    11- HUMSS Philosophy

    Topic:

    Anti-Terror Bill being subject to debate at the supreme court should be abolished or implemented.

    The freedom to express, give critics, and question the government is the most powerful and reliable
    weapon of the governed. A nation of citizens deprived to speak for themselves are no less than labeled
    as dogs, manipulated and enslaved, letting the elected politician tame the people of whatever is
    beneficial to him or to his party regardless of its validation to moral or immoral act.

    What is the Anti-Terror Bill?

    This is a legislation propose solely to fight terrorisms within a country. Under the bill,

    – Person who shall commit terrorism and those who will propose any terroristic acts or incite
    others to commit terrorism shall suffer imprisonment of 12 years.

    – Any suspected persons can be detained for 14 days without warrant of arrest with an allowable
    10-day extension.

    – A 60 day surveillance on suspected terrorists can also be conducted by the police or the military,
    with an alowable 30-day extension.

    But what is considered as act of Terrorism?

    According to section 4 of the Anti-terrorism bill, here are the acts which are considered as
    “Terrorism.”

    – Doing acts to kill or causing serious injury to any person.


    – Protest in any movement that is considered as a ''public safety risk.''
    – Act of damaging or destructing a government or public facility, public place, or
    private property .
    – Acts to cause extensive interference with, damage or destruction to critical
    infrastructure.
    – Developing, manufacturing, possesing, acquiring, transporting, supplying, or using of
    weapons, explosive or biological, nuclear, radiological, or chemical weapons.
    – Doing destructive acts in form of realeasing dangerous substances, or causing fire,
    flood, or explosions which can ignite public fears, provoking government, or any
    aftermaths. ( Any individual guilty of doing this act will face a lifetime imprisonment,
    without parole.)

    The opposition members say that the premises that is considered terrorism are vague. Small,
    common crimes may fall into the category of terrorism. This also gives leeway to the government to
    abuse its powers.A simple social media joke made by a citizen that meant no harm may instantly be
    labeled as terrorist attack. Human rights activist fear that this could lead to the infringement of the
    Filipinos' human right, and heavily suppresses the freedom of speech, as it will be strcitly monitored by
    the government.

    On one side, the bill, if enacted, may be possible to diminish revolts from provinces with high capacity
    of violent terrorist attacks. Let us consider the Marawi seige halted on year 2017, with a five-month
    duration of constant manifested firefights, explosions and some are threatened as hostage. In bohol, the
    clsh between the New Peoples Army and the Infantry Battalion disrupted peace and terrified the
    residents leaving them skeptical of their welfare. These assaults, so capricious, are not limited to areas
    already been set foot by the insurgents but are also susceptible to any regions and areas.
