Chapter 1: Introduction

An urbanized area refers to a developed rural place, meaning the population is greater and
there is houses, commercial buildings and other structures. A large populated area needs
resources that will sustain the needs of the all people that reside in that area. As one of the most
valuable resources that an urbanize area needs, water is the most important natural resources
needed by all living organism to survive in everyday life. Water has many purposes like
agricultural, industrial, commercial and environmental purposes. Like any other resources, it
won’t last forever if not managed in a systematic and maintainable way. With the growth of
population and urbanization the demand for water will extremely increase. Adequate supply of
water is needed and should be properly distributed to each houses and establishments.

The main purpose of this proposal is to developed the water supply system of the chosen
area and have sufficient water supply in the present day to the near future. It is designed into a
Level III water supply system that will supply sufficient amount of water based on their water
consumption per day. The contents of the proposal have different parts that will support all the
data used in designing the project. This contains different analysis to become the basis on
designing and to make sure that the distribution of water for the consumers is enough. Every
factor that can affect the water distribution, has good or bad effect, is considered and analyze
well to ensure that the project will not encounter any possible problems during the operation.

Chapter2: Market Study

2.1 Demand Analysis


The project that is proposed by the researchers is the construction of water
distribution system within the barangays of Poras, Balogo, Tabi and Buliasnin. The
project will provide service of supplying sufficient water for both residential and
commercial establishments.
Demand determinants are the factors that that is needed to be identified to derive a
realistic estimate of the demand for water supply of the people living and working at the
target area. One of these determinants is the population. An area developed into an
urbanized area is expected that there would be a rapid increase in population.
Another determinant is the type of commercial building, the total water
consumption per day for the commercial establishments is based on size and what kind of
business is operating. Establishments that depends on water to operates needs a large
amount of water.

2.3 Supply Analysis


Approximately the demand of an average person is 120 liters of water or 0.12
cubic meter. The project can supply an estimated 608.778885 cubic meters of water per
day for the residents. The source of water supply will come from the elevated part of the
target area. A total population of 970 persons including all the commercial
establishment/s will benefit in the water distribution system. There are 194 residential
houses and 36 commercial buildings that needs a sufficient supply of water supply every
day.
The maximum daily demand is about 608778.885 L/day and the peak hour
demand is 48702.3108 liters per hour having 8% 0f the maximum daily demand which is
in the between 4:00-5:00 am and 10:00-11:00 am. This water demand will be the
maximum discharge that will flow in the proposed water distribution system.
Nevertheless, Non-Revenue Water (NRW) is needed to be considered since it may occur
in the future on the distribution. With the percentage of Non-Revenue Water (NRW) at

15%, the discharge on the distribution considering Non-Revenue Water (NRW) is
15.91578784 liters per second.

2.4 Demand-Supply Consolidation

After the demand and supply has been analyzed, it is concluded that there is a high demand
for water for commercial use. The project is determined to be efficient in satisfying the demand
on water.

2.5 Strategic Plan

The target audience for this marketing plan were identified as follows:

1. Residents of Barangay Tabi, Poras, Balogo, and Buliasnin

2. Elected officials

3. Service providers

4. Advocacy organizations

Residents is considered as an audience for they were the one who experience challenges
relating to water. Also, they were the one who will pay for the service provided by the project.
The marketing approach should consider the difficulties of the residents in order for the project to
be beneficial to them.

The other audience will be the elected officials such as mayor, councilors, board members,
etc. These officials were involved as an audience for they want the project to be beneficial to their
subordinates

To disseminate the information about the project to the residents of the said four barangays,
all marketing-related functions will be taken care of the project manager. Then, to further spread
the information, the project manager will seek the help of the local government unit. The local
government unit will also ask for the assistance of the barangay officials of each barangay to
inform all the residents about the project, its uses, cost and the benefits of the residents on the
project.

The marketing message should emphasize how effective the water supply system is. The
marketing personnel should observe the use of terms that can be easily understood by the project.
The technical terms must be converted into simpler or basic form so that every resident would
understand the whole process.

Chapter 3: Technical Analysis

3.1 Introduction
Region IV-B or known as MIMAROPA is one of the regions of the Philippines
that is surrounded by bodies of water. This region is blessed with many tourist spots
including the beautiful island province of Marinduque. The municipality of Boac is the
capital town of the province of Marinduque. The municipality of Boac is consist of 61
barangays including the four Barangays where the proposed project is located. Boac is
considered the center of trade and industry, educational and culture in the province.

3.2 Project Location

Figure 1 is the target location of the proposed project where it is located within
four barangays. The target location is in the North-east of barangay Poras, South-east of
Barangay Balogo, North-west of Barangay Tabi and Southern part of Barangay
Buliasnin.

3.3 Project Description


Since the project is to developed the target area’s water supply system into level
III waterworks system, it is designed to supply water to all residents within the target
area. The project is designed to provide service for about ten years.

3.4 Design Parameters
3.4.1 Lot
The proposed project is designed within the target area of 10 hectares. The
target area has 194 residential houses and commercial buildings. It has one
commercial laundries, nine eating establishments, thirteen stores & retail services,
three veterinary services, two car washes and eight general warehouse and storages.

