Respected sir,
We are submitting this representation hereby on the behalf of all NEET UG Aspirants
to draw the attention of concerned authorities towards the issue of NEET UG
Aspirants.
Kindly consider the following points:-
1. Last year the exam was held on 12 September 2021 . The results were
announced on 1st November .Then due to the pending OBC AND EWS QUOTA
CASE in the supreme court the counselling was delayed for an unusual
period of more than 6 months which is usually completed in 2/3 months.
2. This year NEET- (UG) - 2022 is scheduled on 17th JULY and the counselling
was completed in April 1st week. While in some states the counselling & seat
allotment process was continued even after the release of the notification for
NEET (UG)-2022.
3. As per the notice issued by the O/o Director General of Health Services, New
Delhi (Ref. U-11011/08/2021-MEC; Order attached herewith) posted on April
18th, 2022, the competent authorities have asked Medical Counselling
Committee to conduct a special stray vacancy round for the vacant 323 seats
for MBBS(UG) in All India Quota/ Central Institute/ Central University/
AIIMS/ JIPMER. The scheduled conclusion of this round of counselling is 28th
April, 2022 and it's result was announced on 23rd April ,according to the same
released by MCC on their official website (schedule attached herewith).
4. Recently the ALL INDIA COUNCELLING for BDS courses was extended to 15
May , 2022. In accordance with this many state boards have also announced
their counselling schedule for BDS courses and AYUSH courses till 15 May .
5. In the following states the mop up/stray vacancy round was completed in the
last week of APRIL : In WEST BENGAL the stray vacancy round was completed
on 27th April. In HARYANA the stray vacancy round was completed on 28th
April. In UTTAR PRADESH the stray vacancy round was completed on 26th
April. In GUJARAT the stray vacancy round was completed on 27th April.

6. Every year the students are given a minimum cooling period of about 6 to 8
months for the next attempt after all the admission processes are completed
and the new academic session is started. This year students are barely getting
3 months cooling period. This abrupt reduction in time of preparation has
created a situation of distress amongst the students who are participating till
the last round of counselling and are afraid that they may miss the chance
this year by a margin of very less marks.
7. Central University Entrance Test-2022 is scheduled in the 1st and 2nd week
of July. The syllabus of these tests is quite different which includes 2
Language tests, domain specific tests and General tests, which require due
time & preparation to be thorough with the course. Due to proximity of the
dates for both the tests the students are in dilemma as for which test they
should prepare and where to focus.
8. There are many students who opted Mathematics & Biology both as their
subjects in intermediate and are going to appear in JEE-MAINS & NEET as
well. The proximity in these dates has panicked the students as they are afraid
that they won’t be able to complete and be thorough with 2 Major Subjects as
the second session of JEE MAINS 2022 is scheduled just after 3 days of NEET
-(UG) 2022.
10. This year the BOARD Students of CLASS-XII are also facing problems and are
under immense pressure. As the situation this year is quite different from the
previous years.
Scenario of Past years( Years before Covid):
Students had to revise Only Class 11th syllabus i.e. ½ of NEET UG syllabus
in 45 days. As the students used to revise whole Class 12th syllabus during
boards itself.
Scenario Now:
Students are ought to revise the following within less than 40 days: Term 1
syllabus (Half of Class 12th), Class 11th syllabus and also the Reduced
syllabus that was deleted from Boards ONLY due to Covid (i.e. more than
3/4th of NEET UG Syllabus). As the students will only cover syllabus of
Term 2 (i.e around 1/4th of the whole NEET UG Syllabus) during their
boards preparation.
11. The 2021-22 academic session for MBBS (UG) has recently started with many
unfilled seats till the Special stray Vacancy round is completed. As per the
NMC letter vide: File No. NMC/US(NMC)2022/74/008324 dated February 1 st,
2022 ,the session for 2021 has started from 14th February ,2022. And the first
professional has been compressed to eleven months instead of thirteen
months. Therefore the new session cannot be started before 2023 tentatively.

