1.0 Purpose:

This policy defines all components of Treasure Island Industrial Corporation’s (TIIC)
Emergency Response Team (ERT) from its organizational structure, functions and
responsibilities of each team and designated positions, membership requirements and
incentive criteria.

2.0 Scope:

This policy shall be applicable to appointed ERT members of all TIIC sites.

3.0 Responsibility:

• It is the responsibility of the Environment, Health and Safety (EHS) Department to


ensure that this policy is executed consistently and effectively throughout all TIIC sites

• It is the responsibility of TIIC Management to provide the necessary resources related to


the effective implementation of TIIC’s Emergency Preparedness and Response policy
and programs.

• It is the responsibility of all Departments to support the implementation of this policy


including but not limited to allowing ERT members to actively participate in ERT-
related activities.

• It is the responsibility of all appointed ERT members to fully support and actively
participate in all ERT- related activities and programs.

4.0 Definitions:

 Incident Command System (ICS) – a standardized on-scene incident management


concept designed specifically to allow responders to adopt an integrated organizational
structure equal to the complexity and demands of any single or multiple incidents without
being hindered by jurisdictional boundaries.

 Incident Commander (IC) – is in-charge of all aspects of incident management


including but not limited to a.) on-scene assessment b.) establishment of incident support
facilities c.) resource planning and deployment, d.) internal and inter-agency
communications e.) response objectives and strategies and f.) post-incident assessment.

 Emergency Command Center (EOC) is the location from which the Incident
Commander oversees all incident operations. The EOC will be located outside of the
present and potential hazard zone but close enough to the incident to maintain command.

 Staging Area(s) are temporary locations at an incident where TIIC ERT responders stay
and equipment are kept while waiting for tactical assignments/ deployment orders.

 Triage Area(s) are pre-determined areas in respective TIIC sites that will handle multiple
injury cases resulting from an incident prior to transportation to an offsite medical
facility. The Triage will serve as an area where sorting and allocation of treatment to
patients is performed according to a system of priorities designed to maximize the
number of survivors.

 Emergency Evacuation Area is a designated area where evacuated TIIC personnel will
assemble.

 Ambulance Area is a designated area where an emergency vehicle will be stationed


awaiting patients for transport to an offsite medical facility.

 Transfer of command is the process of moving the responsibility for incident command
from one Incident Commander to another.

6.0 ERT Roles and Responsibilities

6.1 Tactical Response Teams:

• The Response Teams are the four (4) different TIIC ERT teams, trained to respond to a
specific emergency. These teams are the ff:
a. Fire Brigade
b. First Aid
c. Hazardous Materials (HazMat)
d. Damage Control

6.2 Tactical Response Team Roles

• Fire Brigade

a) Primary responder during fire alarms. Controls and extinguishes incipient fires using
available equipment
b) Responds defensively and assists Bureau of Fire Department (BFP) during major fires
c) Directs employees to the “Safe Zone” (evacuation area) during emergencies
d) Main Search and Rescue unit
e) Ensures that the EOC, Staging Area(s) and Evacuation Area(s) during emergencies
are adequately managed.
f) Maintains isolation distance. Provide crowd control to prevent non-essential
personnel from entering area.
g) Provides post fire inventory report (used and damaged firefighting equipment).
h) Conducts quarterly inventory and maintenance of firefighting gear to ensure
functionality and sufficiency in times of emergency.
i) Conducts quarterly inspection of all fire extinguishers, fire hoses and other related
firefighting equipment.
j) Provides support to HazMat Team when chemicals involved are flammables.
k) Provide support to the other Emergency Response Teams during non-fire incidents

• Hazardous Materials (HazMat) Team

a) Primary responder to all chemical spill/ release incidents. Controls and contain spills
using available spill equipment.
b) Coordinates with Fire Brigade Teams in case spilled / release materials are flammable
chemicals.
c) Collects and properly endorses contaminated materials (e.g., used absorbents) to the
Pollution Control Officer for proper disposal.
d) Provides post chemical spill inventory report used Chemical Spill equipment.
e) Conducts decontamination of all Chemical Spill equipment
f) Conducts quarterly inspection of all Chemical Spill control kits and equipment.
g) Provides support to the other Emergency Response Teams during non-chemical spill
incidents

