Incident Summary
Officers attempted to conducted a traffic stop on a vehicle that was driving the wrong direction head on with
citizen vehicles. The vehicle fled from Officers and the pursuit was terminated per policy. The suspect vehicle
was last seen southbound on Canal Blvd near the intersection of Cutting Blvd. After Officers lost sight of the
vehicle, a citizen reported that a vehicle had it's lights off and parked int he Point Richmond area. Officers
located that vehicle which was the same vehicle that fled earlier. A shotgun was located in the vehicle. The
suspect was determined armed at this time and fled into a residential area. A K-9 search was approved.
Several K-9 announcements were given. The suspect failed to comply and surrender. The suspect was
apprehended with K-9 contact. The suspect suffered a laceration to his lip and upper left chest area. The
suspect was treated by hospital staff and booked into MDF.

Vehicle: 1125 is a fully marked Richmond police unit. "Richmond Police" is affixed to both sides of the vehicle. Red and blue lights are
affixed to the roof and front lights are equipped with "wig-wags."
On Monday, February 12, 2018 at approximately 2209 hours, I was riding with Ofc. Hodges N/B 23rd St when we observed a Toyota Solara
(CA plate2 ) traveling S/B in N/B traffic (in violation of 21650 CVC).
The Solara, driven by later identified as, Nathan Myers almost struck two civilian vehicles. Myers then made a W/B turn onto Nevin Ave at
a high rate of speed. I visually estimated Myers to be traveling around 65 MPH in a 30 MPH zone.
Myers traveled S/B on 19th St. then W/B on Macdonald Ave maintaining a high rate of speed. I was approximately fifteen feet away when I
noticed the front driver side window was rolled all the way down. I had a clear unobstructed view of Myers as he drove past us. It appeared
to me Myers was in his twenties and was wearing a black jacket. Myers had a short hair cut and skin tone was light. I believed Myers was a

WMA or HMA. Ofc. Hodges and I, caught up to Myers near 16th St and Macdonald Ave. I relayed Myers vehicle plate to Richmond Dispatch
and they advised it was a recent recovered stolen vehicle. Ofc. Hodges illuminated the patrol vehicle overhead lights (with a steady red
light facing forward) and siren. Myers failed to yield and continued W/B on Macdonald Ave. Myers drove his vehicle without due regard for
anyone s safety, so we decided not to pursue Myers.
As we turned off our lights and siren, Myers made a S/B turn onto Richmond Parkway and again almost struck another vehicle. Myers
continued S/B canal and out of our sight. A citizen advised Richmond dispatch a blue vehicle was driving near Seacliff Ave without its head
lights on.
Ofc. Hodges and I, responded to the area and located Myers vehicle unoccupied. Ofc. Hodges opened the driver side door and I saw a
short barrel shotgun (approximately 10 inch barrel) lying on the running board (panel to the left of the driver seat). I advised circulating
units a firearm had been located and to establish a perimeter.
Ofc. Hodges retrieved his K-9 partner Gunnar and conducted a track to locate Myers. I heard Ofc. Hodges and Brown give multiple K-9
announcements. After the verbal warning was given, I could not hear a response from any subject in the area. During the search Gunnar
followed a scent and lead Richmond officers to an open field west of the vehicle. As we tracked through this open field Gunnar located
Myers in some shrubbery. For further please refer to Ofc. Hodges supplemental report.
Myers exited the bushes with the assistance of Gunnar and I identified Myers to be the driver of the Toyota. As I looked at Myers, I
observed his mouth was covered in what appeared to be blood. Myers then prone out on the ground and I placed him in handcuffs. Myers
complained of pain to his lip and arm. I requested AMR to respond to the scene.
Ofc. Nguyen advised me he had located suspected methamphetamine (white crystal substance 5.8 grams in weight) inside the vehicle.
Ofc. Nguyen later gave me the suspected methamphetamine and I booked it into Richmond evidence.
AMR unit 2 arrived on-scene and advised me Myers sustained a lower lip laceration that possibly needed stitches. I sat in the back of the
AMR unit with the paramedics and Myers stated he was under the influence of several narcotics. Myers continued to say he had consumed
methamphetamine, cocaine, extacy (MDMA), and marijuana.
Myers was transported to 3 Hospital for medical attention. 3 was Myers attending physician. 3 medical staff
advised me, Myers sustained several puncture wounds to his chest. Myers lip was torn off and missing. Lastly, Myers sustained minor
lacerations to the right side of his face. Myers complained of arm pain and believed it was "broken." X-rays of Myers arms did not reveal
any fractured bones or further injuries.
I transported Myers to Martinez Detention Facility and booked him under the following charges:
Several attempts to obtain Myers residence address and personal information, were unsuccessful.

