I. INTRODUCTION

a. Vision and Mission


Vision

Roxas (Isabela), a safe center of Agro Industrial, Hub of


Commerce and Trade in Mallig Plains, with God Loving
and empowered citizenry, living in a secured
sustainable socio-economic condition and a balanced
environment under a committed, honest, pro-active
and humane leader.

Mission

The municipality shall pursue socio-economic stability


through a well-defined agro-industrial development
program disaster resilient capitalizing in its agricultural,
industrial and commercial gains and potentials coupled
with the active participation of its people and its corps
of honest and dedicated leaders.
b. Profile–this section defines the geographic,
demographic and economic status of Roxas, Isabela.

The municipality of Roxas is located in the central part of


Mallig Plains. It is bounded on the North by the town of
Mallig, on the Northeast by Quirino, on the Southeast by
San Manuel and on the West by Cordillera Region. It is
about forty (40) kilometers away from the town of
Ilagan, the capital town of the province. Roxas belongs
to the fifth Congressional District of Isabela with twenty-
six (26) barangays and is classified as a first (1 st) class
municipality.

The municipality is almost plain except the western and


northwestern parts, which are hilly and slightly
mountainous. Roxas occupies a total land area of 18,480
hectares with an urban land area of 506.275 hectares and
the remaining 17,973.725 hectares is classified as rural
area. Of the total land area, about 65.06% is devoted for
agriculture. As shown in Table 1, only 0.016% is devoted
for industrial activities, 0.040% for commercial endeavors,
2.551% is being utilized for residential, about 0.142% for
government land, 0.012% for religious land, 0.241% for
educational land and about 31.938% is used for other
purposes.

d. Demography

The population of Roxas as of December 2018 is 61,773


with an average Annual Growth Rate (AGR) 1.37. The
2018 total population density is 334.05 persons/ hectare.
Of the total population, 31,498 or 51% are male and
30,358 or 49% are female. The municipality has 14,226
households. Of the four urban barangays, barangay Rizal
ranked first in terms of population with a share of 10% of
the total population followed by barangay Bantug with
9% share. In rural areas, barangay Sotero Nuesa has the
highest population even outnumbering the population of
barangay Rizal with a margin of 113 population. There

are four barangays that have less than 1000 population


namely; Anao, Dona Concha, Lucban and Masigun. The
lowest contributor of population is barangay Anao with a
share of 1.07%.

e. Economy

The economy of the local government unit of Roxas


focused on three main activities namely; Agriculture,
Commerce, Trade and Industrial activities. Indeed, Roxas
is one of the identified commercial growth centers of the
Isabela province and the business center of the Mallig
Region. Evidently, Roxas is 4th in terms of commercial
related activities next to Cities of Cauayan, Ilagan and
Santiago (Isabela).

The agricultural productivity of Roxas is high, reaching as


much as 95% cultivation rates in rice and corn. Surplus
production of rice and corn are being exported to other
places. Other crops are vegetables, tobacco, root crops in
which production is more than sufficient for local
consumption of the municipality. The production of meat
including pork and poultry is more than enough but the
supply of fish of other kinds aside from the harvest of
inland fishpond owners within the locality is dependent
on the arrival of supply coming from other places. There
are three types of economic activities, these are;

E.1Primary – the agricultural related activities have a


capitalization of 28,481,081.33 and registered 61
employees; a contributing factor to the primary
economic activities of the locality.
E.2Secondary – The secondary economic activities or
manufacturing registered a 298 number of employees
and have a capitalization of 111,457,674.81. Mostly
these manufacturing that operates in the municipality
are belong to light to medium industry classification.
E.3Tertiary - The tertiary economic activities in the
locality had spur employment and economic growth of
Roxas, Isabela. Currently, there are 2975 employees
registered and have a 294, 0237,497.02 invested for the
tertiary activities.

