1.1 Introduction/Background
One of the Philippines' must-visit locations, Central Luzon, is teeming with tourist
attractions. Aside from its undiscovered treasures, which include waterfalls, cultural
landscapes, and unspoiled wilderness, Central Luzon is a destination with something for
everyone. Visitors can go diving, hiking, birdwatching, and relaxing on the beaches. It
can also host events like the Southeast Asian Games and the hot air balloon festival.
According to the Philippine Statistics Authority (PSA)., Central Luzon is one of the
regions with the fastest growth in the nation The economy of the area expanded by
9.5% alone in 2016. Due to the vibrant commercial activity in the area, it is a desirable
location for domestic and international investors looking to establish facilities.
One of the industries that has been severely impacted by the COVID-19 outbreak is the
tourist sector. According to the World Tourism Organization, between 100 and 120
million jobs worldwide are at risk due to the closing of borders, airports, and hotels as
well as limits on large gatherings, land travel, and related services. In response to the
impact caused by the COVID-19 outbreak, a Tourist Complex was proposed that will act
as a new tourist attraction and will be used for a day-to-day accommodation of tourist
and short-stay visitors away from their own place. To leave the visitors with a unique
experience and opportunity to learn about the rich culture and to commercialise tourism
resources of the area.
The first component is the Pampanga Clark Freeport and Special Economic Zone
(CFEZ). Almost as big as Singapore, Clark is the reconstruction of a former US airbase
in the Pampanga province, which includes the cities of Angeles, Mabalacat, Porac, and
other areas of Tarlac.

The numerous infrastructure initiatives, well-maintained tourism spots in and around
Pampanga, and the province's cultural legacy are anticipated to support the region's
economic growth as it develops more quickly. As mentioned earlier, the development
and linking of an infrastructure to support those and potential activities have become
imperative. It will increase revenue from tourists, open doors, and perhaps even
contribute to creating an environmentally friendly community.
International visitor arrivals decreased by 22% in the first quarter of 2020, when travel
restrictions and lockdowns in most countries began. This is expected to have cost the
global tourism industry an estimated US$80 billion. During that time, 39 locations were
implementing the shutting of borders, 65 sites ceased international flights entirely or
partially, and 97 locations completely or partially closed their borders to tourists (i.e.,
banning the arrivals from specific countries), including Pampanga.
As more destinations reopen with 638 flights recorded in the third quarter of the year,
which is almost 43% more than the same period in 2020, the number of operational
flights at Clark International Airport has been increasing. Modernization of current
establishment or building new establishment for accommodation and entertainment
compliant with new health and safety standards are needed.
To design a tourism complex that has a unique characteristics and design that
will help promote tourism.
To create a design a tourism complex by the standard provided by the authorit-
ies.
The scope of the study shall be designing the facilities for the Tourist Complex such as
function facilities, and entertainment facilities for the people staying in the complex. The
study shall be in accordance with the design guidelines given by the Department of
Tourism. Provide information about space programming and standard area for every fa-
cility.
