System in Jordan
Background

Creation of LTRC
New law was issued in 2010 to the creation of an organization of land transport to
include all land transport (passengers, goods, and rail).So PTRC (Public
Transport Regulatory Commission) replaced by LTRC (Land Transport
Regulatory Commission) and it began working within its responsibilities on 01-
10-2010.

Objectives of LTRC

LTRC aims to regulate , control the land transport services and encourage
investment in the land transport sector in line with the objectives of economic
and social development.
Implementation of the general policy of land transport

Work to meet the demand for land transport services and secure it in
a good level and appropriate cost

Plan land transport services net work and it ,s facilities and routes

Develop the required plans for operating land transport facilities

Locate land transport facilities in coordination with the relevant


authorities, to manage and supervise services
Develop plans for road construction and maintenance programs to
recommendations in this regard in the public interest of the make
beneficiaries in coordination with the relevant authorities
Develop procedures to prevent road traffic crashes according to
inter national requirements in coordination with the relevant
authorities

Public Transport Projects in
Urban Areas
A- Public Transport Infrastructure in Urban Areas

1-Restructuring of PT Terminals : this project aims to develop the


infrastructure of the public transport sector through the implementation of
technical studies for the rehabilitation / Design of terminals in the kingdom
and then begin the process of rehabilitation or construction of new terminals
,this project was executed in (Madaba ,Ajloun ,Jerash, and Karak )and the
work is ongoing for other Governorates

2-Bus Stops Construction : (46)Bus stops were constructed in Irbid, Tafelieh


,Balqa and now as an outcome of Jerash Master Plan Study this project aims to
improve PT services during provide suitable positions for Bus Stops ,studies
and identifying sites for (67)Bus stops in Jerash Governorate is done also the
design and tender for these Bus Stops already done.
B- Transport Project between Amman and Zarqa the Objective of this project is
to create safe, comfortable Public Transport Services between the two
governorates through rapid bus, also this project have interoperability with
urban transport in Zarqa and Amman within Amman BRT System .about the BRT
Corridor Autostrad is chosen as the Amman – Zarqa corridor because it is the
best suited corridor for interurban relations, this BRT System shall include:
- Fully segregated bus way with absolutely no interference with other traffic.
- Grade separated junctions.
- Stations able to accommodate several buses on the same time.
- Accesses to station shall be by pedestrian bridges. For simplification, single
central platform stations shall be preferred.
- Regulation capacities in terminals
C- Intelligent Transportation System the Objective of this project is to Activate Fleet
Monitoring System and an Electronic Fare Collection System to be in buses the
documents and the terms of reference for this project is ready for tender. the benefit
of this project is to:
- Improve passenger satisfaction.
- Reduce cash handling, reduce boarding time and improve crowd management.
- Improve fleet management and bus operations.
- Reduce bus idle-time and save fuel.
- Support the public transportation subsidy initiative.
- Accurately calculate the transportation subsidy.
- Improve and optimize operational performance.
- Enhance the transparency within the public transportation sector.
- Improve the public transportation image.
Financial Model in Urban PT System

1- Two Categories of Operators are in PT sector :

A- Individuals working as one or more operators on one


route(before LTRC creation).

B- Companies working on packages of routes that were awarded


after tendering process, the companies pay franchise fees to
Government.
2- Government offers Subsidies to operators through customs and sales
taxes exemptions when they Modernize their public transport vehicles
where this Modernization aims to Improve the level of public safety and
reduce traffic accidents, reduce the emission of exhaust gases resulting
from old vehicles and the protection of the environment, reduce the
maintenance costs of vehicles,From the beginning of the project of
Modernization of public transport vehicles 2008 till 31/8/2015 there is
(2292) vehicles were modernized.

3- Fare Compensation project for companies working on Public


Universities lines where this project aims to Offering discount of the fare
paid by universities students
