FOREWORD

The aim of this Student Manual is to provide information to the


EARISTians on how to access the limitless services that can be
gained from the Student Affairs and Services under CHED
Memorandum Order No. 09, s.2013 “Enhanced Policies and
Guidelines on Student Affairs and Services”.

This Manual is a relevant tool for students to understand the role


that this office demonstrates in their journey during their stay in
this Institute.

Thus, accessibility of the services identified through this manual


is valuable and necessary.

EARIST MANDATE, MISSION AND VISION

Mandate

The Eulogio “Amang” Rodriguez Instituteof Science and Technology


(EARIST), created under Republic Act No. 6595 dated September
30, 1972, is mandated to establish a trade technical education
department, vocational-technical teacher education department,
graduate education department and offer such other opportunity
and technician courses essential to meet the needs of Manila and
other metropolitan area.

Vision

EARIST is envisioned to be a center of excellence in trades, business,


arts, science and technology education.
Mission

Turn out vocationally, technically, technologically, and scientifically


trained graduates who will be economically productive, self- sufficient,
effective, responsible and discipline citizen of the Philippines.
Philosophy

As a state college, Eulogio “Amang” Rodriguez Institute of Science


and Technology (EARIST) believes that education is an area of
knowledge that can be arrogated unto itself by one profession, nor
it is a division separate and distinct from the society and the time in
which it flourishes. It is a plexus of knowledge and skills applied to
the economic, social and moral development of self-actualized and
productive citizenry

THE OFFICE OF STUDENT AFFAIRS AND SERVICES

This is headed by a Director, designated by the President of


the college and confirmed by the Board of Trustees. Its
management responsibility areas cover all designated or
appointed faculty carrying out functions of units under the
Office of Student Affairs and Services (OSAS). This office shall
provide wholesome activities that give vent to the student
talents, abilities and leadership potentials. It shall promote
wholesome relationship among students and protect their general
welfare and interest as well.

The Office of Student Affairs


and services is located at the
left side ofthe main entrance of
EARIST, Nagtahan, Sampaloc,
Manila, between the registrar
Office and Guidance Office.

The Office is open from Monday to Friday, 8:00 a.m. to 5:00 p.m.
For more efficient delivery of services, the students are advised to
follow these guidelines

I. GOALS OF THE OFFICE OF STUDENT AFFAIRS AND SERVICES

1. Gearing towards the holistic development of the student


based on the EARIST philosophy, goals and objectives.
2. Carrying out efficient and effective scheme of student
selection, admission and retention
3. Extending and expanding student scholarship and
assistantship.
4. Promoting leadership, fellowship and value of transparency
through co-curricular and extra-curricular activities.
5. Upgrading and modernizing the library books, collections ad
facilities.

II. GENERAL INFORMATION

This Manual of Operations is a compilation of several


policies, guidelines, rules and regulations and standard
operating procedures pertaining to the operation and
management of the Student Affairs and Services of Eulogio “
Amang” Rodriguez Institute of Science and Technology. It aims
to provide a model for the uniform andstandard presentation of
the student services and related concerns. In addition, this
Manual serves as one of the primary basis for the
implementation of the various student services in the College.
This Manual also allows for the incorporation of some policies,
guidelines, rules and regulations which the College finds
appropriate to include.

IV. In accordance with CHED Memorandum Order No. 09 s.2013 “Enhanced Policies And
Guidelines on Student Affairs and Services”,

1. Program that are designed for the exploration, enhancement


and development of the student’s full potential for personal
development, leadership, and social responsibility through
various institutional and/or student-initiated activities;
2. Services and programs designed to pro-actively respond to the
basic health, food shelter and safety concerns of students
including students with special need and disabilities and the
school.
V. GENERAL GUIDANCE

a. Submission/Approval of Project Proposal, signing of


documents and consultations with the staff may be done by
appointment on Mondays to Friday, 8:00 a.m. to 5:00 p.m.
Any matter for the signature and approval of the staff should be
given a lead time of 1 day upon the office’s receipt of the
document.
b. Ideally, consultations with the Director, Advisers or
Coordinators about very delicate matters must be arranged by
appointment so they can be given time to attend to specific
concerns. Appointments should be arranged through the office at
least two days before the target date. However, if the matter has
to be dealt with immediately, the concern party may approach
the Director at once, so the Office can attend to the concern
as soon as possible.
c. All accredited student organization officers and advisers
are advised to read their emails and respond to calls or texts sent

by the office for important matters.

d. Important announcements are usually disseminated through
memoranda.
e. There shall be an officer in charge in case the Director is in
official leave or absent.
f. All letters, requests or any communication to the Director and
Heads and follow up of signatures and requests should be done the
office.
VI. The Student Services Funds is subjected to the Accounting Rules and Regulations in
terms of liquidation

