II. Rationale

Maasin is a third (3 rd) class municipality. The keystone of economic is


agriculture. The residents derive much of its income from various agricultural
products. The town is composed fifty (50) barangays with the distance of
approximately thirty (30) kilometers from the City of Iloilo. As of 2010, total
po pulation of the municipality reaches up 35,069 according to the population
census of the National Statistics Office. Novemeber 2013 Typhoon Yolanda hit
the municipality and left 536 affected families. 166 of which are Panatwid
Pamilya grantees. As of the latest SWI result the total Panatwid Pamilya
families belonging to the subsistence level is 1,260.

Barangays Linab and Punong are upland barangays where most of the
residents derive their income from driving “ habal habal”, selling bamboo
poles and other products. Some have small agricultural land to till. Wives of
these workers involve their selves in sawali weaving to augment in the
family’s income.

During community assemblies consultations and validations. It was


known that turmeric is abundant in the area but was not given any
importance by the residents because of unawareness of its usefulness.
Participants from these barangays signified their interest to learn new skill in
processing turmeric that they could use for their new livelihood. The Local
Government Unit of Maasin through the Municipal Social Welfare and
Development Office ( MSWDO) in partnership with identified training provider
had organized a training for the Pantawid beneficiaries and STY Affected
participants. In view of this opportunity, the Department of Social Welfare &
development - Iloilo province , had proposed to allocate funds for the Skills
Training Program for Livelihood Support in line with the thrust to provide
the participants/beneficiaries of Pantawid Pamilya Pilipino a more stable
program that would give them the knowledge, skills and confidence.

III. OBJECTIVES

General Objectives:

The project generally aims to provide sustainable livelihood to the


beneficiaries through turmeric processing to uplift their living conditions.

Specific Objective:
1. To provide project beneficiaries sustainable source of income.
2. To provide participants with technical knowledge on Turmeric Processing.
3. To enrich the awareness of the participants towards the uses and
benefits of turmeric and the product made out of the training.

Iv. Description of the Activity

• Participants
Participants to the training program will be identified/ screened by the DSWD form among the
interested and qualified Pantawid Pamilyang Pilipino beneficiaries and Typhoon Yolanda affected
families based on the skills.

•Training Venue/ Tools/equipment/facilities

Training venue shall be established at Barangay Linab in a center available and most accessible to
the beneficiaries. DSWD –SLP Program will provide financial assistance for meals and transportation
allowance including materials/supplies, equipment for the training program as well as the needed
starter kits so they’ll be able to practice what they have learned and earn income for the family.

•Training Schedule/Modality

The training program shall be conducted for the duration of 3 days for turmeric products/ qualification.
Lecture/inputs practical activities shall be conducted to the participants at the designated venue. Their
production activities (training cum production) may be implemented at the identified training centers. A
trainer/facilitator will be assigned by the training provider and MSWDO to implement the training
programs and the production activities and to ensure compliance of the trainees with the
requirements of the training program. After the training the participants will be provided a starter kit
for them to apply what they have learned and become productive.

IV. Expected Outputs


1. Pantawid Pamilya participants will have sufficient knowledge, technical
skills and proper attitude in Turmeric processing.
2. Participants will be motivated by their learning skills to develop means of
livelihood and sources of financing.
3. Participants will produce different products out of turmeric.

VI. Post Skills Training Plan

After the training participants are expected to engage in productive


livelihood projects in Turmeric Processing that would help them become
self-reliant and financially independent. The partner agency will help in the
promotion and marketing aspect of the project.

Participants will be organized into an association to manage the Turmeric


Processing business. Tools and equipment acquired during the training will be
placed in a center to be identified by the association and will be managed and
accounted by persons designated by the association with the help of MSWDO.

VII. Implementation Arrangements

A periodic monitoring will be conducted to make sure that Pantawid Pamilya


and typhoon Yolanda affected participants are applying what they have
learned and are productively engaging in Turmeric processing as a business
for sustainable livelihood of their group/families. A community based
evaluation shall be undertaken jointly by DSWD-SLP, MSWDO and LGU-MAO
every month after the vocational/technical training and every three months
thereafter.
