    AN ORDER ON THE EXPANDING BARANGAY DISASTER RISK REDUCTION AND MANAGEMENT


    COUNCIL (BDRRMC) AS ONE OF THE SUB-COMMITTEES OF THE BARANGAY DEVELOPMENT
    COUNCIL (BDC) AND PROVIDING FOR ADDITIONAL POWERS AND FUNCTIONS OF THE BDC IN LINE
    WITH THE DISASTER RISK REDUCTION AND MANAGEMENT IN THE BARANGAY DANAHAO, CLARIN,
    BOHOL

    WHEREAS, the DRRM act stipulates the Local Government Units including the barangays
    are the frontlines and first responders in every disaster event, they take the lead in preparing for,
    responding to and recovering from the effects of a disaster;

    WHEREAS, Rule 5 Sec 1 of the IRR of the DRRM Act provides that the Barangay Disaster
    Coordinating Council shall cease to exist and its function shall be assumed by the Barangay
    Development Council (BDC) shall serve as the Local Risk Reduction and Management Council
    (LDRRMC) in the barangay;

    WHEREAS, Rule 6 Sec 1 & 5 of the IRR of the DRRM Act provides for the creation of
    BDRRMC which shall be a regular committee of the BDC and its mandated to set the direction,
    development, implementation and coordination of Disaster Risk Management Programs;

    WHEREAS, the BDRRMC is headed by the Punong Barangay with sections responsible for
    (1) Administration and Training; (2) Research and Planning; (3) Operations and Warning shall
    organize, train and directly supervised the Local Emergency Response Teams and Accredited
    Community Disaster Volunteers (ACDVs);

    WHEREAS, there is a need to expand the structural composition of the DRRMC as a sub-
    committee, being the institutional structures responsible in overseeing and implementing DRRM
    programs;

    NOW, THEREFORE, I, NORBERTO J. PODADOR, by virtue of the power vested in me


    under the laws of the Republic of the Philippines as Acting Punong Barangay of Barangay
    Danahao, Clarin, Bohol, do hereby order.

    Section 1. Organization. To expand the structural composition of the BDRRMC which is a regular
    sub-committee of the BDC and shall be composed of the following:

    Vice- Chairperson: NORMAN L. CORTEJOS - Barangay Kagawad
    Member: JESSICA S. POQUITA - Barangay Secretary
    MERLYNA L. PATIGDAS - Barangay Kagawad
    LUCENA L. BASIO - Barangay Kagawad
    ALBERTO L. BELAMIA - Barangay Kagawad
    ROSEMARIE G. PATIGDAS - Barangay Kagawad
    ROLANDO M. RODEL - Barangay Kagawad
    ANECITA S. BALILI - Barangay Kagawad
    NOEL P. MAGALLON - Barangay Tanod
    NILO L. POQUITA - Barangay Tanod

    Section 2. Functions. The Council shall perform the following functions:


    1. Approve, monitor and evaluate the implementation of the Local Disaster Risk Reduction
    and
    Management plan and annually review, test and develop the plan consistent with other
    national and local planning programs;
    2. Ensure the integration of disaster risk reduction and climate change adaptation into local
    development plans, programs and budgets as a strategy in sustainable development and
    poverty reduction;
    3. Recommend the implementation of forced or preemptive evacuation of local residents, if
    necessary,

    Section 3. Meetings. The Barangay Disaster Reduction Risk Management Council (BDRRMC)
    shall convene once every three (3) months, or as necessary.

    This order shall take immediately upon approval.