Roxas, Isabela has a total of 301.596 kilometer of local


roads. This made up of 31.66% concrete; 5.22% made of
asphalt; 60.20% are gravel and 5.15% are earth fill. The
existing road density combining national, provincial,
municipal and barangay road is calculated at 1.63 km/km 2.
Road density is far below the standard ratio of 2.4 km/1000
population. This manifest that urbanization and population
growth in Roxas overtook road development.

Road development should also go with the development


and this have to prioritize. Particularly, the municipality of

Roxas is hectic place and fast growing municipality in terms


of economic activities, emergent structures, population
increased and surplus public and private vehicles. The
geographical location of the municipality also a contributor
to the acceleration of progress.

Two bypass road are also ready for construction. These


are; Bypass Rd. 1, San Antonio – Sotero Nuesa Bypass Road
and Bypass Rd. 2, connecting the Municipality of Roxas to
Paracelis, Mt. Province. TheBypass Rd. 1 emanate from
Barangay San Antonio traversing Barangays San Rafael,
Bantug and exit to Barangay Nuesa. As per observation,
road traffic can be felt from those four barangays
particularly during rush hours. This circumferential road
will help decongest traffic along the inner roads of the
municipality. The road length is 8.12 km. with two 373 m.
bridges upon completion.

National highway that traverses through municipality is


Santiago-Roxas-Tuguegarao Road. There are four busy
collector roads connecting to national highway, namely; 1.
Magsaysay St., 2. Antonio Luna St., 3. Osmena St., 4. Don
Mariano Marcos Avenue and 5. Dona Syquia Street. These
four streets are busy route going to the Roxas Central
Business District. School junction/intersections are also a

contributory to a stream of traffic that cause delay to


motorists.

IV. STATEMENT OF THE PROBLEM


Analysis were undertaken to determine the
municipality’s strength, weaknesses, opportunities and
threats in terms of road condition, and address the
challenges faced by the municipality in relation to
transport.

V. SETTING UP OF OBJECTIVES
Guided from the CLUP-CDP and ELA for year 2019-2028 that
promotes and improve quality of life for the people of Roxas,
Isabela. The goal for the transport sector is to improve the
accessibility where the inadequacy of transport facilities has
blocked economic and social progress. Thus, this sector will
provide maximum support towards the achievement of the
objectives set forth in the economic and social sectors.
Enumerated below are the specific objectives to achieve the
transportation plan;
1. To improve and upgrade the physical condition of all
gravel surfaced roads
2. To provide adequate transportation services/network
to facilitate the movement of people, goods and
services
3. Increase traffic signage’s
4. Increase deployment of traffic enforcers
5. Creation of ordinance regulating transport system
6. Prohibitions of Parking of Heavy Equipment along
National highway and Municipal Roads
7. To provide more spacious parking spaces of vehicles.

VI. REVIEW OF EXISTING CONDITIONS AND DATA

1. Road Infrastructure – Roxas, Isabela has a total of 300.84


km of roads. Of these, 31.66% is made of concrete and
5.22% is made of asphalt and 65.35% is unpaved roads.
The existing road density is computed at1.63 km/km 2 of
land which is sufficient based on the standard road to
population ratio.
2. Congestion – the degree of traffic in urban road dictates by
the capacity of intersections. There are five junctions
where volume of transport congested during peak periods
which means heavy traffic. However, after peak hours
traffic conditions getting into normal.

