THE TRISKELION PREAMBLE

We, the members of the TAU GAMMA PHI, re-affirming our faith in God, and
adhering to the Tenets and Codes of Conduct of the Fraternity, in order to strengthen
the bond of brotherhood in pursuit of its ultimate goals and objectives, cognizant of
the vital contribution of a collective effort to promote the general welfare of our
fellowmen, to instill and develop the greatest sense of understanding and respect for
human dignity under the rule of justice, freedom and democracy, do ordain and
promulgate this constitution.

Almighty God,
bless this Brotherhood & Sisterhood of ours.
so that we may succeed in all its endeavors.
Enlighten and Strengthen our Premier, Secretary General,
Provincial Governor General, Council Chairman
and Chapter’s Grand Triskelions.
for them to maintain the Highest Standard in decision making
for thebetter success of Tau Gamma Phi and Sigma
Triskelion Grand Fraternity and Sorority,

TENETS OF TRISKELION
 
1. The TAU GAMMA PHI is the Triskelions’ Grand Fraternity, my Fraternity, the
supreme Fraternity.
The first phrase emphasizes the true meaning of Tau Gamma Phi which is the
Triskelion Grand Fraternity. Greek representation of our Fraternity was then very
essential to be able to commune with the then existing fraternity system; a fraternity
system which the Triskelions wanted to correct. Supremacy however as explicitly
expressed in the first tenetis a responsibility to be fulfilled. Upon admittance to the
Triskelion Grand Fraternity, Triskelion is bestowed with a task to attain supremacy in
his field of interest and endeavor. And with each Triskelion fulfilling his duty to be
supreme in his realm, the Triskelion Grand Fraternity shall then attain Supremacy in
all fields ofhuman endeavor. So therefore, the Supremacy we are trying to portrayis
a collective effort from each Triskelion. In addition, we have to remember that real
Supremacy can only be attained if we can meet the demands of the present times; if
the demands change, so as the level of Supremacy. 
  
2. PRIMUM NON NOCERE – first of all do not harm, let alone in defense of
self,for whatever cause man has come into being,for whatever reason he exist,
to wherever he is destined, keen to allliving creatures around him, MAN IS A
BROTHER UNTO MAN.
The second tenet is the expression of true brotherhood.It reconciles the word
Fraternity with itsoriginal and tantamount meaning which is Brotherhood; a Universal
kind of Brotherhood. The fraternity is our training ground on how to become a true
brother to our fellow human beings. As long asthe one in front of you is a person,
then you should always consider him as a brother. Furthermore, if we are to treat
other persons as our brothers, so much more if they are Triskelions; and if we are to
treat Triskelions as true brothers, then so much moreif they are our true Blood
Brothers. So therefore, the expression of our Brotherhood must start in our family but
never make the family as an excuse for inactivity but instead make the fraternity as
the reason why we have gained more love and respect from our families. However,
the phrase "let alone in defenseof oneself" is an expression of everyone’s right to
self-preservation. It is just right and proper to defend ourselves in times of extreme
chaos, but we have to always bear in mind that we firmly believe in the power of
reason and not in the use of force as a reason.
  
3. DEGUSTIBUS NON DISPUTANDUM EST – of likes and dislikes, there should
be no desputing. LIVE AND LET LIVE.
The third tenet is an expression of respect foran individual’s freewill. We must
tolerate the existence of individual differences among Triskelions but if and only if
such differences are not detrimental to the fraternity. The freedom thatwe are
bequeathed upon is within the boundary of our Tenets andCode of Conduct. This we
must comply with in order to be called true Triskelions. We have to accept that
Absolute Freedomis a myth in the real world, so as Triskelions, we have the
obligation to conform with the Triskelion Doctrines such that whatever disposition we
have that doesn’t harmonize with the Triskelion Principles must be corrected.
  
4. Preserve yourself, Brain, Brawn and Blood.
The fourth tenet is another challenge for the Triskelions. It is a challenge to portray
the authentic image of a Triskelion. This tenet does not mean that we have to
preserve whatever we are today, but rather it conveys a challenge to achieve the
highest form of Triskelionism and that we haveto preserve. Yet it may be impossible
to achieve this highest form, butwith this constantly in our minds, it will guide us to
the path of righteousness.
  
5. Brothers I shall love and respect their counsel I shall heed.
The fifth tenet considers the fact that each humanbeing shall eventually experience
troubles and difficulties in life. As an answer to this, each Triskelion is given theduty
to comfort and assist any Triskelion in need as well as each Triskelion is given the
duty to seek for guidance and counsel from prominent Brothers in times of problems.
We must not forget that the Triskelion is a light over darkness as shown in our official
color. That is why whenever we see a person in darkness, let us always try to offer
him some light to guide him regain his confidence.So if we are the ones in darkness,
then we must seek for light, and that light is your fellow Triskelion.
  
6. Sta Cruz Chapter, Alitagtag Council is my Alma Mater, to cherish and to
honor, by its rules be governed and be guided.
Literally, the sixth tenet simply signifies to always follow the policies of your School
and of your Chapter but in a broader essence there is much more about this tenet.
The implication of this tenet is very vital for each Triskelion because it is a duty to
always adhere to the laws provided for in the place where your feet are set. Just as a
Filipino who migrated to the USA cannot anymore exercise some of the Filipino
practicesif they are against the law of the USA. A Triskelion must always be aware of
his surroundings especially the do’s and don’ts. Triskelions are survivors, they can’t
easily be defeated because they always study the rules of the game.
 
 7. The Grand Triskelion is righteous, just andstrong. He shall be obeyed. The
Grand Triskelion is the heart of the Chapterthat is why all Triskelion members must
give all respect and obedience to him.
On the other hand, this tenet is also a challengefor the Grand Triskelion himself. A
challenge to be always Righteous, Just and Strong. You can’t be considered a good
Grand Triskelion if you cannot maintain the said qualities. So for all of us, if we are to
elect a Grand Triskelion, be sure to select the one with these three Righteous, Just
and Strong.
  
8. A Triskelion is a brother to his fellow Triskelion.
The Triskelion Brotherhood is extra-ordinary, that is why the last tenet emphasizes
the bond between Triskelions. It isa "mortal sin" to socially discriminate a fellow
Triskelion and it is intolerable to offend a fellow Triskelion. One of the greatest
reasons why webecame supreme among Fraternities is the kind of Brotherhood we
practice.We are the only Fraternity who practice Universal Brotherhood as explained
in the second tenet. We are the only Fraternity that other people can mingle with in
times of parties and other celebrations. We are the only Fraternity where the young
and the olds can commune with each other without discrimination……Therefore let
us not tarnish this wonderful essence of Triskelionism because this what makes the
BIG DIFFERENCE
CODE OF CONDUCT OF TRISKELION

T - Treat others as you would have them treat you.


GOLDEN RULE “Do unto others what you want others to do unto you.” OR “Do not
do unto others what you do not want others to do unto you.”This is simply a replica of
the Golden Rule. From hereon, we have to always remember that the
interpretation of any of the Triskelion Principles must alwaysbe implicated positively.
Our Founding Fathers never intended for us to exploitthe Code of Conduct by
making twistedinterpretation. Just as we can’t implicate the first code to inflict pain to
others just because you’re a masochist. So the best approach of interpreting our
Principles in to interpret it with the same mind-set of Founding Fathers.
 
R – Rise to defend the name and honor of the Fraternity whenever it is unjustly
criticized.
What kind of defense is demanded for the time being should be
profoundly considered. There are many forms of defenses, and only few of these will
come out to be best. So let us always relate this code of conduct to our second tenet
 
I – Inform and orient your fellow brothers on every matter you consider vital to
the Fraternity.
Let us always give attention even to the smallest details of our surroundings and try
to evaluate if it is vitalto our fraternity. There are things that we see, do or feel that
may be of great significance to our fraternity and we have to be always aware of
these. In addition, this code does not only require us to inform but there is also an
implied duty for us to inquire from our fellow Triskelions every time, specially when
we are absent for a period of time.
 
S – Salute and address your fellow brothers in the proper manner.
The best way to know what is properis to know what is improper. So to name a few,
it is improper to: 
1. turn your back while performing the handshake 
2. insult your fellow Triskelions specially in front of everybody’s eyes. 
3. subject visiting Triskelions to insulting and tedious test before accepting them
specially if they are obvious to be true Triskelions. 
4. reject a handshake from fellow Triskelions. 
5. etc….
 
K – Keep decorum in all fraternity meetings and act accordingly outside of the
fraternity.
As a Triskelion, we are obliged to always pay attention to the speaking in front during
meeting and conferences.K is probably one of the most violated Code of Conduct of
our Fraternity. Examples of violations to this Code are: 
1. Talking while the GT or Gen. Sec. is still speaking during a meeting. 
2. Leaving the room while the meeting is still in session. 
3. Arriving late in the meeting. 
4. Transferring from one seat to another while the meeting is in session 
5. Disrupting the teacher while having a class. 
6. And all misbehavior outside the fraternity.
 
E – Excel in your chosen field of interest and endeavor.
To know the best field for you isto know your strengths, talents and abilities. Don’t be
contented of what youhave and what you are if it is not yet the peak of your
potentials. Always take thegreater challenge of your life and try to be the best in what
you do. In addition,we have to consider that the biggest step to excel is to be good in
your studies, so if you are privilege to be studying, always aim to graduate, if
possible withhonors.
 
L – Live a life of moderation, avoid gluttony, vices and drunkenness, lest you
forget your Family, Fraternity, work, and studies.
Too much of anything is harmful.We have to learn how to manage our time well and
be aware of the things thatare not good for us. It must also be considered that there
are things in this world that must be absolutely avoided, like poisons, radio-active
minerals, illegal DRUGS and many more. So if we say to be moderate, we can’t
include Drugs to be among the things to be moderate about.Drugs is absolutely
prohibited.We may be moderate in drinking alcoholic beverages and in smoking but
not on Drugs.
 
I – In your everyday life, take care of what you write and say. Beware of
misinterpretation and lasting misunderstanding.
It is a fact that no one can please everybody but at least try not to
deliberately displease anybody. In all we do there is always a proper norm on how to
do it. May it be the way you speak, walk, stare or laugh. Try to be always conscious
with the people around you andif ever somebody complained on the way you talk,
stare or walk, then try to correct it.
 
O – Obey all fraternity rules and regulations, be guided in your daily ventures
by the Tenets of the Fraternity.
 
N – Never reveal to anyone, not to your family, nor to your friends, the
concerns of the fraternity.
This Code of Conduct needs to bedeeply understood. There are revelations that can
exalt the reputation of ourFraternity and there are also revelations that can be
detrimental to our fraternity. For example, revealing the kind of brotherhood we
advocate will probably earnpraises from people in general. So it just a matter  of
judgement on what to revealand what not to reveal

What is a Triskelion?
The Three Killer Lion.Triskelion comes from the Greek word “triskeles” which means
“Three-legged”. This is a figure consisting of the three curved lines or branches or
three stylized human arms or legs, radiating from a common center, the
conglomeration of the Three Dynamic Forces that is aiming to conquer and rule the
Universe to attain the highest standards and supremacy in all field of human
endeavor.

