed is responsible for the due compliance of the order by
himself his manufacturer, sub‐vendor, supplier etc.

e) After placement of Purchase Order, the vendor shall abide by the requirements of the purchase requisition
documents except for the deviations accepted by the purchaser vide 'Form B' enclosed to the purchase
requisition. However during the execution of the order, the vendor feels that additional deviations are
required, the vendor shall immediately request the approval of the purchaser and purchaser's consultant
of the proposed deviations giving the following details.
‐ P.O. number and description.
‐ P.O. item No., Tag No./Equipment No. etc.
‐ Drawings and documents affected by the request.
‐ Description and reason for request with enclosures as required.
‐ Effect of this request on price and time schedule.
It should be clearly understood that the purchaser is not obliged to entertain and approve such requests
from Vendor. However in the interest of work purchaser may at his sole discretion entertain and approve
such requests partly or completely. Only after receipt of purchasers written approval the vendor should go
ahead with the deviation requested in keeping with the approval received.

If the requested deviation is not accepted by the purchaser the vendor shall be bound by purchase
requisition requirements.

3.3.2 Documents to be furnished after order

a) All applicable drawings, data sheets, catalogues and other technical documents, in requisite number of
copies, as specified in "vendor data requirement schedule" shall be submitted.

Design calculations for equipment and sizing calculations for control and safety valves etc., shall also be
submitted for approval if specified.
b) After completion of manufacture, final inspection and release for dispatch, vendor shall submit in requisite
number, as specified in vendor data requirement schedule, "as built" drawings, data sheets duly signed by
final inspection authority, for inclusion into operation manual for the project to be compiled by purchaser/
consultant.

c) Operation and maintenance manual(s) in requisite numbers shall be submitted along with
equipment/supplies.
d) List of spares, tools, tackles, installation aids, chemicals, initial fill of lubricants etc. supplied shall be
submitted along with dispatch documents.

e) Details of any facilities/accessories required for erection and/or pre‐commissioning but not included in
the vendor’s scope of supply shall be furnished well in advance for erection and/or pre‐commissioning.
f) A consolidated list of all deviations raised and approved by purchaser and/or their authorized
representatives during execution of order shall be submitted prior to dispatch of equipment. This list will
also be attached as an annexure to the "Operations and Maintenance Manual" to be submitted by vendor.

g) Details of packing and protection provided for transportation of equipment to site shall be submitted. This
document should also contain detailed instructions for handling and storage at site.

h) Equipment weight certificate as per Form H (enclosed) including 'COG' shall be sent along with equipment

4.0 Supplies

a) Vendor shall supply all commissioning spares, tools and tackles, initial fill of lubricants, chemicals and such
consumables along with main equipment.

b) Items such as gaskets, gland packing seals etc. used during final testing, but needs to be changed before
commissioning shall be separately identified, packed, labeled and supplied along with main equipment.

c) Any loose items and/or equipment which are to be fitted by vendor at site before commissioning shall be
properly identified, packed, labeled and supplied along with main equipment.

d) Calibration aids, gases etc. that are in vendor's scope of supply shall also be supplied along with main
equipment.

5.0 Inspection

Vendor shall have a system to ensure that all inspection, measuring and test equipment used to produce
the product ordered are calibrated and fit for use. Vendor shall do all that is necessary to comply with
purchase requisition document with regard to Inspection/Quality Control requirements, submission of
reports, certificates etc. and provide every assistance for inspection / witnessing of tests by purchaser's
representative or by a third party appointed by purchaser.

Company/Purchaser's representative shall have the right to reject any material/equipment that is found to
be of unacceptable quality or workmanship or fails to comply with purchase requisition requirements.

5.1 INSPECTION NOTICE

Vendor shall give purchaser a minimum of ten working days’ notice of forthcoming 'Witness' and 'Hold'
activities.
The notice must be communicated by letter or telex and shall include the following.
‐ Plant location and date on which the items will be ready for inspection.
‐ The 'Witness' and/or 'Hold' activities to which the notice relates.

