SITUATION ANALYSIS:
The Philippines is in an ideal position to take market leadership in this segment, with
its 11 million hectares of agricultural land, it’s deep agricultural history, its tropical
climate , diverse selection of agricultural products including exotic fruits and an
English speaking population .
Notable farm tourist locations in the country includes la Union , Laguna , and Davao ,
due to the abundance of organic farms , nature friendly farms and health and wellness
farms in these areas
At present, La Union capitalizes on the great potential of both its agriculture and
tourism . the government recognizes the potential of agriculture and tourism to bring

about sustained economic growth in the province which will contribute largely in the
development of rural areas
San Gabriel’s population as determined by the 2020 Census was 18,943 people,
with a density of 150 inhabitants per square kilometer or 390 inhabitants per square mile.
This represented 2.30% of the total population of La Union province, or 0.36% of the
overall population of the Ilocos Region. ( Philatlas.com)
One example of an agriculturally – based operation or activity that can draw visitors
to an agritourism, ranch or any natural site is having Horticulture.
Horticulture is an unfamiliar term to many people. Yet, when they are told that
caring for houseplants, growing tomatoes in the garden, and mowing the lawn are
horticultural activities, the term suddenly becomes much clearer. Give it some thought,
and you’ll find that horticulture is part of our culture and everyday lives. ( CAERT ,Inc)

The proposed project will be the province of La Union's first Agritourism Hub,
comprising a Horticulture Training Center, a Local Restaurant, Local Stay-in Villas,
Educational Farm Tours, Agritourism Park, Souvenir Shops, and Educational
Showrooms. The San Gabriel Showroom will highlight and market the industry's various
products, while the Farmers' Training Grounds will educate them in improving and
strengthening their farming capabilities.

Ave, going to the Barangay Duplas, passing by Barangay Bucao and the western part of
the site is going to Barangay Poblacion, where CBD is located. .
San Gabriel town center is 16.5 kilometers from San Fernando City, La Union, and 8
kilometers from the San Juan intersection. You will glimpse or encounter breathtaking
scenery at the particular area, especially during sunset.

Basic utilities shall provide public water system, pump systems, electric power,
street lighting, suitable drainage, septic tank for sewerage disposal, efficient garbage
collection and disposal systems, and others to enable living circumstances on the
proposed projects.
The proposed AGBIAG RESTAURANT shall be classified under Type III, which
states the use of masonry and wood construction. Structural elements may be any of the
materials permitted by the Code provided, that the building shall be one-hour fire-
resistive throughout, with a combination of non-combustible masonry and fire-cut joists,
exterior walls can stay standing even if the floors collapse. (Revised National Building
Code of the Philippines and its Implementing Rules,2005)
The Administrative Building shall be of Type III, which states the use of masonry
and wood construction. Structural elements may be any of the materials permitted by the
Code provided, that the building shall be one-hour fire-resistive throughout. Exterior
walls shall be of incombustible fire-resistive construction.(Revised National Building
Code of the Philippines and its Implementing Rules,2005)
The Agri Villas shall be type II which states buildings shall be of wood
construction with protective fire-resistant materials and one-hour fireresistive throughout:

Except, that permanent non-bearing partitions may use fire-retardant treated wood within

The proposed Wood Cottages and Bamboo structures with tensile roof located at
the agritourism park shall be under Group J – Accessory , Division 1 – Private garages ,
carports , sheds and agricultural building. . ( PD 1096, 2005)
The proposed Assembly Hall is under Group H- Assembly other than Group 1 .
Group H occupancies Division 3. Any assembly building without a stage and having an
occupant load of less than 300 in the building. ( PD 1096, 2005)
ARCHITECTURAL DESCRIPTION
This proposal combines architecture and agriculture to provide basic facilities and
other activities while also ensuring the site's long-term sustainability. One of the
architectural styles to be adopted on structures is adding a concept design of local
products in San Gabriel, such as tiger grass and bamboo, to be adopted on structures.
VI. PROPONENT
The proposed project proponent will be the Local Government Unit of San Gabriel
headed by the Municipal Mayor Herminigildo M. Velasco (2019-2022) adopted by the
New elect Mayor Lanie Carbonell (2022-2025). The Local Government Unit of San
Gabriel will manage the entire facilities of the Proposed Project with the Department of
Agriculture and Tourism that is responsible for the promotion of agricultural through

horticulture for development and tourism. Officially the Municipality of San Gabriel, is a
4th class municipality in the province of La Union. It is the largest municipality by land
area in the province of La Union.
The target users of the proposed project specifically for the people of San Gabriel.
Since, the proposed project will provide employment, the beneficiaries will be the people
of San Gabriel and also to the neighboring towns/municipalities. Local Farmers, local
visitors, foreign tourists, and students of all levels will be targeted by the planned project,
which would serve as a learning center for them to learn about various methods of
sustainable agriculture.