Triskelion Aim
The TAU GAMMA PHI/SIGMA aims to rule and conquer the Universe. Not through
force but through the propagation of TRISKELIONS principles which are the
TENETS and CODES of CONDUCT of the fraternity/sorority. It promotes universal
brotherhood/sisterhood regardless of race, creed and social economic status.

Triskelion Preamble
The TRISKELION GRAND FRATERNITY/SORORITY maintains or establish a
lasting brotherhood/sisterhood among themselves to promulgate the moral well-
being of it, to develop the greatest sense of understanding and respect human
dignity, hereby promulgate this constitution.

The Three Dynamic Forces


• Fortis (Fortitude of Strength) – fortitude of inner and outer strength of mind that
enables a person to meet danger or bear pain adversity with courage, succeed in all
fields and neglect frustration.
• Voluntas (Voluntary or Freewill) – kawang-gawa o kusangloobsapagsasagawa.
• Fraternitas (Brotherhood) – kapatiran o pagkakaisa. In this fraternity we possess
the essence of brotherhood, the TRISKELION way.

• The TRISKELION GRAND FRATERNITY staunchly advocates brotherhood of man
regardless of race, creed and social economic status.
• The TRISKELION renouncing fraternity was an instrument for supremacy but
adheres to a peaceful means of attainment of such ends.

Brief History of Tau Gamma Phi – Birth of the Triskelions
The TAU GAMMA PHI was born on the 4th day of October in the year of 1968 at the
University of the Philippines, Diliman, Quezon City. It is one of the first fraternities
founded that still in existence. Since then, it has grown and spread to almost every
island in the Philippine archipelago and to every major universities that has chapters
in the Philippines and to all corner of the world.

Amidst the turbulence during the later 60’s the rallying U.P. activists, communism on
the rise. Philippine Government on the link of Martial Law and worsening fraternity
violence there rise the TAU GAMMA PHI, originally known as the order of the U.P.
Triskelions. The fraternity was organized by a group of varsitarian men, which were
one thinking of reestablishing the true essence of “Brotherhood” which was that time
lost and misconcepted by most. This very reason, TAU GAMMA PHI conceptualized
the so called “Anti-Frat System” with rampant violence among war rang fraternities.
The uncontrollable hazing leading to a number of deaths among neophytes, it was at
the time that the trust in the fraternity system was diminishing. Hence, the TAU
GAMMA PHI was known as a “PROTEST FRATERNITY”.

Brief history of Tau Gamma Sigma – Birth of the Lady Triskelions


It was a cold Friday afternoon of jan.17, 1969 in Mandaluyong City when the TAU
GAMMA SIGMA was formed. Eleven illustrious coed girls from the University of the
Philippines, Diliman campus are “barkadas” or buddies of the TAU GAMMA PHI
Fraternity Founders who came together and valiantly embraced the TENETS and
CODES of CONDUCT of the fraternity. These women were all Political Science
students and members of the Political Science Club that the Founding Fathers of the
TAU GAMMA PHI Fraternity and founding batch were also distinguished members.
Formal structure followed in July 1970 when they had their 1st Induction Ball.
Despite of the girl’s very stiff class schedules as well as busy bodies in the campus,
the TAU GAMMA SIGMA members managed to formulate policies and guidelines of
the Sorority particularly the constitution and initiation procedure. Eighty percent
(80%) is mental torture while only minimal percent were on the physical contact.

About Us

Tau Gamma Phi also known as the Triskelions' Grand Fraternity, is a Fraternity established
in the Philippines and one of the largest fraternities in the world Its members call themselves
Triskelions. Their aim is to see a Fraternity System devoid of violence in lieu of the rampant
violence pervading the university campus at the time of its founding, to avoid elitism if they
can, and to earnestly propagate their fraternity's principles as their way of life. Based on
these goals, the Triskelions categorized their formal group as a 'protest fraternity'. The
Fraternity encourages its members to strive for spiritual growth and to organize socio-civic
activities for the benefit of communities. The Fraternity believes that it must forge its
members to embody qualities of leadership, commitment, persistence, trust, integrity,
respect, and vision for them to achieve academic success and personal development. The
Tau Gamma Phi is now one of the largest International fraternities with about a Million
registered members(including Sigmas) worldwide. Its counterpart is called Tau Gamma
Sigma (???) also known as the Triskelions' Grand Sorority. The Triskelion Alumni
Organization (TAO) is the umbrella organization for all its alumni members. The TAO has
established close-knit enclaves in the United States of America, the Middle East and some
countries in Europe. The Triskelion Radio was set up by capable Triskelions, and it is
probably the first ever fraternity and sorority on-line radio station in the Philippines.

Tau Gamma Sigma also known as the Triskelion Grand Sorority, is a sorority established in
the Philippines. Its members call themselves Lady Triskelions. The Tau Gamma Sigma is
the counterpart of the Tau Gamma Phi fraternity. It is now one of the largest and most
dynamic sororities in the Philippines. In the year 1969 when the U.P. Tau Gamma Phi was
still in its early stage of existence at the University of the Philippines campus, their main
focus was setting a foothold in the university. They were not yet very concerned about
establishing a female counterpart, but since a lot of female students and friends hanged
around with them, who gave their support, attended social gatherings when invited, the
Triskelion brothers quickly learned that having female counterpart can be very beneficial to
the Fraternity especially in their recruitment campaign. They then encouraged their female
friends and classmates to form a sorority that will be their partner not only in activities limited
to school and community service programs but also in pursuing their goals to achieve
academic success, personal development and spiritual growth. Most of the founding
members of U.P. Tau Gamma Sigma also belonged to the U.P. Political Science Club along
with the Founding Fathers and Founders Batch of the Tau Gamma Phi.
The Triskelion Grand Fraternity was organized on October 4, 1968 by four Arts and
Science students from the University of the Philippines, in the Diliman campus,
Quezon City, Philippines. The fraternity was originally named Order of the U.P.
Triskelions. The group swelled in ranks and gained its recognition when the Greek
lettered TAU GAMMA PHI was adopted. Few years later, chapters from other
college and university campuses in the Philippines were established.
The TAU GAMMA PHI aims for promoting to achieve the ideals of fraternal
brotherhood. The fraternity believes that it must forge its members to embody
qualities of leadership, commitment, persistence, trust, integrity, respect, and vision.
This fraternity aims for academic success, personal, career and spiritual growth,
active participation in the community through service and social activities. The TAU
GAMMA PHI is connected to developing a best-in-class brotherhood organization; a
student organization that embodies its own ideals and mission in accordance to
fraternity’s Tenets and Codes of Conduct.

A member of TAU GAMMA PHI is called Triskelion. Triskelion is a”Three Legged


Symbol”as shown on the fraternity seal, and its origin is a mystery. A Triskelion has
always lived up to the motto, “it will stand no matter where you throw it”, which
accompanies its seal –Strength, Free Will and Brotherhood.

11. Great leaders are constantly seeking for wisdom and knowledge. Therefore if
you desire to be a great and effective leader, you must give yourself to the study and
never graduate from the University of Life.
12. Great leaders speak their knowledge at the right time, in the right words, to the
right person.
13. Great leaders know where to draw strength. For years and years I used to pray
for strength but never received an ounce of it. Why? Because all the strength I ever
needed are already in me.
14. Great leaders are not afraid of rejection and criticism. They are not discouraged
by them.
15. A great leaders life becomes the property of those he serves.
16. Leadership is the ability to control knowledge and power.

The turbulent 60′s was a decade of social and political upheavals in the annals of
Philippine.

The period saw the breakdown of traditional beliefs and long-held values in favor of
newer and more progressive ideas. In almost every aspect of Philippine life and
culture, CHANGE seemed to be the rightful order of the day.
The Fraternity system in the University of the Philippines was immune from these
external developments. As extraordinary times, called for and breed extraordinary
men. 1968 saw the wielding together of 25 concerned student leaders with a vision
of introducing change and reforms in the feudal and decadent nature of the existing
Fraternity System. Then the result was the creation on October 4 of the same year of
the UP Triskelions’ Grand Fraternity, better known as Tau Gamma Phi Fraternity.

The Tau Gamma Phi is a protest Fraternity, better life, and as such, it has committed
itself in the Fraternity Life and as such it has committed itself uncompromisingly to
the two-fold task of providing the leadership in the quest for a Fraternity System
devoid of Fraternity violence as well as in the propagation of the TRISKELION as a
Way of Life.

Through the years, the Tau Gamma Phi Fraternity has never strayed from it’s goals,
and although the cause of which it has chosen to champion has proven to be difficult
and sometimes, seemingly hopeless, the Fraternity has, nevertheless survived and
even increased a thousand-fold in strength and in number, knowing fully well that
peace is a product of strength and not of weakness, where other fraternities with the
same noble intentions failed to succumbed into non-existence by adopting a passive
resistance to fraternity violence; the Tau Gamma Phi has chosen not to follow the
same path lest it suffers the same fate.

Furthermore, as a manifestation of its sincerity towards the achievement of such


goal, the Fraternity has taken an active role in organizing inter-fraternity alliances in
the various schools and universities all over the country in the hope that such
alliances will provide the conducive atmosphere where fraternities can slowly grow
and mature together in a fellowship of mutual trust and respect in each other’s
philosophies and ideals. “De gustibus non desputandumest – of likes and dislikes
there should be no disputing, live and let live”, this is one of the guiding principles of
the Triskelions.

Today, the Tau Gamma Phi Fraternity is already one of the biggest, most cohesive,
and most dynamic fraternities in the Philippines. It boast of membership of every
colleges and universities around the country, and now in all regions of the United
States of America and other continents of the world; and true to its objective of
changing the elitist orientation of the fraternity system, the Fraternity had decided to
open its door to out-of-school youth so that they, who were not privileged of
education, may also share in the fruits and the glory of the Tau Gamma Phi / Sigma.

On October 4, 1968, the Tau Gamma Phi Triskelions’ Grand Fraternity was
established in the University of the Philippines, the rest is History.
CONSTITUTION OF THE TAU GAMMA PHI
 
PREAMBLE
 
We, the members of the TAU GAMMA PHI, re-affirming our faith in God, and
adhering to the Tenetsand Codes of Conduct of the Fraternity, in order to strengthen
the bond of brotherhood in pursuit of its ultimate goals and objectives, cognizant of
the vital contribution of a collective effort to promote the general welfare of our
fellowmen, to instill and develop the greatest sense of understanding and respect for
human dignity under the rule of justice, freedom and democracy, do ordain and
promulgate this constitution.

ARTICLE I
NAME AND SEAL
 
Section 1. The fraternity shall be known as the TAU GAMMA PHI – The Triskelion
Grand Fraternity. The official seal of the TAU GAMMA PHI shall be a large circle with
a smaller circle inside. Between these two circles are inscribed the words TAU
GAMMA PHI on the upper portion; FORTIS-VOLUNTAS-FRATERNITAS on the
lower portion; the number 19 on the left side and 68 on the right. Within the small
circle is inscribed the three-legged symbol with the Greek letters TAU, GAMMA and
PHI between each of the legs. The official colors of the seal are black and gold.
 
