TERMS OF REFERENCE
(TOR)

1.0 INTRODUCTION:
RAIL VIKAS NIGAM LIMITED (RVNL), having its Corporate office at 1 st Floor
August Kranti Bhavan, Bhikaji Cama Place, New Delhi – 110066, India which is a
Public Sector Enterprise set up as a wholly owned Government Company under
the provisions of Section 617 of Companies Act. Rail Vikas Nigam Ltd, Rishikesh
Unit is executing construction of 125 km long New BG line between Rishikesh and
Karanprayag. This project is in Garhwal Himalayas where construction of tunnels
and bridges is involved due to hilly terrain from Rishikesh to Karanprayag. The
tendered work is part of the project of 125 Km long New BG Rail line between
Rishikesh and Karanprayag in the state of Uttarakhand.

The present tender is for “Consultancy Services regarding the development


and certification from GRIHA as green building for (G+1) RCC framed
structure and isolated/combined footing building with provision of 2 floors
for use as dispensary at Dehradun Railway Station”. The built-up area of the
building is approximately 750 sqm including both ground and first floor.

2.0 OBJECTIVE OF CONSULTANCY SERVICES


The objective of the consultancy services is to: -

a. Preparing document and drawing for the dispensary building along


with a design report considering Green building Parameters by
GRIHA to get the best possible GRIHA ratings.
b. Preparing the detailed methodology of construction of the building so
as to satisfy the criteria of Green Building as per GRIHA.
c. Providing Site Photographs, billing voucher/documentation and
desired documentation to GRIHA Team during construction phase.
d. Compliance with comments and observations by the GRIHA council
at various stages of the project.
e. Liasoning part of the GREEN Building Rating with GRIHA as per the
protocol.
f. It will be sole responsibility of the consultant to get the approved
ratings and certificate from GRIHA.
g. The consultant will inform in advance to employer the ratings from
GRIHA expected according to the design being developed. Employer
may suggest changes to improve the ratings. Consultant must ensure
that the ratings expected/targeted and ratings obtained from GRIHA
are same.

The Consultants shall ensure:

a. All the standards and norms for the green building as


suggested by GRIHA are followed.
b. Highest standards of quality assurance.
c. All the criterions for the point distribution of green rating by
GRIHA are considered and steps taken towards the same
are duly recorded and submitted as a report to employer.
d. Compliance documents for each criterion of GRIHA rating are
maintained and duly submitted to the employer in hard as well as

soft copy.
e. Design guidelines regarding the green building from GRIHA
are to be followed without compromising the stability and
integrity of the structure.
f. Co-ordination and communication with concerned
authorities for the satisfactory completion of the work.
g. As the GAD of the proposed dispensary already approved
and an agency for the design and detailing regarding the
civil aspects is already at work, then it is the responsibility of
the consultant to work in co-ordination with the existing
agency for the development of the dispensary as the green
building.

3.0 SCOPE OF WORK:


The detailed scope of the work of the consultancy services is as
follows:
1. Development of the building for Dispensary at Dehradun Railway
station as a green building.
2. Preparation of the detailed designs and incorporating changes, if any,
in co-ordination with the design consultant in the approved GAD of the
dispensary to satisfy the GRIHA green rating criterion.
3. Preparation of the detailed step by step report on the construction
methodology for the green building and green building parameters.
Neatly describing the GRIHA recommended provisions and the
provisions provided by the consultant and their effects.
4. The following aspects for the green building design are to be looked
upon in an integrated way:
 Site planning.
 Building envelope design.
 Building system design and management (heating ventilation
and air conditioning [HVAC], lighting, electrical, and water
heating).
 Integration of renewable energy sources to generate energy on-
site.
 Water and waste management.
 Selection of ecologically sustainable materials (with high
recycled content, rapidly renewable resources with low emission
potential, and so on).
 Indoor environmental quality (maintain indoor thermal and visual
comfort and air quality).
5. Liasoning with the GRIHA team right from the start of the project until
the final approval of the Rating and compliance with the
comments/observations of the GRIHA team at various stages of the
project and also keeping the record of the same. The records of all
observations and their compliances will be shared with the employer
also.
6. It will be the sole responsibility of the consultant to get the ratings
approved from the GRIHA council. It is an integral part of this work and
mandatory for the completion of the work awarded.
7. The design and development of the building must be done keeping in
mind the rating framework structured by GRIHA. The consultant is
expected to target the best possible rating from GRIHA.
8. The consultant must inform in advance the ratings expected according
to the design being developed to the employer.
9. The “Targeted Rating” and “Achieved Rating” from GRIHA by the
project must not differ. It is sole responsibility of the consultant to get
satisfactory ratings as targeted during execution of the work.
10. The detailed effect of the design and development of the green building

on the cost of the building must also be analyzed. The employer may
suggest the changes which are duly to be complied by consultant so as
to maintain harmony between economic and green aspects of the
building.
11. The checklist of the documents to be shared to GRIHA during various
stages of the work must be shared with the employer. The documents
must be submitted time to time as required to GRIHA and record of
same shall be kept. One soft copy and one hard copy of all such
documents must also be shared with the employer.
12. Intent appraisals and the compliances of each criterion of the GRIHA
rating to be considered for the best possible ratings while also
considering the economic constraints. The provisions and their
economic effects may be duly reported to employer and approval may
be taken for the same from the employer.

