2.0 Scope of Work

2.

0 SCOPE OF WORK:

1. 2.1 Survey of the site for its solar roof top capacity considering the shadow
free space for the shortlisted consumers furnished to successful bidders.
2. 2.2 Preparation of Detailed Project Report (DPR) of the proposed SRTPV
plant for all the capacities as prescribed by BESCOM.
3. 2.3 Design, Supply, Installation, Metering, Testing and Commissioning of
Solar RTPV grid connected plant as per the technical specifications notified
by MNRE/GoK/KERC/BESCOM and any other applicable laws including
but not limited to regulations notified by Karnataka Electricity Regulatory
Commission (KERC).
4. 2.4 Transportation of materials to Site, unloading at site, handling, storage, associated
civil works, services, permits (material related), insurance at all stages, construction,
erection, installation, testing pre-grid and post grid), commissioning, performance testing,
trial run, training to Consumer / BESCOM nominated representatives.
5. 2.5 Execution of Tripartite Agreement (TPA) between BESCOM, Consumer and
successful bidder for EPC purposes.
6. 2.6 Execution of a Power Purchase Agreement (PPA) in the Commission approved
standard format on net metering basis between Consumer & BESCOM.
7. 2.7 Performance testing of the complete system.
8. 2.8 Submission of Work Completion Report along with drawings and test reports of all
the equipment.
9. 2.9 Risk liability of all personnel associated with installation, testing and commissioning
of the project and AMC period of 5yrs.
10. 2.10 Training on the various aspects of maintenance of the system after commissioning
for the consumer.
11. 2.11 A technical Person should be there to supervise the SRTPV plants.
12. 2.12 Entering into Annual Maintenance Contract (AMC) with consumers for 5 years.
13. 2.13 Establishing “Service Centres” and “Call Centres” in the concerned area.

PRICES: 3.1 The Bidders shall quote price @ Rs/kWp (kilo Watt peak) for the
system capacities lower to the benchmark cost as detailed below

The quoted price shall be inclusive of total system cost, its installation,
commissioning, transportation, insurance, five years AMC and applicable fees,
connectivity charges, meter testing f ee, cost of Bi-Directional Meter & SMC box,
Remote Monitoring System cost etc., including GST and all applicable taxes and
duties.
Note: The evacuation of energy from SRTPV plants shall abide by KERC SRTPV Regulations-2016.
For SRTPV plants above 50kWp, the infrastructure charges has to be borne by respective SRTPV
consumers.

Submission of Bid documents 4.2.1 Bid should be submitted in two parts


namely:

Part-I: Techno-commercial Bid shall contain full technical particulars and


commercial terms and conditions. (Structure of the technical bids has been
defined under clause-5.0).
Part-II: Price Bid:

Letter of Intent (LOI): 4th document


After acceptance of the Tender, a Letter of Intent (LOI) will be issued only to the
Successful Bidders.
36.0 Security deposit(SD): 36.1 As a Contract Performance Security, the
successful Bidder shall be required to furnish a Performance Guarantee from (a) a
Public Sector Bank or (b) a Scheduled Indian Bank having paid up capital (net of
any accumulated losses) of Rs.100 crore or above (the latest annual report of the
Bank should support compliance of capital adequacy ratio requirement) or (c) any
foreign Bank or subsidiary of a foreign Bank with overall international corporate
rating or rating of long term debt not less than A– (A minus) or equivalent by
reputed rating agency, in the form attached as Annexure in favour of owner.
36.1.1 Security deposit for supply, erection and commissioning: The
Successful bidder shall remit 10% of contract value of total Supply, Erection &
commissioning cost towards Performance Security Deposit ( PSD) for erection
portion in the form of DD or by way of Bank Guarantee by the firm valid for a
period of 1 (one) year. The same will be refunded at the end of one year + 90 days
or after commissioning of all the Solar RTPV plants+90 days whichever is earlier
and the amount will not earn any interest thereof. The Security deposit shall be
submitted within 30 days from date of LOI and shall be released after submission
of Security deposit towards Annual Maintenance charges.
36.1.2 Performance Security deposit on Material cost: The Successful bidder
shall remit 10% of contract value of total material cost towards Performance Bank
Guarantee (PBG) for supply portion in the form of DD or by way of Bank
Guarantee by the firm valid for a period of 5 years. Subsequently, fresh PBG’s
shall be submitted by the bidder for every 5 years from thereon for the below
mentioned value:
