GENERAL INFORMATION
1. These are the rules for the 13th GNLU International Moot Court Competition, 2022.
2. The 13th GNLU International Moot Court Competition, 2022 [Competition] shall be held
virtually from 6 to 10 April, 2022 by Gujarat National Law University, Gandhinagar.
3. The Competition shall be conducted in accordance with the rules mentioned hereunder.
Participants are required to comply with the rules and procedures prescribed herein.
4. The Organising Committee [OC] shall function as the point of contact, and any changes
in the Rules of the Competition shall be notified by email to all participating teams.
5. The official email for all correspondence with respect to the Competition is
gimc@gnlu.ac.in.
1. DEFINITIONS
1.1. “Bluebook” means the Bluebook Method of Citation (20th Edition).
1.2. “Clarifications” refer to the clarifications and corrections to the Moot Problem
issued pursuant to Rule 5 of the Rules of the Competition. They shall form part of
the Moot Problem.
1.3. “Competition” means the 13th GNLU International Moot Court Competition,
2022.
1.4. “Complainant” means that Team which argues on behalf of the complainant at any
given point in the Competition.
1.5. “Compendium” means a compilation or collection of legal or other authorities that
a Team seeks to rely upon during the Oral Pleading Session.
1.6. “Developing Countries or Economies” for the purpose of the Rules of the
Competition shall mean all those countries, excluding India, identified as such by the
United Nations Development Programme. (Developing regions | Human

1.7. “Identity” means any fact pertaining to the identity of the Team, its members, or
the Institution/College/University represented by the Team and the state or region
where such Institution/College/University is located, and includes any identification
marks/seal of the Team or the Institution/College/University represented.
1.8. “INR” means Indian Rupee.
1.26. “Virtual Platform” means any online platform which is determined by the OC for
the conduct of Oral Pleading Sessions in the Competition.
1.27. “Waiting Area” means the area designated by the OC on the Virtual Platform
wherein team members are required to wait for their Oral Pleading Sessions to start.
1.28. “Written Submission” means the memorandum of written submissions submitted
by any Team as per Rule 6 of the Rules of the Competition.
1.29. “Written Submission Score” means the score determined in accordance with Rule
9.1 of the Rules of the Competition.
3. REGISTRATION
3.1. General Rules
3.1.1. Each Team must register by filling up the Google Form GIMC 2022 |
Registration and by paying the registration fees as provided in Rule 3.2 of the
Rules of the Competition.
3.1.2. Each Team shall complete such registration on or before 1 March 2022
(11:59 PM IST).
3.1.3. Each Team is required to upload a copy of a bona-fide letter issued by the
appropriate authority of their Institution/College/University as a part of the
Registration Form.
3.1.4. Once a Team registers by completing the formalities given in Rule 3 of the
Rules of the Competition, a code [hereinafter “Team Code”] shall be
assigned to the Team by 8 March 2022.
3.1.5. A Team that has registered pursuant to Rule 3 of the Rules of the
Competition may change its composition only after informing the
Organising Committee of such change filling the Google Form GIMC 2022
| Change in Team Composition. The Google Form should be filled by the
member of a Team who will remain part of the Team even after the change
in the Team composition. After filling the Google Form, an email is to be
sent to gimc@gnlu.ac.in with the subject “Change in Team Composition
[Name of Institution/College/University]” informing the OC that there is a
change in the Team composition. The change in the Team composition will
be approved by the OC and a reply will be sent to the remaining and/or new
members of the Team. Changes to the team composition may not be made
later than 4 April 2022.
3.1.6. Any changes in the contact details of Team members must be notified to the
OC at the earliest. This obligation to inform hall continue throughout the
course of the Competition, unless such a Team withdraws or is disqualified
from the Competition.
3.2.3. Teams which have registered for the Competition in Accordance to Rules 3
of the Rules of the Competition may withdraw from the Competition after
informing the OC of such withdrawal on or before 14 March 2022. If a Team
gives notice of withdrawal on or before 14 March 2022, then the registration
fee paid, if any, will be refunded to the Team, after deducting transaction
costs. In case a Team fails to give notice within the stipulated time, such
Team shall not be entitled to any refund.
3.2.4. Teams from Least Developed Countries and Developing
Countries/Economies are eligible to apply for waiver of registration fee. All
formalities related to application for waiver must be completed by 1 March
2022 (11:59 PM IST). The decision of the OC shall be final in this regard.
4. ANONYMITY OF TEAMS
4.1. Teams shall not reveal their identity in any form, except by means of the Team Code
assigned to them in accordance with Rule 3.1.4 of the Rules of the Competition.