According to San Gabriel's total number of Farmers as of 2020, Barangay Amontoc has
the highest followed by Barangay Bucao, while the lowest number of farmers is
Barangay Bayabas. Total of Farmers in San Gabriel is 5,693.
The local government of San Gabriel has an estimated share from Internal Revenue
allotment ( IRA) as of 2021 is amounting to 101,293,531.00
The proposed project has a budget of 100 million pesos, which will be financed by the
San Gabriel Local Government Unit, led by Hon. Herminigildo Velasco, for the
construction of new facilities and structures, which is 60 percent of the 100 million pesos
that will come from the IRA (internal revenue allocation) ( appendix N: internal Revenue

San Gabriel, La Union, is gaining popularity as a result of its local goods, people,
and natural resources. Through the establishment of the SAN GABRIEL AGRI-
TOURISM HUB in San Gabriel, La Union, which focuses on the promotion of local
products. Along with this initiative, a new design will be created to address the issues.
The planned project intends to conserve and protect the municipality's beautiful qualities,
to provide the basic needs of people on vacations, and to educate people about their
culture.

B. HORTICULTURE
Horticulture is a segment of the agriculture industry. The term horticulture literally means
the culture of a garden. However, the term has taken on a broader context. Horticulture
includes the production and use of plants for food, comfort, and beautification. A direct
relationship exists between horticulture and science. The area of science most closely

The proposed project is a tourism oriented establishment that will have an impact to the
locality through the waste , pollutions , noise and other nuisance to the environment that
will produce . the use of natural lightning and ventilation for the buildings shall be
maximized to avoid artificial air and excessive artificial lightning .
Proper schedule of waste storage , collection disposal should implemented first at the
source of wastes, garbage should be segregated to minimize the large amount of waste to
be burned or dumped to the public disposal by putting three (3) garbage bins in every
stragetic locations. Bins should be labeled as “Recycable , non recyceable and special

Site selection is the process of examining multiple options and assessing their
relative advantages and disadvantages. Site selection comes after the needs
assessment is completed. Site Selection is very important before we initiate our
construction. Detailed study of site and its surroundings will help justify our
design proposal. Detailed study of the site and surrounding areas of the site helps
in designing the proposed project efficiently. The following factors are major
criteria to be considered:
The site is located at Barangay Bucao, San Gabriel, La Union. The site is
classified as Agricultural zone based on the Comprehensive Land Use Plan of San
Gabriel. The site is relatively flat. The location Compatible with current and probable
future zoning regulations .The Location area is good enough to be constructed by
Agritourism Hub , favorable orientation to wind and natural light. The shape and form of

the site is irregular shape. The soil condition is good enough for the site since the soil is
Silt Loam which is suitable for planting corn, rice, tobacco and etc. Existing land fill is
reasonably well compacted
LOCATION- location must be located within the agricultural lot , safe and peaceful for
visitors.
SIZE- the size shall be large enough to accommodate all activities and land use.
SOIL- soil bearing capacity must be enough to support building load, compose of sand
clay, and silt.
LANDSCAPING- To exhibit its beauty, the land should be built in accordance with
cultural layouts.
Parking- parking should be provided in accordance with the national Building code:
a. Location of the parking area should be between the stores and the streets such that
it will be away from pedestrian areas
b. Separate area should be provided specially for parking and queueing of public
transport modes sch as tricycles , buses and jeepneys.

Select the site and propose a suitable development proposal for that site. Therefore
the selected site is located in the Barangay Bucao, San Gabriel, La Union. This site is
currently occupied as an agricultural land filled with rice , corn and other seasonable
crops.The site shows great capability for development; it appeals with the criterions of
safe and liveable area as well as great location for building an agritourism Hub. Road

a) LOCATION- The selected site is located in the Barangay Bucao, San Gabriel, La
Union. This site is currently occupied as an agricultural land filled with rice , corn
and other seasonable crops.The site shows great capability for development; it is
1.22 kilometer away from Municipality of San Gabriel. It is bounded by
agriculutural crops from western ,eastern and southern part while Barangay road
at the northern part .
b) PHYSICAL PROFILE
TOPOGRAPHY- the surrounding area of the lot has a slope of classidfied s level to
nearly level . the lot is sals classified as level to nearly level with slope of o%- 3%
SIZE AND SHAPE OF LOT- The existing site is an irregular lot composed of 27
parcels of lands with irregular shapes and is relatively flat. The Proposed project is
situated at Barangay Bucao, San Gabriel La Union (Plate No. 1: Vicinity Map, )
covering an area of 2,210 sq.m for Lot A, 3,471 sq.m for Lot B, 2,441 sq.m for Lot C,
2,017 sq.m for Lot D, 3,683 sqm for Lot E, 726 sq.m for Lot F, 726 sq.m for Lot G, 959

no landslides or erosion have occurred in the last 5 years. Nonetheless, 90% of the

