Your Honors:
Who among the aspirants can claim a proven track record of at least four
decades of anti-corruption crusades that are pro-active (not merely reactive)
and without blemish to his or her integrity?
Since way back FQS (First Quarter Storm) of the seventies, from the dark years
of oppression under the tyrannical dictatorship, thru the nine years of
kleptocracy, and even until today, FRANCISCO IBRADO CHAVEZ has been
the de facto Ombudsman of the People of the Philippines. His battlefield were
scams and plunders involving tremendously huge amounts of taxpayers’
money and our country’s resources. His integrity has no blemish, for, in fact
he was the choice of the Saint of Democracy for the meticulous and trenchant
job of Solicitor General. Please see in the attachment some highlights of his
advocacy, many of which are now shrines in Philippine jurisprudence.
Lessons in Philippine history prove that Truth Crusaders (or those to whom
many news reporters refer to as “whistleblowers”) held the keys for success of
anti-corruption efforts. While the various whistleblowers, whether genuine of
grandstanding, disagree on their political beliefs, many of them agree on who
does not deserve and who deserves to be Ombudsman. The Truth Expositors
of the Whistle Blowers Association agree 100% on Frank Chavez. With due
respect, the Truth Expositors, whose lives were in real grave danger of prowling
snipers and abductors, are different from the recent fashionable “Truth Tellers”
who blew the whistle too late, when it is “peace time” already.

Ngayon ay baligtad. Ang akusado ay nagpapakamatay.
Frank Chavez is a proven “war time” veteran. Until now, he is the only one
who took the risk of initiating the first and only non-nuisance plunder charge
against the former most powerful personality in the Philippines. Since he has
been doing the job of an Ombudsman for more than three decades, then by
sheer logic, he deserves a nomination for the position of Ombudsman.
