    The Department of Public Works and Highways, Compostela Valley District Engineering Office,
    Nabunturan, Comval Province, through its Bids and Awards Committee (BAC), invites contractors
    to submit bids for the following Contract;

    The BAC is conducting the public bidding for this Contract in accordance with RA 9184 and its
    Implementing Rules and Regulations (IRR).

    To be eligible to bid for this Contract, a contractor must meet the following major requirements:
    (a) Filipino citizen or 75% Filipino-owned partnership/corporation, (b) completion of a similar
    contract costing at least 50% of the ABC, and (c) Net Financial Contracting Capacity (NFCC)
    at least equal to the ABC.

    The DPWH will use non-discretionary “pass/fail” criteria in the eligibility check, preliminary
    examination of bids, evaluation of bids, post-qualification, and award.

    INVITATION TO BID
    No. 2018-001

    Bidders shall pay the BAC a non-refundable fee for the Bidding Documents, upon securing hard
    copies of the Documents at BAC Secretariat. Bidders that downloaded the Documents from the
    DPWH/PhilGEPS website shall pay the fee upon submission of their bids.

    Bidders who do not use prescribed Bidding Documents secured from BAC Secretariat or
    downloaded through DPWH/PhilGEPS websites shall automatically be disqualified from
    participating the bidding pursuant to Section 17.4 of RA 9184 and its IRR.

    Bidders shall submit one (1) original and one (1) certified true copy of Technical and Financial
    components of the bid. The original copy of the bid shall be written in ink and shall be signed by
    the bidder or its duly authorized representatives.

    The Department of Public Works and Highways, Compostela Valley District Engineering Office,
    Nabunturan, Comval Province, reserves the right to accept or reject any bid and to annul the
    bidding process any time before the Contract Award, without incurring any liability to the effected
    bidders, in accordance with the provisions of Section 41 of RA 9184 and its IRR.
