EXECUTIVE ORDER NO.04

ORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN (BCPC)

WHEREAS, REPUBLIC Act No. 7610 (Special Protection of Children Against Child Abuse,
Exploitation and Discrimination Act) provides for stronger deterrence and special protection
against child abuse, exploitation and discrimination, and its corresponding penalties;
WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that “the
government shall establish Council for the Protection Children”;
WHEREAS, Article 87 of presidential Decree 603 (Children and Youth Welfare Code)
states that, “every Barangay Council shall encourage the organization of a Local Council for the
Protection of Children (LCPC) and shall coordinate with the Council for the Welfare of Children
(CWC) in drawing implementing plans of the promotion of child and youth welfare”;
WHEREAS, RA 8980 otherwise known as the Early Childhood Care and Development
(ECCD) Act promulgates a comprehensive policy and national system for children 0-6 years old.
Section 8 (d) of said law requires the organizational of National ECCD Coordinating Council
(ECCDCC) and coordinating committees at all levels except in the barangay where the BCPC
already exist.
WHEREAS, the LCPC and the ECCDCC have the same objectives, both shall function as
one to avoid confusion and duplication of similar councils/ committees in the LGUs. The LCPC
shall be the umbrella organizational for all programs on children and the ECCD Coordinating
Committees shall be one of the committees under it.
NOW, THEREFORE, I REX C. DALLEGO, Punong Barangay of Barangay Bacnor East,
Burgos, Isabela, by virtue of the powers vested in me by law do hereby organize the Barangay
Council for the Protection of Children (BCPC) as follows:
SECTION 1. Composition. The Barangay Council for the Protection of Children is hereby
organized to be constituted as follows;

SECTION 2. . Functions. The Barangay Council for the protection of Children shall have the
following functios: Foster education of every child.
a. Take steps to prevent delinquency and assist parents of children with behavioral
problems so that they can get expect advice.
b. Adopt measure for the health of children.
c. Conduct capability building projects to increase knowledge and skills in handling
childrens problem.
d. Encourage the proper performance of the duties and responsibilities of parents, and
provide learning oppurtunities on the adequate rearing of the children and positive
parent-child relationships;
e. Promote wholesome entertainment in the community,especially in movie houses;
f. Prepare AWFP for children and recommend appropriations to the sanggunian;
g. Provide coordinated linkages with other agencies and institutions in the
planning,monitoring and evaluations of plans for children;
h. Establish and maintain data base on children in every barangay;
i. Advocate for the establishment and maintenance of playground andother facilities
necessary for children and youth development;
j. Advocate for the passage of a barangay resolution/ordinance responsive to child-
related issues and concerns and ensure the inclusion of children program in the
executive agenda;
k. Protect and assist children in need of special protection ( i.e.abandoned,maltreated and
dependents) refer cases filed against child abuses to proper agencies/institutions;
l. Monitoring situational reports on children and prepare quarterly updates including the
implementation on childrens program and make recommendations in the Municipal
CPC for consideration and nationwide application ; and
m. Perform such other functions and other child related laws especially in matters of child
and parent education ,health entertainment etc.
SECTION 3. Secretariat. The Chairman of the council designates ALMA BELLA M.

ELARDE, as head of the secretariat ,who shall provides administrative and technical
support services to the council.
SECTION 4. Effectively. The order shall take effect immediately.
Given this 6th day of January 2022 at Barangay Bacnor East, Burgos, Isabela.
