ANNEX A1-1: ADDITIONAL SCOPE OF SERVICES OF THE CONSULTANT (CIVIL & STRUCTURAL
ENGINEER)
General
1. The consultancy services shall include these additional scopes of services for this
Project.
2. The C&S Consultant shall be the Lead Consultant and act as the Superintending Officer
for the administration of this Project during construction until issuance of Certificate of
Statutory Completion by the authority or Final Completion whichever is later. The
Consultants are required to work closely with the other consultants as may be engaged
by the Employer for all aspects of works and design in regard to this Project.
3. The Consultant shall assist the Employer in the procurement of other ancillary
preliminary services which may include but not be limited to topographical survey,
cadastral survey, services detection, services diversion (if required), Registered
Inspector (for Architectural and M&E), soil investigation, site instrumentation and
monitoring, Accredited Checker i.e. AC and AC (Geo) etc., as identified from time to
time and deem necessary by the Employer. The cost for carrying out such ancillary
services shall be borne by the Employer.
4. Additional Item
1.6 The Civil & Structural Engineer shall engage at his own expense, the
following sub-consultants/specialist necessary for the complete execution
of design responsibilities for this project:-
a) Consultant to design aesthetically acceptable fencing to match the
surroundings in areas determined by the Employer;
b) Coastal Engineer / Naval Architect;
c) Met Ocean Study and Ship Wake Assessment;
d) Design for Safety Professional; and
e) Any other consultants/specialist/as deem relevant and applicable to

1.7 The role of PE (Geo) shall deem to be inclusive as part of the C&S
consultancy services.
1.8 Design for Maintainability (DfM). The Consultant shall review proposed
mechanical and electrical system design by taking into consideration
design for maintainability based on the operation and maintenance needs
of the end user. The review process shall be systematic and implemented
by the prevailing published DfM checklist and guides released by Building
& Construction Authority (BCA).
(1) The Consultant shall ensure that his proposed design can be
constructed, cleaned, maintained, decommissioned or
demolished in a safe manner. In particular, he shall give
due consideration to reducing risks at source by reviewing
and mitigating the risks created resulting from his design in
a systematic process and also ensuring that the resultant
mitigated risk are passed to the Contractor.

(4) The main duties of the Design for Safety Professional shall
include (i) facilitating the process to involve all stakeholders
to review the design and mitigate the risks, (ii) maintaining
records of safety and health issues arising from the Design
Review Process and actions taken, and (iii) ensuring that the
relevant safety and health information is passed on to the
designers, Contractor and all other stakeholders at the
appropriate time. In this regard, the Design for Safety
Professional shall be required to implement the GUIDE
Process as provided in the aforesaid document “Guidelines
on Design for Safety in Buildings and Structures”, and
ensure that all relevant items are kept in the Safety and
Health Risk Register which shall be handed over to the
Employer.
c. The following new item is to be added to Para 3.1 of Stage II – Scope of Services
(Detailed Design, Tender Preparation and Evaluation of Tenders) of Annex
A1 on Scope of Services of the Consultant (Civil & Structural Engineer):

3.1 Detailed Design
(8) The Consultant shall conduct “Value Management”(VM) on the detailed design
to identify potential cost savings and provide alternatives. The Consultant shall
include the potential cost savings and alternatives identified through “Value
Management” in the presentations to the Employer
(9) Carry out, after acceptance of the preliminary design, the detailed design in
connection with the Project.

d. The following new items are to be added to Para 4 Stage III – Scope of Services
(Supervision and Contract Administration of the Works) of Annex A-1 on
Scope of Services of the Consultant (Civil & Structural Engineer):
Following new item to be added to Para 4 Stage III – Scope of Services (Supervision
and Contract Administration of the Works) of Annex A1 on Scope of Services of the
Lead Consultant (Civil & Structural Engineer):
4.20 Issue all certificates of payment to the Employer for endorsement and payment
to the Contractor.
4.21 Assist in settling contractual disputes or differences which may arise between
the Employer and the Contractor.
5 RISK ASSESSMENT
The Consultant shall ensure that the Contractor prepares and submits the risk
assessment procedures and risk assessment reports for all related work
activities stipulated in this Contract. The risk assessment activities shall meet
the requirements stipulated in the Workplace Safety Health (Risk
Management) Regulations 2006. The Consultant shall deploy or engage
competent personnel to review the risk assessment activities conducted by the
Contractor. The competent personnel deployed or engaged by the Consultant
shall ensure that the risk assessment activities are comprehensive and that the
risk assessment report is prepared for all phases of works and he is to review
and ensure that all significant hazards identified by the Contractor are properly
addressed with appropriate control measures and that the control measures are
implemented as planned. All high risk hazards shall be properly addressed
before commencement of work and the safe work procedures are prepared and
made available for inspection as and when required by the Employer.
The Consultant shall comply with the procedure and timeline for finalisation
and valuation of contract variations as specified in the Conditions of Contract.
In addition, the Consultant shall proceed to prepare his valuation as soon as the
variation works under each Variation Order have been completed, without
awaiting completion of the whole of the Works.
Within 60 days from the completion of the variation works include under each
Variation Order, the Consultant shall submit his valuation including all the
necessary supporting documents to the Employer for verification and
endorsement. The valuation including all supporting documents shall be
prepared by the Consultant QS’s personnel, checked and certified as in order
by the supervisor of the Consultant QS personnel and endorsed by the
Superintending Officer or the Superintending Officer’s Representative.

and,
Where the first two priorities are not available or not applicable, to
obtain 1 or more quotation(s) from other sources to assess the
Contractor’s quotations/invoices.
(c) For all of the above, the Consultant shall assess the reasonableness of
the assessed Star Rates and ensure proper documentation is kept. The
Consultant shall keep proper records of supporting documents and
workings of the Star Rate assessment and make the information readily
for verification and/or audit purposes. For verbal quotations, the
Consultant shall keep proper records of the sources (i.e. suppliers and
contact persons including those who did not respond to the request).

and reflective of market prices. Such deviations and the basis used to
establish the Star Rates must be properly documented.
7 PROJECT MEETINGS
The Consultant shall duly inform Employer, other members of the Consultant
Team and other stakeholders who are required to attend project meetings. The
Consultant may require the Contractor to ensure the attendance of all other
personnel for whom the Contractor is responsible and to also co-ordinate with
other contractors undertaking other works in the vicinity for attendance of such
meetings.
