1. Introduction/Background:
CNOOC Uganda Limited (CUL) is required to transmit drilling data from the well sites to Kampala
office as well as Beijing office. There is also required to share real time drilling data with the real
time data processing center of the petroleum authority. CUL also need to access system located
in Beijing such as SAP, TMS.
Currently, the Company is implementing a leased line connectivity from Kingfisher camp to
Kampala office as well as an international leased line from Kampala office to headquarter office in
Beijing China. There is no physical fiber connection between Kingfisher and Kampala due to the
high cliff and bad weather can bring unstable to this link.
Considering the requirements of real time, reliability, safety in the transmission service and the
reliability of ground communication network, to guarantee the transmission of data from Kingfisher
to Kampala office and from Kampala office to Beijing, satellite service as backup is required

3. Scope Highlights
The scope of the projects shall include the following key highlights:
(1) Survey of Kingfisher oil field, Kampala office and Beijing office.
(2) VSAT
a) Provide 10Mbps/10Mbps C-Band VSAT link between Kingfisher drilling camp and Kampala
office
b) Provide 10Mbps/10Mbps C-Band VSAT link between Kampala office and CNOOC
headquarter office (Beijing, China)
c) Burst bandwidth 5Mbps/5Mbps C-Band VSAT link between Kingfisher and Teleport,
5Mbps/5Mbps C-Band VSAT link between Kampala and Teleport shall be provided. Burst
bandwidth shall be activated for free when primary leased line is down to provide additional

bandwidth.
d) VSAT platform in Teleport shall support multi-point sharing of bandwidth, when failure
occurs in Kampala office or Kingfisher camp, communication with CNOOC headquarter
office is still normal.
e) Committed and burst bandwidth shall support layer 2 transmission.
f) To reduce the impact of weather conditions on link quality, C band shall be adopted and
the antenna size of the Teleport shall be no less than 16m.
g) VSAT Teleport shall be able to connect to CNOOC enterprise network, round trip delay to
CNOOC headquarter shall be less than 45ms.
h) Spare parts for key VAST equipment in Kingfisher and Kampala office shall be provided
such as LNB, BUC, and Modem.
i) Install the satellite equipment at Kingfisher, Kampala and Hongkong or Beijing.
j) Chinese Satellite resource is preferred.
(3) SDWAN
a) Provide SDAWN service for both of the two satellite link.
b) The round-trip delay from Kampala office to the mail system of CNOOC Headquarters
should be less than 350ms.
c) SDWAN terminal shall support DPI.
(5) Others
a) Training of the internal IT team on operation and maintenance of the various systems or
platforms
b) Detailed system documentation of each deployment
c) Preparation of operation manuals for the systems and or platforms
d) Transitioning the various systems into operation and support phase.
e) Project handoff.
4. Bidder Criteria
The bidder must meet minimum criteria as below:
(1) A certified partner and or reseller or distributor of the OEM (original equipment
manufacturer) of the key equipment. The bidder must attach a valid partnership certificate
(2) Have manufacturer authorization from the OEM to ascertain that the products are genuine
and provider has been fully authorized to supply and deploy each of the products. The
bidder must attach a valid manufacturer authorization with validity period exceeding the
duration of the project.
(3) Has executed similar projects in recent three years. The bidder shall share a list of similar
projects or contracts preferably with customer recommendations.
(4) Bidder must have no less than two 7*24 NOC centers in different city as backup for each
other, which can be able to provide Chinese and English technical support service.

(5) The bidder shall commit to deliver the project within the project completion period of 3
months after contract signing.
6. Items to Note
a) The detailed scope of work along with the Instructions to bidders (ITT) will be shared
before RFQ submission
b) A detailed pricing structure shall also be attached before RFP is sent out to the bidders.
c) Site survey is mandatory for all bidders.
d) Collaboration with other contractors shall be necessary for this project’s success.

Notes:
1. For better Planning, user departments are requested to adhere to the below
recommended lead time: -

2. Before a procurement requisition form is submission for authorization, user department is
required to attach but not limited to: (i) the detailed scope of work/supply; (ii) standard
codes and specifications, and (iii) all the relevant certifications applicable to the
procurement etc.