4.2. Teams shall not, in any way, reveal their identity in the Written Submissions or in
the course of the Oral Pleading Session. The Written Submissions shall not bear the
logo, name, etc. of the Team, its members or the Institution/College/University
represented by the Team.
4.3. Any material, including the Compendium, books, legal texts, or any other reference
material, carried during the Oral Pleading Session, whether presented to the Bench
or not subject to Rule 8.8, shall not reveal the Team’s identity and will be devoid of
any identification marks/seal of the Team or the Institution/College/University
represented. If anything on the material carried during the Oral Pleading Session
reveals the Team’s identity, the Team shall render the same unrecognizable to the
satisfaction of the OC prior to joining the Oral Pleading Session.
4.4. Any violation of Rules 4.1, 4.2, or 4.3 of the Rules of the Competition may attract
disqualification of the Team from the Competition or any other penalty as
determined by the OC. The decision of the OC in this regard shall be final and not
subject to challenge.
4.5. Any attempts by a Team or a member of the Team to contact, either directly or
indirectly, the drafter of the Moot Problem for any reason whatsoever after the
release of the Moot Problem and before the Competition closes shall lead to the
disqualification of such Team from the Competition.
6. WRITTEN SUBMISSION
6.1. Each Team is required to prepare Written Submission for both sides, i.e. the
Complainant and the Respondent of the case.
6.2. A Written Submission shall be identified solely by the Team Code assigned to the
Team pursuant to Rule 3.1.4 of the Rules of the Competition. The Written
Submissions shall not, in any way, disclose any fact pertaining to the identity of the
Team, its members, or the Institution/College/University represented by the Team.
6.3. A Written Submission shall consist of the following mandatory heads:
a) Cover Page
b) Table of Contents
c) List of Abbreviations
d) Index of Authorities
e) Statement of Facts (not exceeding 2 pages)
f) Measures at Issue
6.12.3. The files are named according to the Team Code and the side for which the
Written Submission is prepared. The Team Code on the upper right-hand
corner of the cover page is to follow the same format (for instance, Team 01
will name its Written Submission for the Complainant as 01C and the
Written Submission for the respondent as 01R). Use of any other format
(example “Team 01C” or “Team 01R”) will be penalized.
6.13. Any Written Submission violating any of the specifications enumerated from Rule
6.2 to Rule 6.10 and in Rule 6.12 of the Rules of the Competition will be penalized
according to the scheme provided below:

6.14. Any Written Submission violating the specifications enumerated under Rule 6.11 and
Rule 6.12 of the Rules of the Competition will be penalized according to the scheme
provided below:

6.15. Deductions made under Rule 6.14 of the Rules of the Competition shall be over and
above the maximum deduction of 15 marks prescribed under Rule 6.13 of the Rules
of the Competition.
6.16. Any decision of the OC regarding the deductions shall be final.
7.5.6. A Panel of 2 Panellists will judge each rounds in the Preliminary Rounds. For
each Panellist, if the cumulative Oral Score (determined in accordance with
Rule 9.2 of the Rules of the Competition) of one Team exceeds the
cumulative Oral Score of the other Team by 7% of the higher cumulative
Oral Score, then the Team with the higher cumulative Oral Score will be
awarded 3 points. If such difference is less than 7%, then the Team with the
higher score will be awarded 2 points and the other Team will be awarded 1
point. In case of a tie, the Teams will be awarded 1.5 points each for that
Panellist. Hence, a total of 3 points per Panellist will be allocated for the Oral
Pleading Session.
Example:
In a round between Team A and Team B, Panellist 1 gives a cumulative Oral
Score of 170 marks to Team A and 165 marks to Team B. The difference is
5 marks. Since this difference is less than 7% of 170 (which is 11.9), for
Panellist 1, Team A will be awarded 2 points and Team B will be awarded 1
point. In the same round, Panellist 2 gives a cumulative Oral Score of 160
marks to Team A and 175 marks to Team B. Here, the difference of 15 marks
is more than 7% of 175 (which is 12.25) and hence, Team A will be awarded
0 points and Team B will be awarded 3 points. If the Written Submission
Score of Team A is 75 and the Written Submission Score of Team B is 75,
there exists a tie and hence, the 3 points will be split equally. Team A will be
awarded 1.5 points and Team B will be awarded 1.5 points. The total round
points for that round are therefore:
Team A: 2 (Panellist 1) + 0 (Panellist 2) + 1.5 (Written Submission) = 3.5
points
Team B: 1 (Panellist 1) + 3 (Panellist 2) + 1.5 (Written Submission) = 5.5
points
7.5.7. The Team with the higher cumulative round points determined in
accordance with Rules 7.5.5 and 7.5.6 of the Rules of the Competition will
be adjudged as the winner of that particular round.
