INSTALLATION REQUIREMENTS FOR CONTROL & FIBRE OPTIC CABLES

1 GENERAL
This part of the Specifications covers the installation requirements of Control & Fibre Optic
Cables and their accessories.

2 SAFETY ASSURANCE
For safety regulations and requirements of cable installations, reference shall be made to
Technical Standard Specification, Part:
 S-AAA-GEN-SQA - Safety and Quality

3 INCIDENTAL CHARGES AND ERECTION


The Bidder/Contractor shall lay and assemble all specified cables completely and shall,
pursuant to a final site test, hand them over in working order. The incidental charges and
erection work shall, in particular, besides all other necessary works and charges as covered
by the Tender Documents, include:
a) Survey of the cable routes, which are selected by ADWEA/ADDC/AADC and selection
of delivery cable lengths and all necessary fittings.
b) Application for approval of the cable routes from all local authorities concerned.
c) Supervision of excavation and, if necessary, shuttering and dewatering of the cable
trenches, as well as the preparation of the cable ducts and supporting structures for ins-
tallation of the cables.
d) Cable laying, including directly buried, in trenches, tunnels, ducts and rooms; fastening
on racks, cable brackets or supporting structures; as well as cable supporting structures
and sealing ends/joints supports.
e) Provision of auxiliary erection structures such as free-standing structures, etc.
f) Supply of all material necessary for jointing, terminating and fixing the cables to the
termination cabinets/boxes, as well as cable trays, clamps, grounding material and all
tools/ accessories required for proper installation
g) Provision of assembly material, such as soldering and wiring material, benzene, propane,
acetylene, oxygen, liquid air, petrol, etc., as well as compounds, tapes, papers and other
consumable materials.

4 INSTALLATION PROCEDURES

4.1 General
Control & Fibre Optic Cables and their accessories shall be installed, tested and
commissioned under the supervision of the cable manufacturer's own staff or their authorized
local sub-contractor and shall meanwhile be adequately supervised by the Contractor's
personnel.
The Contractor shall employ fully qualified and experienced personnel, who have had
previous experience on comparable installations. This shall cover, as a minimum, survey,
supervisory, civil, testing and commissioning engineers.
No member of staff employed on the installation work shall be changed without the prior
written approval of ADWEA/ADDC/AADC.
The cables shall be laid along the routes and in the locations as finally approved by
ADWEA/ADDC/AADC.
Before starting work on site, the Contractor shall be responsible for obtaining the exact
approved routes and locations. He shall furthermore obey all relevant rules as applied by
Environmental Authorities and by the Traffic Department with reference to traffic signs,
diversions, etc. during the performance of his work.
The Contractor shall be responsible for obtaining from the engaged authorities any latest and
correct information and details regarding the environmental requirements (if required an
environmental study shall be arranged), final levels, road centre lines, reserves for cables and
other services and any other work in connection with his work.
The Contractor shall take all necessary precautions to prevent damage to existing services
and electric cables, and he shall be liable for any costs for repairing damage caused in the
execution of the contractual work and shall pay the damage penalties according to the local
laws and regulations.

4.1.1 Laying and Routing


In general, the arrangement of Control & Fibre optic cables and the methods of laying shall
be subject to the approval of ADWEA/ADDC/AADC.
Cables shall be laid directly in the ground, with protection covers, drawn into pipes and
ducts, laid directly in pre-cast troughs or in concrete trenches, or on racks, or supported on
trays or clamps or fastened to walls, floors or ceilings as may be required by
ADWEA/ADDC/AADC.
The chosen manner of laying, e.g. in soil, in ducts or in trenches, shall be described exactly
or shall be presented with the aid of sketches in the Bidder/Contractor's Proposal.

4.1.2 Cable Arrangements

Control cables shall be laid at the depth of at least 70cm below the road level given by
ADWEA/ADDC/AADC; the levels and relative particulars being ascertained by the
Contractor from the authorities concerned. The Bidder/ Contractor shall satisfy himself
concerning the levels before submitting his Proposal.

