Due to safety requirement for working on this pressurized equipment,


whenever the pressure of the adjacent gas compartment is reduced, it

should be ensured by the bidder that adjacent compartment would
remain in service with reduced pressure.

The material and thickness of the enclosures shall be such as to


3 withstand an internal flashover without burn through for a period of 300
ms at rated short time withstand current

The switchgear shall be of the free standing, self-supporting with easy


accessibility to all the parts during installation & maintenance with all
high-voltage equipment installed inside gas insulated metallic and
earthed enclosures, suitably sub-divided into individual arc and gas
proof compartments preferably for:
a) Bus bars
4 b) Intermediate compartment
c) Circuit breakers
d) Line disconnectors
e) Voltage Transformers
f) Gas Insulated bus duct section between GIS and XLPE cable/Overhead
Conductor etc.
g) Gas Insulated bus section between GIS & Oil filled Transformer /
Reactor (if applicable)

The methodology and all the equipment for electrical partial discharge
5 (PD) detection and/or acoustic detection methods, including that
mentioned in the specification else-where.
The ladders and walkways shall be provided wherever necessary for
6 access to the equipment. A portable ladder with adjustable height may
also be supplied for access to the equipment.
c) Any other alarm necessary to indicate deterioration of the gas

insulating system

The breaker should be able to withstand all dielectric stresses


9 imposed on it in open condition at lockout pres-sure continuously (i.e. 2
pu. power frequency voltage across the breaker continuously)

2 REFERENCE STANDARDS
The Service Class Continuity of Switchgears shall be LSC-2 (as
3 per IEC 622771-200), LSC 2B-PM (as per IEC 622771-200) will be
preferable.

4 The switchgear shall be cooled by natural air flow

The closing coil shall operate satisfactorily at all values of control supply
5
voltage between 80-110% of the rated voltage.

Spring charging motors shall be capable of starting and charging the


closing spring twice in quick succession without exceeding acceptable
6 winding temperature
when the supply voltage is anywhere between 80-110% of rated
voltage.

For 33 kV incomer:
7 Tripping time : 60-70 ms (Including Relay Time)
Closing Time : < 80 ms.

8 The cable compartment cover can only be opened if the panel is


earthed.
The large view ports to be provided to make it easy to visually check the
9 switching position
and to ensure safety of operations thereof.

The current transformer shall further have the dynamic and short time
ratings at least equal to those specified for the associated switchgear
10 and shall safely withstand the thermal and mechanical stress produced
by maximum fault currents specified when mounted inside the
switchgear for circuit breaker modules.

Bushings and arc-resistant cable covers/cable boot shall be provided in


cable compartment to

We presume that MSEDCL Tariff metering bay along with bus isolator (CTs & PTs) shall be
provided before 2 Nos. of transformer bays.
We also understand that Bus PTs shall be provided for transformer bays if MSEDCL Tariff
metering bay is provided.
We propose to provide GIS LAs for incomer bays as AIS type LA for Phase 2 will come at
later stage.
We have considered 0.2S & PS class CTs as per MSETCL requirement for incomer bays.
5P10 class CT is not considered.
We have considered space provision for 3 bays (extension for phase 2) after transformer
bays.
We recommend to provide additional core & protection for cable differential relay (87C)
for outgoings to data centre buildings. Please confirm.
We request you not to change physical location of outgoing feeders from Phase 1 to
Phase 2. e.g. DC-13 & Station Transformer (Feeder no. 3 & 4) kept next to each other in
Phase 1 changed to (Feeder no. 1 & 6) in Phase 2 with 4 feeders between them. It would
be difficult to reroute cables with increased length in Phase 2.

Please inform direction of 33 kV outgoing cables for Phase 1 & Phase 2.

We understand that lighting, earthing, lightning protection for Phase 1 to be considered


in present scope of work.
We request you to provide Soil Investigation Data of proposed plot for Phase 1 civil
works.

We have understand power release, load sanction & scheme approval from MSETCL in
already available. Please confirm.

We have not considered 220 kV Cables, termination kits at both ends, link boxes, sheath
bonding cable, earth continuity conductor, clamps and associated EHV cable accessories
and sand filling & civil works related to 220 kV cable as this are part of other package.

Please confirm regarding scope of supplying loose line differential relay at remote end
substation. We will be retrofitting relay in existing CRP. Separate CRP in not considered.
Required cables, accessories is considered in scope of work. We presume that aux supply
will be made available by MSETCL.

Please confirm SAS integration of the loose supplied relay at remote end substation.
We have considered separate relay for 50 LBB for incomer & bus coupler bays as per
MSETCL requirement..

We understand that control & protection are mounted on 33 kV GIS. Separate standalone
C&R panels are not required.