ARTICLE II
DECLARATION OF PRINCIPLES AND POLICIES
 
Principles

Section 1. Tau Gamma Phi staunchly advocates brotherhood of men regardless of


race, creed, religion, social, political, and economic status.

Sec. 2. Tau Gamma Phi firmly believes in the power of reason and not in the use of
force as a reason.

Sec. 3. Tau Gamma Phi believes in the promotion of social justice to ensure the well
being and economic security of all people.

Sec. 4. The Tau Gamma Phi abhors violence and human right violations, however
ready to defend, uphold and preserve the sovereign will of its members and of all
people.

Sec. 5. The Tau Gamma Phi encourages and fosters scholarship among its
members. The stimulation of intellectual creativeness and the promotion of the social
and physical well being of its members is of paramount concern.

Policies

Sec. 6. The Tau Gamma Phi shall seek and help in the realization of a truly
democratic society, adhere and promote the policy of peace, equality, unity and
cooperation among all people.
Sec. 7. The Tau Gamma Phi shall take an active part in the conservation of the
country’s natural resources, renewing those that can be renewed and campaigning
against the exploitation of this God-given wealth.

Sec. 8. The Tau Gamma Phi shall strive to mold its members into morally upright
and self-reliant individuals geared towards civic efficiency.
 
ARTICLE III
MEMBERSHIP
 
Section 1. The Fraternity shall have four (4) categories of members:
1. SENIOR TRISKELION – College students enrolled and initiated by Senior
Triskelions in any college, university, and institution recognized by the
National Council and individual Junior Triskelion or Community-Based
Chapter who has undergone welcome rites for upgrading to Senior Triskelion
category and ritual rites to full-fledged membership.
2. JUNIOR TRISKELION – High School students initiated by Senior and/or
Junior Triskelions in any high school recognized by the National Council.
3. COMMUNITY-BASED TRISKELION – Any out-of-school youth or college
student in schools or universities without chapters or affiliations with any City,
Municipal or Regional Council initiated by full-fledged and/or Community-
Based members, provided that such Community-Based Chapters are
recognized by its Municipal, Provincial and Regional Council.
4. ALUMNI – senior Triskelions who have graduated from college and
undergraduate Triskelion who possess the following: 1) At least a bonafide
member of five (5) years; 2) Gainfully employed or pursuing business.

Sec. 2. Membership to the Fraternity shall be in three (3) stages:


1. PROBATIONARY – newly initiated Triskelions placed under on-probation
status for six (6) months or more, wherein merits and demerits are given
based on his performance and must attend all seminars, workshops, training
and meetings to be conducted by the Chapter or in cooperation with the City,
Municipal, Provincial, Regional or National Council.
2. FULL-PLEDGED MEMBER – New members who have undergone the
probationary period and has passed the Ritual Rites of the Fraternity.
3. MOST DISTINGUISHED GUARDIAN (MDG) – A full-pledged member who
has effectively served for one (1) year as Grand Triskelion, or local founders
or those who have given exemplary service in the development of the
Fraternity and has given it honor, integrity and prestige. Membership to the
Order is bestowed by fellow Most Distinguished Guardians or MDGs upon the
recommendation of the chapter Grand Triskelion and approval of the Grand
Council. The provisions of this section shall not apply to members who have
served or are currently serving as MDGs  at the time of ratification of this
Constitution.

Sec. 3. Membership to the Fraternity shall cease upon resignation or expulsion for
due cause. Members recommended for expulsion shall have the benefit of a trial or
due process and may appeal to the higher organ of the Fraternity. All local chapters
must provide the higher echelons of the Fraternity with duly-certified expulsion
papers not more than ten (10) days after its effectivity.
Sec. 4. Candidate members to the Tau Gamma Phi shall be qualified on the basis of
the following:
1. He must believe in the Principles of the Fraternity.
2. He must be of good moral character.
3. He must be at least seventeen (17) years of age for Senior and Community-
Based Triskelion candidates and fifteen (15) years of age for Junior Triskelion
candidates.
4. must be mentally and physically fit, supported by a Medical Certificate under
oath.
5. He must be willing to undergo the membership requirements.
6. He must be sponsored by any Triskelion of good standing.
7. He must not be a member of any fraternity or organization whose principles
and purposes are contrary to those of the Tau Gamma Phi.

Sec. 5. Candidate members shall be subjected to background investigation prior to


interview and orientation. The Grand Council shall approve his application upon
formal endorsement of the sponsor.
 
ARTICLE IV
DUTIES AND RESPONSIBILITIES OF A TRISKELION

Section 1. Every Triskelion shall strive to lead a morally upright and virtuous life in
accordance with the Tenets and Codes of Conduct of the Fraternity.

Sec. 2. It shall be the duty of every Triskelion to uphold this Constitution, to give
unswerving loyalty to the Fraternity, to actively contribute to its development and
welfare and to abide by the rules and regulations issued by its lawful authorities.

Sec. 3. Every Triskelion is responsible for each other. It shall be his duty to assist
and support his fellow Triskelion especially in times of crisis.

Sec. 4. It shall be the duty of all Triskelions to attend all meetings, and to actively
participate in all project and activities of the Fraternity.

Sec. 5.. It shall be the obligation of all Triskelion to pay the dues/fees set by its lawful
authorities.

Sec. 6.. It shall be the duty of every qualified Triskelion to register and cast his vote
in Fraternity elections, referendum, and plebiscites.

Sec. 7. A Triskelion is obligated to exert his best effort to develop his potentials,
physical or intellectual, in order to strengthen the Fraternity. Triskelions with special
skills and talents shall heed the call of the Fraternity’s leadership to lead or take part
in an activity designed to countenance any critical or emergency situation.

Sec. 8. It is the duty of every Triskelion to recruit new members.


 
ARTICLE V
RIGHTS AND PRIVILEGES OF A TRISKELION

Section 1. The right to equal treatment and opportunities shall not be abridged
regardless of religious belief, socio-economic and political status.

Sec. 2. Every Triskelion shall have the right to express his opinions on matters
concerning the Fraternity provided that it is put forth in a constructive manner.

Sec. 3. The right to be protected against exploitation, improper influences, and other
conditions prejudicial to his physical, intellectual, social, political, economic and
moral development shall be guaranteed.

Sec. 4. Every Triskelion has the right to have access and inspect all books of
accounts, records and similar materials of public character pertaining to the
fraternity.

Sec. 5. The right of a Triskelion in good standing to actively participate in all projects
and undertakings of the Fraternity shall always be recognized.

Sec. 6. Qualified full-pledged Triskelions in good standing shall have the right to run
for elective positions in the Fraternity subject to the qualifications of the position.

Sec. 7. The right to join or organize legitimate organizations whose purposes are
contributory to the enhancement of the Fraternity shall not be impaired.
 
ARTICLE VI
ORGANIZATION
 
Section 1. The National Council:
1. The National Council of the Tau Gamma Phi shall be the final authority in the
management and administration of the affairs of the Fraternity.
2. The National Council shall be composed of:
(1) The National Assembly
(2) The National Executive Council
(3) The Judicial Council

Sec. 2. The National Assembly


1. The National Assembly shall be the highest policy-making body of the
Fraternity.
2. The National Assembly shall be composed of all the incumbent duly elected
Regional Secretary-Generals and Provincial Governor-Generals and shall
function as a collegial body.
3. The National Assembly shall have the following powers and functions:
(1) To elect the officers of the National Executive Council.
(2) To analyze, evaluate, deliberate on and render decisions regarding
programs, policies and developmental plans of the National Executive
Council.
(3) To enact a national budget to be supported by available funds as certified
by the National Treasurer or to be raised by corresponding revenue
proposals submitted by the National Secretariat.
(4) To act on all proposed amendments or revisions to this Constitution.
(5) To establish the rules of its proceedings and to conduct inquiries in aid of
legislation in accordance with its duly published rules and procedures.
(6) A quorum, which is fifty percent plus one (50%+1) shall first be
established, and that two-thirds (2/3) of the members present who are duly
notified, can override the veto power of the Premier.
(7) The National Assembly may punish its members for disorderly behavior
and to suspend them with the concurrence of two-thirds (2/3) of all its
members.
4. Meetings, Quorum and Manner of Voting of the National Assembly:
(1) The National Assembly shall holds its annual meeting on the last week of
January of every fiscal year at the principal office or at any place within the
area of operation of the Fraternity. Special National Assembly meetings
may be called to consider urgent matters requiring National Assembly
decisions upon orders of the Premier or upon petition of at least forty
percent (40%) of its members.
(2) At all annual or special meetings of the National Assembly, fifty percent
plus one (50%+1) of the total number of members shall constitute a
quorum.
(3) Recognized Regional Secretary Generals and Provincial Governor
Generals or their duly authorized representatives, who are physically
present in National Assembly meetings shall be qualified to vote,
participate in all deliberations, and in all decision making.

Sec.3. The NATIONAL EXECUTIVE COUNCIL:


1. The National Executive Council is vested upon by this Constitution with the
power to implement and execute its contents and all policies, rules and
regulations affecting the existence of the Fraternity.
2. The National Executive Council shall be composed of the following:
(1) The Premier
(2) The Executive Vice-Premier
(3) The Vice-Premier for Luzon
(4) The Vice-Premier for Visayas
(5) The Vice-Premier for Mindanao
(6) The Vice-Premier for International Affairs
(7) The National Executive Secretary
(8) The National Secretariat Officers
(9) The National Treasurer
(10) The National Auditor
3. The National Executive Council shall have the following powers and functions:
(1) To devise mechanisms for the smooth implementation of the program
thrusts, policies and priorities of the Fraternity as determined by the
National Assembly.
(2) To prepare an annual program for budget and to submit the same to the
National Assembly for approval.
(3) To bestow final approval of recognition to newly created chapters or
councils and to suspend the recognition of chapters upon the
recommendation of the Regional Councils.
(4) To adopt policies for fund sourcing, capital build-up, loans, acquisitions of
properties, collection of dues and fees for the benefit of the Fraternity.
(5) To issue circulars, memoranda, and policy instructions to ensure the strict
compliance with this Constitution and revisions in national policies and
programs approved by the National Assembly.
(6) In case of national emergency, where the National Assembly cannot be
convened, the National Executive Council may decide for and in behalf of
the best interests of the Fraternity.
(7) To create other committees and offices deemed necessary for the efficient
and effective implementation of programs and policies of the National
Council.