1. The scope of the Vendor includes design, manufacture, testing & supply of Long Radius bends as per
ONGC SPEC. NO. 2018, Rev.0.

2. Line Pipes shall be free issue to the Bend Contractor.

3. In the event of conflict between the various documents and specifications, the following order will
govern;

1.0 SCOPE

This specification covers the minimum requirements for manufacture and


supply of long radius bends made from carbon steel line pipes for use in
submarine pipeline systems handling sour/non-sour hydrocarbons in liquid or
gaseous phase and injection water.

2.0 REFERENCE DOCUMENTS

3.0 MATERIALS

3.1 Bends shall be fabricated from steel line pipe manufactured in accordance
with the latest revision of the Company Specifications referred in Section
2.0. The type of pipe to be used for fabrication of bends shall be as indicated
in the Material/Purchase Requisition. Pipes with positive tolerance on wall
thickness shall be selected for manufacturer of long radius bends.

3.2 Unless specified otherwise in the material/purchase requisition, The line


pipes shall be procured by the Manufacturer.

3.3 All mechanical properties of the bends after finishing shall be same as the
relevant pipe specification referred in clause 3.1. The test procedures shall
be as per the relevant pipe specification as referred in clause 3.1. The
following tests shall be conducted on finished bends:

3.3.1 Tensile Test

One tensile test shall be conducted on the base material of finished bend for
each heat of steel used, to establish yield strength, ultimate tensile strength
and elongation. The specimen shall be taken longitudinal or transverse to the
pipe axis as specified in the relevant pipe specification.

In case of bends of Nom. Dia. 18 inch and larger, the specimen shall be taken
one at inside radius and one at outside radius of the bend.

3.3.2 Fracture Toughness Test

Charpy-V-notch impact tests shall be conducted for each heat of steel used at
the same temperature as specified in the relevant pipe specifications referred
in Clause 2.0.

Three base material specimens shall be taken longitudinal or transverse to the


pipe axis as specified in the relevant pipe specification. In case of bends of
Nom. Dia. 18 inch and larger, the base material specimens shall be taken at
the outside radius of the bend.

Additionally, in case of bends fabricated from SAW pipes, the transverses


weld material specimen shall be taken with weld in the middle.

3.3.3 Guided Bend Test

In case of bends fabricated from SAW pipes, one face and one root guided
bend weld test shall be performed on samples cut from one bend per heat of
steel.

3.3.4 Hardness Test

Hardness shall be measured "thru thickness", at following locations on the


finished bends:

a. Base metal, HAZ and weld metal.

b. At spots where dents, bulges or wrinkles have been formed on


the bends.

The acceptance values and procedure shall be as per the relevant line pipe
specification referred in clause 2.0 of this specification.

4.0 MANUFACTURE

4.1 Bends shall be manufactured by hot bending the pipe using the following
method(s):

4.1.1 For pipe nominal diameter 4" though 16", the bends may be manufactured
either.

i. By high frequency induction heating and forming,

OR

ii. By packing the pipe with dry silica sand and hot bending.

4.1.2 For pipe nominal diameters 18" and larger, the bends shall be manufactured
by high frequency induction heating and forming only.

4.1.3 Pre-qualification

The bending procedure shall be proposed by specifying the induction


frequency, time, temperature, bending, method and equipment etc. for
approval. The approved bending procedure shall be qualified in presence of

clients or third party inspector. The bending procedure qualification shall


include the following tests as specified for the base pipe.

1. Mechanical Testing
2. Hardness Testing
3. Charpy V Notch Impacting Testing
4. CTOD Testing
5. HIC Testing NACE TM-02-84
6. SSCC Test.