After the trench has been excavated to the necessary depth, a minimum of 0.05 m of
approved fine sand shall be placed to form a smooth bedding before the troughs are laid.
Pulling-in of cables shall not commence until ADWEA/ADDC/AADC has inspected and
approved the dimension of the trench.
Cables shall be laid directly from the drums into the trenches and special rollers placed at
close intervals (maximum 2 meters) shall be employed for supporting the cables while
pulling and laying them. Rollers used during the laying of cables shall have no sharp
projecting parts likely to damage the cables.
The method of cable laying must be approved by ADWEA/ADDC/AADC in advance,
however, generally Control/FO Cables shall be laid by hand.
Topographic survey applying Global Position System (GPS) of the cables immediately after
laying and before covering them shall be made.
GIS coordinates for all joint locations shall be provided in the As-Built drawings.
Control Cables shall either be laid:
 separately
 along pipe lines and adjacent with a distance of at least 50cm or
 along the power cable routes at the same depth of the power cables and adjacent to them.
Fibre Optical Cables laid in the desert along OHTLs or pipe lines direct burial method shall
be applied. The FOC shall be tested prior to and after installation. Protection tiles (L=100cm,
W=20cm) of an approved type either of concrete or heavy duty plastic (min. 5mm thickness)
shall be used above the cable. The protection tiles shall be interlocked.

4.1.3 Cable Manholes

Manholes shall be provided for fibre optic cables for pulling & splicing along the cable route
and at every 90 degree deviation from the cable route. Pulling manholes are required to be
provided, the location of manholes shall be decided according to project and FO cable route
and approved by ADDC / AADC engineers. Splicing manholes shall be provided at joints
location unless otherwise agreed with ADDC / AADC. Pulling and splicing manholes shall
be provided with heavy / medium duty ductile iron D.I. access cover (as per manhole
location) and frame painted with epoxy & polyurethane coatings. Minimum size of access
cover shall be 600 mm x 600 mm. Manholes can be constructed either by reinforced concrete
or manufactured from poly carbonate material designed by specialist to carry out the traffic
loads. Any steel in the sub frame shall be hot deep galvanized and epoxy painted.
Polyurethane coating is required for exposed part under direct sun light.

4.1.3.1 Concrete Manholes

Reinforced concrete manholes shall be provided by an approved precast / civil contractor and
as per relevant specifications and drawings. Reference is made to ADWEA Specifications
for Concrete and Reinforced Concrete S-AAA-CIVIL-CONCRETE. Details of concrete
manholes shall be as per ADWEA Standard Drawing DWG AAA CAB 01 00 11 for Trench
Details of 11KV, 22 KV & 33KV and FOC. This type of manholes (i.e. Concrete Manholes)
is mandatory for all locations with high ground water table level which need complete water
proofing tanking system. Two layers of self adhesive waterproofing bituminous membrane
of 2 mm shall be applied on all side of concrete manhole including bottom with proper water
proofing sealing for all sleeves as specified in ADWEA Specifications ST-CIVIL-BUILD
for Substation and Buildings.

4.1.3.2 Poly Carbonate Manholes

Poly carbonate manholes as an alternative to concrete manholes can be provided for pulling
& splicing manholes for fibre optic cables in case the ground water table level is 50 cm
(min.) below the bottom level of the manholes and no high contents of acids or organic
solvents are found in the soil.

Poly carbonate manholes shall be designed and manufactured by an approved / qualified


vendor in order to carry out possible traffic loads. Type test certificate for manhole loaded
and tested to confirm the same shall be provided. Manufacturer shall certify the design and
durability of the manholes for min. 25 years life cycle.

Ploy carbonate manholes shall have good characteristics in resisting oil and chemicals from
aggressive soils. Contractor shall submit test certificates for poly carbonate material used by

the Manufacturer. It shall comply to relevant International Standards and Codes with
properties similar or better than the below data:

Poly carbonate manholes installed in the walk ways or green areas / sand shall receive
medium duty ductile iron manhole cover class B125. Heavy duty manhole cover class D400
are required if the ploy carbonate manholes are installed in the carriage ways. ADDC name /
logo and function of the manhole shall be integrated in manhole cover. Sub frame for D.I
cover shall be hot deep galvanized painted with epoxy and polyurethane top coat for exposed
part. Elastomer layer for support of manhole covers is required for better sealing and
protection. Polycarbonate manholes can be fabricated with different connected segments as
follow:

 Integrated wall in top polycarbonate frame for height adjustment.


 Height adjustment integrated in steel frame.
 Modular frame structure.
 Predetermined breaking points for connection of 100 mm I.D. PVC pipes for FOC.
 Outer manhole body with structure for connection to surrounding condensed earth.
 Base plate with openings for water outlet.