Sec. 4.OFFICERS of the NATIONAL EXECUTIVE COUNCIL:

1. The Premier:
(1) The executive powers of the Fraternity shall be vested in the Premier of
the Tau Gamma Phi. No member may be elected Premier unless he has
served as Secretary General of any recognized Regional Council of the
Fraternity or Governor General of any recognized Provincial Council.
(2) The Premier shall be elected by a majority vote of all the members of the
National Assembly and shall hold office for a term of two years (2) and
shall be eligible for re-election. However the Premier shall serve for not
more than two successive terms.
(3) Powers and Functions of the Premier:
a) To exercise general supervision of all the local councils, executive
offices and committees as may be provided by this Constitution.
b) To appoint and remove the National Executive Secretary; the heads of
the different executive offices and committees; the National Treasurer,
and the National Auditor.
c) To report on the state of the Fraternity in annual National Assembly
meetings.
d) To recommend to the National Assembly measures necessary and
expedient which must be acted upon before adjournment of a National
Assembly meeting.
e) To preside over the meetings of the National Executive Council.
f) To exercise the power to veto bills amending this Constitution or
revisions in national policies previously decided upon by the National
Assembly.
g) To enter into contracts, agreements or pacts with other legitimate
organizations and entities which shall be beneficial to the Fraternity
provided that he gets the concurrence of at least two-thirds (2/3) of
total number of present members in the National Assembly.

2. The Executive Vice-Premier – shall be the presiding officer of the National


Assembly, and to represent the Premier in meetings and other functions when
the latter cannot be physically present and shall perform other duties and
responsibilities that may be assigned by the National Council. For whatever
valid reason that the Premier could not continue to perform his duties and
responsibilities, the Executive Vice-Premier shall automatically assume the
position of Premier and shall serve the remaining term of office of the Premier.

3. The Vice-Premier for Luzon; the Vice- Premier for Visayas; the Vice-


Premier for MINDANAO; and the Vice-Premier for International Affairs:
(1) The Vice-Premier for Luzon; the Vice-Premier for Visayas; the Vice-
Premier for Mindanao; and the Vice-Premier for International Affairs are
duly- elected national officials. No member shall be elected Vice-Premier
unless he has served as Secretary General of any recognized Regional
Council or Governor General of any recognized Provincial Council.
(2) Powers and Functions of the Vice-Premier for Luzon; the Vice- Premier for
Visayas; the Vice-Premier for Mindanao; and the Vice-Premier for
International Affairs:
a) To assist and support the Premier in the performance of the latter
duties.
b) To supervise the operations of all the Regional Councils in their
respective territorial jurisdictions.
c) To screen, recommend, expedite, facilitate and decide on issues and
concerns brought forth by the various Regional and Provincial Councils
within his territorial jurisdiction.
d) To formulate developmental plans in line with the general thrusts of the
area and submit the same to the National Executive Council for
deliberation and approval.
e) To consolidate and submit to the National Assembly and National
Executive Council quarterly accomplishment and status reports of the
different Regional Councils under his jurisdiction.
f) To facilitate and coordinate the establishment of the City, Municipal,
provincial, and Regional Councils within his jurisdiction and strengthen
the same in line with national policies.

4. The National Executive Secretary:


(1) The National Executive Secretary shall act as the head of the National
Secretariat and shall supervise its over-all operations.
(2) The National Executive Secretary must be a member of the Most
Distinguished Order of the Guardians and shall be appointed by the
Premier.
(3) Duties and functions of the National Executive Secretary:
a) To ensure that the various echelons of the fraternal organization are
functioning efficiently on their prime concerns.
b) To assign the specific tasks of the various office and committee heads
in conformity with the policies and programs of the National Council.
c) To take responsibility for the record keeping of all meetings of the
National Assembly and the National Executive Council and to furnish
copies to all the members of both branches.

5. The National Treasurer-shall have the following functions and


responsibilities:
(1) To formulate programs and schemes for budgeting and collection of
dues and/or fee.
(2) To submit quarterly and annual financial reports to the National Council.
(3) To identify, secure, develop and maintain financial sources for the
Fraternity.
(4) To exercise technical supervision of the budget and finance offices in the
lower structures of the Fraternity.
(5) To devise effective and efficient financial mechanisms and structures.
(6) To disburse funds of the National Council in accordance with the
National Budget and in strict compliance with the established rules and
regulations.
(7) To post an adequate bond from a reputable insurance company
acceptable to the National Executive Council in such amount which
might be fixed by the former.
(8) To keep charge of the funds, securities, titles, deeds, receipts, and
disbursements of the Fraternity.
(9) To deposit or cause to be deposited all moneys and other valuable
effects in the name and to the credit of the Fraternity in such banks or
trust companies as the National Executive Council may from time to time
designate.
(10) To render to the National Executive Council or to the National Assembly
whenever required an account of the financial condition of the Fraternity
and at the close of calendar year to submit a like report for such calendar
year.
(11) To keep correct Books of Account of all the business transactions of the
Fraternity.
(12) To advise the National Council regarding disposition of funds and other
matters relative to financial matters.

6. The National Auditor:


(1) The National Auditor shall be appointed by the Premier upon the
recommendation of the National Executive Secretary and shall come from
the ranks of the Most Distinguished Order of the Guardians and shall
serve a four (4) year’s term.
(2) The National Auditor shall be a Certified Public Accountant and preferably
a Most Distinguish Guardian (MDG).
(3) The National Auditor shall have the following function and responsibilities:
a) To take charge of both the accounting and internal audit services of the
National Council.
b) To install and maintain an internal audit system in all echelons of the
national structure.
c) Apprise the National Council officials on the financial condition and
operations of the council and committees concerned.
d) Certify to the availability of the budget allotment to which expenditures
and obligations may be properly charged.
e) To install and maintain an effective accounting system in coordination
with the National Treasurer.

Sec.5. The NATIONAL SECRETARIAT:


1. The National Secretariat shall administer to the day to day activities of the
National Executive Council.
2. The National Secretariat shall be composed of the following:
(1) The National Executive Secretary
(2) The Secretary for Information and Communication
(3) The Secretary for Membership and Organization
(4) The Secretary for the Interior
(5) The Secretary for Special Projects
(6) The Secretary for Alumni Affairs.

1. The Secretary for INFORMATION AND COMMUNICATION shall have the


following functions and responsibilities:
(1) To disseminate notices of meeting, consultations, dialogues seminars and
circular orders, memoranda, policy instructions and other information
materials of the National Council to the lower structures of the Fraternity.
(2) To supervise the over-all operations and ensure the continuous circulation
of the official publication of the National Council.
(3) To submit quarterly and annual reports on communication capabilities and
information dissemination potentials.
(4) To coordinate with the Secretary for Membership and Organization in the
maintenance and upgrading of a secured national database.
(5) To establish and maintain a National Council Website.
(6) To continuously upgrade and streamline existing communication
capabilities.
(7) To establish and maintain a speaker’s and trainer’s bureau to complement
the activities of the various national offices and committees.

2. The Secretary for MEMBERSHIP AND ORGANIZATION shall have the


following functions and responsibilities:
(1) To initiate and continuously gather the list of Triskelions initiated from
1968 to the present with the corresponding updated background
information and encode the same to as secure database.
(2) To formulate the National Standard Procedures for Membership to the
Fraternity in accordance with National Council mandates and ensures
the strict implementation of the same.
(3) To screen and recommend the recognition or suspension of recognition
of chapters and councils upon recommendation and endorsement of the
lower echelons of the Fraternity.
(4) To formulate, monitor and conduct continuing programs on leadership
and service to fellowmen and symposiums on how to improve the quality
of members.
(5) To submit quarterly and annual reports to the National Executive Council
regarding membership strength and capabilities, achievements and
program proposals.
(6) To devise, initiate and implement programs geared towards the social,
economic, educational and moral upliftment of all Triskelions and foster
constructive interaction among all members.
(7) To research, analyze, formulate and implement programs towards
establishing and maintaining harmonious relationships with other
fraternities and legitimate organizations.
(8) To monitor the needs of the general membership regarding welfare,
health, unemployment, death or sickness and fraternity-related
incarceration and recommend to the different structures of the Fraternity
solutions to such problems.
(9) To formulate guidelines for recognition and suspension of chapters and
councils.
(10) To formulate and to implement programs and policies aimed at providing
free consultation and legal aid to all members in good standing.
(11) To review, to render his decision, and to submit in writing
recommendations on government laws, bills, acts and ordinances which
may have adverse repercussions on the Fraternity.
(12) To represent the National Council and/or any of its members in civil,
criminal and special proceedings.
(13) To investigate or cause to be investigated any national or local official
(elected or appointed) for violations of the Tenets and Codes of Conduct
of the Fraternity; administrative neglect; graft and funds malversation and
recommend appropriate action to the Premier.
(14) To investigate or cause to be investigated any of the Fraternity’s
subsidiary organizations for failure to comply with the terms and
conditions stipulated in the grant of such franchise or privilege and
recommend appropriate action to the National Executive Council.
(15) To protect all members from human rights violations and prosecute any
violation thereof.
(16) To exercise such other powers and performs other duties and functions,
which may be assigned by the Premier.

3. The Secretary for the INTERIOR shall have the following functions and


responsibilities:
(1) To formulate and implement a comprehensive security plan to ensure the
confidentiality of Fraternity information and security for all its members.
(2) To devise a national disaster preparedness program and form highly-
trained quick reaction units from among the members all over the
archipelago to augment other civic action groups in areas hard-hit by
calamities and disasters.
(3) To coordinate with government agencies and non-government
organizations on projects and programs aimed at community development,
agro-industrial thrusts, labor intensive income generating ventures and
peace and order.
(4) To act as the National Wielder of the Whip.

4. The Secretary for SPECIAL PROJECTS shall have the following functions


and responsibilities:
(1) To act as the head of the socio- economic, cultural and political
development arm of the Fraternity.
(2) To conduct human resources development training, seminars and
workshops in order to strengthen the capabilities of Triskelion communities
along the lines of organizational development and management,
leadership formation, and career development.
(3) To formulate and implement programs and policies aimed at enhancing
self-propelling and self-reliant Triskelion organizations through optimum
utilization of human and financial resources.
(4) To assist the lower structures of the Fraternity in developing project
proposals for community and school-based endeavors on aspects of
health, education, environmental concerns and other social services that
would redound to the positive public image of the Fraternity.
(5) To undertake research and advocacy work to influence public and private
policies, which are in effect beneficial to the furtherance to the Fraternity’s
programs and services.
(6) To coordinate with the other National offices in the promotion of solidarity
work with other fraternities in the conquest of lasting peace.

5. The Secretary for ALUMNI AFFAIRS:


(1) Formulate guidelines and coordinate the formation and strengthening of
Alumni Chapters.
(2) To ensure that the programs and activities being undertaken by the
various alumni chapters are in conformity with this Constitution and in line
with the policies set by the National Executive Council.
 
ARTICLE VII
NATIONAL JUDICIAL COUNCIL
 
Section 1. The Premier shall appoint from among the Council of Elders / MDG’s
members of the Judicial Council who shall serve for a term of four (4) years.

Sec. 2. The National Judicial Council shall have the following duties and functions.
1. To hear, litigate and decide on all cases pertaining to Constitutional matters
against any Triskelion, Chapter, or Council.
2. To review all impeachment, recall and suspension proceedings and render
the final decisions for or against any elected official of the Fraternity.
3. To act as the final authority on expulsion of erring members.
4. To automatically constitute itself into the Commission on Election in every
national election.
  