3. Modal Shares – the frequency of public transport or the


movement of passengers was generalized in this study.
These include trips or counts surveyed for work – school
related, market and others. The surveyed for PUV’S, PUB’S
AND PUJ’S are those transporting from municipality to
municipality and to other regions. The total number of
person trips in a typical day in Roxas is approximately
10359 persons-trips per day excluding private transport.
Of the public transport modes in the municipality, it is the
tricycles that have the lowest number of person trips at
13% while PUB and PUJ have same percentage of 30 and
27% for PUV.(see table 4.9)

a. Routes – no routes or zone regulation for tricycles. They are


free to ply anywhere in the locality regardless of hierarchy of
roads. However, color coding were prescribed. There are
set of limitation in transporting or loading of passengers.
There are also designated color for each tricycles routing in
urban areas and another color for rural areas per region.
PUJ’S, PUV’S have trips from the center of Roxas to other
towns or outside areas.
There are only two directions of routes for Buses, PUV’S and
PUJ’S; these are North and South Bound.

b. Terminals – Buses ply routes from their terminal to


other provinces/cities. All vans and PUJ’S have a
common terminal occupying a portion of Xentro Mall
zone. Both Buses, PUJ’S, PUV’S are allowed to pick up
passengers anywhere along major routes, however,
PUJ’S and PUV’S are prohibited to establish “sibat”
terminals. They also managed to established time
interval of departure for each trips or so called “pila”.
There are two buses terminal in Roxas both located in
Barangay Bantug. These are Victory Liner and Vizcaya
Liner. Victory Liner route is due north and South
Bound, while Vizcaya Liner route is due south.
Northern Bus also is operating but there is no
permanent terminal. Northern Bus route is also due
south. All of these buses serve inter-regional routes.
Informal terminals locally known as “TODA” for
tricycles could be seen in busy place/corner or where
there are plentiful economic activities; such as, public
market, mall, church, schools, banks, municipal hall

and designated unloading zones. Most of these places


occupy portion of roads or right of way.
c. User’s Perception on Public Transport
A public transport route survey was conducted for
Eighteen days (18 days) held on March 5 to April 1,
2019. Apart from counting of volume of passengers
and trips, one of the purpose of the survey is to get
the community’s perceptions on public transport
mode and scheme.
The respondents identified the following:
 For Tricycle
According from the records of the Municipal Treasury
Office, there are 1415 registered motorized tricycles
for hire within municipality. There are also 286
motorized tricycles for hire outside municipality plying
in Roxas. There are also designated color for Tricycle
for hire according to their route.
- Munoz Region (rural) - Yellow
- San Antonio Region (rural) - Blue
- Lanting Region (rural) - Red
- Central Region (urban) - White
Aside from the above cited information, the following
matters were gathered from the respondents:

1. Tricycle drivers are choosing passengers ( in terms


of quantity and direction)

Road accidents can easily happen especially to areas


where no visibility of traffic enforcers, absence of
signage’s, indiscriminate parking, no pedestrian
crossing, driving in the influence of liquor and
undisciplined driver. Despite of all the things, all
sectors of the society should be very careful and should
be made mindful of the importance of road safety to
prevent accidents.

The table above shows that there are lots of accidents


happened in year 2018 than the previous years. And
most of the causes of accidents are those under the
influence of alcohol or exhausted driver. The highest
number of accidents are due to crash between vehicle
to vehicle with 373 accidents followed by vehicle to
Human with 115 accidents, two accidents from
vehicle to animal and 24 accidents from vehicle to

signs and other related necessary traffic
precautionary measure should be made available to
improve road safety.

VII. DATA GATHERING

The primary source of data used to craft the LPTR Plan


was taken from the actual count of transportation
vehicles, frequency of commuters, and volume of
passengers, interview and collaboration with booking
office of the Roxas Central Terminal, Bus Terminal and
TODA’S.
Passenger volume count was conducted at designated
survey points where volume of private and public
transport is passing. Frequency of transporting vehicle
and passengers were counted in a day to day activity.
The data generated from the survey was used to derive

the passenger demand per peak hour per day. Survey


was conducted in the morning starting from 6 0’clock to
11 o’clock and in the afternoon at 1 o’clock 6 o’clock.