Polycarbonate manholes may be fabricated also by complete walls connected together and to
the base plate frame structure with opening for water outlet. It shall provide the specified
sizes for pulling & splicing manholes with predetermined breaking points for connection of
100 mm I.D. PVC pipes for fiber optic cables. All breaking points / openings for connection
of PVC pipes for fiber optic cables shall be closed properly with proper fittings.

Size of manholes shall be 65 cm x 65 cm from inside as minimum for pulling manholes and
800 cm x 800 cm from inside as minimum for splicing manholes. All manholes shall be 1 m
deep from inside. After the preliminary approval of ADDC / AADC/ Engineer for the
proposed material submittal and Manufacturer for polycarbonate manholes, the contractor
shall install mock up sample at site to obtain final approval from ADDC/AADC / Engineer
before proceeding with work. Engineer may ask for load test on the mock up sample to
ensure that the proposed design and used material are capable to carry out the possible
design traffic loads. Site load test is mandatory if the contractor fail to submit acceptable
load test certificate from the approved Manufacturer and for the same manhole design. Shape
of poly carbonate manholes can be similar to the below shapes:

4.1.4 Cable Marking


Cable markers of an approved type shall be provided along each route of buried cables, to be
erected after the reinstatement has been carried out.
The markers shall indicate the telecom cable installed along the pipe lines/power cables
(either Control & Optical Fibre Cable or both), USER`s name, the name of the circuit or pipe
line, the depth of cable burial and distance of trench and joints/termination boxes from the
markers as well as the joint numbers.
Markers shall be installed at all joint positions, at all places where the route changes the
direction, and on straight routes at distances not exceeding 30 meters. The location of the
markers shall be approved by ADWEA/ADDC/AADC.
Each cable, when completely installed, shall have permanently attached to it at each end and
at intermediate positions as may be considered necessary by ADWEA/ADDC/AADC as well
as in cable pits and at the entry to building blocks, non-corrodible metal plates upon which
shall be engraved or stamped the identification number of the cable.
Also where cables enter or leave ducts or pipes, the above mentioned identification markers
shall be fitted.
The information for cable identification numbers shall comply with the cable schedules,
which shall be prepared by the Contractor according to the actually laid cables. These cable
schedules shall indicate the cable numbers and make, termination and connections at each
end of the cable route.
The materials of all markers, labels and clamps shall be such as to withstand the climatic
conditions prevailing on site.
Samples with details of all markers proposed to be used shall be submitted for
ADWEA/ADDC/AADC's approval before cable installation work commences. The joint
markers shall differ from the markers for the cable routes.
In general, the cables laid direct in ground shall be accompanied by minimum 0.3 m wide red
warning tapes, marked bi-lingual (Arabic/English) in minimum 30 mm high black letters,
indicating the name of the USER and the circuit / pipe line name as well as the word "D A N
G E R"; to be approved by ADWEA/ADDC/AADC. The tapes shall be installed above the
protection tiles.
In some sections yellow warning tapes are required and the Bidder/Contractor shall apply for
approval of the warning tapes at an early stage of the project in order to avoid shortage of
warning tapes and delay of reinstatement of the cable trench.

4.1.5 Backfilling and Reinstatement


Filling-in of trenches shall not be commenced until ADWEA/ADDC/AADC has inspected
and approved the closed troughs at site.

After the cables have been laid and the trough covers are placed, the Contractor shall backfill
the trench with natural and properly riddled soil in 0.15 m layers, each layer being well
compacted, watered if necessary.
On top of these layers and further up to the warning tape, the excavated material shall be
well compacted, watered if necessary, and consolidated. Then the Bidder/Contractor shall
carefully reinstate the paving slabs, all to the satisfaction of ADWEA/ADDC/AADC.
Each refilled trench shall be maintained in a thoroughly safe condition by the Contractor at
his expense until such time as he can carry out permanent reinstatement of the upper levels
and surface so as to restore these to their original condition, or to the level of the surrounding
curbstones, respectively, whichever is higher.

4.2 Fibre Optic Cables installed along Pipe Lines

4.3 Road Crossings

4.3.1 General
For technical details of road crossings, reference shall be made to Standard Technical
Specification, Part:

4.3.2 Directional Drilling Method


For technical details of Directional Drilling Method, reference shall be made to Standard
Technical Specification, Part:

4.4 Cable Joints


Sufficient cable length shall be considered to allow easy jointing works. At each side of a
joint a spare cable loop shall be installed. In case of a joint failure the additional cable of the
loop shall be utilised.