 ARTICLE VIII
COUNCIL OF ELDERS
 
Section 1. It shall act as the advisory arm of the National Council.

Sec.2. The Council of Elders shall be composed of all former Secretary-Generals of


all recognized Regional Councils who are in good standing with the Fraternity.

Sec.3. The Council of Elders shall elect among themselves such officers, as it may
deem necessary.
 
ARTICLE IX
LOCAL COUNCILS
 
General Provisions

Section l. The territorial subdivisions of the Republic of the Philippines except the
barangay shall be adopted by the Fraternity. As such, there shall be Regional,
Provincial, City, and Municipal Council formations.

Sec. 2. The territorial subdivisions of the Fraternity shall enjoy local autonomy.

Sec. 3. The National Assembly shall enact a Local Council Code which shall provide
for a more responsive and accountable local council structure instituted through a
system of decentralization with effective mechanisms of recall, initiative, and
consultations, allocate among the different council units their powers,
responsibilities, and resources, and provide for the qualifications, election,
appointment, and removal, term, powers, and functions, and duties of local officers
and other matters relating to the Fraternity and operation of the local council units.

Sec. 4.  The National Premier shall exercise general supervision over local council
units. Regional Councils with respect to component Provincial Councils, Provincial
Councils with respect to component City and Municipal Councils, and City and
Municipal Councils with respect to component local chapters shall ensure that the
acts of their component units are within the scope of their prescribed powers and
functions.

Sec. 5. Each local council unit shall have the power to create its own sources of
revenues and levy dues, fees and other charges subject to such guidelines and
limitations as the National Assembly may provide, consistent with the basic policy of
local autonomy. Such dues, fees, and charges shall accrue exclusively to the local
council units.

Sec. 6. The term of office of the elected local chapter officers, whether school-based
or community-based, and City and Municipal Councils shall be:
1. School or Community Based Chapters – One (1) year;
2. Municipal, City, Provincial and Regional Councils – Two (2) years.
Provincial Council and Regional Council officers shall serve for two years and
no such elected officer shall serve for more than two successive terms.
Voluntary renunciation of office for any length of time shall not be considered
as an interruption in the continuity of his service for the full term for which he
was elected.

Sec. 7. No Regional, Provincial, City, Municipal or local chapter unit may be created,
divided, merged, abolished, or its boundary substantially altered, except in
accordance with the criteria established in the Local Council Code and subject to
approval by the National Executive Council.
 
ARTICLE X
PRINCIPLE OF SUBSIDIARITY
 
Section 1. In conformity with the principle of subsidiarity, functions that may well be
performed by a lower level structure of the Fraternity shall not be vested in a higher-
level structure of the Fraternity. Thus, functions that can be performed efficiently by a
school or community chapter shall not be vested in the City or Municipal Council.
Those that can be rendered well by the City or Municipal Council shall not be vested
in the Provincial Council. Those that can be performed by the Provincial Council
shall not be vested in the Regional Council.  Finally, functions that can be performed
well by the Regional Council shall not be given to the National Council. Conflicts and
doubts on jurisdiction between the National Council, Regional Council, and lower
level structures of the Fraternity shall be decided expeditiously by the National
Judicial Council en banc or in division depending on the seriousness of the
controversy.

Sec. 2. The sub-division and pattern of the organizational structure of the Regional
Council, Provincial Council, City or Municipal Council, and the School-based and
Community-based chapters are designed to be similar. However, all Chapters and
Councils shall follow the Direct Line of Command. School-based and Community-
based Chapters to Municipal or City Councils, to the Provincial Council to the
Regional Council up to the National Council.

Sec. 3. No chapter or council shall be allowed to undertake programs or projects


contrary to this Constitution or to national policies.

Sec. 4. Officials of the Fraternity in various echelons shall be elected as follows:


1. The School-Based and Community-Based Chapter officials shall be elected
by its mass membership or body.
2. The Municipal or City Council officials shall be elected by members of the
Municipal Assembly.
3. The Provincial Council officers shall be elected by the members of the
Provincial Assembly.
4. The Regional Council Officials shall be elected by the members of the
Regional Assembly.
5. The National Council officials shall be elected by the members of the National
Assembly which shall be composed of all the Regional Secretary Generals
and Provincial Governor General upon consultation with their respective
Regional Assemblies.
 
ARTICLE XI
ACCOUNTABILITY OF OFFICERS
 
Section 1. All officers, whether elected or appointed, shall at all times be
accountable to the general membership of the Tau Gamma Phi Fraternity and shall
serve them with utmost honesty, responsibility, integrity, loyalty and efficiency.

Sec. 2. The Premier, the Executive Vice-Premier, the Vice-Premiers and the
members of the National Assembly may be removed from office on impeachment for
and conviction of culpable violation of this Constitution and the Tenets and Codes of
Conduct, graft and corruption and other high crimes or betrayal of Fraternal trust.

Sec. 3. The National Executive Secretary and the members of the National
Secretariat may be removed from office by the Premier.

Sec. 4.
(1) The National Assembly shall have the power to initiate all cases of impeachment.
(2) A verified complaint for impeachment of any National Officer may be filed by any
member of the National Assembly or any member of the Fraternity through the
proper bodies.
(3)  The members of the National Assembly and the National Judicial Council shall
be on oath during the whole proceedings. No officer shall be convicted without the
concurrence of three-fourths (¾) of the members of the National Assembly.
(4)  The Chairman of the National Judicial Council shall preside over the proceedings
if the Premier is on trial.  He shall vote only in case of deadlock.
(5)  The National Assembly shall promulgate its rules on impeachment to effectively
carry out the purpose of this article.

ARTICLE XII
GENERAL PROVISIONS
 
Section 1. The Fraternity shall inculcate patriotism and nationalism, international
solidarity, foster love of humanity, respect human rights, strengthen, spiritual and
ethnical values, develop moral character and personal discipline, and encourage
critical and creative thinking among its members.

Sec. 2. The Fraternity shall promote social justice including the commitment to
create economic opportunities for its members based on the freedom of initiative and
self-reliance.

Sec. 3. The Fraternity shall adopt an integrated and comprehensive approach


geared towards the full development of its members in the fields of education, health,
science, technology, arts, culture, and sports.

Sec. 4. The National Council shall adopt a national security plan to be administered
by the National Secretary for the Interior and implemented by his local counterparts
in their jurisdictions.

Sec. 5.  The Special Projects Committee shall be the social, economic, cultural and
political development arm of the National Council. It shall be developed into a non-
government organization (NGO) and shall henceforth be known as Fraternitas de
Voluntas (Brotherhood of Freewill). It shall promote the viability and growth of
Triskelion Cooperatives as units of social justice and economic development.

Sec. 6. The National Council shall provide the policy environment for full
responsibility of Triskelion capability and the emergence of communication structures
suitable to the needs and aspirations of the Fraternity and the balanced flow of
information into, out of, and across the country.
Sec. 7. The Fraternity shall take into account Regional and Provincial needs and
conditions and shall encourage local planning in the development of policies and
programs for the betterment of its members.
 
ARTICLE XIII
AMENDMENTS OR REVISIONS
 
Section 1. Any amendments to, or revision of this Constitution may be proposed by:
The National Assembly, upon a vote of three-fourths (3/4) of all its members or A
Constitutional Convention.

Sec. 2. The National Assembly may by a vote of two-thirds (2/3) of all its members
call a Constitutional Convention.

Sec. 3. Any amendment to or revision of this Constitution under Section 1 hereof


shall be valid when ratified by a majority of the votes of all delegates in a
Constitutional Convention.
 
ARTICLE XIV
TRANSITORY PROVISIONS
 
Section 1. The First National Congress shall be held on October 3, 2000 and shall
be held every two (2)  years thereafter, every second week of November.

Sec. 2.  All Interim Regional Structures shall continue to exercise its functions until
October 2002 when regular Regional Conventions will be held under the auspices of
the National Council.

Sec. 3. All Interim Provincial Councils shall continue to exercise its powers and
functions until September 2002 when regular Provincial Elections will be held.

Sec. 4. All school-based chapters, whether Seniors or Juniors, and all community-
based chapters shall hold its annual elections every third week of June.

Sec. 5. The City Councils and Municipal Councils shall have their regular elections
on the month of July, and shall be witnessed by the Provincial Executive Council.

Sec. 6. Provincial Councils shall have their regular elections on the month of August.

Sec. 7. Regional Councils shall have their regular elections on the month of
September.
Sec. 8. The National Council shall hold their regular elections on the month of
November and shall assume office immediately on the following year..

Sec. 9. National Assembly shall determine the honoraria and other remuneration
allocated for the Premier and that the utilization of this fund shall be subject to the
approval of the National Assembly.
 
ARTICLE XV
EFFECTIVITY
 
Section 1. All existing INEC resolutions, implementing guidelines, letters of
instrumentation, and other issuance’s consistent with this Constitution shall remain
operative until amended, repealed, or revoked.

Sec. 2. This Constitution shall take effect immediately upon its ratification by a
majority of the votes cast in a National Congress held for the purpose and shall
supersede all previous Constitutions.

ARTICLES OF THE CONSTITUTION

PREAMBLE

We, the members of the Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority of
the Region of Leyte and Samar, adhering to the Codes of Conduct and Tenets of the
Triskelion honor society, cognizant to the vital contribution of a collective effort in order
to build a just and humane society under a rule of truth, justice, freedom and
democracy, do ordain and promulgate this constitution.