• First Aid Team

a) Primary responder to all medical emergencies within TIIC premises and events held
at external venues where the ERT has been deployed. Response shall include

application of first aid, transport of injured personnel and assistance to medical


personnel such as company nurses and paramedic staff.
b) Sets up the Triage in case of multiple injuries resulting from emergency incidents
c) Conducts quarterly inventory of all emergency medical equipment (e.g. First Aid
Kits, Spine Board, Eyewash and etc.)
d) Assists the company nurses in collecting information relating to medical emergencies.
e) Provides support to the other Emergency Response Teams during non-medical-
related incidents

• Damage Control (DAMCON) Team

a) Monitors and ensures functionality and reliability of Fire Protection System, Fire
Detection and Alarm Systems, Power Systems and Communication systems during
emergency situations. Provides on-time feed-back to the Incident Commander on the
status of these systems during emergencies
b) Initiates lock-out procedures to isolate areas and prevent fire, smoke or spill from
escalating.
c) Isolate all energy / ignition sources during emergencies.
d) Provides support to the other Emergency Response Teams

6.3 Designated Position Roles

• ERT Chairman

Planning

a. Organize the different Emergency Response Teams including the selection and
endorsement of ERT members
b. Ensure availability of adequate resources (people and equipment) to respond to all
sorts of emergencies.
c. Establishes the Annual ERT Plan which includes among others Drill Plan, Meeting
Schedules, Training Plan and other ERT Programs
d. Identify all Incident Facilities: EOC, Staging and Triage Areas

Logistics

a. Makes the necessary coordination prior to the execution of any ERT activity/
program.
b. Ensures required resources are provided in the identified Incident Facilities.
c. Coordinates with the EH&S Department for the emergency equipment / training
requirements of ERT members
d. Coordinates with TRDMC for logistical requirements during crisis level incidents.

Administration

a. Ensures that the Annual ERT Plan is implemented

b. Resolves and recommends resolutions to TIIC Management on all ERT-related


concerns
c. Evaluates the performance of the Vice-Chairman, Shift Commanders and ERT Staff.
d. Reviews and endorses the performance reports of all ERT members
e. Provides reports to TIIC Management on all ERT-related activities
f. Recommends disciplinary actions to ERT members
g. Ensures all relevant information such as the ERT Policy is disseminated and
understood by all ERT members

Operations

a. Assumes the Incident Commander (lC) responsibility during emergency incidents


b. For crisis situations, immediately coordinates with the TRDMC Chairman to activate
the Crisis Management Team
c. Ensures effective Transfer of Command upon the activation of the TRDMC,
specifically, to the TRDMC Chairman.
d. Brief the Fire Department and other Government Emergency Response On-site
Commander on relevant details of the emergency.
e. Leads the debriefing after every emergency response.

• Shift Commander

Planning
a. Leads the preparation of the Drill / Exercise Plan scenarios
b. Schedules and conducts team meetings
c. Identify training needs of the different response teams.
d. Assists the ERT Chairman in establishing the ERT Plan

Administrative

a. Evaluates Team Leader performance


b. Ensures that the Drill / Exercise is executed as planned
c. Conducts debriefing after each emergency drill
d. Reports to the ERT Chairman the Drill / Exercise result including status of
recommendations and opportunities for improvements
e. Assigns ERT members to inspect and monitor emergency equipment
f. Ensures availability and adequate supply of emergency consumables.
g. Support ERT-related requirements for company events.

Operations: Emergency Response

a. Initially assumes the Incident Commander responsibility


b. Directly supervises and coordinates all ERT responders during emergencies on the
ground.
c. Provides prompt and concise feedback to ERT Chairman. Feedback will include
personnel accounting information gathered from Evacuation Coordinators.

d. Ensure effective Transfer of Command upon the assumption of the ERT Chairman or
CMT Chairman.
e. Identifies and sets up the Hot, Warm and Cold Zones. Maintains safe isolation
distance.
f. Ensures regularly accounting of all ERT responders during emergencies.
g. Ensures accounting all ERT responders / emergency equipment after the incident has
been concluded
h. Assists the ERT Chairman in the debriefing.

