a) The cut-off date for reckoning tenure for SCT-2023 will be 30/06/2023 and the
transfer order will be effective from 01/04/2023.
b) H.O.O., before verifying the PIS, must go through the details like deputation, punishment,
attachment etc. While verifying attachment details, H.O.O. should ensure that “from and to date of
attachment” should be updated in PIS, as this is very crucial for determining Hardship score. Once
PIS has been verified, no PIS updating would be possible in SELO through any means till issuing of
transfer.
c) During SCT-2022, several PIS were updated at the last minute and due to this,
reprocessing of data had to be done. Unit/Estt HOO must update the data before verification of
PIS. Data updated or entered in PIS after 10 Dec’2022 in SELO PIS would not be included for SCT-
2023.
d) As per standing order No. 04/2022, for NGOs transfer of BDD squad/K9(Dog
Handlers)/Band/Pioneer wing/ Intelligence set ups/Lab tech personnel will be issued manually.
Concerned H.O.O. may be directed to remove names of above category of personnel from list of
personnel due for transfer in SCT-2023. Similarly, for GOs only transfer-in for Signal units, Law
officers, AWS/CWS will be done manually before starting of SANTOS.
e) Name of personnel undergoing ROBC and other courses for remusteration to MT/ Signal
cadre, if any, available in transfer list may be removed by concerned H.O.O. to avoid dual transfer,
as was observed in SCT-2022.
g) While issuing SCT-2022, it was noticed that name of personnel suffering from
critical/terminal illness and not able to serve in hard areas were not removed from list of
transferees, due to which a lot of personnel moved to the Court for relief. All H.O.O. may be
directed to ensure that these cases are included in Special/retention cases.
h) All personnel audience/reference cases, who have already been decided to be considered
during SCT-2023, may invariably be added in transfer list, irrespective of completion or non
completion of normal tenure, with specific mention of reasons for personal audience.
k) The personnel, who are superannuating upto 30/06/2024 will be allowed to remain posted
at their present place of posting till their superannuation. However, personnel, if any, willing for
terminal posting may be added in Special cases by concerned units/Estt.
l) It may also be ensured by concerned H.O.O. that name of personnel retained at their
present place of posting upto 2023, is added in the transfer list for SCT-2023.
m) H.O.Os will ensure that RTs/GD, who have not yet completed basic training owing
to injuries/any other reason and completed tenure at the present place of posting (location)
should be removed from transfer list.
n) From the past experience, it was noticed that suitability of very less personnel was
assessed for special unit. As a result vacancy of special unit could not be filled up. Concerned
H.O.O. may be directed to detail a board of officers by target date to assess suitability of
maximum number of personnel for posting to special units. i.e SDG/PDG/CoBRA/VIP security &
Training.
o) While feeding the special and retention cases, HOO must scrutinise the case and fill in
correct head and sub head.
p) Suitability is marked by the unit/sector for special units for executive cadre. Suitability
marked by the Unit/Sector and further by sector of special units will be treated as final for the
posting in special units.
03. Logics of transfer/number of choices to be filled for all cadre will remain same
as was implemented during SCT-2022.
Copy forwarded to all formation of CRPF, except the above addressee for
information and necessary action.