We have considered soil resistivity of 10 ohm meter for bid purpose. Successful
contractor will do earth resistivity measurement at site. Any deletion / addition of
material due to change in actual resistivity value, will be mitigated by RFI / mutual
discussion.

We propose use electrode as per MSETCL requirement. Please confirm.

We understand that LILO work along with cables in other package. Hence, we have
excluded tower earthing and associated accessories & work from scope of work.

integrating with main data centre fire control room. Connectivity is excluded from scope
of work.

We presume that Station Transformer will have cable box on both sides hence 33 kV Horn
Gap Fuse shall not be applicable.

We presume that separate SCADA system shall be provided for MSETCL & NTT. Please
confirm.

We have consider FOTE system at remote substation at AKP & Bapgaon. Please confirm.

pressure and shall go out of service for human safety reasons. Request your acceptance.

We shall provide the burn through time in line with IEC 62271-203. Table enclosed for

In line with the requirement, we confirm that busbar and disconnector are in separate
gas compartments and these equipments can also be removed / repaired complying with
the service continuity. For the ease of maintenance & repair of busbar and disconnector,
we are proposing a passive busbar without any switching device in it. The same is without
any gas segregation between bay to bay. Request you to review the Gas SLD with the
technical offer and provide your acceptance.

The methodology of the partial detecting sesnors placement shall be based on the
manufacturers standard practise. The doccument for the same shall not be provided.

The same facility is not available in the GIS thus the same shall not be provided. Request

depends upon the multiple factors such as value of arc current its nature, its location etc.

In BOQ it is written that “Fire fighting system(NIFPS system) complete U/G & O/G
piping and accessories etc. out side the pump house for Transformer / Reactor”. Please
note that for NIFPS there is not Pump House.
Kindly clarify the requirements of Hydrant, HVWS for Transformer, MVWS for Cable cellar
and Sprinkler for the building areas.

Please clarify if there is any existing Fire Water Pumphouse. If available, kindly confirm
the pumping capacity.

Please clarify the scope of Statutory approvals.


Please confirm if there are requirements of Panel / Room Gas suppression system as per
NBC / CFO requirements.

We are considering positive pressure ventilation system for GIS Hall with minimum
4ACPH. Kindly provide specification, if available.

In 5.0 Sec H- O_M it is mentioned that all required spares (minor and major) will be
provided by the owner however in the document 5.0 Sec Annexure H2 it is mentioned
that spares will be provided by bidder (KPI weightage also given); As per our
understanding all spares are to be provided by owner; please confirm.

We are considering the design ambient temperature will be 40 degC.
Our GIS product will only confirm all the relevant standards of IEC only.

Our offered GIS will have LSC-2A PM class as the system is double busbar system.

Panels with rating of 3150A will have forced cooling as per the type tested design. Panels
with rating below 3150A will be cooled by natural air flow.
The closing coil shall operate satisfactorily at all values of control supply voltage between
85-110% of the rated voltage as per the type tested design.

Spring charging motors shall be capable of starting and charging the closing spring twice
in quick succession without exceeding acceptable winding temperature
when the supply voltage is anywhere between 85-110% of rated voltage as per the type
tested design.

As per the type tested design, Closing time < 95 m and Opening time 1st release: < 65
ms ;2nd release: < 55 ms

In our type tested design, cable compartment cover is not applicable as the cable
compartment will be in gas only.

View ports are not applicable in the type tested design of GIS. We will provide mechanical
indicator for that purpose.

As per the type tested design, the current transformer will be outside the gas
compartment without dieelctric stress.

Our offered GIS products will have innercone cable termination. So, we need the cable
details of each feeder to make the offer. In the SLD, cable details of outgoing feeders are
given but the incoming feeders are missing.
As per the design standard, our offered GIS will have innercone cable termination which
have several benefits.1.INNER CONE type cable Termination is a pure GIS technology as
the cable termination takes place inside the SF6 GAS filled cable housing chamber
imparting greater dielectric insulation/strength at the points of cable termination. Hence,
chance of flashover at cable plugs is extremely less as compared to Outer Cone
Termination where the dielectric medium is AIR. Also, there is no effect of external
environment, moisture,dust etc. in-case of INNER CONE termination. 2.In case of GIS with
inner cone cable termination with multiple cable runs , each cable termination will have a
separate bushing for power cable termination inside the INNER CONE BUSHING. Here, in
case one cable termination is affected, the other cable termination points inside the
INNER CONE will not be affected as there is sufficient insulation between the cable
termination points inside the INNER CONE. However, in case of Outer cone multiple
cables are connected to one single cable bushing via back to back Tee plug arrangement.
Here, if one T-off plug is affected due to internal arc in cable compartment, the complete
cable termination bushing is rendered inoperative.3.Our 8DA10 GIS is satisfactory type
tested with inner cone termination in submerged condition (up to 2 feet) so that
uninterrupted power supply obtained in case of sub-station is submerged due to flood.
Please consider Inner cone cable termination for 33kV GIS.

