PART - A

1. Introduction

Tata Memorial Centre (A Grant-in Aid institute of Dept. of Atomic Energy, Govt. of India),
Parel, Mumbai intends to Design, Supply, Installation, Testing and Commissioning of 1 MW
Solar Power Plant including grid interactive to be installed on Car Port Structure in 02
phases (Car Port Structure to be executed by other agency) at Homi Bhabha Cancer
Hospital & Research Centre, Plot No. 01, Medicity, Village Mullanpur, Distt. Mohali, Punjab.

2. Employer's Requirements

(a) The detailed scopes of work are project specific. However, any item of work required
to be carried out as per the Contract for proper satisfactory completion of the work with
good standard of workmanship shall be deemed to be included in the scope of work, with
no additional cost for such items, whether, or not it is specifically included / described in
the scope of work.

(b) The Contractor shall ensure to meet the schedule quality and safety requirements of
all Works as mentioned in the scope of Work.

(c) The Contractor shall work in close co-ordination with the Engineer-in-charge and
Employer’s Representative and shall attend various meetings to meet the schedule and
quality requirements of the Work.

(d) The Contractor shall make his own arrangement for the protection and safety of his
material and equipment at site. The Contractor shall also make his own arrangement for
the electricity and water for construction purpose. Water to be tested and approved
before use. The Contractor is to ensure the proper housekeeping of the Site at all times to
the satisfaction of Engineer-in-charge so as to Work in a very safe and clean manner.

(e) The Contractor shall ensure timely submission of all reports, test results, samples.

(f) The Contractor shall arrange his own access to the Site and nothing shall be paid
extra for temporary roads/ access to the site. The contractor shall maintain and keep in
good condition all the access to the site at his own cost.

(g) The Contractor shall carry out all the survey & layout works in relation to the work.
The Contractor shall make the reference pillars etc. required for setting out of the solar
power plant and shall be responsible for safeguarding them till the completion of the
Contract.

(h) The Contractor shall submit his detailed Construction Program within 15 days from
award of Letter of commencement of work /work order and requirement of labour and
equipment in the form of CPM analysis and notes, working process for main activities /
critical activities / new activities, Monitoring of work Progress, Financial Planning and
cash flow charts, Survey and layout, Construction methodology, Quality plan including

mix design requirements, Approved external Laboratory facilities, Testing frequencies,


Acceptance Criteria, Calibrations, Control of Non-Conformities, Details of Site Quality
Records, Various documentation in a formats approved / issued by Engineer-in-charge,
performance of tests etc, Approved vendor list for various standard materials.

(i) The Contractor shall prepare requisite documents, its submission on time,
coordination, follow-up with concern statutory Authority e.g. Police/ Labour / Health/
Power DISCOM/ Water / AERB/ State Electricity Board/ Telecommunication and other
Authorities to obtain requisite permission, NOC, supply and avail their facilities and to
perform legal formalities to avoid any encumbrance on Work program.

(j) The Contractor shall submit all necessary reports and data required for monitoring
the progress and quality of Works mentioned in the Scope of Work and in the formats
approved by Engineer-in-charge.

(k) Shop drawings for all fabrication work of permanent as well as temporary structures
for approval of Engineer in charge before execution at site.

(l) As Built drawings for all works mentioned in the scope of Work.

(m) Site safety management and Supervision.

(n) Construction of labour camp at approved space.

(o) Fencing, Barricading and proper illumination of the site if required at no extra cost.

(p) The Contractor shall include all taxes as applicable and cost towards packing,
handling, transportation and placing in position in the rates quoted for various items
specified in the scope of work.

(q) The cost towards all the items for above work is deemed to be covered in the rates
quoted by the Contractor for the items included in the scope of work and no separate
payments shall be made.

(r) The Contractor shall have to make Coordination with other agencies engaged at the
site by the employer at no extra cost.

(s) Contractor shall prepare and deliver the inventory for all the works for handing over
of project.

(t) The work shall be executed in coordination with the other agency who shall be
executing the work of car port structure at site.

(u) “Quality Assurance Manual” - Shall be complied by the contractor as applicable.

(v) “Construction manual”- Shall be complied by the contractor as applicable.