PRIMARY REPORTER
Narrative
NOTIFICATION: On Monday 2/12/18 at approximately 2307 hours, I responded to the area of Brickyard Cove Way and Flagship Pl to
process evidence for a recovered shotgun; refer to the primary report for further details.
OBSERVATION: Upon arrival, I observed a blue, 2 door Toyota Solara (CA #2 ) that was parked facing NB and against the ECL of
Brickyard Cove Way, just south of Flagship Pl. This vehicle was unoccupied, but the left front door of this vehicle was open and between
the driver seat and the interior panel of the left front door I was able to see a Coast to Coast Stores Model 946-E shotgun (#2 ) with
an approximately 13" barrel and a brown wooden grip. An inspection of this shotgun also revealed that it was unloaded as well.
Across the street from this vehicle and along the WCL of Brickyard Cove Way I also saw that there were surveillance cameras mounted on
a residential home located at Flagship Pl. Therefore, I contacted (O) Christopher COOK who lives at this home and he showed me the
recordings on his surveillance cameras. Upon viewing these recordings, I observed that on today’s date at 2250 hours, a person later
identified as being (A) Nathan MYERS is shown walking away from the listed vehicle by crossing the street on Brickyard Cove Way, and
then continuing WB towards the dead end of Flagship Pl. As MYERS walks away from this vehicle, he appears to be nervous as he keeps
looking over his shoulder towards the direction of the listed vehicle. In addition, this recording also depicts MYERS as being a WMA with
brown hair and wearing a black jacket, gray pants, and red shoes.
Once MYERS walks out of the surveillance camera’s view, I observed that at approximately 2256 hours, Ofc Gault arrives in this same area
as he appears to be looking for the driver of this vehicle. COOK then provided me with a copy of these recordings on a USB drive as
evidence.
At approximately 2315 hours, Ofc Hodges and K9 Gunnar then located MYERS hiding in a dark area of thick vegetation on a hillside that
was located just west of a residential home located at Seacliff Ct. This location was also approximately 2 blocks away from where this
vehicle was abandoned. During my contact with MYERS, I observed that the area around his mouth was bleeding since the right portion of
his lower lip appeared to be missing. In addition, MYERS was wearing what appeared to be the same gray pants that I observed him
wearing on the surveillance cameras. Furthermore, MYERS also had with him what appeared to be the same black jacket and red shoes
that I also observed him wearing on the surveillance cameras as well.
In addition, Ofc Brown and K9 Odin also located a set of keys on the ground where MYERS was located at. I collected this set of keys as
evidence and I observed that one of the keys was a Toyota key. With this particular key, I was also able to use it to successfully start the
engine of the listed vehicle. Furthermore, a search of this vehicle revealed a clear plastic bag containing suspected methamphetamine
which was located inside of a compartment on the interior panel of the left front door. I collected this plastic bag as evidence and
subsequently gave it to Ofc Gault; refer to Ofc Gault’s supplemental report for further details. This vehicle was then towed; refer to Ofc
Mendler’s CHP 180 report for further details.

Narrative
On Monday, 02-12-18 hrs, I was working Central District, beat 4 (3K4) with my K-9 partner Odin, and Officer J. Guzman in the City of
Richmond. I was driving vehicle #26, which is a fully marked black and white K-9 patrol vehicle equipped with roof mounted red and blue
emergency lights. I was wearing a fully marked Richmond Police uniform with a silver badge that reads "Police Officer.
At 2246 hrs, I heard over RPD Channel 1 that Officer Hodges and Officer Gualt who were working as an ADAM unit (K25) had a vehicle fail
to yield. I responded the Sea Cliff residential neighborhood where the vehicle was last seen and circulated for the vehicle. Refer to Officer
Gualt s original report regarding his initial observations and the details of the vehicle.
I then heard that Officer Gualt located the vehicle unoccupied at Brickyard Cove Way and Flagship Pl. and a shotgun was in the vehicle. I
responded to his location to assist Officer Hodges with the K9 search due to the fact that suspect was possibly still armed with another
firearm or weapon and was attempting to hide in a highly populated residential neighborhood

We began the search and moved west on flagship Pl. Along with covering Officer Hodges and K9 Gunner, I too gave out periodic
announcements. At no time did the suspect attempt to call out to us or attempt to surrender. The suspect was subsequently located and
apprehended along the west fence line of the residential neighborhood. Refer to Officer Hodges supplement regarding a detailed
account of the k9 search and subsequent apprehension.
After the search for the suspect was concluded, I used my K9 partner Odin to conduct an article search in the area were the suspect fled
to determine if any additional firearms or objects were discarded. In the bush where the suspect was located, Odin alerted to a set of car
keys that were discarded and concealed.
I notified CSI Officer Nyguyen and he collected the keys. We searched the remainder of the flight path but did not locate any additional
discarded items.

Narrative
On 02-12-2018 at approximately 2246 hours, I was in full RPD uniform wearing "Richmond Police" patches on both shoulders. Above my
left breast pocket I wore a badge that reads "Police Officer". I was driving fully marked RPD vehicle #1125. Vehicle #1125 was equipped
with a functioning forward facing red light and audible siren. I was working a two man patrol vehicle with Officer Gault. I was on duty with
my K-9 partner Gunnar.
Officer Gault and myself were traveling northbound on 23rd St in the number two lane approaching the red light at Nevin Ave. I observed
a Toyota Solara vehicle bearing California license plate, 2 , traveling southbound in the northbound lanes of 23rd St.
The vehicle was traveling directly towards our patrol vehicle, and other citizens vehicles. I was able to clearly see the suspect driver who
was later identified as, Nathan Myers. Myers was driving recklessly endangering the communities lives. It was unknown why Myers was
driving like this because he was not being pursued by Law Enforcement, or any other vehicles.
Myers traveled westbound on Nevin Ave towards 22nd St. Due to Myers reckless endangerment of the public s safety, I decided to
attempt to conduct a traffic enforcement stop on Myers. I felt it was necessary to stop Myers before he potentially seriously injured or
killed another motorist on the public roadway.