Example: Team B will be adjudged the winner in the above example.
7.5.8. The top 8 Teams will qualify to the Quarter Finals. The Teams will be ranked
as per the following scheme:
a. Firstly, on the basis of the total round points earned after the two
Preliminary Rounds.
b. If there is a tie in the total round points, the rank will be determined
on the basis of the number of wins in the Preliminary Rounds.
c. If a tie persists, the rank will be determined on the basis of the total
round points earned in the Oral Pleading Sessions in the Preliminary
Rounds.
d. If a tie persists after the above, it will be resolved on the basis of the
Written Submission Scores of the Teams.
Team that wins Quarter Final 1 v. Team that wins Quarter Final 4
(Semi Final 1)
Team that wins Quarter Final 2 v. Team that wins Quarter Final 3
(Semi Final 2)
The side (Complainant/Respondent) of the qualifying Teams will be
decided by draw of lots.
7.6.5. Rules 7.6.2 and 7.6.3 of the Rules of the Competition will apply mutatis
mutandis to determine the winner of the Semi-Finals.
7.6.6. The Teams in Quarter-Finals Rounds and Semi-Finals Rounds will be
provided with a soft copy of the opposing Team’s Written Submission prior
to the Oral Pleading Session.
7.8.2. Only the Researcher, as designated under Rule 2.3 of the Rules of the
Competition, shall write the test and such Researcher shall not be allowed to
address the Panel during the Oral Pleading Sessions.
7.8.3. The Researchers’ Test shall test the knowledge of the laws involved as well
as the factual details of the Moot Problem and the application of the relevant
laws to the circumstances in the Moot Problem.
7.8.4. No notes, legal texts, books or any other reference material or electronic aid
shall be permitted during the Researchers’ Test.
Once the Team has communicated these details to the OC, these details
cannot be changed for the Session in question. Extensions of time may be
granted only in extraordinary circumstances at the discretion of the Panel,
and is strongly discouraged.
8.5. Teams shall not reveal their identity (including names of the participants) throughout
the duration of the Oral Pleading Sessions.
8.6. In case any opponent Team fails to appear in an Oral Pleading Session, the round
shall be conducted ex-parte and the scoring shall be done as if the defaulted Team
had been present and arguing.
8.7. The dress code for the Competition shall be business formals.
8.8. No Compendiums shall be allowed. Teams will not be allowed to submit any material
to the Judges in their courtroom by any means. Only in extraordinary circumstances
where the Judge asks for such material to be sent to them, Teams will be required to
send such material to an email ID provided by the OC, and subsequently, after the
material is vetted, the OC has the discretion to forward the same to the Judge
concerned.
8.9. Any Team which violates any of the Rules with respect to the Oral Pleading Sessions
may be penalized. The decision of the Panel shall be final in this regard.
8.10. An additional member or Team Coach shall not be permitted to view the rounds of
any Team.
8.11. Any form of Scouting during the Competition is strictly prohibited and shall entail
disqualification of the Team. The decision of the OC in this regard shall be final and
not subject to challenge.
8.12. Teams shall reserve at least 1 minute for Rebuttals or Reply to Rebuttals, as the case
may be, for all Oral Pleading Sessions throughout the duration of the Competition.
No Team shall, however, reserve more than 5 minutes for the same.
8.13. The allocation of time between the Orators of a Team, as well as time reserved for
Rebuttals or Reply to Rebuttals, as the case may be, is to be in whole minutes only.
8.14. Preliminary Rounds
8.14.1. Each Oral Pleading Session will be for a period of 60 (sixty) minutes wherein
each Team will be allocated 30 (thirty) minutes (including Rebuttals or Reply
to Rebuttals, as the case may be). Any extension of time beyond this specified
period is subject to the discretion of the Panel.
8.14.2. No Orator of a Tem shall speak for more than 15 (fifteen) minutes, excluding
the time reserved for Rebuttals or Reply to Rebuttals, as the case may be.
8.15. Quarter-Final/Semi-Final Rounds
8.15.1. Each Oral Pleading Session will be for a period of 80 (eighty) minutes
wherein each Team will be allocated 40 (forty) minutes (including Rebuttals
or Reply to Rebuttals, as the case may be). Any extension of time beyond
this specified period is subject to the discretion of the Panel.