Separate bending qualifications procedure shall be proposed and qualified for


different bending process. The bending execution shall be in accordance
with the qualified procedure and shall not be interrupted till the finish. The
bends produced by such an interrupted bending shall be rejected.

4.2 The temperature prior to and during forming shall be determined by an


optical pyrometer. These data shall be recorded for inspection. Hot forming
shall be performed above the upper critical temperature of the metal and shall
be in the range of 815-995ºC. Bends shall be supplied in as normalized
condition.

4.3 When bending SAW pipes, the weld shall be located at approx. 10o from the
neutral zone, measured at outside of the bend as indicated in Figure 4.3.

4.4 All bends shall be provided with a tangent length at the ends. In case the
angle of the bend is less than or equal to 45 degree, the tangent length shall
be 500 mm and for bend angle greater than 45 degree the tangent length shall
be 1000 mm.

4.5 Bend angle and bend radius shall be as indicated in the Material/Purchase
Requisition.

4.6 Unless otherwise specified differently in the Material/Purchase Requisition,


the bevels at the ends shall be as per the relevant pipe specification.

4.7 Bends shall not have any circumferential joint.

4.8 No repair by welding is allowed on any part of the bends.

4.9 Bulges and dents on the body of the bends (excluding a length of 100 mm
from the ends) are permitted from the original contour of the pipe provided
these deviations do not exceed 6.0 mm. The same shall not extend (in any
direction) over a distance of more than 25% of nominal diameter of the bend.

4.10 The excess weld material at the inside of the bend in case of bends made
from SAW pipes, shall be removed over a distance of 100 mm at both ends.

4.11 Tolerances

The dimensions of bends shall be controlled to make sure that they are
manufactured according to the tolerances indicated below, in addition to the
requirements of MSS-SP-75. However the ends of finished pipe bend shall
meet the dimensional tolerances of the relevant pipe specification referred in
clause 3.1

4.11.1 Bend Angle : ( + ) 0.5 Degree from the specified


angle.

Bend Radius : ( + ) 1% of bending nominal diameter.

4.11.2 The Manufacturer shall check the wall thickness of the pipe before and after
bending at four uniformly spaced points around the circumference repeated
along the entire length of bend, at intervals, either at distances approximately
equal to pipe diameter or 300 mm whichever is less. The measured wall
thickness shall be at least equal to:

t min = 0.95 ( t nom. - t )


t nom= nominal wall thickness as specified in the
material/purchase requisition.
t = 0.35 mm for a wall thickness smaller than 10 mm
t = 0.50 mm for a wall thickness 10 mm or more.

4.11.3 Out of roundness tolerance on the body and ends of the bend shall be as
follows:

Body

Measurements of the outside diameter shall be taken in the plane of the bend
at locations where wrinkles are present (OD max.) and at locations where
wrinkles are not present (OD Min.) Out of roundness shall be considered
acceptable, if the value of

OD max. - OD min does not exceed 2%.

The measurements shall be made over the circumference of the bend either at
distances approximately equal to pipe diameter or 300 mm whichever is less.

Ends

Out-of-roundness over a length of 100 mm from the end shall comply the
requirements of relevant company specification referred in clause 3.1.

5.0 INSPECTION AND TESTS

5.1 The Manufacturer shall perform all inspection and tests as per the
requirements of this specification and MSS-SP-75 prior to shipment, at his
works. Such inspection and tests shall be, but not limited to the following:

a. Verify that the unfinished product arriving at Manufacturer's shop is in


full compliance with the pipe specification as referred in clause 3.1 of
this specification.

b. Visual Inspection.

c. Dimensional and tolerances check as per MSS-SP-75 and requirements


of Section 4.0 of this specification.

d. Check heat treatment, if carried out, as required and maintain its


records.

e. Temperature against time recorder charts for each induction heating.

f. Material properties shall be checked to meet the requirements of


Section 3.0 of this specification.

g. The non-destructive inspection on the finished bend shall be carried out


as given below:

- All seam weld of bends fabricated from longitudinal SAW line


pipe shall be fully radiographed and acceptance limits shall be as
per pipe specification as referred in clause 3.1 of this
specification.

