Resolution Approving Badpa
WHEREAS, pursuant to Republic Act No. 6975, otherwise known as the “Department of
the Interior and Local Government (DILG) Act of 1990”, the Department is mandated to promote
peace and order, ensure public safety, and strengthen local governance aimed towards the
effective delivery of basic services to the citizenry. Wherefore, the Department has formulated
plans, programs, and policies to reinforce this mandate;
WHEREAS, in line with the priorities of the current administration to continue the
campaign against illegal drugs “within the framework of law and with respect for human rights
and with focus on rehabilitation and socio-economic development,” the DILG, with the Regional
Offices and local government units, shall implement the Buhay Ingatan, Droga’y Ayawan (BIDA)
Program.
WHEREAS, DILG Memorandum Circular no. 2023-025 entitled Guidelines for the
Implementation of the Buhay Ingatan, Droga’y Ayawan (BIDA) Program cites the local
government units as the frontline implementers of the BIDA Program. Said Memorandum also
mandates barangays to formulate their Barangay Anti-Drug Abuse Plan of Action (BADPA) for
2023-2025 which shall embody their programs, projects, and activities against illegal drugs;
WHEREAS, Barangay Catumsan, Arteche, Eastern Samar, fully supports the BIDA
program and has, through their BADAC, formulated PPAs, incorporated in their BADPA, aligned
with the objectives of the program;
APPROVED and ADOPTED by the BADAC members present at the meeting on April
19, 2023, at Barangay Catumsan, Arteche, Eastern Samar.