4.5 Cable Supports


The Contractor shall supply all racks, trays and supporting steelwork for the cables supplied
and installed under this specification.
Typical Drawings of Cable Trays arrangements are provided in the Drawings Section are as
follows:

Cable supports on cable horizontal trays shall not be more than 300mm apart.

Cable racks arranged one above the other shall be at least 0.3 m apart.

The spacing of cable-supporting steelwork shall be to the approval of


ADWEA/ADDC/AADC.
All cables shall be run with particular regard to neatness of appearance. Multiple runs shall
be marshaled so that cables entering or leaving the run do so in an orderly and logical
manner.
If the cables are arranged horizontally (without cable trays), they shall be fixed at least every
0.7 m, and at least every 1.0 m for vertical arrangement (at walls, racks, etc.).
Every cable shall be securely supported at a point not more than 1.0 m from its terminal
gland to prevent stressing of the terminal, and on vertical runs passing through floors, the
cable shall be supported immediately above the floor.
Wherever cables and accessories are installed and exposed to direct solar radiation, sun
shields of approved material and design shall be applied and installed.
Within the cable basement/rooms, movable footbridges shall be provided in order to enable
the Contractor and any maintenance personnel to step over the cables; number and design
shall be subject to approval.
For the cable basement of substations the Contractor shall prepare the arrangement, fixing
points and lay-out for all cables including all future cables in order that crossings are avoided
and sufficient space for future connections is provided. This work shall be coordinated with
the relevant substation Bidders/Contractors and the design shall be subject to the approval of
ADWEA/ADDC/AADC.
All iron parts such as footbridges, cable-supporting structures, etc. shall be corrosion
protected as described hereinafter and shall be properly grounded. This is also valid for all
nuts and bolts unless they are of stainless steel.

4.6 Terminations / Jointing and Sealing


The Contractor shall supply all material necessary (whether specifically mentioned or not)
including cable cleats, supporting steelwork, labels, cable markers, oils, compounds, tapes,
solder, plumbing metal, etc. for the proper sealing of cables.
Special care shall be taken that all cable entries to joint pits, substations and at all fire partition
walls and sections, whether utilized or not, are durably and permanently sealed against water
penetration, to the satisfaction of ADWEA/ADDC/AADC. They shall be rechecked and sealed
again before issuance of the Final Acceptance Certificate.
For this purpose, a Multi Cable Passing-Through System adaptable to different installation
requirements shall be entirely supplied and assembled.
The cable sealing system shall consist of galvanized steel or stainless steel frames or flanges to
be fixed at partition walls (fire sections) with the provisions of spares for cables for the final
extension of the respective recesses.
The steel frames of the sealing system shall be filled with modular packing blocks made out of
elastic fire proof and rodent resistant material of different sizes, to accommodate the respective
cables passing through the walls.
Removable compression plates of end packing press wedges shall seal the complete cable
transit system against water pressure and fire.
A complete set of different sized cable adapter blocks inclusive tools, tapes, etc., shall be
supplied. (Amount and size of spare blocks according to final extension requirement).
Each cable, when completely installed, shall have permanently attached to it at each end and at
intermediate positions as may be considered necessary by ADWEA/ADDC/AADC,
non-corrodible metal plates upon which shall be engraved or stamped, the identification number
of the cable, conductor size/FOC type and make.
The cable identification numbers shall comply with the cable schedules, which shall be
prepared by the Contractor according to the actually laid cables. These cable schedules shall
indicate the cable numbers, cable sizes, conductor size, termination and connections at each end
of the cable route.
All cables in cable pits and at entry to building blocks shall be labeled utilizing the
aforementioned type of label. A complete and detailed list of tools and equipment required for
sealing the cables shall be submitted.
All cables shall be protected against direct sunlight after installation.
Contractors shall attach drawings to the Proposal showing in detail their preferred method of
terminating the cables and earthing the sheaths.