I traveled westbound on Nevin Ave and observed Myers continue westbound on Nevin Ave running a red light at 22nd St. Myers continued
westbound on Nevin Ave towards 19th St. We were not close enough to Myers vehicle at this time as we were traveling with the public s
safety in mind.
I observed Myers travel southbound on 19th St towards Macdonald Ave. As we approached the area of 16th St and Macdonald Ave, Officer
Gault broadcast the information with the license plate over RPD channel one. It was unknown if Myers was fleeing because he just
committed a violent crime or if this vehicle was recently stolen.
I activated my emergency lights and siren as it appeared the vehicle was clearly not going to stop for us. A short time later, RPD Dispatch
advised this vehicle was a recent recovered vehicle, meaning recovered stolen vehicle. Myers continued to flee westbound on Macdonald
Ave traveling at approximately (65) MPH. The pursuit was terminated per policy and due to Myers reckless endangerment to the public.
Myers continued westbound on Macdonald Ave towards Richmond Pkwy. Myers made a southbound turn onto Richmond Pkwy from W.
Macdonald Ave. At this point, our emergency equipment was shut down.
I traveled westbound on Macdonald Ave to Richmond Pkwy at a distance and safe speed obeying traffic laws in order to see where Myers
was traveling for public safety. As I traveled to Richmond Pkwy, I observed Myers traveling southbound in the northbound lanes of
Richmond Pkwy towards Cutting Blvd. Myers was continuing to endanger the public by driving in the opposite direction. I lost sight of
Myers as he continued southbound on Canal Bvld towards the Point Richmond area. We were unable to maintain visual of Myers as he fled
out of sight.
As we were clearing the area, a citizen called in reporting that a suspicious vehicle had turned it s lights off and parked in the area of
Seaview Dr in the area where Myers was fleeing towards in Point Richmond. Officer Gault and myself circulated the area and located the
suspect vehicle unoccupied on Brickyard Cove Way at Flagship Ct.
I conducted a brief search of the abandoned fleeing vehicle and located a shotgun on the drivers seat in plain view. RPD Dispatch was
notified of the shotgun and a perimeter was established. Myers was now considered an armed outstanding suspect at this time. Myers
was likely still armed as it s common for suspects to possess multiple weapons on their person. Due to my training and experience I have
dealt with suspects that possessed multiple firearms. Myers was now even further endangering the public by fleeing on foot in the area. I
felt it was absolutely necessary to locate Myers for the safety of the residence in the area. Suspects will sometimes break into residence
in order to get away from the police.
I requested permission for a K-9 search/track for Myers which was approved by Sgt Cortez of this armed suspect. I began my K-9 search
with my K-9 partner Gunnar. I utilized a long line in attempt to determine Myers flight path. I started K-9 Gunnar at the suspect vehicle
door in attempt to gain a scent picture.
K-9 Gunnar started his track northbound to the rear of the residence on Flagship Ct. K-9 Gunnar circled around westbound towards the
dead end of Flagship Pl. K-9 Gunnar continued tracking in a southwest direction towards an open field just west of Brickyard Cove Way.
Throughout this K-9 search I gave several verbal K-9 announcements telling Myers that the Police K-9 was being used and he may possibly
get bit, and to give up and surrender. As K-9 Gunnar continued tracking southwest towards Brickyard Cove Rd, I noticed a behavior change
indicating that the Myers was likely in the area. I gave an additional K-9 announcement verbally.
This area I was tracking in was thick with brush. My K-9 long line continued to get wrapped around my leg. At one point, the long line
almost pulled me to the ground due to the brush. I also had a large branch stuck to the back of my right leg along with the long line. I
decided to let go of the long line at this time in order to deter me from getting tangled in the line.
Approximately (15 - 30) second after I gave the last K-9 announcement, K-9 Gunnar located Myers hiding/concealing himself deep in the
brush. K-9 Gunnar made contact with Myers who refused to give up and surrender after several K-9 announcements. I gave very loud clear
instructions for Myers to come out with his hands in the air. Myers was still concealed in the brush at this time. After approximately (10)
seconds, I was able to somewhat see Myers hand to where I felt it was safe enough to call K-9 9 Gunnar back to me. It was still likely that
Myers was armed as he did everything he could to get away and not give up. I was able to see that Myers was in fact the same person that
fled from us earlier driving the Toyota Solara.
Once K-9 Gunnar was back at my side, Officers took Myers into custody. AMR and RFD arrived on scene to treat Myers. Myers had a bloody
lip and face from the K-9 contact likely due to how Myers was laying in the brush, and K-9 Gunnar s access point. Myers also had minor
lacerations to his upper left chest area.

Once Myers was in the back of the AMR unit, I read Myers his Miranda Rights per my department issued Miranda Card. Myers was very
upset thinking that he was bleeding profusely and dying. I attempted to calm Myers down several times, however he appeared to be
possibly under the influence. Myers told me the following:
Myers was upset crying while telling me several times that he was sorry for what he did. I asked Myers why he didn t give up and surrender
which he replied, "it wasn t me driving." This was odd due to the fact that I didn t mention a vehicle or him driving. Myers stated, "I didn t
want to hurt anyone." Myers stated that he was under the influence of a lot of drugs. Myers admitted to using meth, cocaine and
marijuana. Myers stated that his wife recently died. I was empathetic to Myers recent loss. Myers apologized because he was in the bushes
referring to not giving up. Myers did not make any additional statements.
Myers also had an outstanding no bail arrest warrant out of Yuba City, CA. Myers also had another outstanding arrest warrant out of
Kansas that was a no bail.