San Gabriel's early inhabitants relied primarily on upland forming for their
livelihood. Rice, corn, and sweet potatoes were plentiful. Due to the washing out of the
soil in the paddies, crop output decreased year after year. Despite this, they chose to make
improvements to their farm by building terraces.
Tiger Grass and Banana are abundant in San Gabriel , this tiger grass are made into
SOFT BROOM’s. San Gabriel is the biggest producer of softbroom in the province of
LA Union with annual production of 1500 metric tons
POPULATION-In the 2020 census , the population of san Gabriel , La Union was
18,943 people with a density of 140 inhabitants per square kilometer of 360 inhabitants

The original descendants of the place, the iballoy and kankanaey tribes, were
Indonesians who came down from the mountain provinces before the Spanish colonial
period. As they peacefully coexisted for decades, their cultures were intertwined,
resulting in a more cordial connection between them, which has lasted to this day. That is
why the majority of the residents of this barangay originate from Benguet, Mountain
Province.The location has an advantage for tourists going to tangadan falls, they can side

San Gabriel is an agricultural town. In its early days, the people of San Gabriel were

The proposed San Gabriel Agritourism Hub will be open Monday through Sunday
from 8:00 a.m. to 5:00 p.m., including an administrative building, souvenir stores,
assembly hall, Fresh Pick and Show room.
Agritourism Park ,agri Villa and Agbiag Restaurant will operate Monday through
Sunday from 5:00 am to 9:00 pm.
Security Guards has 3 shifting 24hrs , while street sweepers and Janitor of every
zone has 2 shifting from 5:00 am to 9:00 pm
Other staff involved in building operations and maintenance will ensure that the
project site is kept in compliance with the municipality's current ordinances, rules, and
regulations.

Guerrero
Ave Barangay Road of Brgy. Poblacion, San Gabriel, La Union .It is accessible to
all kinds of vehicles which have an approximate distance of 1.2 kilometers from the
Central Business District (CBD) of San Gabriel. It would take 20-30 minutes from
San Fernando to San Gabriel .At the northern part of the site is bounded by Brgy.
Road going to the Barangay Kilat . At the southern part, is bounded by Brgy. Road
going to Brgy. Duplas and agricultural lands, the eastern part of the site is bounded
by the Guerrero Ave, going to the CBD part of San Gabriel and the western part of
the site is bounded by Brgy. Bucao and agricultural lands.

The site is prone to flooding during heavy rain seasons, but normal rainy seasons do not
affect the location because there is a river nearby that all the water flows through;
however, some parts of the complex will not be affected because a drainage system is
proposed around the complex to remove the water and prevent flooding.
1. Landscape features must be made up of native plants that are well adapted to the
local environment, reducing the need for considerable irrigation.
2. The building, particularly the restaurant and the Siglat Trade Center, must be
open to allow natural light and ventilation, as well as a sense of spaciousness.

3. Using green materials and finishes , native landscaping by using trees plants and
grasses that are native to the area , will greatly reduce irrigation needs.

The author, Jia Faye Kristia C. Honorio , was born on the 17th day of November 1997. She is
the Eldest Daughter among 3 children of Mr. Jimmy Honorio and Mrs. Flordeliza Honorio
of barangay Poblacion , San Gabriel LA Union.

Each year, 60,696 tourists visit Region 1 according to data obtained by the Tourism
Office for the year 2019. The proposal's target market is 10.28% (Table No. 12) of
tourists to the municipality of San Gabriel, with much less

The major source of project authority in all operations will be the execution of the
project construction as all implemented by the government through the municipality of San
Gabriel. The development management of the project is carried out by under the authority of
the Local government of San Gabriel
The architect will be the backbone of all construction, ensuring that the project is
properly planned and designed. The architect's role will be limited to participating in all
construction related to the proposal.
The contractor will complete all project construction work; the proponent and the
contractor will negotiate the contract. The architect, project manager, engineer, construction

The author, Jia Faye Kristia C. Honorio , was born on the 17th day of
November 1997. She is the Eldest Daughter among 3 children of Mr. Jimmy Honorio
and Mrs. Flordeliza Honorio of barangay Poblacion , San Gabriel LA Union. She is
an elementary graduate student from Holy Angels Montessori in San Juan La Union ,
and Highschool graduate from San Louis College year 2010- 2014, where her skills
began to develop. She enters her college in the year 2014 at Saint louis College to
take up bachelor of Science in Architecture .
With all these things she experienced in her journey in Saint Louis College ,
the warmest she told herself sincerely , and it would be imparted from her fellow
students and instructors.