The type tests performed on 33kV GIS are according to the international standards, Type
Tests as per clause 6 of IEC 62271-200 are performed on every design if;
1. Relevant design changes of the switchgear has taken place from the original type
tested design
2. The requirement for the tests within standard has changed.
Since above two mentioned points are not valid for our offered design, the submitted
type test reports are valid. Further we also confirm that no relevant change in
market/design has been implemented in the offered ed design after type testing.
Hence, we have not considered any type testing cost, as type tests are older than 5 years
from tender issue date. We do not forsee to perform re-type test on already type tested
product considering finanacial implication.
Stage inspection is not applicable in GIS as per the standard practice. We will arrange FAT

However, same is not mentioned in BOQ. Please check and add a separate line item in the BoQ

are also mentioned in busbar modules as indicated in BOQ.

In this regard, we presume bus PTs along with disconnectors shall be priced in busbar module

without burns through for a period of 300 ms at rated short time

that the pressure loss within each individual gas-filled
compartment shall not be more than 0.1% per year.

switching devices shall be plug in type only, any
kind of direct gland entry type connection between drive cubicle and LCC
shall be avoided.

Customer's Requirement: The Average Intensity of


electromagnetic field shall not be more than 50 micro - Tesla on
the surface of the enclosure. The successful bidder shall furnish
all calculations and documents in
support of the above during detailed engineering.

Customer's Requirement: The Bidder shall furnish the


following information regarding the loosely distributed metallic
particles within the GIS encapsulation.
a) Calculations of critical field strength for specific particles of
defined mass and geometry.
b) The methodology and all the equipment for electrical partial
discharge (PD)detection methods, including that mentioned
elsewhere in this specification

Customer's Requirement: The switchgear shall have provision


for connection with ground mat risers. This provision shall
consist of grounding pads to be connected to the ground mat riser
in the vicinity of the
equipment
Customer's Requirement: Alarm circuit shall not respond to
faults for momentary conditions. The following indications
including those listed elsewhere in the specifications shall be
generally provided in the alarm
and indication circuits.
a. Gas Insulating System:
a) Loss of Gas Density.
b) Loss of Heater power (if required)
c) Any other alarm necessary to indicate deterioration of the gas
insulating system.

Customer's Requirement: The enclosure


shall be manufactured and tested according to the pressure vessel
code (ASME/CENELEC/DIN or Equivalent) code for pressure
vessel).

Customer's Requirement: The GIS bidder shall define clearly


what constitutes the main grounding bus of the GIS. The GIS
bidder must supply the entire material for grounding bus of GIS
viz conductor, clamps, joints, operating and safety platforms etc.
The GIS bidder is also required to supply all the
earthing conductors and associated hardware material for the
following:
1. Connecting all GIS equipment, bus ducts, enclosures, control
cabinets, supporting structure
etc. to the ground bus of GIS.
2. Grounding of transformer, reactor, CVT, SA and other outdoor
switchyard equipment’s/
structures etc.
Customer's Requirement: Closing time of 220 kV Circuit
Breaker shall be 100 ms & tripping time shall be 20 ms. It should
be suitable for 1ph/3 ph. Auto reclosing facility.

Customer's Requirement: All the acceptance tests shall be


carried out in presence of Owner’s representative on offering the
material for inspection and testing by successful bidder. The test
results shall be treated as reference signature for condition
monitoring in the future. Acceptance test shall include stage
inspection of GIS CT & VT.

Customer's Requirement: Max. radio interference voltage for


frequency between 0.5 MHz and 2 MHz at
156 kV (Micro volts) :1000 (at 156 kVrms)

Customer's Requirement:Provision shall be made for


padlocking the ground switches in either open or closed position.
Customer's Requirement: 1.In addition, fuses shall be provided
for the protection and metering windings for the fuse monitoring
scheme. The secondary terminals of the VTs shall be terminated
to the stud type non- disconnecting terminal blocks in the
secondary boxes
via the fuse.
2. All the voltage transformer shall be provided with manual
operated isolating link.

surge and power frequency discharge voltages and BIL of the
protected requirement.

operation in seismic zone for earthquake resistance. The copies
of type test reports for similar rated equipment, if tested earlier,
should be furnished along with the tender.

Customer's Requirement: The successful bidder shall include


the supply of all SF6 gas necessary for filling & putting into
operation the complete switchgear installation being supplied. In
addition 20% of total gas requirement shall be supplied in
separate cylinders as spare requirement, over & above the
requirement of gas for successful commissioning. The list of the
spares should be submitted
by the successful bidder.

Customer's Requirement:The SF6 GIS to XLPE cable


termination shall conform to IEC-62271-209 (latest edition)

earthing / bonding connections and continuous enclosure construction can be submitted during DDE