CHED Memorandum Order No. 20 S. 2011: Polices and Guidelines


for the use of Income, Special Trust Fund and Programs of Receipts
and Expenditures of the State Universities and Colleges (SUCs)
under Article III Specific Budgetary Allocation
Section 6 Budget Allocation for Instruction (50% of the tuition fees)
the primarily function of SUC is instruction and shall be allocated a
total of fifty percent (50%) of the actual tuition fees collected
within the current calendar year. It shall be broken down into, a.
Faculty and Staff Development, b.Curriculum Development, c.
Student Development Fund and d. Facilities Development .
Budget allocation shall be used for in-house trainings of student
leaders or officers, trainings sponsored by accredited agencies ,
student labor deployment and compensation, IT equipment,
medical and dental services/programs, trainings, orientation
and seminar workshop for students organization officers,
scholarship and incentive programs designed to uplift and
motivate student achievers, and other similar activities, in
furtherance of the goal in support of the welfare of general student

population.

VII. The office of Student Affairs and Services serve the EARIST
studentry through the following

functions shall be to:

a. Implement policies, rules and regulations


on student activities affecting the institute
approved by the Board;
b. Establish and implement a system of
accreditation of student organizations in the
institute;
c. Coordinate a network of accredited
student organizations to promote mutually
beneficial cooperation among the
organizations and the integration of
student activities;
d. Promote and instill discipline among
students, conduct inquiries and investigation
of cases involving students’ violations of
institute policies, rules and regulations, on
its own, or at the instance of any
interested party, and shall make
recommendations to the committee on
student discipline of the institute;
e. Publish a student handbook and other informative materials to
inform or update students on Institute policies and activities.
e. Supervise and assist the different chiefs of the units under the sector in
the efficient implementation and evaluation of the different service areas;
f. Prepare the annual budget and procurement plan of the unit;
g. Prepare documents and submits reports to the Vice President for
Academic Affairs and other concerned offices;
h. Other duties as may be assigned by the Institute President.

The Director shall supervise the planning and preparation of
strategic activities and functions to improve student services in
the following areas:
a. Guidance and Counselling Services
b. Student Leadership and Scholarship Services
c. Sports Development
d. Cultural and Arts
e. Career and Job Placement Services
f. Inter-Faith Services
g. Student Publication/Yearbook

Guidance and Counseling Services


The Office of Guidance and Testing Services shall be
headed by a chief whose function shall be to:
a. Perform guidance and counseling services to
the students;
b. Give students educational and vocational
information on matter vital to their development and
success;
c. Assist students in their educational and
vocational choices;
d. Administer a battery of tests to discover
students’ interest, abilities, aptitude, and to identify
potentialities for maximum utilization;
e. Keep students’ personal records and
individual profile charts for educational and
vocational references;
f. Coordinate with the School Heads /Deans and other Student
Personnel services regarding students’ needs courses;
g. Serve as an internship laboratory for undergraduate and graduate
students taking Guidance and Counseling courses; and
h. Perform other related functions which may be assigned by higher
authorities.

Student Leadership and Scholarship Services

The Student Leadership shall be headed by


a chief whose function shall be to:
a. Supervise and endorse all the activities of
students;
b. Recommend for approval all the
existing/new student organizations for
accreditation;
c. scrutinize all submitted accomplishments
and financial statements of student
organizations; Hold meetings necessary to
plan activities;
d. Attend seminars/workshop/trainings as
necessary;
e. All other functions as maybe required
by the Director.

While, the Scholarship Services shall be headed


by a chief whose functions shall be to:
a. Facilitate Scholarship and other grants;
b. Prepare and encode letters needed by
the grantees and other grants;
c. Organize the files and documents of the
grantees and others grants;
d. Receives incoming and outgoing
communication related to scholarship;
e. Liaison officer of the office in facilitating
the scholarships;
f. Maintains the cleanliness of the office; and
g. Perform other tasks as may be assigned by
the Director.

Sports Development
The Sports Development Unit shall be headed by a Chief,
whose functions shall be to:
a. Organize and supervise the activities and operation of
the service.
b. Screen and recommend the composition of athletic
teams, including invitational games.
c. Coordinate with the School Heads/Dean and Chief of
Offices on all activities of the service.
d. Prescribe procedure for the proper use,
maintenance, safekeeping and control of athletic
supplies and equipment.
e. Maintain athletic records, prepare and submit progress,
financial and annual reports to the President through
channels.
f. Do liaison work and represent the Institute in matters
pertaining to athletics and sports development.
g. Prepare budget proposal for the service; and
h. Carry out such other related duties as may be assigned
by the Director.

Culture and Arts Division

The Culture and Arts Division shall be headed by a


Chief, whose functions shall be to:
a. Prepare a budget and allocate funds necessary in
the activities of the students specifically for Chorale,
Rondalla, Red Fox Dance Troupe and Dulaang
Ganap;
b. Provide opportunities for appreciation of culture and
arts;
c. Create a mechanism that will promote Philippine
culture and the Arts in coordination with other
government agencies;
d. And other pertinent functions as may be assigned by
the Director.