So an extension of 6 weeks will not hamper the admission procedure and new
academic session can begin as per schedule.
12. Pursuing MBBS and becoming a doctor is a dream of lakhs of students and
the emotions of their parents and teachers are connected with this exam. But
due the declaration of premature dates, they have started to give up on their
dreams. Please allocate them an adequate amount of time so that they can
prepare well for the exam.
Prayers
It’s our request to you with folded hands to take up this matter in the interest of the
students and provide them with minimum time of 6 weeks and shift the dates to late
august or early September so that they can prepare well for the exam.
We request you to please consider the serious situation faced by the students and
Reschedule NEET UG 2022.

NOTICE
Kind Attention:
Candidates participating in UG Couselling 2021 are informed as under:
All the UG NEET eligible candidates who are registered with MCC of DGHS are
hereby informed that this year Medical Counselling Committee of DGHS
conducted Online Stray Vacancy Round for MBBS Seats. However, still 325
MBBS seats of All India Quota/ Central University/ Central Institutes/ AIIMS/
JIPMER are vacant. The details of the vacant seats are available on MCC website
(www.mcc.nic.in).
In this regard, the competent authority has decided to conduct a Special Stray
Vacancy Round for the vacant (323) MBBS Seats in an online mode so that the
precious All India Quota/ Central Institute/ Central University/ AIIMS/ JIPMER
seats do not go waste. The rule position for Special Stray Vacancy Round is as
under:
No Fresh Registration will take place in Special Stray Vacancy Round. All pre
registered candidates who are not holding any seat are eligible to participate.
However, candidates will have to do Fresh Choice Filling for Special Stray
Vacancy Round.
Candidates who are not holding any Seat either in All India Quota or State Quota
are eligible to participate in Special Stray Vacancy Round.

Candidates who will be allotted seats in Special Stray Vacancy Round will have to
report at the allotted Institute and join the seat with their original documents.
I understand that these seats are precious in nature. Hence, if I am allotted a seat
during the Special Stray Vacancy Round, I will join the allotted seat. If, due to any
reason I do not join the allotted seat my security deposit of 50,000 /- will be forfeited and
any action including legal action may be taken by the Competent Authority.”
• ELIGIBLE CANDIDATE:
Candidates previously registered on MCC portal but not holding any seat in the
previous rounds of NEET-UG Counselling, 2021 of All India Quota/State Quota.
• INELIGIBLE CANDIDATE:
a. A candidate already allotted & joined a seat in AIQ/State Counselling.
b. A candidate who has been allotted a seat in AIQ Mop-Up Round & Stray
Vacancy Round (for MBBS Seats conducted from 1st April to 11th April, 2022) by
MCC earlier but did not join the allotted seat.

Special Stray Vacancy Round for admission to vacant/left over UG (MBBS/BDS) seats in
Government/Government Aided/ Private Unaided Medical/Dental Colleges including
those under Private Universities - SGT University, Budhera, Gurugram, PDM University,
Bahadurgarh, Jhajjar and Al-Falah University, Dhauj, Faridabad in the State of
Haryana for the Academic Session 2021-22.

It is for the information of all the eligible candidates desirous of seeking admission to UG
(MBBS/BDS) Courses in Government/Government Aided/ Private Unaided Medical/Dental Colleges including
those under Private Universities for the academic session 2021-22 and all other concerned that fresh candidates can
register for Special Stray Vacancy Round for admission to UG courses for the academic session 2021-22. The tentative
schedule is as under –

b) The candidates who have already registered themselves for the first round/second round/mop-up
round/stray round and not holding any seat are eligible to participate in Special Stray Vacancy Round.
They shall not be required to register again.
c) No Up-gradation of any seat shall be allowed.
d) The candidates shall have to bring requisite original documents and deposit requisite tuition fee on the
spot failing which their candidature shall not be considered and seat will be allocated to the next
candidate in merit. The fee will be taken only through Demand Draft in favour of counselling and
admission on A/C for department of Medical Education & Research (DMER) payable at Rohtak. (The
amount of fee and other details regarding the same shall be available on the admission web portal).
e) In case of failure of any candidate to bring requisite original documents and demand draft of tuition fee,
his/her candidature will not be considered and seat will be allotted to the next eligible candidate in
merit.
Note:-
The above instructions should be read alongwith the Admission Notification dated
12/01/2022.
All candidates seeking admission in the Special Stray Vacancy Round are advised to ensure to
be physically present for counselling at Pt. B.D Sharma UHS, Rohtak on the schedule date and
time failing which their candidature shall not be considered.
