CHAPTER I

THE PROBLEM AND ITS BACKGROUND

Background of the Study

Student Government offers students excellent ways to get involved in the

inner working of their schools, both in high school and in college. Students who

participate in their students governments are giving their best to a range of

personal and professional benefits, and they can be exposed to a variety of

opportunities in school and beyond. With some understanding of student

governments and their various elements, students can see why they might want

to participate and where they fit into their schools organizations. For instance,

New York University is made up of a Student Senators Council and President's

Council to work with the Student Senators Council to enact senatorial policy and

increase student engagement.

The participation of the student-leaders as the overall representative of the

student population, especially their roles and contributions, was found relevant

on the success of every academic institution. The Department of Education

recognizing the role and contributions of the Supreme Student Government

(SSG) in the schools seeks to organize and institutionalize the Supreme Student

Government in public and private secondary schools nationwide with a view to

make it efficient and responsive to the needs of the student, school and the

community. The development of community engagement skills, and experience

that must be possessed by SSG officers or Supreme Students of Government is

to be an effective and enthusiastic School is one of the main objectives of SSG

officers in the program for the fulfillment of School Activities or Project for school.

The result of the election of SSG Officers conducted last September

15,2022 among all students of Nabunturan National Comprehensive High

School, shows that many of the students vote for random candidate and many of

the students also vote only of a group, the process of the voting in clean so no

cheating happened. The difficulty in understand this is who will be blasted by

other students because all of the running SSG Officers or Supreme Students

Government are good and have good communication skills. They bring a positive

influence on their appreciation of our Local School. Thus, the researchers would

like to conduct research on the school community engagement activity of the

Supreme Student Government on Students welfare for the SY 2022-2023.

Purpose of the Study

The purpose of this study is to improve SSG leadership skills and potential

of all the student leaders within their scope and authority. Students as youth are

the next generation that will lead different groups in this world.

Statement of the Problem

The main objective of this research is to show the community engagement of

Supreme Student Government towards student's welfare. This research found

out the answers to the following questions:

1. What are the School Community Engagements of Supreme Student

Government in school?

2. What are the current organization of Supreme Students Government in

school that promotes School cleanliness?

3. What are the effects of this programs towards student's welfare?

Review of Related Literature

The effectiveness of the Supreme Student Government (SSG) is stated as

the appropriateness, organization, competence, capacity to carry out the duties

described in the Constitution and By-Laws despite the Department of First and

foremost, education The SSG was known as the body that acts as the students'

top governing body support and promote the aims, principles, and objectives of

the school and the department of education. The Section of Papers tackle about

interaction with the community for the welfare of students under the leadership of

the Supreme students government (SSG). It is believed that this group may

speak for the students in broader in light of their significant contributions to and

standing in public (Department of Education, 2014) (Department of Education,

2014).

Supreme Student Government Policy

According to the Department of Education, they enjoined all schools to

implement the One School, One Supreme Student Government Policy. It aims in

the groundwork for better unity and cooperation among pupils and students by

providing them a venue for the improvement of their leadership skills and

abilities. There will be a revision of the standard constitution of the SSG in the

year 2009. Its objectives are to strengthen the SSG and student's in all

secondary schools, to provide easy monitoring and evaluation the student

government. The Constitutions contain the Principles and Objectives of the

Student Government in high schools. One is to train the members for effective

and efficient leadership, help students develop self-confidence, promote unity

among leaders and the student maintain the school aspirations to promote

quality education and academic excellence serve and protect students’ welfare.

It also includes the powers and duties of the Supreme Student

Government. The following are the functions and responsibilities of the student

government. The student government must formulate and recommend programs

that will address relevant issues or concerns of the student's. They must plan and

implement the policies made to protect and to promote the students’ rights and

welfare. Create committees necessary to address the needs of the students,

make recommendations to school authorities regarding student matters, affairs

and activities.

