METRIC EQUIVALENTS
The use of S.I. (Systeme Internationale) units is strongly recommended
Provided a tank is completely filled with liquid no movement of the liquid is possible
and the effect on the ship’s stability is precisely the same as if the tank contained
solid materials.
If a quantity of liquid is withdrawn from the tank, immediately the situation changes
completely and the stability of the ship is adversely affected by what is known as
the “Free Surface Effects”. This adverse effect on the stability is referred to as a
“Loss in GM” or as a “Virtual Rise in V.C.G.” and is calculated as follows :-
For simplifying MANUAL calculations, the maximum Free Surface Moment for each
slack tank may be used.
In case the tank is filled with a new liquid other than that it was originally meant for,
the loss in GM due to Free Surface Effects =
N.B. - The “Free Surface Effects” of all F.O., F.W., L.O., W.B. and Service Tanks
with the possibility of being slack should be taken into account in the
Departure and Arrival Conditions.
“Formal” Free Surface Moment - This is the Maximum Free Surface Moment
calculated at zero heel and trim and more than
the true value.
“True” Free Surface Moment - This is the True Free Surface Moment calculated
for the current load, heel and trim.

(GENERAL INTACT STABILITY CRITERIA)
1. As this ship is required to comply with IMO requirements for statical and
dynamical stability, it is most important to ensure that in any sailing condition
the stability complies at least with the following minimum criteria:

‘C’ - Area between 30º and Xº, to be not less than 0.03 metre-radians (5.6 ft-
degrees).
‘E’ - Maximum GZ to occur at an angle preferably exceeding 30º but not less

NOTES: -
The angle of downflooding (θf) is an angle of heel at which openings in the hull,
superstructure or deckhouse, which cannot be made weathertight, immerse. In applying
this criteria small openings through which progressive flooding cannot take place need
not be considered as open.

1. The wind heeling levers LW 1 and LW 2 are constant values at all angle of
inclination and should be calculated as follows:
A = Projected lateral area of the ship and deck cargo above the
waterline (m2)
∆ = Displacement (t)
k = factor as follows :
k = 1.0 for round-bilged ship having no bilge or bar keels;
k = 0.7 for a ship having sharp bilges;
The symbols in above tables and formula for the rolling period are defined as follows: -
CB = block coefficient
Ak = total overall area of bilge keels, or area of the lateral projection of the
bar keel, or sum of these areas (m2)
GENERAL PRECAUTIONS
AGAINST CAPSIZING
1. Compliance with given stability criteria does not ensure immunity against
capsizing regardless of the circumstances or absolve the Master from his
responsibilities. Masters should therefore exercise prudence and good
seamanship having regard to the season of the appropriate forecasts and the
navigational zone and should take the appropriate action as to speed and course
warranted by the prevailing circumstances.
2. Care should be taken to ensure that the cargo allocated to the ship is capable of
being stowed so that compliance with the criteria can be achieved. If necessary
the amount should be limited to the extent that ballast weight may be required.
3. In determining the sequence of tanks from which oil fuel and fresh water is to be
consumed and those into which water ballast may be admitted during the voyage
the Master must ensure, prior to departure, that the required minimum stability
criteria will be maintained throughout the voyage after making due allowance for
free surface effect as may appropriate
4. Before a voyage commences care should be taken to ensure that the cargo and
sizeable pieces of equipment have been properly stowed and lashed so as to
minimize the possibility of both longitudinal and lateral shifting while at sea,
under the effects of acceleration caused by rolling and pitching.
6. Master should note that stability can be adversely affected by such influences as
beam wind on ships with large windage area, icing on top sides and deck cargo,
water trapped on deck and in deck cargo, rolling characteristics and following
seas.
7. All access openings such as doors, hatches, etc on upper deck and
superstructures are to be secured closed at all time when the vessel is
underway.
8. When engaged in towing, large external heeling moments may be applied to the
tug especially if the tow lead form a large angle with the horizontal axis of the tug.
Such a condition would be further aggravated in adverse condition of weather
and tide if the ship under tow ran aground.
9. At the commencement of the tow, it is important to ensure that the load placed
upon the tow line and hook is applied gradually, particular regard being taken of
the relative thrust of the tug and resistance of the tow.
10. The combined effect of 8) and 9) above could produce an extremely dangerous
condition and might eventually result in the tug capsizing if the angle of tow
resulted in the production of an excessive heeling moment.

1. During emergency at any flooding conditions, the Master should carry out the
proper operations corresponding to ship’s circumstance in accordance with the
relevant drawings, such as Damage Control Booklet, Damage Stability Booklet (if
applicable), Damage Stability Information (if applicable) and etc.
4. Weathertight and watertight hatches, doors, etc., should be kept closed during
navigation, except when necessarily opened for the working of the ship, and
should always be ready for immediate closure and be clearly marked to indicate
that these fittings are to be kept closed except for access.
5. In severe weather, the speed of the ship should be reduced if excessive rolling,
propeller emergence, water on deck or heavy slamming occurs.