8.15.2. No Orator of a Team shall speak for more than 20 (twenty) minutes,
excluding the time reserved for Rebuttals or Reply to Rebuttals, as the case
may be.
8.16. Final Round
8.16.1. Each Oral Pleading Session will be for a period of 90 (ninety) minutes
wherein each Team will be allocated 45 (forty-five) minutes (including
Rebuttals or Reply to Rebuttals, as the case may be). Any extension of time
beyond this specified period is subject to the discretion of the Panel.
8.16.2. No Orator of a Team shall speak for more than 25 (twenty-five) minutes,
excluding the time reserved for Rebuttals or Reply to Rebuttals, as the case
may be.
9. EVALUATION CRITERIA
9.1. Evaluation Criteria for Written Submissions
9.1.1. Written Submissions will be marked on a scale of 100 marks as per the
following criteria:

9.1.2. The total marks for the Written Submissions shall be calculated by deducting
marks for violations, in accordance with Rule 6 of the Rules of the
Competition, from the total marks obtained by the Team under Rule 9.1.1
of the Rules of the Competition.
9.2. Evaluation Criteria for Oral Pleading Sessions
9.2.1. The Oral Pleading Sessions will be marked on a scale of 100 marks per
Panellist as per the following criteria:

9.2.2. The decision of the Panel regarding the allocation of marks shall be final.
9.2.3. To ensure uniformity, each Panellist will be briefed in advance regarding the
marking criteria.
10.2. The Best Orator in the Preliminary Rounds and 2nd Best Orator in the Preliminary
Rounds awards shall be determined as per the Oral Score awarded to each Orator in
the Preliminary Rounds in accordance with Rule 9.2 of the Rules of the Competition.
10.3. The Best Researcher and 2nd Best Researcher awards shall be determined as per the
Researchers’ Test conducted in accordance with Rule 7.8 of the Rules of the
Competition.
10.4. All members of each Team shall be awarded Certificates of Participation. Semi-
Finalist and Quarter-Finalist Teams shall also be awarded Merit Certificates.
10.5. The OC reserves the right to make any changes to the above-mentioned rules.
11. MISCELLANEOUS
11.1. The OC reserves the right to amend, modify, change, or repeal any of the Rules of
the Competition. The OC shall communicate any changes made in the Rules of the
Competition to the Teams.
11.2. The OC reserves the right to take decisions on any matter not mentioned in the
Rules of the Competition. Any such decision taken by the OC shall be final and
binding.
11.3. The OC reserves the right to interpret any of the Rules of the Competition. Such
interpretation shall be final and binding.
11.4. If any one member of a Team is notified or informed of any detail or information
concerning the Competition, it shall be deemed as if the said team as a whole has
been duly notified or informed.
11.5. The copyright in the Written Submissions of Teams shall vest with Gujarat National
Law University (GNLU). GNLU shall not be responsible for any liability accrued to
any person or for any loss caused to any person because of the content of the Written
Submissions.
11.6. No audio or video recording of Oral Pleading Session is permitted without the
permission of the OC, the Panel before which the Team is scheduled to present, and
the opposing Team. The OC reserves all rights to audio recording and videotaping,
or any other form of audio or visual reproduction of any round or part thereof.
11.7. If a Team believes that the Rules of the Competition have been violated at any stage
of the Competition, the Team shall, after the completion of the round in which the
alleged violation has occurred, at the earliest register a complaint with the Student
Convenors of the Competition.
11.8. Team(s) shall not approach the Panel with any complaints, under any circumstances
whatsoever.
12. ACCESSIBILITY
12.1. The GIMC OC is committed to ensuring the highest degree of accessibility for all
Teams participating in the Competition.
12.2. All our documents are capable of being read by screen-readers. However, if any of
our documents are inaccessible to any Team member, Teams are requested to
contact us on gimc@gnlu.ac.in to receive more accessible materials in a screen-
reader compatible format.
12.3. In a situation where the Virtual Platform chosen is inaccessible to any Team member,
a more accessible Virtual Platform will be chosen for the Team concerned. Any
accessibility concerns related to the Virtual Platform chosen will be dealt with in the
Technological Guidelines released by the OC.
12.4. In case any Team member of a Team is hearing or speech impaired, the same Team
member will be permitted to have their own interpreter present at the time of Oral

MODE OF PAYMENT
2. Procedure for Payment of Registration Fee for Teams from Outside India.
Teams from Outside India shall make payment through bank transfer. All transfer fees
must be paid by the transferor in US $ only. The transfer must indicate the name of your
University as the transferor for your University to be given credit for having paid the