For BUS:
There are two buses (Victory Liner Inc.) routing in Roxas –
Gamu road moving toward Dagupan City (Pangasinan).
Based on actual survey there are about 45 passengers
aboard combining the two trips that includes departure and
arrival of the bus in a day.
On the other hand, 26 buses also routing Roxas –
Tuguegarao Road with an approximate passengers of 817;
19 buses are likewise routing Roxas – Santiago Road with a
surveyed of 320 passengers aboard. The surveyed trips and

passengers count included the departure and arrival of the


buses. And these counts comprise buses with legal
terminal in Roxas and buses just passing through the
municipality.
For PUJ and PUV:
For PUJ’S, there are 45 jeepneys routing Roxas-Gamu Road
with a surveyed 976 passengers a day. 55 vehicles with 970
passengers are also routing Roxas – Tuguegarao Road and
45 jeepneys with 1161 passengers are also routing Roxas –
Santiago Road.
For PUV’S, there are no Public Utility Van routing Roxas –
Gamu Road due to numerous jeepneys routing in the said
direction. The Roxas –Tuguegarao road have 124 routing
PUV’s with 1315 passengers and there are 85 vehicles with
1137 passengers routing in that road.
The survey of vehicle trips and passenger count was done
during the peak hours to determine the volume of trips,
passengers count and gauge the level of road traffic for
consideration of crafting of new route plan and establish
new traffic management.
For TRICYCLES:
There are 1415 tricycles with franchise routing in the
municipality. From the 1415 total tricycles, 321 tricycles
are routing from barangay to poblacion, 1094 tricycles are

routing within the municipal center and 286 tricycles


routing from municipality to municipality. It could be
observed that there are 1415 registered tricycles as per
records from the office of the treasury. Where from the
survey, there are only 1351 tricycles actively operating. As
surveyed, this shows that from the remaining 64 tricycles,
some of them seldom operates nor is not member of active
TODA’S or it might not be operating at all.

e. Proposed Transportation Facilities


The municipality of Roxas, Isabela has an existing Central
Terminal located at barangay Rizal, Roxas, Isabela, a
northeast part of Roxas CBD and a portion of Xentro Mall
premises. The terminal is privately operated under BOT
scheme between the LGU and the Xentro Mall. This is
mainly occupied by PUV’s, PUJ’s and tricycles. Also, there
are three Bus Terminal operated by private operators
located outside the existing central terminal; these are
Victory Liner Inc., Florida Bus and Vizcaya Liner terminal.
There is also one bus presently occupying roadside as its
terminal, the Northern Bus Company. There are also 30

existing Tricycle Operators & Drivers Association or


commonly called TODA. These TODA as earlier said, these
was located where economic activities are. Like, in public
market, mall, CBD, schools, churches (during Sundays) and
other.
The central terminal only accommodate PUV’S, PUJ’s and
tricycles due to limited space. Due to its space limitation,
waiting passengers have no available seats while waiting
for the next trip. There is also no ventilation provided for
the waiting passengers.
The municipality have experienced shortage of bus over
the number of passengers. During peak season, there has
been a shortage of buses that force some passengers to
shift and wait other buses that passing through the
municipality. This has to be addressed, hence, the
construction of new terminal with complete facilities is
recommended.
This central terminal upon completion shall
accommodate all types of domestic land transportation.
The new site for central terminal is yet to identify.

f. Tricycles
Pursuant to the OFG, operation of tricycles shall be in
accordance with the Joint Memorandum Circular No.1,
series of 2008 of the DILG and the DOTC, which states
that tricycle operation should only be confined along
city or municipal roads, not along national roads and is
limited only to routes not traversed by higher modes of
public transport.
Tricycles provide transportation traversing local roads
and subdivision roads or farm-to-market roads that will
connect into routes traveled by jeepneys, PUV’S and
PUB’S. Or this may serve as intra – zonal trip providers.
They provide also, transportation convenience from
home- work- business vice versa in which public light
vehicle cannot provide. This plan has no proposed new
route for tricycles since tricycles have no specific route.