3.4.2 Population
The project will serve a total of 194 household and 36 commercial
establishments

3.4.3 Household size

According to the Philippine Statistics Authority (2015 census, released


Dec. 29,2016) the number of members in each household is 4.4 approximately 5
members.

3.4.4 Lcpd consumption

According to the World Bank, Philippine Environment Monitor 2003, for


residential building, the Daily water Consumption per capita is 120 Lcpd.

Chapter 4: Social Impact Assessment

The propose project will provide a service of supplying sufficient water to residential and
commercial buildings. It is expected that the demand in water will increase because of the rapid
population growth. This matter was due to the increase in birth rate, migration, development of water
supply system in the rural area and other factors. The total number of households in the target location is
194 households and 36 commercial enterprise which are supplied by a Level III type of water supply
system.

The project’s target client population includes these sub-groups:

1. Involuntary Group
Group that has no control in their choices. In an organization they cannot join or
leave on their own.
 DENR
During the project construction and operation, DENR is present. DENR is the
government agency that is responsible for the activities related to the environment, they
will approve this proposal given that the project is harmless to the environment.

 Service Provider

After accomplishing the main objective of the project, the name of the service
provider will be known to other adjacent barangay. The service provider will be successful
and the number of households that will pay for the service that they can provide will
increase.

 Tax-payer
The project is funded by the government and that funds from the government is the
taxes of the Filipino citizen. The tax-payer can be reassured that their money is being used
for a good cause.

 Envi-Advocates
The benefit that an Envi-Advocates can have is the harmless effect of this project in
the environment throughout the project construction until operation

2. Voluntary Group
Group that can join and leave freely in an organization.
 Charities

There is a certain that the money is use in good deeds.
 Contractors/Builders
In terms of money, they have additional salary to support their family.
 Unemployed residents
The project can provide jobs for the unemployed residents and they will have trainings
with regards to their assigned jobs.
3. Delegate Group
Group that is serve by the representative of larger number of people. They will discuss the
issue on behalf of its sovereignty
 Municipal Mayor
He/she can provide water supply facility for his/her subordinates. The construction of
the project will be recorded under his name during his/her term of as the Municipal Mayor.
 Barangay Officials
They can provide sufficient water for each of their barangay
 MEO
The project will be one of achievements of the Municipal Engineering Office.

Chapter 5: Environmental Impact Analysis

The development of water supply system in the target area definitely will have
environmental consequences locally. It is important to take initiative to decrease the negative
environmental impact and understand each impact even if it has positive or negative effect. The
negative impacts are temporary, and many long-term impacts such as energy demand are
reasonable and unavoidable. Most of the negative impacts that are temporary was related to
construction.

Direct Impacts

These are the impacts that has direct interaction with the environment, economic and
social factors.

 Land consumption
Since the project is development of a water supply system a large part of
an area will be affected at exactly 10 hectares. The project will try to minimize
the effect of disturbance and will take place within the target site location.

 Methods; Area of Disturbance


During the process of trenching the pipes for distribution system,
excavation will take place throughout the site.

 Loss of Vegetation
The target location of the project is in an area where most of the space was
consumed by trees.

 Threatened/Endangered species
With the scope of the project, there will not likely be any concern for
affecting the endangered species in the Philippines since it does not exist in the
target location.

 Historical Impacts
There are no historic properties that were affected within the area affected of this
project.

 Traffic

Traffic disruption impacts should be noticeable since most of the construction
will occur mostly along the road. Dust control will be implemented as necessary on
temporarily exposed soil by watering. Due to an urbanized location of the site,
construction noise and effects of any increased construction traffic will result in great
impacts. Fill haul trucks will be routed so as to provide minimal impact to the
community and roads.

 Surface and groundwater

It is anticipated that groundwater will need to be pumped from the projected area.
Any dewatering that may occur will require other protective measures. Related permits
will be obtained prior to any type of activity being performed.

 Operational Impacts
The operational impact of the project will change significantly the condition of
the water system of the target area. There will be a sufficient amount of water to be
supplied in every residential and commercial establishments.
 Socioeconomic Impacts
The project will have a great socioeconomic impact since the population rate
increases and the level of quality of water system is develop. Positive socioeconomic
impacts will include the proposed project is capable of operating in accordance with
governing requirements.

Indirect Impacts

 Land Use

Land use is not likely to significantly change in the future since the place is developed into an
urbanized area. It is expected to remain predominantly residential with some commercial
establishments.

 Changes to the Natural Setting

There are no changes in air quality restricting from this project are anticipated. Any air quality
issues associated with this project will be temporary in nature and limited to the time of construction.

 Cultural, Human Impacts


Impacts on cultural, human, social, and economic resources are expected to be positive
due to improved water system. The only negative impact in this category would be increased user
costs which will be evenly distributed across the customer base being served by the system.

 Aesthetics

Aesthetics are unlikely to be affected since the pipes are trenched underground and the
storages is in a slightly elevated and distant area. The only noise associated with the project will
be heavy equipment due to construction, which will be temporary in nature.