Supreme Student Government's conception Order Number 47 of the

Department of Education, Series of 2014 The Supreme Student Government's

charter and by laws (SPG) and the Supreme Student in Elementary Schools

Secondary schools teach about government (SSG). Division of Additional

Guidelines to the Department of Education is the full title of Education Order

Number 11, Series of 2016. The 2014 Series of Education Order Number 47

ensures a wider representation in the Student Government and involvement in it

(SG) for the Basic Education Program at all year levels.(BEP), including the

pupils from SHS. Parts 3 and 4 of the Article III of the SPG and SSG's

Constitution and By-Laws in The SPG/SSG is used in primary and secondary

schools devoted to implementing these ideals, tenets, and concepts action

involving leadership, academia, and social activism programs, and pursuits.

Consequently, all of the school's actual students are students who the

SSG is always available to duty-bound to assist and answer to (Department of

(2014). Education recognizing the SPG and SSG's function and contribution

within the Student Government Program at the schools. The Department of

Education has issued an order and distributed the attached By-Laws and

Constitution of the SSG in high schools, SPG in primary schools In addition to

other materials, they will all be presented simultaneously universities worldwide

(Department of Education, 2014).

The effectiveness of the SSG can be evaluated by planning, carrying out,

observing, and evaluating, and as directed by the authorities, obligations, and

duties prescribed by the Department of Education (2016) (Department of

Education). The SSG works toward

raise the potential and leadership abilities of every kid leaders who act within

their sphere of influence. SSG is an important tool for enhancing a learner's

fostering their heart's desire for leadership and their capacity for it dedication to

service Consequently, it is task-related and training with a focus on functions for

student leaders (Pascua, 2017).

Students who participate in their students governments are giving their

best to a range of personal and professional benefits. The participation of

student-leaders as the over-all representative of the student population,

especially their roles and contributions, is found relevant on the success of every

academic institution.

The most academic student organization allowed to operate and

implement school policy is the Supreme Students Government (SSG). By

providing students with a variety of venues to practice management skills and

develop their attitudes and knowledge, it forms the basis for good management,

volunteerism, teamwork, and collaboration. It prepares college students to

become more active citizens in accordance with the principles of participatory

democracy and responsible citizenship. Above all, it helps the Department of

Education (DepEd) accomplish its goals, which are listed in the sidebar for

Student Education. So the superior government recommended to form an

organization for the leadership of all the students in A school.

The analysis of the result only means that after conducting the supreme

students government election as a strategy to improve the fluency of students in

Senior High School, there was a great impact. A significant change in fluency

levels is noted, a shift from being unaffected to being fluent is evident. So, the

supreme students government election (SSG Election) has a positive effect on

the struggling teachers who represent the Students for the good governance of

our School.

This study will determine the Supreme Student Government in

Nabunturan National Comprehensive High School. Utilizing descriptive research

design through a survey method, the study will be participated by Student's

Welfare both from the junior high school and senior high school departments of

Nabunturan National Comprehensive High School.

Conceptual Framework

In this conceptual framework, the input is the beginning of this process

which is the result of the Socio-demographic profile and school community

engagement to know every information of every student who ran as SSG Officers

(Supreme students’ government) towards the welfare of students. So the

conceptual framework was created to know the personality or who are your

Respondents and to know if they deserve to be nominated as SSG Officers

(Supreme students government) in a school.

Scope and Delimitation of the Study

                The focus of this study is to know the School Community Engagement

of the SSG officers. It is focused in the students who are performing well as SSG

officers. This study will mainly identify on how they can handle the students to

maintain the cleanliness of the area. The study will also gather information using

limited questionnaires to know the effects of lack of cleanliness in our school

community.

Significance of the study

                 The findings of this study may hopefully benefit the following:

1. School. The school encourage to teach them on how to maintain and

silicate the area. It can give a deeper awareness and understanding each

of everyone.

2. Students. They will help the students to recognized the effectiveness of

cleanliness and other programs. Give a greater knowledge and deeper

understanding about the importance and it will give them awareness.