Career and Job Placement Services
The Career and Job Placement Services shall be
headed by a chief, whose functions shall be to:
a. Establish a valid appraisal data of students for
career and job placement and continuously
conduct on a regular basis a follow-up and
monitoring of the student placement;
b. Maintain an active networking with school,
community, alumni, and other relevant agencies
for career and job placement of students;
c. Provide informative materials in accessible formats
on career and job opportunities and make
available a skills development programs;
d. Conduct regular career seminars and job
placement services available for the students;
e. Create a mechanism to institutionalize link with
industries;
f. Disseminate timelines for the Institute’s assistance in
seeking career and job placement at least until a
specified period of time;
g. And other pertinent functions as may be
assigned by the Director.

Inter-Faith Services

The Inter-Faith Services shall be headed by a


Chief, whose functions shall be to:
a. Prepare a budget and allocate funds
necessary in the activities of the students
specifically for Institutional events;
b. Ensure that the right of religion is respected;
c. Provide a mechanism for the use of facilities;
d. And other pertinent functions as may be
assigned by the Director.

Student Publication/Yearbook

The Student Publication and Yearbook


shall be headed by a Chief, whose
functions shall be to:
a.Support the establishment and
implementation of student publication as
provided for in RA 7079 and other media
forms preferably within the framework of;
b.self- management;
c.Undertake various programs and projects
aimed at improving the journalistic skills of
students concerned and promote responsible
and free journalism;
d. Provide the qualifications and standards of the editorial board and
editorial policies taking into account pertinent laws as well as the
school administration’s policies;
e. Provide accomplishment and financial report to ensure that the
funds collected and used are subjected to Accounting and Auditing
Rules and Regulations;
f.Create a mechanism to ensure that the provisions under “Campus
Journalism Act of 1991” are complied with;
g. Encourage other media and yearbook production;
h. And other pertinent functions as may be assigned by the Director.

VIII. OTHER SERVICES

Admission Services

The Student Admission Registration and Records


Management serves the students during the admission
and enrolment, and during their entire residency.
They select students admitted into the Institute to
ensure quality education. This office headed by a
Director, also provides technical services, such as
issuance of transcript of records, certifications,
clearances, certificates of honourable dismissal, and
diplomas, as well as the evaluation and
maintenance of student records. The office is
located at the left side of the entrance from the
Nagtahan gate.

Library Services

The Institute has a four-storey building which houses the Library and the EARIST Museum. The
Museum which is located at the ground floor, contains some local and national heritage items,
memorabilia of the late Eulogio Amang Rodriguez, Sr. either kept by the Institute or donated by
the family. The second floor and third floor provide venues for various activities. The fourth floor
is utilized as Library commons, a facility for students who may require internet use and others. It
also has a Manual of Operations that details the vital information about its resources, services,
facilities, personnel and policies on the use of the library.

Food Services

Managed by the Chief, Income Generating Office,


the school canteen which is located at the ground
floor of the Nudas Hall ensures that safe and
healthy food is offered within the campus in
accordance with the food, safety and sanitation
guidelines of the Department of Health. Monitoring
and regular updating of sanitation permits and
periodic inspection is conducted.

Medical and Dental Services

The Medical and Dental Clinic can be found at the


ground floor of the College of Engineering which
provides primary health care services to the
EARIST community. Emphasis is on preventive
medicine which includes health education, disease
prevention, initial evaluation/assessment and
treatment of minor illnesses or injuries.

Safety and Security Services


EARIST DISASTER RISK REDUCTION AND MANAGEMENT OFFICE

To respond to the immediate needs of the school and community in the


aftermath of a disaster when emergency services are not readily available, the
EARIST Disaster Response Team (EDRT) is a school-based volunteer
group composed of college students and faculty who undergo training like
Basic Life Support, Bandaging Technique, Spine Board Management, Water
Safety Survival, Rope Management, Rappelling, Fire Safety Management
and Mass Capacity Incident.

As stated in Republic Act 1021, Strengthening the
Philippine Disaster Risk Reduction and
Management System, Section 14, “the public
sector employees shall be trained in emergency
responses and preparedness. The training is
mandatory for such employees to comply with the
provisions of this Act.”

The students, faculty and administration may


be left to provide for their own well-being and
safety until professional responders arrive.

Nevertheless, the Security Office headed by the Chief is concerned with the
peace and order, safety and other assistance that may be critical and
needed by the EARIST community.

Student Housing and Residential Services


The Athlete’s Dormitory is under the supervision of the Chief, Sports Development
and Physical Education to safeguard the condition and safety of the students
and the facility. It is located at the ground floor of the College of Engineering at the
back of the stage. It houses both the male and female athletes’. However, most
of the students who lived in far flung areas are accommodated in dormitories
outside the school in nearby barangays.

Foreign/International Affairs Services


This office is intended to provide linkage for
student internship program abroad. Headed by a
Director, who is responsible in assisting the
students with compliance reports as required by the
concerned government agencies such as CHED,
Department of Foreign Affairs and Bureau of
Immigration