ARTICLE - I

NAME AND SEAL OF THE ORGANIZATION

Sec. 1. In this Constitution, the name of the organizations shall be,


a.  TAU GAMMA PHI Triskelion Grand Fraternity, and
b.  TAU GAMMA SIGMA Triskelion Grand Sorority.
Under this constitution, the Tau Gamma Phi Fraternity and Tau Gamma Sigma
Sorority shall be called "Triskelion Organization" and shall encompass the
entire Eastern Visayas Region composed of the provinces of Leyte, Biliran,
Southern Leyte, Samar (Western), Northern Samar, and Eastern Samar.
Sec. 2. Members of this Constitution shall be called "TRISKELION" which means, is the
conglomeration of three dynamic forces which aims to conquer the universe (to
attain supremacy in all fields of human endeavor);
The three dynamic forces are as follows :
1.  Fortis - Strength or Fortitude.
2.  Voluntas - Voluntary or Freewill.
3.  Fraternitas - Brotherhood or Sisterhood.
Sec. 3. The seal of this organization shall bear the initial of this organization with the
emblem of a three legged mammal.
a.  Tau Gamma Phi Fraternity

b.  Tau Gamma Sigma Sorority

Sec. 4. The Triskelion Organization shall adopt its national colors - Black for the
Triskelion Organization's Initials and Emblem of the three legged mammals,
and Golden Yellow for the background;
Sec. 5. The Triskelion organization shall follow the traditional handshake of the
Triskelion Grand Fraternity whose members will follow as demonstrated below
using the three (3) middle fingers of the right hand and shall bind or shake
with the same right hand (palm) of fellow Triskelion members;
Sec. 6. The Triskelion Organization shall be headed and composed of,
a. Region Grand Council shall be the policy making body of the Triskelion
Organization whose main functions and responsibilities are to formulate
guidelines and procedures, enact rules and regulations of the Triskelion
Organization of Eastern Visayas Region, and receive and review directives
from the National Council;
b. Executive Department shall be the implementing and coordinating body of
the Triskelion Organization whose general functions and responsibilities are
to supervise the day-to-day activities and operations, execute the rules and
procedures directed by the Grand Council, and perform other duties and
functions as may be directed by the Grand Council.
The Executive department shall be composed of:
1.  Region organization, and
2.  Chapter organizations composed of,
a.  City or Municipality and Barangay level,
b.  Colleges or Universities, and
c.  Out-of-School Youths (Triskelion Youth Movement)

ARTICLE - II

AIMS AND PURPOSES

Sec. 1. The Triskelion Organization shall strive to brotherly and sisterly fellowship
among its members;
Sec. 2. Shall do its best to attain supremacy in all fields of human endeavor;
Sec. 3. Shall encourage scholarship, stimulate intellectual creativeness and encourage
physical strength among its members;
Sec. 4. Shall do the best of its capacity to render services to the institute for the
welfare and benefit of all;
Sec. 5. Shall emphasize the discouragement of gambling and the use of liquor and
substance of abuse drugs;
Sec. 6. Shall delegate more duties and responsibility to the center for attaining these
ends;
Sec. 7. Shall strive and diffuse responsibility in order to develop leadership;
Sec. 8. Shall achieve cooperation in solving problems for the school, community and of
the individual;
Sec. 9. Shall recognize and uphold the sovereign will of our people and all authorities
emanating from them;
Sec. 10. Shall seek and help in the realization of a truly democratic and thriving society
and the promotion of unity, equality, discipline and fraternity among the
people;
Sec. 11. Adheres to the Codes of Conduct and Tenets of the Triskelion Organization;
Sec. 12. Abhors any form of violence and human rights violations, however always
ready to defend and preserve the sovereign will of the people;
Sec. 13. Shall pursue an independent policy in relation to other existing organizations,
institutions or authorities;
Sec. 15. Shall honor and respect the Deity;
Sec. 16. Shall stand to maintain peace and order in the highest ideal the fraternity can
possess to the best of one's ability.

ARTICLE - III

DECLARATION OF PRINCIPLES AND POLICIES

Sec. 1. The Triskelion Organization staunchly advocates to the brotherhood of man


regardless of race, creed, social, and economic status;
Sec. 2. The Triskelion firmly believes that the fraternity's and sorority's stability is
attainable only when all of its members are loyal to the principles formulated
by the decision of the body;
Sec. 3. The Triskelion renounces the fraternity and sorority as an instrument for the
supremacy's to peaceful means for the attainment of such ends;
Sec. 4. The Triskelion shall seek to respect the existence of individual differences
among its members if such difference would not be determined to the
fraternity's existence;
Sec. 5. The Triskelion firmly believes in the privacy of love and reason over feelings
and emotions but not in the use of force as a means to attain once goals;
Sec. 6. The Triskelion recognizes the autonomy of other city, municipality and
barangay level including school and university Triskelion residents as well as
their contributions to the Triskelion Organization;
Sec. 7. The Triskelion shall maintain a coordinating structure that will be beneficial to
city, municipality and barangay level including school and university chapters;
Sec. 8. The Triskelion is equal unto his and/or her fellow Triskelion.

ARTICLE - IV

OBJECTIVES

Sec. 1. Triskelion, develops responsibility for the preservation, care and wise use of
the natural environment;
Sec. 2. Triskelion, develops an awareness and understanding of the inter-relatedness
of all nature;
Sec. 3. Triskelion, develops an understanding and appreciation of man's heritage of
outdoor living, skills and pursuits;
Sec. 4. Triskelion, develops the value of higher education through the attainment and
excellence of a greater academe;
Sec. 5. Triskelion, develops an active role and task of eradicating the use of substance
of abuse in our society;
Sec. 6. Triskelion, develops a good and friendly outdoor relationship;
Sec. 7. Triskelion, develops resourcefulness, self-reliance and adaptability;
Sec. 8. The Triskelion Organization devotes to make a contribution to physical and
mental health.

ARTICLE - V

RIGHTS AND WELFARE

Sec. 1. We Triskelion believes in freedom of inquiry, expression and assembly;


Sec. 2. We Triskelion recognizes and respect the citizen's inherent right and
responsibility to govern themselves and regulate their lives and interest;
Sec. 3. We Triskelion recognize and respect the of citizen's regardless of their race,
sex, creed, social and economic status to pursue their own chosen vocation;
Sec. 4. We Triskelion aims to foster intellectual honesty and have courage to stand up
for truth, even against the weight of popular opinion or pressure groups;
Sec. 5. We Triskelion strive to establish and maintain close relations with the school,
community and the individual to insure mutual understanding and harmonious
tri-partite community;
Sec. 6. We Triskelion are not contented in remaining isolated from the mainstream of
society and shall strive for a more relevant involvement;
Sec. 7. We Triskelion has the right to have access to all Triskelion Organization
records, documents, books and similar things of public character pertaining to
the organization shall not be denied;
Sec. 8. We Triskelion shall have the right to form and join any legitimate group or
organization whose purpose are contributory to the enhancement of the
Triskelion Organization shall not be denied;
Sec. 9. Every Triskelion shall have the right to be protected against exploitation,
improper influences, hazards and other conditions or circumstances prejudicial
to his and/or her physical, mental, emotional, political, social and moral
development;
Sec. 10. We Triskelion actively participate in every undertaking of the organization shall
always be recognized.

ARTICLE - VI

MEMBERSHIP

Sec. 1. Membership is open to all college students and local residents in Eastern
Visayas Region who have attained the age of 16 years of age and above are
eligible to join in this organization;
Sec. 2. Pursuant to the process provided in the by-laws, persons of notable ability and
who are in sympathy with the objectives of this organization, may have
membership conferred upon them (matters to be taken up at the discretionary
powers of the Grand Council Membership committee);
Sec. 3. The guidelines and procedure of membership in the organization will be drafted
and approved by the Grand Council Membership committee;
Sec. 4. Membership will become official upon filing a written application, undergoing
the membership process which includes organization and community services,
ritual of initiation, payment of dues, and the pledge of allegiance to the
organization.

ARTICLE - VII

REGION CHAPTER HISTORY


Founding Fathers in Eastern Visayas Region

In the mid to the late 70's, Divine Word University of Tacloban, the largest academic
institution in Eastern Visayas Region was experiencing the resurgence of student
activism but also saw the deterioration and near collapse of Greek letter societies, social
clubs and civic organizations in the academe due to frequent brawls, demoralization and
discords.  This incidence was not only confined at the university but to other academic
institutions in the city and the entire region.

A college freshman, Bro. Wendell Cam, a product from Adamson University in Manila
rose to the occasion, tasked to lay the foundation by drawing-up the Article of the
Constitution and maintaining the Tenets and Codes of Conduct set by the Triskelion
honor society.  Bro. Vedasto 'Jun' Elardo also from Manila, assisted in the set up of the
fraternity in order to restore the formation of Greek letter societies in the university.

On June 29, 1979, eve of the city fiesta of Tacloban, enlisted seven young men and
talented college students namely, Gerardo Demillo, Virgilio Malooy, Juan Monge, Joselito
Quibin, Juanito Renomeron, Danilo Timola, and Richard Villarosa to pioneer the
establishment of Tau Gamma Phi Fraternity at the Divine Word University of Tacloban,
Tacloban City, Leyte.

Tau Gamma Phi Fraternity not only restored the formation of Greek letter society in the
academe but also led in instituting reforms and changes of how a Greek letter society
was governed including the active participation in the school programs and activities and
community civic mission and services.

On September 11 of the same year, Bro. Wendell Cam set up the sorority component at
the same academic institution enlisting six women college students namely, Elenita
Pesado-Doctolero, Divina Duellosa-Dueñas, Marjorie Maraya, Virginia Paa-Mora, Cynthia
Santos, and Narcisa Magalona-Velasco to pioneer the Tau Gamma Sigma Sorority.

Despite minor setbacks, Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority
encountered during the initial stages of its establishment, the organization steadfastly
stood ground its goals and objectives, maintaining good governance among its
members, foster relations with other Greek letter societies, clubs and civic organizations
and move forward in its quest to be the leader organization and role model in the
academe, community and the entire region.

As Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority gained prominence,
recognition and foothold in the academe, pioneering Triskelion members set-out to
establish the organization in other colleges and universities throughout the city namely,
Leyte Institute of Technology (LIT), Leyte Normal College (now Leyte Normal
University), U.P. College of Tacloban, Leyte Colleges and Holy Infant College and
eventually the entire region of Leyte and Samar.

The Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority, having earned the
respect, admiration and acceptance of not only the academic institutions but by the local
government units and agencies, private companies and the religious sector gained a
well-founded foothold in various academic institutions throughout Eastern Visayas
Region encompassing the provinces of Biliran, Leyte, Southern Leyte, Samar (Western),
Northern Samar and Eastern Samar.

The Tau Gamma Phi Fraternity and Tau Gamma Sigma Sorority was able to transform
the image of the organization into an outstanding Greek letter society, envied by clubs
and civic organizations in the region due to its relentless effort to render services in the
communities, participated and assisted in school programs and activities, promotion of
the local government programs and projects, and stayed away from brawls and discords
from other competing groups.

ARTICLE - VIII

HISTORY AND FOUNDING FATHERS


On October 4, 1968, six (6) University of the Philippines in Diliman, Quezon City
students disappointed with the deteriorating fraternity system "glamorized" through
repeated occurrence of rumbles among warring fraternities in the campus, conceived the
idea of giving the fraternity system a new and sound outlook by founding an honor
society, named The Order of the U.P. Triskelions.

The said honor society had its paramount aim of denouncing violence as an instrument
in uplifting the fraternity's prestige.  Thus, it abhorred fraternity rumbles and would only
be compelled to submit to violence if only to preserve its existence.

The six founding fathers, namely, Vedasto Venida, Rodolfo Confesor, Roy Ordinario,
Talek Pablo, Restituto Alfonso*, and Romeo Fortes*, then embarked on the task of
framing the constitution, drawing up the Tenets and the Codes of Conduct, and
recruiting manpower (later to number nine categorized as founders).

The task being successful, the Founding Fathers and the Founders were compelled to
change the name for The Order of the U.P. Triskelion to TAU GAMMA PHI on the
contention that retaining the former name would advance the difficulty of subordination
the fraternity to the other Greek lettered fraternities along the prestige lines.