4.7 Control/Signal Cables

4.7.1 General
Where specified Control/Signal Cables shall be installed on cable trays (horizontal) in
concrete trenches or inside substation, pumping station buildings, branch valve containers or
on ladders (vertical).
Between substation/pumping station buildings control/signal cables shall be installed in
concrete trenches.
The Control/Signal cables shall be grounded at the source ends and terminated into the
respective equipment through suitable connectors.
The ground connection between the subsystems to be connected with the screened cables

Method of terminating control cable copper shield/screen:


a) Unwrap and fold tape back over cable outer jacket so that the tape strip runs parallel to
the cable axis. All tape folds and bends must be clean and neat with no sharp edges that
might cut conductor insulation.
b) Cut off all excess tape and solider a grounding wire (4 mm2 stranded or a suitable braided
ground strap) to the tape tail. Tape complete assembly to prevent contamination of metal
parts.
c) The grounding of brass tape shield of the control cable installed inside of the building
shall be made at the cable racks. Grounding of the other side of the control cable in the
outdoor shall be made in the terminal box of the equipment through grounding lead wire.

4.8 Fiber Optical Cables (FOCs)

4.8.1 General
The arrangement of laying FOCs shall be irrespective of number of FOCs. The number of
FO cable required for a Project shall be reviewed, approved by ADDC/DMS, case to case.
As a general guideline, it is required that FO cable shall be connected to all the substations.

FO cable(s) shall be laid through separate PVC conduit(s) along one side of the service
corridor in parallel to the power cable (in the same trench). This is for easy construction of
the cable pulling pit and to avoid crossing with power cables. Accordingly, the cable pulling
pit shall be along one side of the corridor.

If there are more than one numbers of FO Cables, it shall be laid in multiple layers.

The manhole/pulling/splicing pit (Dimensions = 1000mmx1000mmx1000mm) shall be


installed at every 200m interval as required by DMS for easy pulling of the FO cables and
for future connectivity to third party and at every 90 Degree deviation of cable route.
Additional FO cable shall be placed within the pit.

As indicated in the drawing at locations of the cable pit and maintain the same corridor
allocated, the power cables rout shall be closure than the standards clearance of 400mm
between the cables.

At locations, where the power cables branches out from the main route, the clearance of
300mm between the power cables shall be acceptable for short length.

A great care shall be paid when laying the optical fibre cable into PVC conduits.
In concrete trenches between substation/pumping station buildings optical fibre cables shall
be installed in suitable galvanised iron heavy duty conduits.
Fibre Optical Cables within cities shall be laid in separate PVC conduits, at the same depth
of the power cable / pipe lines and adjacent to them.
The jointing kit shall include all necessary materials such as consumables and other
components, which are required to complete the jointing work.
The recommended method is to lay by hand into PVC conduits in such a way to have the
maximum possible continuous length to minimize the number of joints. In case of laying in
ducts, separate ducts shall be used for each optical fibre cable.

4.8.2 Splicing/Non-Permanent Joints/Straight Joints

Splicing of the optical fibre cable either along the route or at the terminals shall be carried
out in such a way to have minimum losses (maximum average loss of any individual splice is
 0.05 dB).
The non-permanent connectors are located at the route ends only. These connectors shall
have a minimum attenuation (losses of connector and bulkhead together with the pigtail
splice loss shall not be more than 0.3 dB) and shall comply with the latest technology at the
time of the Contract Agreement's date.

4.8.3 Fibre Optic Cable Splicing and Termination (Substation/Pumping Station


End)

The optical fibre cables shall be terminated at easily accessible terminal blocks inside
distribution/termination boxes. The fibres shall be terminated in low loss, screw-on type of
connectors suitable for withstanding high voltage hazards.
The connectors shall be fixed inside the termination box on connector holder, which shall
allow easy access to each of the connectors. The Patch cord cable's length shall be 10m and
shall be provided with suitable male connector in order to form screw-on type. The loss of
connector bulkhead and pig tail splice shall not be more than 0.3 dB.

4.9 Coaxial Cables

Coaxial cables shall be installed in concrete trenches within the premises of the
substation/pumping stations or directly buried in the ground between remote gantries and
Substation control rooms.
Within the premises of the substation building / pumping stations Coaxial cable shall be
installed in galvanised iron heavy duty pipes (GI).
Between remote gantries and Substation/Pumping Station buildings Coaxial cable shall be
installed in PVC pipes in the power cable trench.
The coaxial cables shall be terminated into the respective equipment through suitable
connectors.

5 CIVIL WORKS

For all civil works to be performed in connection with the cable laying work, i.e. road
crossings, any joint pits, covering slabs and cable markers, station entries and any further
pertinent work, the following Standard Technical Specification shall be the basis for the
