Waste Analysis and Characterization Study (WACS)

for the Municipality of Villaba, Leyte

WACS is the process of gathering information on the quantity, composition, and


type/ kind of solid wastes generated from various sources in the municipality such as
Residential, Commercial, Institutional, and Industrial sources.

WACS data will be useful in the development of good 10-Year SWM Plan because it
could:
 provide information on what is asked in Chapter 4 of the Annotated Outline such as
Disposed Waste, Diverted Waste, and Waste Generated as well as Waste Generation
Projection within the 10-Year Planning Period;
 set realistic targets by how much should the LGU reduce its waste disposed and
comply with the 50% waste diversion (WD) requirements (Chapter 6, Annotated
Outline);
 develop SWM diversion strategies (e.g., What IEC strategy will be effective? What
intervention to put up? What institutional arrangements with other sectors to set up?
What policy needed to achieve the waste diversion and reduced disposal targets for
the 10-year planning period?), Chapter 6 and 7;
 design SWM facilities as to the size of the MRF and capacity, how big would be the
area identified for the sanitary landfill (SLF) for the 10-year period and onwards; or
 define how much the LGU will have to allocate for its ESWM Program for the 10-year
planning period (Chapter 11)
