Effectiveness of Police Community Precinct in Crime Prevention to
the Residents of Tondo Manila
Objectives:
a. To know how the PCP helps in crime prevention
b. To know how PCP helps the citizens in the community
c. To understand why PCP needs in the community
Brief Background:
There are many Police Community precincts in the Philippines, but this study focuses
only on the effectiveness of the PCP in Tondo, Manila. As we all know, Tondo has one of the
highest crime rates in Manila. This study aims to understand how PCP affects Tondo's crime
prevention and whether it helps prevent crimes from being committed or solve crimes. Also, how
has the community changed since the PCP was implemented in Tondo.
According to Pendatun (2022), Community involvement is the engagement of citizens in
a large range of administrative policy-making activities, such as establishing service levels,
budget priorities, and the acceptability of physical construction projects to orient government
programs to community needs, building public support, and encourage a sense of solidity within
society. In conclusion, community participation moves beyond just including residents as growth
beneficiaries to include them proactively in decision-making.
The crime prevention triangle: desire, ability, and opportunity, was one approach to crime
prevention. Taking away any of the three aspects of the crime triangle inhibits the commission of
a crime. He said that opportunity is the most natural element to control and that breaking the
crime prevention triangle is the most important aspect of winning the fight against criminal
activity.
In UN Security Council, the UN Secretary-General emphasized that prevention is better
than cure in matters related to justice. The first imperative of justice is prevention, and the
prevention of crime is a major factor for the institution of a secure and secure community, the
success is an essential prerequisite for balanced economic growth through continued economic
growth in addition to comprehensive prevention engagement.Vicente (2020)
As the Constitution permits, the state shall promote peace and order, maintain public
safety, and build local government capacity to provide effective services to citizens. To that end,
peace officers such as uniformed soldiers have the authority and power to suppress the rise of
violence and the commission of crime by lawless societal elements. Every citizen in a
community has an important part in maintaining and promoting peace and order; without the
community's assistance, no police program or plan would work. The smallest society in a
community is the family, where relationships begin. Thus police officers must be the first role
model for their families in excellent manners, psychologically, physically, and spiritually. Mabutot

Some other countries, including Brazil, Fiji, Mongolia, and Singapore, have embraced
the koban system to varying degrees. Koban is generally positioned near stations, banks, and
popular entertainment locations and is intended to serve as a community policing hub. Koban
has been recognized in various nations as a solution to escalating street crime. The general
public is increasingly using koban to find directions and street addresses. Koban is rarely staffed
by the top of Japan's police force but rather by elderly or young officers (female officers are
seldom seen in koban outside of Tokyo and do not work the night shift). Mags (2020).
The police use this information to distribute their limited resources to prevent crime and
protect public safety. This issue is especially relevant in police, as officers require knowledge of
what is happening in the community to perform services effectively and efficiently. Residents
inform the police about the most pressing problems, the locations of crime hotspots, concerns
about suspicious people or activities, and reports of crimes. When citizens lose trust in the
police, the entire apparatus collapses. Cooperation between the police and the community (also
known as community policing) may boost citizen trust and improve the police's ability to enforce
the law, particularly when the state's legitimacy is questioned. Yet, more research is needed to
look into the effects of these types of interventions on measures of trust and crime.
Importance:
The first is that police-community precincts boost the visibility and presence of officers in
the community, resulting in a higher sense of security among people. The presence of police
officers can also deter criminals from committing crimes in the area. The second reason is to
improve police-community relations. Police community precincts facilitate interaction between
the police and community members, allowing for the developing of relationships that improve
trust and mutual understanding. Better relationships can lead to improved communication,
increased cooperation, and successful crime prevention methods. Finally, police community
precincts respond to crime situations faster, resulting in faster case resolutions and easier
identification and apprehension of perpetrators. Haim(2018).