The stabilization of the fraternity structure was secured through the establishment of the
charter board composed of thirteen (13) energetic young men.  TAU GAMMA PHI
progressed tremendously.  And now, it has around fourteen (14) chapters in the Greater
Manila area.  They are from PMI***, Feati U., NU, UST, MIT, UE, PSBA***, Adamson U.,
NCBA***, SSC, MLQU, FEU, PcaT, and at the UM**.

ARTICLE - IX

GRAND COUNCIL

Sec. 1. There shall be a council of nine law making body members the authority to
govern this organization, by directing its policy and operations in all matters
relating to the objects for which it has been formed.  The Grand Council shall
be the highest ruling body in the fraternity and sorority.  It shall be headed by
a Chairman whose duties are provided herein;
Sec. 2. The Chairman and Deputy Chairman shall be elected by the Triskelion
members who have registered with the Election and Reforms committee for the
election exercise.
a. The election exercise will be held on the third (3rd) Monday of June every
after two (2) years, and casting of votes will begin at seven (7:00A.M.) in
the morning and will close at twelve (12:00P.M.) noon of the same day;
b. The Chairman and Deputy Chairman shall be elected to a two (2) years
tenure of office, and until their successors are duly elected and qualified,
provided, that any officer elected to fill any vacancy shall hold office only
for the unexpired term of the officer so removed.  The officers elected shall
be eligible for reelection and vie for office up to two (2) terms or four (4)
years in office;
c. Every officers, including the Grand Chairman, shall be subject to removal*
at any time by the Election and Reforms committee;
d. Tenure of office shall begin at noon on the twenty-ninth (29th) day of June
and will end at noon of the same date after two (2) years.
Sec. 3. There shall be appointed members of the Grand Council by the Chairman and
will hold the same office term and CO-terminus as that of the elected officers
of the Grand Council.  The appointed members are as follows:
1.  Secretary-general
2.  Chairman, Committee on Membership
3.  Chairman, Committee on Finance
4.  Chairman, Committee on Programs and Projects
5.  Chairman, Committee on Publicity and Information
6.  Chairman, Committee on Election and Reforms
7.  Chairman, Constitutional Commission
Sec. 4. The Grand Council shall convene eight (8) regular sessions on the first year
beginning on the 29th day of June and ten (10) regular sessions on the second
year.  The tenth and last regular session shall be held the day prior to the third
Monday of June at the end of the second year.

ARTICLE - X

DUTIES & RESPONSIBILITIES OF THE GRAND COUNCIL MEMBERS

Sec. 1. The Chairman of Grand Council shall,


a. Head the Grand council committee system;
b. To open the sitting, at the time to which the assembly or council is
adjourned, by taking the chair and calling the members to order;
c. To announce the business before the council in the order in which it is to be
acted upon;
d. To receive and submit, in the proper manner, all motions and propositions
presented by the members;
e. To put to vote all questions, which are regularly moved or necessarily arise
in the course of the proceedings, and to announce the results;
f. To enforce on all occasions the observance of order and decorum among its
members;
g. To restrain the members, when engaged in debate, within the rules and
order;
h. To receive all messages and other communications and announce them to
the council;
i. To inform the council when necessary, or when referred to for the purpose,
on a point of order or practice;
j. To name the members (when directed to do so in a particular case, or when
it is made a part of his/her general duty, by a rule) who are to serve on
committees, and in general;
k. To represent and stand for the council, declaring its will, and in all things
obeying implicitly its command.
Sec. 2. The Deputy Chairman shall,
a. Assists the Chairman on the performance of the latter's duties.  In case of
permanent disability, death, removal from office, the Deputy Chairman shall
assume the vacant position;
b. Directly supervise the committee on Membership;
c. Perform other duties and functions as maybe assigned by the Chairman of
the Grand council.
Sec. 3. The Secretary-general shall,
a. Administer the day-to-day activities of the Tau Gamma Phi Fraternity and
Tau Gamma Sigma Sorority chapters of Leyte and Samar region;
b. Act as the liaison officer for the other counterparts of the organization and
to all other existing organizations;
c. Be responsible for the record keeping of all the meetings of the Grand
Council and the Executive branch;
d. Assist the Chairman in preparing for a progress and status report for the
Grand Council and the entire region organizational structure;
e. Ensure that the different levels of the organization are functioning efficiently
on their prime concerns.
Sec. 4. The Chairman of Membership committee shall,
a. Maintain a quality and effective membership and shall formulate guidelines,
projects and activities that shall enhance the relationship of all members;
b. Establish and maintain an updated directory of all members;
c. Submits monthly status and progress reports to the Grand council;
d. The committee shall be composed of the:
1.  Committee Chairman
2.  Deputy Chairman, Grand council
3.  Region Grand Triskelion
4.  Region Master Initiator
5.  Organization Adviser
6.  Senior TaLSA member
e. The committee shall convene six (6) regular meetings on the first year and
five (5) regular meetings on the second year;
f. Perform other duties and functions as maybe assigned by the Chairman of
the Grand council.
Sec. 5. The Chairman of Finance committee shall be,
a. Responsible for all matters pertaining to raising of funds, disbursements,
budgets and fraternity properties;
b. Submits monthly status and progress reports to the Grand council;
c. Take charge of all the financial matters of the organization and to make all
available all the records at any time for audit purposes;
d. The committee shall be composed of:
1.  Committee Chairman
2.  Secretary-general, Grand council
3.  Region Chest
4.  Region Auditor
5.  Senior TaLSA member
e. The committee shall convene five (5) regular meetings on the first year and
seven (7) regular meetings on the second year;
f. Perform other duties and functions as maybe assigned by the Chairman of
the Grand council.
Sec. 6. The Chairman of Programs and Projects committee shall,
a. Provide a mechanism that shall create economic, sociopolitical opportunities
for each member of the organization.  Shall formulate activities that shall
promote the development of each member of the organization;
b. Evaluate and recommend programs and projects of the organization;
c. Submits monthly status and progress reports to the Grand Council;
d. The committee shall be composed of:
1.  Committee Chairman
2.  Deputy Chairman, Grand council
3.  Region Deputy Grand Triskelion
4.  Region Scroll
5.  Senior TaLSA member
e. The committee shall convene eight (8) regular meetings on the first year
and ten (10) regular meetings on the second year;
f. Perform other duties and functions as maybe assigned by the Chairman of
the Grand Council.
Sec. 7. The Chairman of Publicity and Information committee shall,
a. Supervise the dissemination of all relevant information regarding the
fraternity and sorority;
b. Facilitate the use of the press, TV, radio and other forms of mass
communications;
c. Keeps records of pertinent data regarding the fraternity and shall establish
and maintain an official newsletter of the organization;
d. Prepares resolutions, position and stand of the organization on issues and
matters that may affect the organization;
e. Submits monthly status and progress reports to the Grand council;
f. The committee shall be composed of:
1.  Committee Chairman
2.  Region Public Relations
3.  Secretary-general, Grand council
4.  Region Scroll
5.  Senior TaLSA member
g. The committee shall convene six (6) regular meetings on the first year and
eight (8) regular meetings on the second year;
h. Perform other duties and functions as maybe assigned by the Chairman of
the Grand council.
Sec. 8. The Chairman of Election and Reforms committee shall,
a. Formulate guidelines and procedures of all election and reforms processes;
b. Enforce and administer all regulations relative to the conduct of an election,
plebiscite, initiative, referendum, and recall;
c. Shall proclaim the winners in the event of election exercise for both the
Executive department (region & chapters) and the Grand council;
d. The Chairman of the committee shall deputize with the concurrence of the
Grand council Chairman, four (4) Triskelion member who will be
instrumental in the enforcement of all election proceedings;
e. The committee Chairman shall deputize one Organization Adviser to act as
an observer in all election and reform exercises;
f. The committee shall convene four (4) regular meetings on the first year and
six (6) regular meetings on the second year;
g. Perform other duties and functions as maybe assigned by the Chairman of
the Grand council.
Sec. 9. The Chairman of Constitutional commission shall,
a. Perform amendments or revisions to this constitution at any general
meetings as may be proposed by the three-fourths vote of appointed
members of the commission;
b. The commission shall be composed of:
1.  Commission Chairman
2.  Region Grand Triskelion
3.  Founding Members
4.  Five senior TaLSA members
c. The commission shall convene two regular sessions on the first year, and
one regular session on the second year.  Special session will be called upon
the commission to convene upon the written consensus of a third of
Triskelion members in Leyte and Samar;
d. Perform other duties and functions as maybe assigned by the Chairman of
the Grand Council.

ARTICLE - XI

EXECUTIVE DEPARTMENT

I.  REGION of Leyte and Samar


Sec. 1. The executive power shall be vested in the Grand Triskelion to govern and
supervise the activities of all chapters in the entire region of Leyte and Samar;
Sec. 2. Triskelion members who are eligible to qualify for the position of the Grand
Triskelion, Deputy Grand Triskelion, and the Master Initiator should:
a. Be a active resident- member of Leyte and Samar;
b. Served at least two (2) years membership in the organization;
c. College student with average scholastic record, good moral character and
leadership ability;
d. Have the capacity to sustain his/her candidacy during and after the election
period should he/she wins in the electoral exercise.
Sec. 3. There shall be a Grand Triskelion, Deputy Grand Triskelion, and the Master
Initiator who shall have the same qualifications and term of office and be
elected with and in the same manner of the Grand council;
Sec. 4. The Grand Triskelion, Deputy Grand Triskelion and the Master Initiator shall be
elected by direct vote of the Triskelion members who have registered with the
Committee on Election and Reforms for the election exercise;
Sec. 5. There shall be appointed officers of the Executive branch by the Grand
Triskelion and whose office term will be CO-terminus with the elected officers
of the organization. The Grand Triskelion shall appoint the following officers:
1.  Scroll
2.  Chest
3.  Auditor
4.  Public Relations
II.  CHAPTERS of Leyte and Samar
Sec. 1. The executive power shall be vested in the Grand Triskelion to govern and
supervise the activities of chapter organization in their respective area or
chapter in the region of Leyte and Samar;
Sec. 2. Triskelion members who are eligible to qualify for the position of the Grand
Triskelion, Deputy Grand Triskelion, and the Master Initiator should:
a. Be a active resident-member of Leyte and Samar;
b. Served at least one (1) year membership in the organization;
c. College student with average scholastic record, good moral character and
leadership ability;
d. The capacity to sustain his/her candidacy during and after the election
period should he/she wins in the electoral process.
Sec. 3. There shall be a Chapter-Grand Triskelion, Deputy Grand Triskelion, and the
Master Initiator who shall have the same qualifications and term of office and
be elected with and in the same manner of the Grand Council;

shall be elected by direct vote of the Triskelion members who have registered
with the Committee on Election and Reforms for one (1) year and until their
successors are duly elected and qualified, provided, that any officer elected to
fill any vacancy shall hold office only for the unexpired term of the officer so
removed;
Sec. 5. There shall be appointed officers of the Triskelion Organization Executive
branch by the Chapter-Grand Triskelion and will be CO-terminus with the
election term of office of the Chapter-Grand Triskelion. The appointed officers
are as follows:

