1. Vehicular Traffic Accident (VTA) is very common in our place. As a member of this
locality, what would you suggest, as the best way to prevent and eventually eradicate this
type of accident? Justify.

Accidents are rampant, and to avoid this type of accident we must simply follow these
rules:
1. Follow traffic rules and regulations.
2. Put on seat belt while driving.
Wearing seat belt would be annoying for many people. But this is highly vital, as wearing seat
belt would reduce the chances of road accidents. Not only drivers, passengers including adults
and kids are also recommended to put on seat belt. In some nations, it has been even made
mandatory to wear seat belt.
3. Defensive Driving
One of the best ways to avoid car accidents is to be a defensive driver. You may be a cautious
driver, but it is not necessary that you would be able to overcome a reckless driving. But, being a
defensive driver, you could foresee probable road crashes. Also, a great way to avoid road
accidents is via being courteous. Being courteous makes you more cautious and intends you to
not race against other vehicles.
4. Don’t Drink & Drive
According of records, one of the prime causes for car crashes is due to drunk driving. This
happens when a driver operates a car or vehicle while being under the influence of drugs or
alcohol that may lead to mental as well as motor skills imparity. Many of the fatal accidents are
because of drunk driving. But, drunk driving is completely preventable. All you have to do in
order to avoid road crashes as a result of drunk driving is to refrain from taking any kind of
harmful drugs or alcohol.
5. Don’t Speed while driving
You can also minimize car accidents via maintaining a constant speed as well as through leaving
a safe distance between your vehicle and other vehicles. Also, a useful tip to avoid road accidents
is by adjusting mirrors properly and via checking the side as well as rear mirrors at least in every
15 seconds. 
6. Be careful when at Intersections
Intersections are considered a prime cause for many road accidents. Hence, special care must be
taken when proceeding through intersections by looking left, then right, and then again left side
in order to ensure that the area is absolutely clear. Apart from these, have a clear idea on the road
conditions. This would be highly beneficial when you drive during rainy or winter season. 
7) Other useful tips to avoid road accidents. 

 Avoid cell phone when driving


 Keep your car's lights on when driving at dusk and dawn and during rainy seasons.
 Check your car in regular intervals, i.e. constantly monitor its tires, brakes, lights, and
mirrors 
 Have a clear idea regarding the limitations of your car 
 Keep your vehicle in good working condition 
 Always keep your vehicle neat and tidy 
 As far as possible, avoid driving during night 
 In addition to avoiding alcohol and other dangerous drinks, it would be better to avoid
taking some food items while driving such as coffee, hot soups, barbequed dishes, soft
drinks, and chocolates
 Driving a quality car could help minimize road accidents to an extent!

1. In what possible situations where an officer may decline to conduct pursuit to a traffic
offender or violator?

WHEN TO TERMINATE A PURSUIT


Pursuits should be discontinued whenever the totality of objective circumstances known or
which reasonably ought to be known to the officer or supervisor during the pursuit indicates that
the present risks of continuing the pursuit reasonably appear to outweigh the risks resulting from
the suspect(s)’ escape. The factors listed in Policy Manual § 314.2.1 are expressly included
herein and will apply equally to the decision to discontinue as well as the decision to initiate a
pursuit. Officers and supervisors must objectively and continuously weigh the seriousness of the
offense against the potential danger to uninvolved motorists and the officers when electing to
continue a pursuit. In the context of this policy, the term terminate shall be construed to mean
discontinue or to stop chasing the fleeing vehicle(s). In addition to the factors listed in Policy
Manual § 314.2.1 the following factors should also be considered in deciding whether to
terminate a pursuit:
(a) Distance between the pursuing officers and the fleeing vehicle(s) is so great that further
pursuit would be futile or require the pursuit to continue for an unreasonable time and/or
distance.
(b) Pursued vehicle’s location is no longer definitely known.
(c) Officer’s pursuit vehicle sustains any type of damage that renders it unsafe to drive.
(d) Extended pursuits of violators for misdemeanors not involving violence or risk of serious
harm (independent of the pursuit) are discouraged.
(e) Hazards to uninvolved bystanders or motorists.
(f) If the identity of the offender is known and it does not reasonably appear that the need for
immediate capture outweighs the risks associated with continuing the pursuit, officers should
strongly consider discontinuing the pursuit and apprehending the offender at a later time.
(g) Directed by a supervisor.

Research/Assignment: Research at least 5 traffic laws implemented in Tabuk City.


Define them and give penalties of such violations.

1. Ordinance 002 Series of 2011- better known as “An Ordinance Prohibiting the Use of
Two–wheeled Vehicles or Motorcycles Without Exhaust Mufflers or Silencers in
Tabuk”.

Penalty:

1st Offense- Php500


2nd Offense- Php1,000
3rd Offense- Php3,000

2. Motorcycle Helmet Ordinance- The ordinance shall cover all motorcycle riders including
back riders to wear standard protective helmets while driving whether short or long drive
in any type of road or highway.
Penalty:
1st Offense -P1, 000.00
2nd Offense- P2,000 .00 and a citation ticket
3rd Offense- P3,000.00
4th and succeeding Offense- P5,000.00 and confiscation of driver’s license and
impounding of motor vehicle.

1. Driving an Unregistered Motor Vehicle


This includes driving with an improperly registered motor vehicle or a motor vehicle with
expired, revoked, suspended or invalid registration, unregistered or fake substitute or
replacement engine, engine block or chassis

Penalty: Php 10,000

2. Failure to Attach or improper Attachment/Tampering of Authorized Motor Vehicle License


Plates and/or Third Plate Sticker

Penalty: Php 5,000

1st Offense-Php 2,000
2nd Offense-Php 4,000
3rd Offense-Php 6,000- and 1-year suspension of the Motor vehicle Registration (MVR)