(w) All the records of testing material reports, material challans, labour reports, etc. are
to be maintained by the Contractor. Records connected with the execution of the work
should be maintained in a proper manner. The registers/files, wherein important data
such as record of the mandatory test, record of hindrances, record of receipt and supply
of materials, record of issue of drawings/design etc. are kept should be properly bound
and page numbered. These records should be maintained under the signature of
designated senior officials. Following check-points are suggested:
i. The registers are to be properly bound and having machine numbered pages.
ii. The registers to keep record of important data like mandatory test, hindrances
etc are to be issued under the signature of designated senior officer/ Engineer in
charge.
iii. Records to be maintained properly with signatures of Contractor/ his authorized
representative and attestation of the designated officers/ Engineer in charge.
iv. No tampering/manipulation is permitted in these records. Corrections, if any,
shall be duly signed and attested by the Engineer in charge/ Senior Officer.

(x) The Contractor will sign the following registers whether by himself or through his
authorized representative.

i. Site order Book.


ii. Hindrance Register
iii. Drawing Register

3. General Scope of Work

3.1 Solar Power Plant

The Solar Array for the proposed SPV power plants shall be installed on the Car Parking
structure at HBCH&RC, Mullanpur, Mohali, Punjab. The modules shall be mounted on the
car port with the help of specially designed Structures. The power plant shall be of grid tied
type. The generation of the Solar Power Plant would be fed into the Main LT Panel of
HBCH&RC, Mohali, Punjab and would be consumed internally. The capacity of SPV Power
Plants as per the car parking area is mentioned below.

3.2 Operation & Maintenance of Solar power plant


(a) The successful Bidder shall be solely responsible for the comprehensive
operation and maintenance of plant for 05 Years from the date of handing over.
(b) Plant shall be designed and guaranteed by the bidder for total annual generation
of minimum guaranteed units as given in the Part B Chapter 3. The bidder shall submit
calculations in support of the minimum generation units.

4. Contract Period
(a) The work shall be completed within 05 months from the 15th Day of issue of letter of
intent.
(b) The solar power plant shall be installed in coordination with the other contractor who
will be executing the work of car port structure at site on which solar panels shall be
mounted.
(c) The contract period of O&M will be for five years after the date handing over/ trail run.

5. Terms and Condition

(a) Inspection & Testing


The successful Bidder shall submit quality plan/ test procedures for all the items to be
supplied which will be approved by DDF Consultants/ TMC before dispatch. Bidder shall
also provide procedure for installation, commissioning and testing at site.
(b) Handing over
The system shall be handed over to the Owner by the Bidder after successful
completion of installation and commissioning, trial operation and performance guarantee
test.
(c) Insurance
The successful Bidder shall arrange to take appropriate insurance at bidder’s cost in the
name of HBCH&RC, Mullanpur, Mohali for full value of System to protect from all risks such
as loss or damage in transit, storage, Installation, testing & commissioning, theft, pilferage,
riot, civil commotion, weather conditions of all kinds, fire, etc.

Any claim on loss or damage to the equipment and materials during handling,
transportation, storage, installation or otherwise at any stage, till the System is Taken Over
by the Owner, shall be the responsibility of the Bidder. The Bidder shall be liable to
replace the lost or damaged System/sub-system without any extra cost.
Further the bidder is to take all required insurance coverage in respect of all its personnel
who shall be working on this engagement and for third party claims, if any.
(d) Tools and Accessories
The bidder’s proposal shall include the list of standard tools and accessories for solar power
plant that shall be furnished with the equipment. These are to be clearly brought out with
itemized price in the bid. However the prices of these special tools and tackles shall be
included in the lump sum bid price and would be considered for the bid evaluation.
(e) Bidder must visit the proposed site for assessment of parking area availability, Cable
laying route, installation of mounting structure, installation of equipment panel,
MCB’s/MCCB’s and isolator in Control equipment room etc., prior to submitting the
Tender document.
(f) Documents and Drawings
The bidder should submit all the necessary documents and drawings related with
Installation, Commissioning, Testing, Operation and Maintenance of Solar Power Plant.

6. Liability Period

(a) Onsite Warranty


The Bidder shall provide warranty for all the components of system against any
manufacturing/ design/ installation defects for a minimum period of Five (05) years from the
date of commissioning/ handing over.
(b) The successful bidder shall provide a warranty covering Solar Panel, electrical
works including, distribution boards, digital meters, SPD, MCB, MCCB etc. and overall
workmanship of the system against any manufacturing/ design/ installation defects for
a period of Five (5) years.
(c) Warranty Certificate confirming Five (05) years of warranty have to be
submitted by Bidder. If the mentioned duration of warranty involve taking extended
warranty from OEMs of different components and hence any additional cost
proposition, the same should be incorporated in the submitted price proposal.

(d) All materials, parts, services etc. shall be provided free of cost by bidder during the
warranty period.
7. Terms of payment Monthly running account bill shall be considered on pro rata
basis on submission by the contractor.