• Tactical Team Leaders

a. Ensures safety of all emergency responders by ensuring assessment of hazards is done


prior to deployment.
b. Accounts all team members during emergency and post emergency situation.
c. Double checks emergency gears / equipment including communication provisions
prior to deployment
d. Ensures team discipline
e. Ensures participation of team members to meetings and drills / exercises
f. Ensures participation of team members to required trainings
g. Evaluates performance of team members
h. Implements disciplinary action on team members

• ERT Staff

a. Provide technical advice to ERT Chairman relating to personnel safety,


environmental impacts and security matters.
b. HazMat advisors / specialists
c. Coordinates training programs to be conducted by external parties
d. Develops training modules for ERT members
e. Conducts internal training to ERT members.
f. Assists in the evaluation of drills and exercises

• General responsibilities for all ERT Members

a) Primary responder to all company emergencies


b) Actively participate in all ERT-related activities
c) Be familiar with the use, maintenance, and locations of all portable emergency
response equipment.
d) Be familiar with the operations of the fire protection and fire detection and alarm
systems (FDAS) of respective facilities.
e) Be familiar with all primary and alternate means of emergency escape of respective
facilities.
f) Be familiar with basic first aid techniques

7.0 ERT Membership

• General Requirements

a. Must be voluntary
b. Must secure endorsement from respective Managers
c. Must have no pending disciplinary action
d. Must be endorsed as “Physically Fit” by the Company Physician

• Shortlisting and Final Selection

a. All applicants will undergo initial screening by the EHS Department


b. Selected applicants will undergo final screening by the ERT Chairman
c. Once selected, EHS will notify the successful applicant by posting on the EHS
communication board

• ERT Membership Spot Availability

Membership spots may become available because of the ff:

a. Resignation from the company by a member


b. Resignation from the ERT by a member
c. Disqualification of an ERT member due to inactivity (more than six months)
d. Disqualification of an ERT member due to consistently low performance reviews
e. Disqualification of an ERT member due to health concerns or not released a
“Physically Fit” status by the Company Physician

• ERT Membership Disqualification

a. Physically unfit to perform ERT activities as certified by company Physician


b. Suspension due to gross violation against TIIC Code of Conduct
c. Two consecutive low performance review ratings
d. Abandonment of post during emergency situations
e. Inactivity for a period of more than six (6) months

• ERT Membership Tenure

a. Lifetime membership until resignation from the company or disqualified per ERT

8.0 Performance Evaluation

• Appraisal System

To have a systematic and consistent method of evaluating performance, a performance


assessment system has been established that will be used every performance evaluation
cycle.

a. All qualified ERT members will be evaluated in accordance to their performance


to the various expected performance deliverables
b. A relative weight has been assigned to each of the expected deliverables
c. Performance to the expected deliverables will be evaluated according to the
criteria established

9.0 ERT Benefits and Incentives

• Cash Incentive

In recognition to the ERT’s effort in ensuring the safety of all TIIC employees and its
properties as well as the risks they face in times of emergencies, TIIC management will
be releasing Cash Incentive to qualified ERT members. The incentive will be based on
the ff:
a. ERT position
b. ERT Personal Performance Review

Cash incentive will be released semi-annually not later than December 31 and June 30 of
each year

To promote a positive and professional perception of the ERT and its members, all ERT
members shall be provided with ERT uniforms that will enhance the appearance and easy
identification of the responder.

All members are required to wear the uniforms every Thursdays and Fridays and to other TIIC
sanctioned activities particularly sports fest and other events needing ERT deployment.

Members are expected to present themselves neat, clean and well-groomed appearance while
wearing the uniforms on all occasions.

In an event of the uniform needs repair or replacement, TIIC may issue new uniforms and will
require its members to return the old uniform in exchange for the new ones.

All members are required to return the ERT uniforms upon termination or resignation from the
ERT.

 Insurance Benefits

To compensate for the responders’ risk and dedication to the ERT, all members shall be granted
with better insurance benefits versus non-ERT members. This will be renewed yearly depending
on effectivity of the membership.