4.0 TIME PERIOD OF COMPLETION

1) Submission of the preliminary detailed report and design


for the green building i.e. design drawings good for construction
with respect to green building parameters within 30 days of issue
of the LOA.

2) Remaining works, i.e. site visits of GRIHA team,


preparation of documents for approval and obtaining the rating
from the GRIHA are to be completed as per the progress of the
construction works of the building. The final rating approval must
be obtained within 60 days of project is completed and installation
and commissioning of all equipment and systems. The
completion of the installation and commissioning of the
equipment and system will be notified by RVNL to the consultant.

5.0 OUTPUTS/ DELIVERABLES TO BE GIVEN BY THE


CONSULTANT TO RVNL
1. Preliminary Report and Design Drawings Good For
Construction: -

The preliminary reports, design drawings, construction


methodology etc. as per the requirement of the GRIHA ratings needs
to be submitted within 30 days of the issue of LOA so as to ensure no
delay in the construction of the building.
2. Detailed program/process of approval of rating

The consultant must prepare a step by step program schedule


of rating approval from GRIHA. It must have milestones completed in
the construction of building and respective steps to be taken for
GRIHA rating approval for each milestone. Along with the documents
required.

3. Site Visit Reports: -

The detailed reports must be prepared of the site visits of the


GRIHA team. The report must contain the observations of the GRIHA
team and compliances to be followed for the same. The report is to
be submitted within 2 days after the site visit (one soft copy one hard
copy). Such reports are to be prepared for every site visit by the
GRIHA team.

4. Documentation for the ratings approval: -

The list of the necessary and required documents for the


approval of the green building ratings from GRIHA must be prepared
in advance and shared with the employer. During the course of the
work, if any additional document is required, the consultant must duly
arrange and provide the same to GRIHA as well as the employer.
The documents submitted to GRIHA are also to be shared with
employer with one soft copy and one hard copy.

5. Final GRIHA approved rating: -


The whole and sole purpose of this work schedule is to get the
green building ratings for the dispensary building GRIHA. It is the
most important step of the work schedule. So, it is the responsibility
of the consultant to get the approval ratings from GRIHA council.

6.0 INPUTS FROM RVNL TO CONSULTANT

RVNL will provide the reference GAD of the building for


which green building ratings are to be obtained from GRIHA

7.0 PAYMENT TERMS

Lumpsum price shall be quoted for the services as a


complete job. The consultant shall not claim anything extra. The
tenderer should quote rates accordingly on complete job basis.
No escalation to the accepted rates shall be permitted.

Schedule of Payments J

No mobilization advance shall be made.

(I) 15% (of accepted cost) payment shall be released


after submission and acceptance of preliminary

released after submission and acceptance of

(III) 15% (of the accepted cost) payment shall be


released after submission of Detailed Site Visit
Reports of observations and compliances of the first
site visit of the GRIHA team.

(IV) 15% (of the accepted cost) payment shall be


released after submission of Detailed Site Visit
Reports of observations and compliances of the
second site visit of the GRIHA team.

(V) 15% (of the accepted cost) payment shall be


released after submission of Detailed Site Visit
Reports of observations and compliances of the final
site visit of the GRIHA team.

(VI) 10% (of the accepted cost) payment shall be


released after submission of Detailed final reports to
GRIHA for approval of green building ratings.

(VII)15% (of the accepted cost) payment shall be


released after obtaining green building certification
and final approved ratings from GRIHA.

8.0 MEETING DURING THE CONSULTANCY SERVICES

i. In addition to the express requirements here in, the


consultant shall whenever RVNL's representative
demands, provide information and participate in
discussion/progress review meetings that relate to
data collection, progress of work etc.

ii. During all stages of the Consultancy Services,


Consultant shall arrange and convene regular
meetings and working sessions, adhoc question and
answer session so that RVNL is kept informed of the
progress and development of the contract.

iii. Meetings shall be conducted generally at Corporate


Office, New Delhi, though RVNL representative may
change the meeting venue with prior intimation as
found suitable. The frequency of meetings will be as
instructed by RVNL.

9.0 PROFESSIONAL INDEPENDENCE

The Consultant shall have no direct or indirect interests in


commercial, manufacturing or contracting activities that might
tend to influence its professional judgment, It is remunerated
solely by the fees paid to it by RVNL.

It shall approach all assignments objectively and by using


sound technical and economic principles provide solutions, which
serve the best interest of RVNL.

The Consultant shall give a declaration that its firm has no


financial or managerial ties with other organization that could
influence its independence.

10.0 STANDARD OF SERVICES:

The Consultant shall be responsible for the correctness


and technical merits of its designs, calculations, drawings and
all other documentation prepared by it in carrying out the
services. The Consultant shall ensure that qualified and
experienced staffs are employed in sufficient number and that
accurate, consistent, clear and easily read drawing and
documents are produced in time. The Consultant shall comply
with the provisions and procedures as
instructed/recommended by GRIHA for the green building
ratings approval.