3. Student Representation. To empower the students to strive for excellence

in academics, leadership, and social responsibility, to encourage them to

be proactive members of the society.

Definition of Terms

School Community Engagement. The process of working collaboratively

with and through groups of people affiliated by geographic proximity, special

interest, or similar situations to address issues affecting the well-being of those

people.

SSG. Schools must establish a Student Support Group (SSG) for students

supported by the Program for Students with Disabilities (PSD) or Disability

Inclusion. Schools must establish an SSG for every child and young person in

out-of-home care.

Student Welfare. Encompasses services that promote the physical,

mental and social wellbeing of pupils and students. 

Proper Sanitation.  Is necessary for children's health, safety and

development. Without access to sanitation facilities, including clean water and

toilets, and without hygienic practices like handwashing with soap, children may

get sick. Lack of sanitation can impact their development potential.

CHAPTER 2
RESEARCH METHODOLOGY

Research Design

This study uses quantitative research, and descriptive comparative

design. There is the possibility of statistically demonstrating significant

differences in the community engagement of the SSG in schools by allowing the

researcher to compare the effectiveness and problems encountered by the

SSG’s of Nabunturan National Comprehensive High School toward Student's

Welfare. The quantitative approach focuses on collecting and generalizing

numerical data across groups or explaining a particular phenomenon that will be

conducted during survey. The purpose of this research design is to know the

community engagement of SSG.

Research Locale

The study will be conducted at the province of Davao de Oro, Municipality

of Nabunturan. It is the capital of Davao de Oro Province and belongs to the 2nd

district (District II). There are 28 barangays and 7 public secondary schools

under this municipality.

This particular study was conducted in Nabunturan National

Comprehensive High School- Integrated Senior High School. This public school

is located at Purok 2, Poblacion, Nabunturan, Compostela Valley Province

between PhilHealth building and townsquare near the overpass.

Research Respondents
The respondents of this study were the SSG's of Nabunturan National

Comprehensive High School – Integrated Senior High School and Sir Sammy

Bongal the head of SSG, and also the adviser of Grade 12 Zeus. Table 1 is the

sampling plan which presents the total number of population where the total

number of samples were selected.

Research Instrument

A survey questionnaire will be the tool in gathering the needed data. A one

(1) of survey questionnaire was prepared by the researchers, and those

questionnaire is only for the selected for respondents of SSG'S and the

adviser .And according to stratified the ramdom sampling should answer it

correctly based on the guide question given and prepared by the researchers.

The questionner will be basis to know the Community Engagement of Supreme

Student Government towards Student's Welfare. The survey questionnaire made

by the researchers and will validate the research expert.

Research Procedure

The data will be gathered through the following:

First, the researchers will make a permission letter to conduct the study

and send it to Sir Sammy Bongal head of SSG officers and to the adviser of

researchers to start conducting the needed data.

Second, upon approval of the permission letter, the researchers will send a

copy to the research experts to validate the researcher-made survey

questionnaire. After the validation, the researchers prepare permission letter

signed by the SSG head, Sir Sammy Bongal to finally conduct the study during

their period time.

Third, when all permission was granted, the researchers will start

conducting their data gathering. The researchers explain and discuss the survey

questionnaire to the respondents.

After the survey. The researchers collect survey questionnaire after the

respondents are done.

Statistical Technique Used

1. Frequency. Counting the individual items and determining the frequency of

each responses was done to organize the data into tabular forms.

2. Percentage. This will be used for problems 1.1 to 1.3 and 3 with the following

formula.

where N=total score

3. Average Mean. This statistical tool will be used to determine the representative

result of each item in the questionnaire for each category. This tool will be used

for problems number 2.1 to 2.5 and 4. The formula is.

where X = total frequency in each responses

where N = number of item per column

4. Standard Deviation. The standard deviation (SD) measures the extent of

scattering in set of values, typically compared to the mean value of the set (El

Omda,2022).