- The full circumference of both ends of each bend after bevelling


shall be ultrasonically tested for laminations over a length of 25
mm and acceptance limits shall be as per pipe specification as
referred in clause 3.1 of this specification.

h. Bend shall be subjected to hydrostatic test at a pressure equal to the test


pressure indicated in the relevant line pipe specification mentioned in
clause 3.1.

i. Gauging pig shall be passed through each bend to demonstrate the


compliance to the out of roundness requirements mentioned in Section
4.0 of this specification. Diameter of the gauging pig (Dg) shall be
calculated using the following formulae:

Dg = D-2 t-S

Where

S = 0.01D + 0.4 t + 5I
D = Nominal outside diameter of pipe
t = Nominal wall thickness of pipe
I = 20% of t, max. 5 mm

5.2 Company's Inspector reserve the right to perform stage wise inspection and
witness tests on all bends as indicated in clause 5.1 at Manufacturer's works,
prior to shipment.

Manufacturer shall give reasonable notice of time and shall provide without
charge reasonable access and facilities required for inspection, to the
Company's Inspector. Inspection and tests performed or witnessed by
Company's Inspector shall in no way relieve the Manufacturer's obligation to
perform the required inspection and tests. Under no circumstances any
action of the Purchaser's Inspector shall relieve the Manufacturer of his
responsibility for the material and quality of the bends.

6.0 TEST CERTIFICATE

The Manufacturer shall submit the following Certificates:

a. Certificates of chemical analysis, mechanical tests, corrosion tests,


NDT, dimensional inspection and hydro test carried out on pipe used
for fabrication of bends.

b. Certificates of mechanical tests including hardness tests carried out on


finished bends.

c. Certificates of required non-destructive test inspection for bends.

d. Certificates of heat treatments, if any for bends.

e. Certified reports of hydrostatic test for bends.

f. Certified reports of dimensional tolerance for bends.

g. Certificates of all other tests as required in this specification.

The certificates shall be valid only when signed by Company's Inspector.


Only those bends which have been certified by Company's Inspector shall be
dispatched from Manufacturer's work.

7.0 MARKING, PACKING AND SHIPMENT

7.1 All bends shall be marked as per MSS-SP-75.

7.2 All loose and foreign material i.e. rust, grease, etc. shall be removed from
inside and outside of the bends.

7.3 A coat of antirust paint shall be applied on the bends for protection during
transit and storage. Type of paint shall be as agreed upon with the Purchaser.

7.4 Both ends of all bends shall be suitably protected to avoid any damage during
transit by means of metallic or high impact plastic bevel protectors.

7.5 Package shall be marked legibly with indelible marking ink to indicate the
following:

a. Order Number
b. Package Number
c. Manufacturer's Name
d. Size (Inches) and wall thickness (mm)
e. Radius of bend (mm) and bend angle

8.0 DOCUMENTATION

8.1 All documents shall be in English language.

8.2 At the time of bidding, bidder shall submit the following documents:

a. Reference list of previous supplies of bends of similar specifications


and similar service.

b. Clause-wise lists of deviation from this specification, if any.

c. Brief description of manufacturing and quality control facilities of the


Manufacturer's works.

8.3 Within three weeks of placement of order the Manufacturer shall submit six
copies of the manufacturing and quality control procedures for pipe and
bends.

Once the approval has been given by Company any change in material and
method of manufacture and quality control shall be notified to Company
whose approval in writing of all such changes shall be obtained before the
bends are manufactured.

8.4 Within four weeks from the approval date Manufacturer shall submit six
copies of the documents as stated in clause 8.3 above.

8.5 Prior to shipment, the Manufacturer shall submit six copies of test certificates
as listed in clause 6.0 of this specification.