ARTICLE - XII

DUTIES & RESPONSIBILITIES OF THE EXECUTIVE DEPARTMENT OFFICERS


Sec. 1. Grand Triskelion, shall be the Chief Executive Officer of the Triskelion
Organization and shall have the general supervision of its affairs.  He/she shall,
a. Preside at all meetings of the organization;
b. Be the chief enforcer of all provisions of the constitution all authority
enacted under his/her authority;
c. Authorize expenditure;
d. Prescribe duties to other officers and members;
e. Officially represents the fraternity's and sorority's chapter on all occasion
which warrant such representation;
f. Be an ex-officio member in the Grand Council Membership Committee and
Constitutional Commission;
g. Submits monthly status and progress reports to the Grand Council;
h. Performs other duties and functions as maybe assigned by the Grand
Council.
Sec. 2. Deputy Grand Triskelion, shall serve as the personal secretary of the Grand
Triskelion.  He/she shall perform the function and duties, and exercise the
powers of the Grand Triskelion in cases of absence or incapacity in the part of
the later.  He/she shall perform other duties and functions as maybe assigned
and directed by the Grand Triskelion.
Sec. 3. Master Initiator, shall,
a. Be in charge in all stages of the rituals of initiation;
b. Guarantee the responsibility during the rituals of initiation;
c. Be a disciplinarian among fraternity/sorority members;
d. Must keep decorum in all fraternity/sorority meetings and during rituals of
initiation;
e. Be an ex-officio member in the Grand Council Membership Committee;
f. Perform other duties and functions as maybe assigned by the Grand
Council.
The position of the Master Initiator will be abolished under the new
membership setup of the Triskelion organization at the end of the first term of
office.  It shall be replaced with a new committee body and position as may be
determined by the Election and Reforms Committee of the Grand Council.
Sec. 4. Scroll, shall handle all the official correspondence, filing all records and
communications, and the recording of all the proceedings of the Grand Council
Committees and those of all members, and all the business in general that
comes before and disposed of by this organization.  The Scroll shall act as an
ex-officio member of the Grand Council Publicity & Information and Programs
and Projects Committees.  He/she shall perform such other duties and function
as maybe assigned and directed by the Grand Council and Grand Triskelion.
Sec. 5. Chest, shall,
a. Have custody of the fraternity & sorority funds for any project expenditures
and business in general;
b. Keep an account of receipts and disbursement thereof;
c. Responsible of funds for keeping it in any way but that the
fraternity/sorority may direct;
d. Render to the Grand Triskelion whenever he/she may require so, an
account of the Triskelion Organization transactions and other duties as may
pertain to his/her position;
e. Be an ex-officio member in the Grand Council Finance Committee;
f. Perform other duties and functions as maybe assigned by the Grand
Council.
Sec. 6. Auditor, shall examine the books of records of the organization at certain
intervals, to make sure that all transactions are in proper order.  He/she shall
check over bills, payments, and receipts of the organization.  Finally, he/she
shall go over the accounts of the Chest of the organization.  He/she will be an
ex-officio member of the Grand Council Finance Committee and will perform
other duties and functions as maybe assigned by the Grand Council;
Sec. 7. Public Relations, shall be in charge of all external affairs pertaining to the
fraternity's & sorority's matter or duties assigned to him/her by the Grand
Triskelion regarding external organization image.  He/she shall be the official
spokesperson of the fraternity & sorority in all official functions.  He/she will be
an ex-officio member of the Grand Council Publicity and Information
Committee.

ARTICLE - XIII

DUTIES & RESPONSIBILITIES OF TRISKELION MEMBERS

Sec. 1. Triskelion Member,


a. The duty to uphold his constitution, to be loyal to the organization, to
contribute to its development and welfare and to abide by the rule and
regulations issued by its lawful authorities;
b. Shall strive to lead an upright and virtuous life in accordance with the
Codes of Conduct and Tenets of the Triskelion Organization;
c. Shall be the responsibility of every member, especially who possesses
special skills or ability to heed the call of the lawful authorities to lead or
take part in an activity designed to meet or countenance any critical or
emergency situation;
d. Shall exert all his/her best effort to develop his/her potentialities for service
in order to strengthen the organization and foster cooperation among its
members;
e. Shall be the duty of every Triskelion to attend all organizational meetings
and shall pay the prescribed dues or fees by its lawful authorities;
f. Shall at least be a member of one of the standing committees of the
organization.

ARTICLE - XIV

ORGANIZATIONAL SET-UP

Sec. 1. The organizational structure of:

ARTICLE - XV

ELECTIONS

Sec. 1. Any bonafide member of the Triskelion Organization of the region of Leyte and
Samar can quality to any elective positions in the organization;
Sec. 2. There shall be an election of officers of the Grand Council and Executive branch
on the third Monday of June, Triskelion members who wants to run for any
elected position in the organization should:
a. Grand Council,
1. Register with the Committee on Election and Reforms, and write a
formal letter of candidacy addressed to the committee Chairman ninety
(90) days prior to the election date;
2. Must have the financial resources for the election exercise and during
his/her tenure in office;
3. In the Grand Council, the elected officers will be:
1.  Chairman, and
2.  Deputy Chairman
4. Be elected and serve a two (2) years tenure in office. Eligible for
reelection and vie for office up to two (2) terms or four (4) years in
office;
5. Assume office beginning at noon on the twenty-ninth (29th) day of June
and shall end at noon of the same date after the second year.
b. Executive branch:
1. Regional office,
a. Register with the Committee on Election and Reforms, and write a
formal letter of candidacy addressed to the committee Chairman
sixty (60) days prior to the election date;
b. Must have the financial resources for the election exercise and during
his/her tenure in office;
c. In the Regional office, the elected officers will be:
1.  Grand Triskelion
2.  Deputy Grand Triskelion, and
3.  Master Initiator
d. Be elected and serve a two (2) years tenure in office.  Eligible for
reelection and vie for office up to two (2) terms or four (4) years in
office;
e. Assume office beginning at noon on the twenty-ninth (29th) day of
June and shall end at noon of the same date after the second year.
2. Chapter offices,
a. Register with the Committee on Election and Reforms, and write a
formal letter of candidacy addressed to the committee Chairman
thirty (30) days prior to the election date;
b. Must have the financial resources for the election exercise and during
his/her tenure in office;
c. In the Chapter offices, the elected officers will be:
1.  Grand Triskelion
2.  Deputy Grand Triskelion, and
3.  Master Initiator
d. Be elected and serve a one (1) year tenure in office.  Eligible for
reelection and vie for office up to two (2) terms or two (2) years in
office;
e. Assume office beginning at noon on the twenty-ninth (29th) day of
June and shall end at noon of the same date after the first year.

ARTICLE - XVI

RECALL, REMOVAL & SUSPENSION FROM OFFICE & VOLUNTARY WITHDRAWAL OF


MEMBERSHIP

Sec. 1. Any officers of the organization may be recalled from office any time for loss of
confidence in him/her by the members or a petition by two-thirds of the
registered members;
Sec. 2. Any officers may be suspended or removed from office during his/her term on
the following grounds:
a. Absenteeism, dishonesty, neglect of duty, abandonment, and misconduct in
office;
b. Soliciting for personal use of a fee, gift or other valuable things in the
course of his/her official duties;
c. Conduct prejudicial to the organization and improper practice of the Codes
and Conduct and Tenets of the organization.
Sec. 3. The Grand Council Committee on Election and Reforms shall conduct all
preliminary hearings regarding such removal of officers from office;
Sec. 4. Any Triskelion member who wish to get-out and distance themselves from the
organization should fill-out and sign a Affidavit of Voluntary Withdrawal of
Membership (form available from the Founding Members only) duly approved
by the organization and notarized by an independent public lawyer.
a. The ex-member who voluntarily withdraws his/her membership from the
organization shall be taken off the membership list nationwide;
b. The ex-member's right and freedom shall be respected by the organization
and shall not be harassed or intimidated by any Triskelion members;
c. The ex-member shall not issue or make any statements against the
organization as this is provided in the affidavit;
d. The ex-member's membership with the organization shall end when the
affidavit has been notarized and copies of the affidavit has been received by
both parties;
e. The ex-member shall not be able to join the organization in the near future.

ARTICLE - XVII

MEETINGS

Sec. 1. On the fourth Monday in June of each year, the annual meeting of this
organization shall be held;
Sec. 2. Not more than two regular meetings shall be held every month, and power
shall be vested in the Grand Council Chairman to fix the date of such meetings;
Sec. 3. Upon the written request of fifty (50) members of this organization, or
whenever deemed desirable by the Grand Council, special meetings shall be
called;
Sec. 4. Advisory and/or consultative meetings will be called by the Founding Member
or Organization Advisers on certain occasion and intervals.

ARTICLE - XVIII

ADVISERS

Sec. 1. The organization Advisers shall be appointed by the Grand Council Membership
committee with the concurrence of the Region and Chapters Grand Triskelion
and the Founding Members of the organization;
Sec. 2. The organization Advisers qualifications shall be:
a. A professor of a reputable school or university or a outstanding citizen
within the community and must be of good moral character and active in
their respective faculty or community organization;
b. A member of the religious order or organization and must be active in the
service of the church;
c. A private individual with good moral character and who occupies a good
position in work or a businessman;
d. At least 30 years of age, physically and mentally fit to render in a voluntary
capacity to guide and give advise to the organization.
Sec. 3. The organization Adviser shall be conferred honorary membership the
Triskelion Order if he/she has rendered services in the organization and shall
be accorded with all the rights and privileges as that of regular Triskelion
members;
Sec. 4. The tenure of office on the organization Adviser is subject to the principle and
guideline that the Grand Council may direct;
Sec. 5. The organization Adviser shall only be granted honorary membership by the
Founding Members of Leyte and Samar as per recommendation of the Grand
Council.
ARTICLE - XIX

AMENDMENTS

Sec. 1. Any amendments to, or revisions of this constitution may be proposed by any
member of the organization through the Grand Council Constitutional
commission and upon a vote of three-fourths of all its members;
Sec. 2. Any amendment to, or revision of this constitution shall be valid when ratified

something for the sake, not only of our brothers and sisters, but also others.

- wisdom and understanding. We are constantly reminded to seek wisdombecause it
is only through knowledge that we understand the people and the world around us.
 
Exemplary
- unblemished and flawless. We live and lead by example for how do weexpect
others to follow if we do not know how to lead.
 
Loyalty
- devotion and allegiance to God and Fraternity. We are bound by a sacredduty to
serve God, first and foremost, and the Fraternity for without the Fraternityand without
God, we are nothing.
 
Inviolate
- pure, sacred and whole. Our intentions must be transparent to all andclear to
everyone, and above all personal motives and self-serving ambitions.
 
Open-mindedness
- tolerant, impartial and compassionate. We do not profess a monopoly of ideas
andideals. We must respect the feelings and the rights of others.
 
Nationalism
- love of country. We cannot turn a deaf ear to the needs and aspirationsof our
country and people for we are the people.
